The Land Transportation Office (LTO) Tagbilaran City district office is again besieged with complaints of delays in issuing licenses and vehicle registrations and the unrelenting presence of fixers that has been tolerated by the licensing agency.
Drivers and operators called up Station dyRD's Inyong Alagad last Thursday to air mounting complaints against the lousy service at LTO.
When the LTO was called up by dyRD to respond to the complaints, no regular personnel was present even if it was already past 8 am.
A contractual employee told a dyRD news team that was dispatched to the LTO, that Tagbilaran LTO registrar Joel Maloloy-on was in Cebu City for a meeting of regional district heads.
Assistant registrar Filadelfo Apit arrived at the office at 8:30 a.m.
Remarking on the presence of fixers who are lined-up along the LTO entrance, Apit made an effort to admonish LTO clients saying that they should not transact with fixers. However, this was challenged by radio listeners who said that it was the duty of the agency to ban all fixers acting as middlemen of LTO clients for a fee.
