Villar draws nurses' ire with controversial statement

The buzzer rang.

And the wife of Senator Manuel "Manny" Villar ran out of time to expound her statement, which drew the ire of thousands of Filipino nurses.

"Ang sinasabi namin sa kanila na 'actually, hindi naman kailangan ng nurse na matapos ang BSN (BS Nursing). Kasi itong mga nurses, gusto lang nilang maging room nurse," Villar said, as she responded to a question posed by Winnie Monsod.

"(Kasi) sa Amerika or sa other countries, ano lang sila parang mag-aalaga... Hindi naman kailangan silang maging ganong kagaling," she said in Pagsubok sa mga Kandidato aired over GMA News TV.

The economist asked Villar to substantiate her desire to help the poor when she allegedly sided with the owners of nursing schools accused of providing low-quality education to students.

"How can you reconcile the seeming disconnect [between] 'yung desire ninyo to help the poor at saka yung pagpapanig niyo sa mga owners ng mga educational institutions na gustong isara...," Monsod asked Villar.

To which Villar initially responded that CHED already issued permits for the schools to open and that the owners have already invested in nursing equipment.

Villar was the chair of House Committee on Higher Education, which stopped a government agency from suspending 23 nursing schools in 2005 to 2006.

The Commission on Higher Education (CHED) was trying to address poor training that students get from low quality nursing schools.

She argued it was unfair for the 23 nursing schools to be suspended after investing on its facilities, which CHED earlier found lacking of tertiary hospitals where students can train.

"Tiningnan namin yung parang syllabus at yun bang mga courses na kukunin nila at nakita namin na after lang sa third year nila kailangan yung sa tertiary hospitals," she explained.

"So ni-request lang namin na hindi ipasara ang pre-nursing, ying first two years," she noted.

Rage and explanation

Villar issued a statement on her Facebook fanpage after her answer went viral on social networking sites.

"The issue was really beyond me. I just interceded as chairperson of the House Committee on Higher and Technical Education. I have no power neither over CHED nor the nursing schools. As I said, my conciliatory efforts were overtaken by events—the charges filed by the schools against CHED officials," she said.
 
"The 30-second limit for me to answer the question posed on the news program was too short to give the complete details surrounding the issue. I hope that this statement will clarify the issue. I am sorry if it has created confusion. Thank you," Villar added. The Facebook statement, even the fanpage, were however no longer available by 5:00 pm Sunday.

But several nurses took to Villar's facebook fanpage their sentiments.

"Hope I'll be given the chance to take care of you to make you feel and realize the we nurses deserve respect and honor," said Nelia Panuayan.

Quei Canlas Vitangcul added: "The purpose of time pressure on debate is that it takes the very core of your SENSES and INTELLECT. Too bad you lack the latter."

Cristy Capili-Bunag also said: "Mabuti pa si Pres. Obama mataas ang pagkakilala sa mga Filipino Nurses.....pero itong Aleng ito na kapwa nating Pinoy....mababa ang pagkakilala sa ating mga Nurses. Hanep ka talaga Aling Cynthia Villar."

And as a result, nag-resign po si Chairman Fr. Rolando Dela Rosa, nag-resign ang buong technical committee on nursing education. Ngayon, ang question ko, it seems nag-side po kayo sa side ng business, sa mga owners ng school. At tsaka hindi niyo pinakinggan 'yung mga kailangan magawa para sa mga nursing students na nawalan na ng pera, hindi naman sila pwedeng pumasa. Now how, Cong. Villar, can you reconcile itong parang seeming disconnect between 'yung desire ninyo to help the poor at tsaka 'yung pagpanig niyo sa mga owners ng mga educational institutions na gustong isara ng technical nursing committee at tsaka 'yung CHED?"

Cynthia Villar: "Maraming salamat, Mareng Winnie. I want to explain that situation to you. Hindi naman ganoon ang istorya noon. Ang nangyari noon, binigyan nila ng permit yung mga schools to open, ng CHED... Tapos gusto nila ipasara, nakapag-invest na yung mga may-ari ng schools sa mga kanilang facilities. And then, sinasabi nila na kaya daw nila gustong ipasara dahil walang tertiary hospital, kasi sa mga nursing school to, na where they can train. Ang sinasabi namin noon, hindi naman po kami kumokontra sa CHED, ang sinasabi namin, kasi tinignan namin 'yung syllabus, yung mga courses na kunin nila, and then nakita namin na after lang sa third year kailangan nila yung tertiary hospital so ni-request namin na hindi nalang ipasara yung pre-nursing, 'yung first two years..."

In other words, if it's only a matter of investment, bakit po hindi sila ma-employ employ? At bakit po nag-resign ang technichal nursing education committee, at tsaka nag-resign after only 7 months in office? Do you think they just did not understand?"

Cynthia Villar: "No, yung pag-reresign po ni [Fr. Rolando V De la Rosa] is a personal quarrel with the owner of a school. Medyo personal po yun. Pero yung amin po, ay sinasabi po namin sa kanila na actually, hindi naman kailangan ang nurse ay matapos ng BSN kasi itong ating mga nurses, gusto lang nila maging Room Nurse. MANILA, Philippines - Team PNoy senatorial candidate Cynthia Villar apologized on Monday, March 4, to Filipino nurses who were hurt by her recent statement on the nursing profession.

“Taos-puso po akong humihingi ng paumanhin sa lahat ng mga nurse at kani-kanilang pamilya na labis na nasaktan sa aking kasagutan sa tanong na ibinato sa akin sa isang programa sa TV (I sincerely apologize to all the nurses and their families who were hurt by my response to the question I was asked on TV),” she posted on her Twitter account @cynthia_villar.

In a senatorial forum on GMA News TV on February 23, economist Solita Monsod asked Villar to explain why, as chairman of the House committee on high education, she opposed the move to close nursing schools that the Commission on Higher Education (CHED) said did not meet minimum requirements to continue operations.

Villar explained that she favored the students who wanted to continue their schooling. CHED, she said, wanted to close the nursing schools because they didn't have the required tertiary hospitals where the nurses would eventually be trained before they graduate and get their BS Nursing degrees.

This part of Villar's response became controversial: "Actually, hindi naman kailangan ng nurse na matapos ang BSN (BS Nursing). Kasi itong mga nurses, gusto lang nilang maging room nurse,” Villar said in response.

“Humihingi po ako ng pang-unawa sa lahat ng mga nasaktan sa aking sinabi. Wala po akong intensyong maliitin ang mga Filipino nurses (I apologzie. I had no intention to belittle the Filipino nurses),” Villar added.

Team PNoy campaign spokespersonMarikina Representative Miro Quimbo said Villar has been “unfairly treated” especially on social media. Quimbo said Villar was caught off guard with the question because it was about something that happened several years back.

“She has sufficiently explained her position on the matter. If there’s anyone who she’d offended it was not intentional,” Quimbo said during Team PNoy's press conference.

As CHEd chair, [Fr. Rolando V.] De la Rosa cracked down on substandard and fly-by-night nursing schools cashing in on the nursing-education boom. He resigned when he did not get the support of Congress and Malacañang.

i'm far from being a nurse and such profession was never in my sights, but i won't vote for cynthia villar because, rightly or wrongly...

In fine, what the Villars, through Capitol/Optimum Bank and Manila Brickworks paid to the Bangko Sentral in partial settlement of their billion-peso loans, were FAKE titles! And aside form the BSP, which was clearly defrauded, victims now are the poor farmers of Norzagaray, who cannot have their titles reconstituted. If a farmer-family wants to obtain a loan so that they can send a son or daughter abroad to work as an OFW (Villar’s advertised beneficiaries of his generosity, for instance), they cannot do so, because the BSP also holds title to the same.

At one time, the farmers said, the Villar corporations sent security guards to drive them away from their land, but they resisted. This seems to be a pattern, as we shall see in other land disputes involving the Villars.

The farmers went from office to office, from the prosecutors office of Bulacan, as well as the DENR. They even went to the office of Senator Ping Lacson after they heard about the mysteries of the C-5 double appropriations. But Lacson’s Ethics Committee could not take cognizance of the letter-complaint of the farmers because then Sen. Pres. Manuel Villar was not yet a senator of the Republic at the time the complained offense was committed. He was yet a congressman, and later Speaker, and his wife Cynthia was not yet even a congresswoman at the time she signed the promissory notes to Bangko Sentral.

The farmers, through Gina S. Jarvina and Valentino Amador, et al, filed a complaint with the Office of the Ombudsman on September 2008. Despite follow-ups, nothing has been heard from the Ombudsman.

Now the man who purveyed their lands to the Bangko Sentral as foreclosed property due to non-payment of a 1.5 billion peso loan contracted for by his wife Cynthia, is running for president of the Philippines. And the poor farmers whose ancestors have continuously lived and cultivated the paltry lands of Norzagaray are deathly afraid that if Villar becomes president and his wife Cynthia becomes First Lady, they would lose their lands and their homes altogether.

ang ahong father in law haciendero. daghan ang nag squat sa ilang juta. ang iyang gihimo ijang gihatag sa mga squatters ang ilang gi squat. hala injo na nang juta. pahimo-i ninjo ug titulo. miingon pod ang mga suatters wa man mi kwarta sir. ang gihimo ni daddy sija maoy ga hire ug surveyor aron ma pa titulohan ang  juta nga gi squat.
