Asean OKs sea code

PHNOM PENH â€“ Ten Southeast Asian nations have agreed on a code of conduct to prevent armed clashes over the South China Sea but still seek to get China to agree to it, a Cambodian official said yesterday.

The agreement was reached at a meeting of foreign ministers of the Association of Southeast Asian Nations (ASEAN), to which China does not belong.

The issue of contending maritime claims is the major topic of the talks held in the Cambodian capital Phnom Penh, in large part because tensions over the sea have escalated in recent months.

Philippine and Chinese ships engaged in a standoff in Panatag Shoal starting in April, and Vietnam last month protested Chinese energy proposals for seas both nations claim.

some comments on the news item:

Indeed talking time is gone and diplomacy has been given long enough time without much result. China's current leadership has no word of honor yet they always insist on bilateral talks. I agree with you that as long as they are inside our EEZ and territorial waters we should be bold enough to teach them lessons. Perhaps some fireworks will really demonstrate our resolve as long as it is done inside our jurisdiction. I believe China is unsure of its exact legal position which is why it is just sending FLEC and CMS vessels instead of warships. If they are also sure of their alleged sovereignity over Panatag then why hadn't they arrested any of our fishermen. Simple, they know they cannot enforce their laws on our territory. They are in Panatag to test how much we know about our rights and if we are bold enough to assert them. I believe we should and we should not be scared. Our heroes like Lapu-lapu, Bonifacio, Gregorio del Pilar and many others did not blink in front of overhwelming enemy force why should we be afraid of mere threats and harrasments. It is indeed a good development that Aseans had been united in its stand in the west Philippine sea basing on UNCLOS. This is a wise move knowing that unity will make Asean become an economic hub of the world replacing EU which are plaque with so many problems. Time is coming that the poor members of asean grouping to become economically and militarily strong. With 600 million population it can surely stand against the bullying of China. (by khaolak707)

They (ASEAN) could not even agree on a joint communique at the end. The Cambodian side refused to state it in the communique, in essence, barring any notion that the talk of the WPS issue was even mentioned. Some say that the Chinese side had bribed the Cambodian foreign minister or the Chinese side having an potent influence on Cambodia's decision.

It reiterates that the Philippines cannot expect to rely on regional partners for help in this issue, the Philippines must rely on itself as well as on long-time strategic allies.

In essence, China's strategy in the region is that of classic war strategy: Divine and Conquer.

It is a national directive for the Philippines to modernize its armed forces, particularly the Philippine Navy and the Philippine Air Force so as to have a credible territorial defense. The Philippine Government must protect and uphold territorial integrity and uphold the national mandate. The Philippine Navy is expected to receive its 2nd US Hamilton Class Frigate by the end of the 2012 year, and is expected to purchase a 3rd US Hamilton-Class Frigate as well as plans to purchase other European frigates.

It would be wise to send out more Philippine Naval patrols as well as Philippine Coast Guard patrols into the West Philippine Sea. Arrest any illegal Chinese fishing entry into the nation's EEZ, and board any undocumented activity. The Navy must uphold the national mandate and interdict when necessary.
