A reforestation launching workshop was held here in Bohol this week at Bohol Plaza located in Dauis Panglao Bohol.
The theme of the Workshop was "Adancing the Application of Assisted Natural Regeneration (ANR).

Danao Bohol located in the Interior of Bohol Island is one of four places nationally being chosen for the project in reforestation. The other three places are in Limay, Bataan; Danao, Bohol; and in Sto. Tomas, Davao Del Norte.

The three organizations coming together for the project include The food and Drug Administration (FAO) Forest Management Bureau-Department OF Environment And Natural Resources  (DENR) and the Bagong Pag-ASA Foundation, INC. the workshop the workshop was on natural reforestation and was also the launching for the Bohol Province project.

What is ANR?
It is an acronym for assisted natural regeneration, a viable means of restoring biodisersity in forest rehabillitation, and approach to help speed up the growth of young tree seedlings and other plants that lie dormant under a carpet of grasses, such as the ever-present imperata cylindrica, more commonly known as cogon.

Cogon infest milllion of hectares of Philippine forests, supressing the natural growth of wildings. Cogon grasses are also easy prey to both intentional and accidental fires, which hinder forest restoration.

ANR has several key advantages. It eliminate the high cost of seedling production, planting and replanting incurred in conventional reforestation. It helps avoid the costly mistake in speceis-to-site matching, since the tree speceis in place are the species most suitable to the area.

The four day workshop also included a feild trip to Danao Bohol where the reforestation project is.

Day three of the workshop included othe visiting reps from surrounding Asian counteries who came to share about the reforestation happening in their counteries.

According to DENR assistan secretary Jerimias Dolino in a private interveiw he said it was Secretay Atienza's largest project but was not able to attend the workshop due to cabinet meetings back in Manila.

Did you also join the Workshop? I also wanted to join the workshop but somehow there wer other coverages so I was not able to go bacck. I wanted to get some more material for my references. Were you also at the 1st PressCon on 19?

This is a very positive project especially in Bohol.Trees can´t grow high since it is prematurely cut for firewood purposes.

ANR was one of the technologies promoted by a World Bank-funded project back in the late 80s and early 90s called Central Visayas Regional Projects (CVRP). the pilot area was located in a forested area in the upland barangay of Ayungon, Negros Oriental. since then, there had been a lot of initiatives to improve forest cover through either ANR or conventional means but practically all reforestation projects have been dismal failures. this is because people behind these initiatives lack the understanding of the basic issues behind forest degradation. sad to say, these people including those in the DENR continue to face the same issues using the same strategy. as if the have not really learned anything from past failures.

the truth of the matter is that people need trees for: (1) construction materials with which to build houses; (2) firewood; (3) furnitures. these are the main reasons why people cut down trees. however, it became a problem when prople cut trees much faster than trees are able to regenerate by itself. as a result, denudation of vegetation brings about man-made environmental disasters such as mudslides, flashfloods, etc.

to address the above concerns, reforestation efforts should be focused to address the factors that cause people to cut down trees. this will mean that doing the following:
 
(1) reforestation will have to be made in watersheds to avoid environmenta disasters such as flashfloods and mudslides, and at the same time water is given the chance to seep into the ground to improve supply of ground water. trees to be planted in the watersheds should be those that are in the endangered species list whose cutting is prohibited and carries a heavy penalty for violation. this is to ensure people are discouraged to cut trees in watershed areas;

(2) commercial tree plantations must be established so that demand for construction materials and fuel wood can be met using timber sustainably harvested from these areas. these plantations should be set up in public land that are not part of a watershed system so that harvesting does not affect the flow of water from the upland areas.

(3) agroforestation should be encouraged among upland farmers to expand forest cover even in agricultural areas and at the same time provide fuel wood and fruits from trees that bring in additional cash for farmers

(4) river systems whose banks have been eroded should be rehabilitated by planting trees that have a deep-penetrating root system to hold the soil. a good example is bamboo. it hold the soil thereby preventing erosion and at the same time, bamboo provides additional source of construction and furniture materials.

the main point here is that reforestation efforts should be anchored on the reality that people need trees for construction materials, fuel and furnitures, and that these needs will have to be addressed as well to achieve a certain level of success.

this is not to say that ANR is useless as a technology. it's just that it does not directly and effectively address the real issues surrounding forest denudation.

That's why Danao is one of the pilot areas because the locality has realized the important points you have mentioned. LGU-Danao is bent on capitalizing or riding on the eco-tourism niche. They have realized that in order to sustain their livelihood, they have not only to replenish what they have taken but also improve/enhance it. Application of ANR will depend on what a particular locality wants, is it for the sustainability of a source of livelihood, is it for improvement expansion of a watershed, is it for prevention/stoppage of further soil erosion or is ti to bring back the bio-diversity of the area. One or two or more of these might be the objective or maybe even all of it. One thing remains, it's a lot cheaper that having to procure new stocks or varities. Sa advertisement pa sa usa ka phone company, "Kon saan ka masaya, supportaan taka...'

improving forest cover for the purpose of ecotourism is fine especially if the technology used is inexpensive such as ANR in that it does not require procurement of new stocks or varieties as proponents claim. but without planting trees for the purpose of meeting man's continuing need for lumber and firewood, i'll bet that trees in forest areas -- ANR pilot areas included -- will continue to be cut when no one is looking. this has been happened before, it is happening now, and it will continue to happen in the future. the global trend of forest destruction in thousands of hectares per day is a clear manifestation of this fact.
