Killing in Tagbilaran is Gang-Related

Three suspects in the killing of a tricycle driver and the shooting of two others last Wednesday in barangay Mansasa, this city are already identified by police.

Charges of murder and frustrated murder will be filed against them by the City PNP.

One of the suspects, a 16-year old was arrested Friday but had to be released by police after a few hours of interrogation.

The minor, allegedly admitted to investigators of the City-PNP that he was one of two other minors, who were tagged in the shooting of one Jemuel Adanza y Liquigan, 24 years old, married and resident of Canhayupon, Dimiao town Wednesday night.

Adanza, a tricycle driver, was hit in the head with a .38 caliber round causing his immediate death.

The victim's companion, one Edilberto Pungay y Bastasa, 34, married, resident of barangay Mansasa, this city sustained a gunshot wound to his right elbow and left leg.

According to police, the two victims were sitting on a bench of a store near the National Food Authority (NFA) in barangay Mansasa past 8 p.m., when three motorcycle-riding youngsters open fired at them without any provocation.

The suspects were reportedly riding a blue Honda Wave motorcycle.

Pungay, who survived the gun attack, positively identified the youngster nabbed by police.
          
Before the shooting near the NFA, one Vincent Paumig y Balod, 16, a resident of Mansasa School Road, while on his way to a store for an errand was also shot by three motorcycle-riding youngsters at around 7 p.m.

Paumig was hit in the chest and was immediately rushed to the Gov. Celestino Gallares Regional Hospital where he is now recovering.

The three assailants, according to witnesses, were riding a blue Kawasaki Aura motorcycle.

A .38 caliber slug was recovered police on the scene of the incident.

City police chief Insp. Jacinto Cesar said in an interview with the Chronicle they will file murder and frustrated murder charges against the 16-year old suspect, who identified two of his cohorts who are also minors.

The two other suspects are still at large.

Police had to release the 16-year old suspect after the interrogation as mandated by RA 9344 or the Juvenile Justice Welfare Act.

Under the law, minors aged below 15 cannot be charged with any crime.

Those above 15 but below 18 years old, however, can be interrogated but could not be detained. They can be charged but could only serve their prison term upon reaching 18.

"GANG-RELATED"


The City PNP is also looking at the shooting incidents as gang-related.

According to SPO1 Pedro Avenido, in a separate interview with the Chronicle, that a gang called "Creeps" has split in three clashing factions.

Reports received by the City PNP showed that before the shooting incidents happened, a group of students from one of the colleges in the city were having a drinking session in a store near Mansasa High School.

Another group of youngsters, some armed with guns, allegedly confronted the first group which erupted into a rumble.

Mansasa barangay captain Leopoldo Pahang confirmed that groups of youngsters have been having "gang wars" in Mansasa.

Gang members are reportedly recruiting youngsters in his barangay, Pahang said.

The parents for these minors should be accountable for this, tingali kining mga ginikanan wala nay panahon sa ilang mga anak kay wala man makaguide sa ilahang mga anak.

It is the prime duty of the parents to provide guidance, counsel and much love / affection as not to go astray....

husto ka diha.. maayo unta na ang mga tawo nga way panahon sa mga anak dili nalang manganak.. kay kung dili man mabantayan ang usa ka bata mudako kini nga walay batasan ug mahimong sagbot sa katilimban
