Manila Waterworks and Sewerage System MWSS Is So Corrupt

AN administration ally in the House on Friday demanded the replacement of Macra Cruz, administrator of the Manila Waterworks and Sewerage System, for inventing all kinds of bonuses for herself, including a Christmas bonus that came in September.

In 20 months, Cruz made P6 million in bonuses, of which P4 million she had awarded to herself, said Bagong Henerasyon Rep. Bernadette Herrera-Dy.

“As if mocking President Aquino, who exposed anomalies in MWSS in his first State-of-the-Nation address on July 25, Cruz, the day after or on July 26, drew from the funds some P238,000 in ‘privatization anniversary’ bonuses when all officials were supposed to carry out the President’s orders to instill reforms in their respective agencies and to rid their departments of corruption,” Herrera-Dy said.

Cruz was deputy administrator under the previous administration, but President Aquino appointed her administrator in July.

Among the rewards she gave herself was P1 million in “Ondoy calamity assistance” and a regular PX mart and grocery allowance, Cruz said.

“When Christmas time came and Cruz found she already overused the word ‘Christmas’, she rewarded herself with P200,000 in productivity incentive bonuses in December 2009,” said Herrera-Dy, who furnished reporters copies of the benefits Cruz had made for herself.

“President Aquino could not expect Cruz to implement reforms in the MWSS because she herself misused the funds for her own benefit. The President must replace Cruz immediately,” Herrera-Dy said.

“She virtually made the MWSS her milking cow.”

Herrera-Dy said Christmas came early to Cruz, who collected her 13th month pay in September 2009.

She also collected grocery, “Family Week” and scholarship allowances amounting to P250,000.

Vouchers and receipts furnished Herrera-Dy by “concerned individuals” showed that two weeks after the devastating storm Ondoy inundated Metro Manila in September 2009, Cruz awarded herself P100,000 in calamity assistance. Another P100,000 was drawn from funds for her “year-end financial assistance.”

On Nov. 6, Cruz received a P130,000 Corporate Christmas Package and some P100,0000 in Christmas bonuses on Nov. 17. A day later, she took out P800,000 in car loans, documents showed.

On Nov. 24, Cruz was granted P100,000 as a productivity incentive bonus and P20,000 in PX Mart allowances.

On Dec. 10, she granted herself P300,000 in financial assistance and another productivity incentive bonus of P94,000.

Four days later, or on Dec. 14, Cruz received some P143,000 in discretionary allowances and on the same day another P100,000 as a collective negotiation agreement bonus. The following day, Dec. 15, Cruz received P100,000 in “OGCC/GOCC celebration” funds.

From Dec. 17 to 22, she received P200,000 more in productivity bonuses.

From January to July 26 this year, Cruz had already made P1.52 million in bonuses, said Herrera-Dy, who added she would deliver a privilege speech Monday to expose more anomalies at the water administration.

Here's the pertinent portion of President Aquino's SONA:

This is also what happened to the funds of the MWSS. Just recently, people lined up for water while the leadership of the MWSS rewarded itself even though the pensions of retired employees remain unpaid.

The entire payroll of the MWSS amounts to 51.4 million pesos annually. But this isn’t the full extent of what they receive: they receive additional allowances and benefits amounting to 81.1 million pesos. In short, they receive 211.5 million pesos annually. Twenty four percent of this is for normal salaries, and sixty six percent is added on.

The average worker receives up to 13th month pay plus a cash gift. In the MWSS, they receive the equivalent of over thirty months pay if you include all their additional bonuses and allowances.

What we discovered in the case of the salaries of their board of trustees is even more shocking. Let’s take a look at the allowances they receive:

Attending board of trustees and board committee meetings, and you get fourteen thousands pesos. This totals ninety eight thousand pesos a month. They also get an annual grocery incentive of eighty thousand pesos.

And that’s not all. They get a mid-year bonus, productivity bonus, anniversary bonus, year-end bonus, and financial assistance. They not only get a Christmas bonus, but an additional Christmas package as well. Each of these amounts to eighty thousand pesos. All in all, each member of the board receives two and a half million pesos a year exclusive of car service, technical assistance, and loans. Let me repeat. They award themselves all of these while being in arrears for the pensions of their retired employees.

Even the La Mesa watershed wasn’t spared. In order to ensure an adequate supply of water, we need to protect our watersheds. In watersheds, trees are needed. Where there should be trees, they built homes for the top officials of the MWSS.
