Tagbilaran Mayor Dan Lim the other week asked Department of Interior and Local Government (DILG) Provincial Director Ma. Louisella Lucino to act on the tarpaulins put up by Rep. Rene Relampagos in different parts of the province. In his letter dated March 15, the city mayor referred to DILG Circular No. 2010 dated Sept. 23, 2010 issued by Secretary Jesse Robredo. “I am referring to at least two tarpaulin billboards of Cong. Rene Lopez Relampagos erected on two government projects being undertaken by the Department of Public Works and Highways specifically the Bateria Bridge Repair in Tubigon town and the riprap project in the town of Cortes,” he added.

The Art Of Epal Politics

Philippine politics is very unique in terms of its complexity and idiocy. One of its roots is epal politics. 

“Epal” as defined by  #epalwatch  as slang for “mapapel,” a Filipino term for attention grabbers or people who crave a role (papel) in affairs that are not necessarily theirs to handle or decide.

Thanks to Sen. Miriam Santiago for proposing  Anti-Epal bill – “An Act Prohibiting Public Officers from Claiming Credit through Signage Announcing a Public Works Project." This act will prevent shameless government officials in using government funds to campaign and promote themselves through their projects.

The defense of these officials is that they are using this to inform their people of their projects. However, having their pictures and names boldly on it is a very obvious act of promotion as if its their money and not ours. You don't have to put your whole name and picture for the project that is funded by the people's treasury.

decency in the spirit of fair play and anti-dynasty ideals is required of one to give others a chance, to not hold on to political power by nurturing it for his family or clan continuously for generations.  and this is without saying that their chances of winning is more, not because we voters want them but because others cannot run against them for lack of party backing, organization, and resources, the kind that they have built up and nurtured and protected through the years as a dynasty. 

the word destiny is what is often used by political dynasty practitioners.  it is too fluid a word for use and misuse, such that what if one day criminals will say that it is through no fault of theirs because it is their destiny to commit crimes?

DSWD launches ‘anti-epal’ campaign as election nears

Saturday, January 26th, 2013

In line with the efforts of the Department of Social Welfare and Development (DSWD) to protect the integrity of its various social protection programs, especially the Pantawid Pamilyang Pilipino Program, a Bawal ang Epal campaign was launched.

The anti-epal campaign was due to reports of various politicians and groups threatening to delist beneficiaries from the human development program if they do not support them in the upcoming May elections.

Bawal ang Epal campaign seeks to inform the beneficiaries that no one has the right to delist a beneficiary, except the DSWD when the beneficiary does not comply with the conditions of the program.

Pantawid Pamilya beneficiaries are given P500 per month for health and P300 per month per child for a maximum of three children, provided that they comply with these conditions, which include pre- and post-natal care, once a month preventive health check-ups, attendance to family development sessions for the parents and 85 percent school attendance for their children.

The Bawal ang Epal campaign will eliminate the misconception of the beneficiaries about the control of politicians over the Pantawid Pamilya program.

Acts of politicking should be reported to the DSWD or through hotline (0918) 9122813.
