In order to meet the needed volume of seaweeds to make bioethanol production cost-efficient, the Koreans would have to teach the Filipino seaweed growers how to improve seaweed growing methods.

And in order to properly introduce the importance of seaweed production in energy policy as well as for domestic growth, the Koreans could disburse and help fund for advanced classes in environmental engineering in universities in the Philippines, such as the likes of University of Bohol, Bohol Island State University, and Holy Name University. By increasing their cooperation with the Filipino people, educational institutions , aside from governmental units, can the Koreans expect positive gains in future business dealings with the Philippines and its people.
There has to be some kind of long term goals and benefits that the Philippines and the Filipino people can benefit from. Aside from supplying the Koreans with much needed petroleum ether and research work, it would be fortuitous for the Filipino people to develop seaweed plantations for domestic use as well, which can be ascertained by new technological processes in energy acquisition from Korean engineers and specialists.
If the Philippines can develop its own energy sector from this, and slowly but surely sever our heavy dependence on foreign energy importations, then surely, this is something that the whole country can benefit from.
