Specialty Technical Publishers (STP) and Specialty Technical Consultants (STC) announce the availability of the newly updated International Audit Protocol Consortium (IAPC) EHS audit protocol for Canada, Federal. Leading companies around the world use IAPC EHS audit protocols to understand the scope of their EHS regulatory obligations and rapidly collect, share, archive, and export audit findings in a cost effective manner. IAPC EHS audit protocols are now prepared by STC in partnership with STP and continue to focus on those national (plus, in some cases, regional or provincial) EHS requirements that have site-specific application for manufacturing operations. STP and STC maintain leading-edge EHS audit protocols for more than 50 jurisdictions. The protocol documents are written in English and are available in MS Word, Adobe Acrobat and Excel formats, as well as through STP’s web-based portal or can be integrated into an existing company platform. Using the protocols’ custom templates and advanced functionality features, auditors can easily track audit findings and manage data over time to improve compliance, risk management and safety performance. Highlights of selected legislation covered in the newly developed protocol include: 

The “Ozone-Depleting Substances and Halocarbons Alternatives Regulations [SOR/2016-137]” was amended by the “Interim Order Amending the Ozone-depleting Substances and Halocarbon Alternatives Regulations of October 2018.” The Interim Order corrects the hydrofluorocarbons (HFC) consumption baseline values that are used to determine the quantities that can enter Canada under the HFC phase-down process starting on January 1, 2019. This order more accurately reflects information obtained by the Minister of Environment and Climate Change Canada related to actual reported industrial usage and emissions reported by covered entities subsequent to the “October 2017 (SOR/2017-216)” amendments to the “Ozone-depleting Substances and Halocarbon Alternatives Regulations” coming into force in May 2018. The Interim Order expires in October 2020 unless the regulations are amended, and it is terminated sooner.    

The “Greenhouse Gas Pollution Pricing Act, S.C.2018, c. 12, s. 186, as last amended by SOR/2019-79,” has been added to this update. This Act sets forth the carbon pricing scheme that applies in select provinces and territories where the system applies. The carbon pricing scheme consists of two components—a federal fuel charge; and a regulatory trading system for large industry—known as the federal Output-Based Pricing System (OBPS).

The “Notice Establishing Criteria Respecting Facilities and Persons and Publishing Measures of October 19, 2018 [SOR/2018-213],” specifies which activities are covered activities under the federal Output-Based Pricing System (OBPS). Such facilities must register in the federal OBPS. This Notice implements the federal Output-Based Pricing System (OBPS) under the “Greenhouse Gas Pollution Pricing Act.”

The “Greenhouse Gas Emissions Information Production Order, October 19, 2018, [SOR/2018214, as last amended by SOR/2018-277],” sets forth requirements for sampling, analysis and measurements in order to quantify the GHG emissions emitted from that facility, quantification of production amounts, making and keeping of records; and producing verified annual reports. This Order implements the federal Output-Based Pricing System (OBPS) under the “Greenhouse Gas Pollution Pricing Act.”

The “Order Declaring that the Wastewater Systems Effluent Regulations Do Not Apply in Quebec, 2018, SOR/2018-194” declares that a wastewater system located in Quebec is not subject to the “Wastewater System Effluent Regulations, 2015.”

The “Environmental Emergency Regulations 2019 [SOR/2019-51]” come into force on August 25, 2019. These regulations repeal and replace the “Environmental Emergency Regulations, 2013.” Industrial facilities that store or use any of 234 listed substances will be required to provide information to Environment Canada about the maximum amount and location of these substances to help emergency response personnel to respond in case of emergency. Facilities subject to the Regulations are also required to develop, implement, and test an emergency plan.
