Environmental protection in Romania is regulated through laws, government and ministerial decisions and ordinances, orders issued by central and regional authorities and European Union directives (transposed into the Romanian law), and regulations.

The main ministry regulating the field of environmental protection is the Ministry of the Environment. The National Environmental Protection Agency (Agenția Națională pentru Protecția Mediului (ANPM)) is the specialized national authority, subordinate to the Ministry of the Environment, that implements and enforces legislation and policies in the field of environmental protection. ANPM has eight subordinate Regional Environmental Protection Agencies, corresponding to the eight developed regions of Romania, and 42 Local Environmental Protection Agencies (county agencies), which enforce and implement environmental protection legislation on a regional level.

Emergency Ordinance No. 195/2005 on Environmental Protection represents the framework for environmental protection in Romania. The Ordinance establishes principles for implementing and achieving a level of environmental protection congruent with requirements of the European Union.

Law No. 278/2013 establishes rules on integrated prevention and control of pollution arising from industrial activities. It also establishes rules designed to prevent generation of waste, to prevent or reduce emissions into air, water, and land, and to achieve a high level of protection of the environment as a whole.

Occupational health and safety in Romania is regulated through laws, government and ministerial decisions and ordinances, orders issued by central and regional authorities and European Union directives (transposed into the Romanian law), and regulations. The main ministry regulating the field of occupational health and safety is the Ministry of Labor and Social Justice.

The Labor Inspection (Inspecţia Muncii) is the specialized national authority, subordinate to the Ministry of Labor and Social Justice, that implements and enforces the legislation and policies in the field of occupational health and safety. On a local level, in every county and in the municipality of Bucharest, there is a territorial labor inspectorate (inspectoratul teritorial de muncă) subordinate to the Labor Inspection. The local authorities ensure the uniform implementation and enforcement of the national occupational health and safety provisions. The legislative framework established for occupational health and safety in Romania is Law No. 319/2006 on Workplace Safety and Health, together with Government Decision No. 1425/2006, which approves the Methodological Norms for the application of the provisions of the Law. Together, these pieces of legislation detail the requirements for the prevention of occupational risks, the protection of safety and health, the elimination of risk and accident factors, and the provision of information and training to workers as well as consultation regarding health and safety at work.

Issues relating to fire safety are implemented and enforced by the General Inspectorate for Emergency Situations (Inspectoratul General pentru Situaţii de Urgenţă (IGSU)) and its subordinate regional offices (county inspectorates for emergency situations).
