Growing Garbage Problem in Tagbilaran City and Bohol Towns

Members of the Alburquerque Sanitary Landfill cluster on Friday to revisit project amidst growing clamor for a solution to the waste disposal problem plaguing the city and neighboring towns.

Gov. Edgar Chatto saw fit to review technical and environmental points of the controversial sanitary landfill project to aid “social preparation” phase as completion of the project nears.

TIEZA representatives reported completion of Phase 1 of the project in November of 2008 amounting to ₱93M which works included landfill cells, administration building, road improvement, water system, electrical works, and the concreting and widening of access road.

Initially constructed under the Philippine Tourism Industry (PTA) and now under Tourism Infrastructure and Enterprise Zone Authority (TIEZA), the project has been allocated ₱140M for the implementation of Phase 2 which will lead to its completion, a pronouncement made by Pres. Noynoy Aquino during his visit to the province back in August.

Bohol Environment and Management Office (BEMO) also revealed University of the Philippines (UP) experts’ findings on environmental viability of the landfill.

UP experts have stated the site is not an Environmentally Critical Area (ECA), a policy defined by the Department of Environment and Natural Resources (DENR) as an area that is environmentally sensitive and is so listed under Presidential Proclamation (Pres. Proc.) No. 2146, Series of 1981 as well as other areas which the President of the Philippines may proclaim as environmentally critical in accordance with Section 4 of P.D, No. 1586.

The UP team has also assured technical support in ensuring the safety of the project upon its operation.

Chatto, however, maintained that only residual waste will be sent by cluster municipalities to the Albur landfill and that Local Government Units must observe proper implementation of an Ecological and Solid Waste Management Program in compliance with Republic Act 9003.

The role of the province in terms of preparedness level is to support, guide, and supervise compliance to requirements of the project, he said.

Our vigilance remains in the protection of Albur as host and site of the project, he added.

National Solid Waste Management Commission representatives meanwhile challenged leadership for Bohol to become model for the proper implementation of the sanitary landfill as only a number of provinces apply the clustering approach on such project.

As part of social preparation, the cluster is set to hold a stakeholders forum in Albur to present data disclosed during the meeting. (Leah/EDCom)
