WHAT HAPPENED to the farm-to-market road project of President Gloria that was funded with P7 billion?
The implementors of the project were then Agriculture Secretary and now
Bohol Congressman Art Yap and his deputy undersecretary, Jess Paras.
Reports received by this columnist say some mayors were offered P20 million for the project, minus 40 percent for kickbacks for the “people upstairs.â€
Barangay captains were offered from P500,000 to P3 million, depending on the size of their turf.
If the reports are accurate, this is 10 times worse than the P728 million fertilizer mess. (actually 3 billion pesos worth of fertilizer scam)
