Senators respond to pork abolition calls

“We cannot ignore the sentiments of our people,” Senate President Franklin Drilon said at the Senate budget meeting Tuesday amid mounting anger over the pork barrel scam. President Benigno Aquino III has called for the abolition of the Priority Development Assistance Fund (PDAF) which has been at the discretion of lawmakers. Here’s what senators have to say on the matter:

Senator Miriam Defensor-Santiago:

“Of course, the best solution is to discontinue the pork barrel system by reducing what has been proposed by the President in the 2014 budget for PDAF to zero… Senators and congressmen are expected to pass laws and exercise oversight functions over the Executive Department’s implementation of existing laws. We are not expected to build roads, bridges, and other infrastructure projects.”

Pork barrel released from 2007-2009: 551.850M

Senator Francis “Chiz” Escudero:

“Despite proper use and disbursement by well-meaning public officials and despite its statutory laudable purpose, the misconception that the pork barrel has become a form of ‘horse trading’ and a major source of corruption in the government is apparently starting to become real in the eyes of the Filipino people.”

(If I read it right, no release can be seen in COA Report; note though the item on “Unidentified Solons” whose total aggregate release was  70,393.802, or 70 billion, 393 million, 802 thousand in the same report.)

Senator Cynthia Villar:

“I am in favor of the abolition of the pork barrel if it is the only way to ensure that the people’s money will not be wasted or stolen. It has to be acknowledged that the PDAF has been abused and will always be susceptible to abuse in view of current policies and regulations.”

Senator Nancy Binay:

“If we want to really look into the entire system and see how it has been abused, mismanaged or abused, then we should also expand it to include PDAF disbursements under the present administration. To confine it only to the previous regime could invite comments that the probe is selective.”

Senator Grace Poe-Llamanzares:

“It is the poorest of the poor who feel the brunt of this breach of public trust. The PDAF belongs to the people, especially the most marginalized members of our society. As the people’s representatives in government, we must put an end to the squandering of public funds in our country.”

Senate President Franklin Drilon:

“The decision to abolish the PDAF is a step that will free the poor from the shackles of political debt and patronage, which had been the practice of corrupt politicians who would do everything to perpetuate themselves in power.”
