This week, the seismic exploration for suspected oil deposits started on the Cebu side of the Cebu - Bohol strait. The seas within the jurisdiction of Bohol were left out until Bohol Alliance of Non Government Organizations or Bangon withdraws their objection to the oil exploration. Their reason could be environmental concerns. Whether their reasons are valid or self-serving, that depends on how one looks at it.

Oil consortiums had commissioned NorAsian Energy Ltd. to conduct a survey in the seas between Argao, Cebu and the island of Cabilao in Bohol. A preliminary survey could have determined that some 22 million barrels of recoverable oil and indeterminate volume of natural gas is expected to be found. To confirm the initial findings, a seismic survey of these waters is to be conducted.

As we had written in our previous column, seismic exploration is made to determine the presence of oil traps beneath the seabed. Holes are drilled some meters below the land surface beneath the sea and exploded. The echoes reflected to an electronic listening device determine the existence of domes, anticlines and other areas where oil are trapped.

At present, protests of environmentalist could be valid. Underwater explosions would kill fish. Explosions of the oil survey is not so devastating as those in dynamite fishing since most of the blast is absorbed by the land mass beneath the sea. Neither the less it is destructive. However, a seismic survey is conducted only once in a given area. Exploratory wells are to be drilled on those sites considered promising to determine the actual presence and volume of the reserves.

There may be loss of income of the fishermen affected. However, such income could not be accurately quantified. Fishing is a tricky affair. If one depends upon that industry for a living, he will surely starve. Fish do not bite all the time in any one place. Blue water fishes are pelagic and migratory. They speed away from the vicinity at the least sign of disturbance. Only the predatory species would investigate a strange activity in the high seas and most are not food fishes.

Shallow water fishes are dimersal and territorial. They hide in holes and reef crevices at the sign of danger and those are the most affected marine life in the survey. Unless the blasting survey is conducted in shallow waters, very few fishes are affected. This should be the concern of the so-called environmentalists.

Survey of shallow waters may be limited or other devices may be used if there are any.

There must be promising prospects for the exploration since the oil companies are willing to spend so a survey could be made. Oil exploration is costly. On a mere assurance of a commercial find, they will spend. Many prospectors had drilled dry holes while a few struck it rich. The Province of Cebu gambled on the possibility that oil could be found in those seas. Should the exploration fail to locate a commercial deposit, they stand to lose a few hundreds of square meters in underwater devastation. However, in time, nature would heal herself.

It seems as if there are no environmental organizations in Cebu. They had not put up any objection. If there were, they must have understood the need for the oil exploration. Perhaps they know that risks have to be taken for the sake of progress. As for us, it is as if we are waiting for the Cebuanos to fall flat on their faces. Of course, we would not like to be influenced by what the Cebuanos are doing. However, if the survey will show promise and the oil horizon extends up to Bohol waters, what then? Is it not that we would be coddling a few fishermen against interests the more than 1,138,000 Boholanos who stand to profit from such discovery? Perhaps it is time for us to rethink our position.

Why should we be surprised when it seemed as if there is no environmental group in Cebu?
Cebu has been an industrialized province since the time I became conscious of my existence.
They don't care about the environment. According to Atty. Tony Oposa, a Cebuano himself, not only did the Cebuanos cut down their trees, they peeled off the greeneries of their mountains.

Why should they care now?

First of all, sorry nga dili ni nako tas-on ang akong tubag kay naa pa koy trabaho... direct to the point na lang.

You are very optimistic of economic progress for Bohol and I am glad for your attitude. However, let us examine first the facts before we jump into the hole.

Based on the initial press release of this issue, it is mentioned that out of $100 valued oil volume, only about $3.9 something will go to LGUS and this will be devided into different departments or sectors.

For Gods sake Joe, 3.9% is not Economic Progress???

Let me show you the real figures based on the statistics and information realeased on this project. If we translate you said 22 million barrels x $40 per barrel, it will be $880 million for 20 years sustainability, that means only $44 million per year. Hence, our share is $44 million x 3.9% is only $1,716,000 per year = P85.8 million pesos only.

Why I used the word only?... because the estimated budget for constructing Panglao International airport is ....you know what .... "10 Billion Pesos".... not to mention the cost of maintenance.

As I have said, we are developing Bohol as an eco-tourism region and all this will be in vain if this oil project will push through.

10 Billion pesos Vs. your 85.8 million and you call it economic progress.....

Moreover, Cebu looks industrialized and booming indeed, but 70% of the population are living below poverty line, 20% are middle class and only a handful is... shall we say filthy rich....so long for now....

MANILA Aug 09, 2006 (Dow Jones Commodities News via Comtex) NorAsian Energy Ltd. said Wednesday it chartered a multipurpose semisubmersible rig for three years which should provide a boost to oil and natural gas exploration in the Philippines.

The company, jointly owned by Australia's Ottoman Energy Ltd. (OEL.AU) and AustralAsian Energy Ltd., is a locally organized exploration business.

NorAsian chief executive officer Ken Fellowes told reporters the oil rig with a production capacity of 45,000 barrels a day is now being built in China and will be delivered in the second half of 2007.

The company will start drilling soon after the delivery, but doesn't have a specific date set.

Fellowes said the rig is primarily intended for NorAsian drilling plans, but may eventually be used by other oil companies in the Philippines.

Oil rig availability has been a problem for companies prospecting for oil and gas in the Philippines, which have yet to yield any large oil discovery in the past few years. The largest was the Malampaya natural gas field with 2.7 trillion cubic feet, discovered in the early 1990s.

Fellowes said it will cost NorAsian around $22 million to mobilize the semi-submersible rig and drill the first well at the Calauit oil field in southern Philippines for a 60-day work period. Drilling two more wells will cost another $32 million, he added.

NorAsian chairman Rufino Bomasang said the company hopes to produce as much as 25,000 barrels of oil a day from three horizontal wells to be drilled in Calauit, which is estimated to contain recoverable oil reserves of up to 12.6 million barrels. He said horizontal drilling and controlled output are required to avoid water seepage.

Calauit, an offshore field that sits below 1,000 feet of water, produced 830,000 barrels of Indonesia Tapis-type crude oil in 1997. But since the oil is trapped in a fractured limestone formation, it is prone to water intrusion that makes production expensive.

Tapis crude is usually 15% cheaper than Brent oil.

Fellowes said the current world oil price and the charter of the rig make reentering Calauit viable. He said with the lower cost of the rig, producing oil from Calauit would be viable even if the price of crude oil falls to $40 a barrel.

Aside from Calauit, NorAsian is also planning to drill the Argao and Cabilao prospects, a few kilometers off the central island of Cebu, and the Marantao prospects beneath 6,000 feet of water in offshore Palawan.

Argao has estimated recoverable reserve of up to 270 million barrels, while Cabilao is estimated to contain as much as 145 million barrels. Both are in shallow water.

Bomasang said NorAsian is very hopeful of finding oil and natural gas in Marantao, a prospect in the South China Sea that is close to Malampaya and "giant" and "super giant" discoveries Malaysia. Drilling on Marantao is scheduled until 2008.

"Marantao may well be the Philippines' next Malampaya," said Bomasang. "It is potentially five times larger."
