Atty. Lagunay explains Capitol uniform issue

Provincial Legal Officer Handel Lagunay denied the Bohol Standard report last Sunday that “Anomaly stinks on Capitol uniform allowance.”

The news story was written by FREEMAN correspondent Ric. V. Obedencio (a Capitol employee).

Lagunay, chair of the Committee on Uniform, said that the report is highly speculative and is based on wrong information.

He said the uniform allowance is intended for the uniform of the provincial government personnel, and therefore, a uniform must have to be instituted for the proper discipline, representation and personality of the personnel.

He said per instruction of the governor, there must be bidding on who could supply the uniform with the Bohol logo for the personnel for which the Bids and Awards Committee (BAC) published in the Sunday Post issue of March 9 this year, and set the bidding schedule on April 4.

The provincial legal officer also categorically stated that the Bohol Povincial Employees League (Bopel) and the Bohol Association of Women in Government Service (Bawigs) have no legal personality to enter into contract involving government funds and personnel.

He said under the Local Government Code, only the governor is authorized to enter into a contract on behalf of the provincial government.

He said the governor has to stop the illegal practice of some Bopel and Bawigs officials in the past in the matter of acquiring the uniform of the provincial government personnel without the appropriate public bidding.

Lagunay disclosed that the governor agreed to the request of Bopel and Bawigs leaders through the Uniform Committee that only three uniforms for each employee shall be bid out in order that the remaining amount for the fourth uniform shall be used by them to buy shoes to complement their office uniform.
