Lively Discussions in Talibon, Bohol

The Local Legislation training workshop conducted here last week by Office of Vice-Gov. Julius Caesar Herrera has generated an active participation and lively discussions among members of the Sangguniang Bayan chaired by Vice-Mayor Restituto Auxtero.
 
Herrera emphasized that the activity is not solely meant to teach the municipal councilors of the intricacy and nitty-gritty of legislation but to enhance their know-how by way of injecting some trends and updates in legislation. The training was closely coordinated with the Department of Interior and Local Government through Angelo Mahinay, municipal local operations officer.
 
The councilors, including ex-officio members representing the Sangguniang Kabataan and Liga ng mga Barangay painstakingly underwent four modules for basic Resolution/Ordinance drafting, Validity Test of a Valid Ordinance, Legislative Processes/Committee Meetings and Parliamentary Rules and Procedures. Those who participated in were aside from Auxtero were Kagawads Marcos Aurestila, Gershon Dulang, Epifanio Quimson, Virginia Item, Nomie Valmoria, Thomas Cornelio, Jose Wayne Evardo, Samuel Turtoga, SK chair Raymond Franz Auxtero, ABC president Eutiquio Avergonzado, SB secretary Pio Sayson, info officer Roldan Munalem and secretariat staff Lourliney Macariola, Esterlita Polestico, Jhuna Quimson.
 
One of the lively discussions was the way the committee reports of SB are treated in the presentation during the plenary session. The lawmakers of this town used to make the committee reports to undergo three-reading rule, said Auxtero. Herrera emphasized that there is no need for the committee reports, not even a Resolution, to process under the three-reading rule. He reminded the SB that strictly only the passage of an Ordinance that should passed through the three-reading rule under the parliamentary rules.

Both Auxtero and Mayor Juanario Item expressed gratitude for the holding of the training that benefits the councilors. Auxtero also thanked the visitors and resource persons -- Atty. Lahar Ayuban, VGO chief of staff; Dave Mar, head, special project/research unit; Michael Maslog and Ric Obedencio and support staff - for the job well done. Item welcomed the participants and trainers during the first day of the activity.

Herrera, who initiated the said training, expressed gratitude to Vice-Mayor Auxtero for inviting his trainers and staff to conduct the training aimed at enhancing the capabilities of the lawmakers in this progressive town. Also gracing the affair was Board Member Amalia R. Tirol to boost the morale of the training workshop participants.
