ANOTHER BRIGHT FUTURE FOR TAGBILARAN

CEBU City could lose its position as “center” of Central Visayas if senators pushing to amend the Constitution to establish a federal system of government succeed with their proposal.

Central Visayas, one of 11 states of the proposed Federal Republic of the Philippines, will comprise five provinces instead of four at present.

Its capital will be Toledo City in Cebu. The State Congress seat will be in Tagbilaran City in Bohol, where members will hold office and sessions.

The State of Central Visayas will include the provinces of Masbate, Oriental Negros, Bohol, Cebu and Siquijor and all its cities, municipalities, and barangays.

Autonomy

But Cebu City Reps. Antonio Cuenco (south district) and Raul del Mar (north district) said they will amend Senate Resolution 10 when they craft its Lower House version, and make Cebu City both the capital and the seat of Congress in Central Visayas.

Among other changes in government, a federal system will give more autonomy to the regions or the states, and will allow the states to keep their income within their provinces, Cuenco said.

A federal government patterned after that of the United States is being pushed “to decentralize and speed up the development of the countryside and help dissipate the causes of poverty and insurgency, particularly the Moro rebellions.”

“This is a very good bill for Cebu because it will give us autonomy. If we can preserve our finances here, we will be better off. We would not have to share our income with the National Government,” Cuenco told Sun.Star Cebu.

Eleven senators filed last Wednesday “A resolution convening the Congress into a Constituent Assembly for the purpose of revising the Constitution to Establish a Federal Form of Government.”

They proposed to create 11 states, each with their own centers of finance and development, so that the country’s development programs are not centrally determined, planned, funded and implemented by a national government, as it is under a unitary system.

Amendments

“This (centralized system) lopsided arrangement has spawned a host of problems, including massive nationwide poverty to runaway insurgencies and rebellions that feed on the social inequalities in the nation,” the senators said in their explanatory note.

Del Mar said that Sen. Aquilino Pimentel asked him and Cuenco to draft the Lower House version of the Senate resolution.

“We will make the counterpart measure with the amendments that we feel are necessary. I think Cebu City would be the more appropriate capital because we are the premier city in the region, and I don’t think anybody will disagree with that. As for the seat of the State legislature, I feel that it should still be in Cebu City, where the capital is,” del Mar said in a separate interview.

He said he does not know who among the senators proposed to make Toledo City the capital of Central Visayas.

He will also propose to exclude Masbate from the State of Central Visayas and retain it as part of the State of Bicol.

Meeting

Del Mar and Cuenco will meet with other legislators from the five provinces that will supposedly make up the State of Central Visayas.

He will consult them on the contents of their version of the resolution and what amendments they think should be made.

Both Cebu City congressmen also agreed that convening a Constituent Assembly would be the fastest way to amend the Constitution.

If Congress approves, the Senate and the Lower House will be convened into a joint assembly to endorse the shift from presidential to a federal system of government.

Cuenco does not believe the senators filed the bill at this time to promote their own political interests, since most of them are on their last term of office.

“I don’t think so because in this version, there is no extension of terms so the last-term legislators both in the Senate and in the House will not benefit from this,” he said.

Cuenco and del Mar are on their last terms.

The Senate resolution was proposed by Senate President Manuel Villar, and Senators Aquilino Pimentel Jr., Edgardo Angara, Rodolfo Biazon, Pia Cayetano, Juan Ponce Enrile, Francis Escudero, Jinggoy Estrada, Gregorio Honasan, Panfilo Lacson, Francis Pangilinan and Ramon Revilla Jr.

They proposed to create the states of Northern Luzon, Central Luzon, Southern Tagalog, Bicol, Minparom, Eastern Visayas, Central Visayas, Western Visayas, Northern Mindanao, Southern Mindanao and BangsaMoro.

Representation

The 11 states are in addition to Metro Manila, which would be constituted as the Federal Administrative Region.

Each state will be represented by six senators with nine more senators representing Filipinos overseas, so that the Senate would have 75 members instead of the existing 24.

The House of Representatives will have no more than 350 members.

but knowing Cebu, the lawmakers will do anything to put the state congress in the queen city. it's practical also. unless the bridge connecting cebu and bohol is finished...

I personally like the idea of re-organizing the provinces into states. Better to collectively pull the resources of 5 or so provinces into one state. The federalist system seems quite similar to that of India's.

the shift to Federal system could prolly change the status of Pinas--the only sad thing is that the same trapo (traditional politician--i hope not spoiled calamay in a new packaging :) there :)
) will prolly be holding the key positions with too much politics, too much bureacracy and too much lip service and too much graft and corruption)

I hope the federal system will be a clean slate for us Pinoy. and to bring back the economy to its  well-oiled machine performance back in the 60s-70s. but that's a wishful thinking *sigh*

On the brighter side, our electricity will dramatically go down because our state holds vast resources like the geothermal plant in Leyte and in Bohol alone we have hydro-electrict. Presently, Leyte's Electricity rate is the same as in Metro Manila, despite of their geothermal power plant. In principle, Leyte is paying the losses of Metro Manila due to its over use of electricity and inavailability of resources.

Federal system would exclude our Treasury and Budget system solely for Central Visayas. We will be functioning as an independent Economy.

With these Federal system, the Airport in Panglao would make a good sense. Bohol will not be over-burdenend with it's maintainance as Cebu, Negros, Leyte, etc. would contribute as one State.

Central Visayas State would be a strong state with the following:
1. Bohol - Tourism and Agriculture
2. Cebu - Industrial / Commercial
3. Leyte - Geothermal Powerplant (Energy). Also wind energy from the Pacific could be harvested.
4. Negros - Education (Home of Siliman University), Agriculture
5. Other smaller Provinces could also be developed for Tourism.
6. Small Islands - Tourism, Fish Farming, Seaweed farming, prawn farming, etc.

All these are great contributing factor that could make Central Visayas State an Economic Tiger.

Actually Sir there is also a PNOC geothermal plant in Oriental Negros that exports power to Bacolod City, Aklan, Iloilo, Capiz, Antique and Cebu. And a biofuel source (through the jathropha plantation) in Tamlang Valley

Back to the topic: Really, Central Visayas has the lowest rate of unemployment compared to Northern Luzon. Compared to Luzon and Mindanao, we have controllable crime rate, higher percentage of literacy, fewer problems on urban poor (squatters). On average basis, we have healthier, smarter, financially fit citizens compared to other areas of the Phils.

actually, the whole of Central Visayas is always a tourism destination. The strategic location of Cebu will always make it as the gateway and center of commerce in the region.

kung mahuman na ang mga inprastraktura sama sa airport, waterworks sa panglao ug more rooms (especially kung daghan na ug international hotel brand nga ga operate), sayun na kaayo pag agni sa mga bisita nga langyaw. ug mokambati na ta sa milyones nga tourist arrival sa Thailand ug Malaysia. kay sa pagka karun, iwit pa gihapon ta.

Really, this proposed Federal system changed my views/perception regarding Panglao Airport. A united Central Visayas is complete in itself. Combining each provinces unique resources is like mixing the finest ingredients to make a successful economy.

However, without a Federal system, I am personally against constructing an international Airport in Panglao as it just not make any economic sense. Everytime I heard the story, I feel listening to the song "Killing me Softly" because it's maintenance will just a drain Bohol's financial funds.

Kung matuman kini nga system, dili na makabuot ang Department of Energy sa pag grant ug right sa Otto Enery for drilling our oil. Kita na ang mag drill ani ug ang kita para lang sa Central Visayas. We will have more sense of ownership sa atong resources. The National Govt. did not respect our appeal during testing. Now, the ball is in our court.

I am thingking that we should renew the lease contract of Pilippine Sinter by Japanese Contractor. The contract is outrageously 100 years. In contrast, I have not seen any economic progress to the town of Garcia Hernandez.

Maintenance of local Airports take their budgets from the Province.

Unless the system is changed to Federal (like in the USA), Bohol can not afford to maintain an International Airport at present scenario. Probably after 10 years of running the industry with 10 folds the influx, we may be able to have a profitable airport.

In a Federal system, we take the budget from Central Visayas State Treasury, which is contributed by Bohol, Cebu, Negros, Leyte and other CV islands.
