Barangay Captains In Dauis, Bohol Boycott ABC Elections

Half of the 12 barangay captains boycotted the scheduled election for municipal federation officers of the Association of Barangay Councils (ABC) in Dauis town on Tuesday, but the remaining six took precedent by declaring a quorum and reelecting ABC Pres. Ephraim Bomediano.

It was reputedly the first of its case in the said island-town and the only of its case ever reported as far as the December 11 simultaneous ABC municipal federation polls in Bohol are concerned.

The six who did not turn up were led by Dao barangay captain Felix Milallos, who had already filed his candidacy against Bomediano but was “disqualified.”

Milallos filed his candidacy earlier as required in the guidelines of the election.

As the incumbent ABC head, Bomediano declared his group in quorum and moved to nullify the candidacy of Milallos for the latter’s alleged failure to fully account the fund of the municipal chapter of the league.
Municipal Local Government Operations Officer Ma. Dulce Alforque, Municipal Election Officer Ponciano Rubia and people’s organization representative Rogelio Pangiligan composed the Board of Election Supervisors (BES) for the Dauis ABC poll.

Milallos, identified with Mayor Luciano Bongalos, and his loyal five were reportedly advised to better not go to the poll venue after knowing the disqualification move against him, hoping that no quorum will be declared and no election done as a consequence. 

But the Bomediano group proceeded even if they were only six present because, according to Bomediano, the Constitution and By-Laws of the league only requires 50% of the chapter members to declare a quorum.

In the national election of the league, only 40% are required to constitute a quorum.
