Call it belligerence or independence of mind and a neophyte councilor was at the receiving end of a ballistic Mayor Dan Neri Lim.

And the irony of it all was that newly-minted Councilor Zenaido Rama was elected of the party belonging to Mayor Lim.

Mincing no words, Mayor Lim, fresh from his reelection, castigated Rama during the former's radio program on July 7, 2007.

What apparently drove the goat of the city mayor was the decision of Rama to cross party lines when a crucial legislation was tabled for voting during the inaugural session of the Sangguniang Panglungsod last Wednesday.

The sensitive measure that provoked the clash between Lim's group and that of the SP minority was two different resolutions that would have named different chairs of the Committee on Appropriation.
          
What used to be an SP minority became the majority when two allies of Mayor Lim-Kagawads Rama and Edgar Kapirig voted for V-Mayor Jose Antonio Veloso as chair of the committee on appropriation.

Two fair-haired boys of Mayor Lim-Kagawads Oscar Glovasa and Danilo Bantugan, pushed for the resolution breaking tradition by naming a kagawad instead of the vice mayor to chair the powerful committee. Glovasa was tossed up by Lim's group to head the committee.

When voting time came as to who among the contenders got the SP nod, the score stood at 7-5 with the two crucial votes coming from Rama and Kapirig.

It did not help that Kag. Edi Borja who belongs to the SP minority crossed party lines to join the Lim's group. The new SP membership is made of six councilors identified with the Lim camp while the rest was elected opposition. The balance of power tilts in favor of the opposition if Rama and Kapirig will continue to veer away from Lim's group.

The opposition has two more councilors-ex-oficio members Alberta Torralba
of the federation of barangay captains and Ducky Abellana of the Sangguniang Kabataan federation.

What reportedly triggered Rama's independent posture was when he was not included in the majority caucus to decide the fate of Glovasa as the kagawad of choice to head the committee on appropriation.

"If I am a part of the majority coalition, then why would I be excluded from the pre-session conference," Rama was quoted as saying.

The snob must have hurt Rama that he lost no time in imparting the message to his colleagues that "he is his own man" when it comes to issues that affect public interest.

But Mayor Lim was not bothered a bit even if the committee on appropriation went to V-Mayor Veloso, the man who defeated his running mate Nuevas Tirol-Montes in the last elections.

He said he has no problem with the vice mayor because he has no personal quarrel with him., The mayor even said that since he has no personal problem with the vice mayor he knows he can work with him in peace and harmony.

Dealing with a belligerent SP was no problem for the city mayor.

During the 2004 elections, only one partymate, Kapririg, made it to the 10-man SP slate.

But as he went along to discharge the function of the executive branch, Mayor Lim cultivated an uneasy alliance with his enemies and came out smoothly with a cooperative SP.

It was expected that this time hurdling a hostile legislative branch is tailored-fit to Mayor Lim's team-building prowess.
