we can dream.

there wouldn't have been a divisive issue over a potential law if the legislator who came up with the bright idea of passing into law his proposed reproductive health bill (RH Bill) had instead come up with a proposal to pass into law a political health bill (PH Bill) or government health bill (GH Bill).  basically, this dream bill would have provisions on how our political leaders and government functionaries can take steps to correct, police, and punish themselves for corruption.

impossible?  of course.  that's why it's a dream bill. ;D

why is a hypothetical PH or GH Bill more needed than an RH Bill?  it is because the stated primary reason for the RH Bill is the reduction of poverty.  the less there are to partake of the cake, the more will each one have.

but there are those, like the economists of nobel prize caliber, who claim that there’s no correlation between population and poverty.  some number crunching:

Top 25 Countries with the Most Number of People     Economic Rank (in terms of GDP only)

the numbers, fr chic, had actually convinced me over what i came across some years back -- that economically our country is actually punching above its reach, ala pacquiao against margarito.

that article was written by a british writer who showed that the philippines is in reality doing much better than what others perceive.  sometimes, though, we ourselves are fond of self-flagellation that we'd rather concentrate on the pain rather than on the redemption of healing by achieving.

30 years ago when the People's Republic of China instituted its Open Door Policy, the world thought that China would be the temporal leader of the growing third world, in fact, the Chinese were ridiculed for their supposed inferior production lines, poor understanding of capitalism and the free trade market.

Now, over 30 years since China opened its doors to the world market, her economy, the 2nd largest in the world (and recently just surpassed that of Japan's) she is set to become the 2nd super power in the world. She already supports the United States with the unprecedented financial bailouts ; which literally puts to mind the saying, "you'll never know who will save your skin.."

Thirty years ago, China was considered a backwards communist state with no understanding of capitalism.
At present, the West can only awe in envy to see the level of economic growth she is experiencing; with over 250 million Chinese middle class and growing. China finds itself being courted by western bankers and investors ; which brings to mind the old days when China (Zhong Guo) was courted by the lesser kingdoms for trade rights. The United States, the current world hyper power, stands alert and almost frantic in its place in the world order. A former third world nation (CHINA) is soon to ascend military and economic superpowerdom.

The Philippines falls in the same category; she is rising with the rest of the Asian-Pacific Region.

Top 25 least corrupt countries according to the Corruption* Perceptions Index (PCI)

1.  Denmark
1.  New Zealand
1.  Singapore
4.  Finland
4.  Sweden
6.  Canada
7.  Netherlands
8.  Switzerland
8.  Australia
10. Norway
11. Iceland
11. Luxembourg
13. Hong Kong**
14. Ireland
15. Austria
15. Germany
17. Barbados
17. Japan
19. Qatar
20. United Kingdom
21. Chile
22. Belgium
22. United States
24. Uruguay
25. France

(note:  same numbers in ranking means a tie)

there is no single country or dependency that’s technically poor in this list of least corrupt countries.

the good news, the philippines (at 134th out of 180 countries) is not at the bottom 25 of this list.  the bad news, indonesia, which used to be the most corrupt in southeast asia, is now 110th, a real feat for their current president.  more bad news, we're tied in our ranking with the likes of sierra leone and zimbabwe.

*corruption - the abuse of entrusted power for private gain
**dependency - land or territory geographically distinct from the country governing it

I find the traditional theories of economics coming to light. The former colonies are beginning to surpass the colonizers.

For example; India and Great Britain. Two centuries ago, the Indian Subcontinent was ruled and lorded over by the English East Indian Company, then later being incorporated into the British Empire outright. Since India's independence in 1947, the subcontinent has tripled its population, its economy has increased and the lives of its citizenry (tho it has a long way to go) have improved, generally speaking. The GNP of India has overlapped that of its former colonizer, The United Kingdom.

The reasons for the Indian economic and populatory resilience is not due to its natural resources, but because of the resourfullness of the Indian people. India, as a former English colony, have taken advantage of their English mandatory language skills and the profound importance of education for the people. Indians are leaving India for abroad to seek positions in engineering, nursing, medicine, teaching, financial and the like (sounds quite familiar doesn't it?)

In the United States:

There are over 50,000 Indian doctors practicing medicine.
There are over 20,000 Filipino doctors practicing medicine.

Isn't it amazing that despite the fact that India's population is 10x that of the Philippines, the amount of Indian doctors in the United States is only 2x that of Filipino doctors.

An Indian medical intern once told me (and I paraphrase): "It's really amazing how you Filipinos have reshaped the American Medical System. Whenever we think of 'Nursing' an image of a Filipino Nurse comes to mind. Or when one thinks of 'Doctor' an image of a Filipino or Indian physician comes to mind."

It makes me smile what I'm reading here... a positive outlook on things. I haven't seen one poor Pinoy yet as I trekked in some parts of the world  ;) The ones back home are the resilient type... mainly.  :)

funny, where i am, during last year's philippine independence day celebration, this country's president complimented the filipinos with this story (in his speech) that went something like: we go to the philippines for treatment of our ailments in that country's hospitals.  a friend of mine chose to go to the u.s. for a major surgery.  guess who did the surgery... a filipino doctor!

There is a saying many Americans joke on Filipinos.

I will share it here in tubag bohol dot com.

"Filipinos mastering medicine and nursing & allied health sciences is like instinct. Filipinos are damn good at it!"
- My Medical Pathology Professor
(he cited how many Filipino doctors make a name for themselves in the 'states)

My primary doctor is a good friend of mine, a Cebuano. Ngotngot, dok!!! (I can't say that with an American!!!)  ;D. My nephrologist is another Pinoy. My anesthesiologist is another Tagalog. We played golf together (when I used to play). I'm a die-hard Pinoy patient. I hope I remain "die-hard" not dead. Bwahahaha  :-\

The last time I was back home to the Philippines was in 1998, and my recent trip back this summer 2010 was a culture shock for me (yet again!).

The Tagbilaran that I remembered was not the Tagbilaran that I came back to. Tagbilaran had developed exceedingly fast within 12 years. The new high rises, paved roads (the national highway around bohol was a great sight!)

Even my visit to Cebu in July and August was a shocker for me.

The Philippines truly has developed and has modernized.

Hahaha!

My medical director jokes with me. He says that I look like a 'surgeon-type' kono. "You're not gonna be another know-it-all Filipino Surgeon are you?" he joked one time. I smirked.

LOL!!

Seriously tho, in defense of Filipino doctors: I believe that Filipino doctors are just the best. Filipinos are not lazy, we are hard working, consistent in work, and are quick to 'over-time'.

Not just Doctors, but also Nurses. Filipino Nurses make precedent. If you go to any ICU or CCU or ER in any major American Hospital; the senior/ head nurse is a Filipina/ Filipino. :P

Addendum: My other consulting "long-distance" physician - the most recent one - is a half-breed New Yorker Bol-anon who is now in residence in Chicago and he is my TB doctor (not tuberculosis!).  ;D

why is a hypothetical PH or GH Bill more needed than an RH Bill?  it is because the stated primary reason for the RH Bill is the reduction of poverty.  the less there are to partake of the cake, the more will each one have.

but there are those, like the economists of nobel prize caliber, who claim that there’s no correlation between population and poverty.

Hmm. There could very well be no correlation at all between population and poverty but, surely, it cannot be said without qualification that it is necessarily a good thing for a country to have a fast-growing population.

(N.B.: I'm not for or against this so-called RH Bill, of which I know next to nothing.)

Addendum: My other consulting "long-distance" physician - the most recent one - is a half-breed New Yorker Bol-anon who is now in residence in Chicago and he is my TB doctor (not tuberculosis!).  ;D

manong hubag, just keep on enjoying the sights and sounds of the coastal pacific. there is much medicine in such a view than drugs prescribed ever will...

@ isles, someday, i'll take you scuba diving. by the blue lagoon waters. in between eastern cebu, and balicasag island. you'll see silver baracudas, and humpback whales. and reef sharks (but they won't get too close) the suspense is worth it. great view too. bring your dogs and  cats.

as in everything else, moderation is still the safest and best recourse.  moderation, like responsible parenthood through natural family planning as against artificial family planning.

oh, by the way, my initial reason for starting this thread is to try to slowly discover, based on hard numbers, what those nobel-winning economists saw that our honorable legislator could not see.  along the way, it helps to look into ourselves and our achievements.  it makes us see that more of us need not mean more mouths to feed but more hands that work and more brains that achieve. :D

thanks.  that would be a dream.  unfortunately, like the ph or rh bill, it would remain as such to me.  carelessness in my younger days (including frequent snorkeling at sumilom island, that terrific marine reservation of dumaguete's silliman university) had done something to my right ear.  being underwater is now a no-no for me, the doctor says, hehe.  i can remain on shore and watch over your things, with my cats and dogs. :D

Hmm. I hope that along the way, this [the absence of correlation, supra] will not be perverted to serve as a reason to eliminate those whose brains cannot contribute much to the feeding of hungry mouths. After all, there will always be those who will be of lesser--and those of greater--utility than others in this regard.

No, it isn't, yet the long march of civilization was assailed many times by monsters who apparently believed otherwise.
