Tacloban City (1 December 2005) -- Government agencies in Region 8 must heed the call for them to use coco biodiesel in their diesel fueled vehicles.
This call was made by Philippine Coconut Authority Regional Manager Ed Nierva during the most recent episode of Panindugan, a TV talk show of the Philippine Information Agency.
Director Nierva said that as of November 30, 2005, only 8 national government agency and one provincial government unit are using coco
biodiesel. This data was taken from the dealer of coco biodiesel in the Region. The data showed that the province of Leyte is known to be using the coco biodiesel in its
vehicles requiring diesel fuel. The government agencies using the coco biodiesel are the Department of Interior and Local Government, the Department of Agriculture, the Philippine Coconut Authority, Pag-ibig, the Philippine Crop Insurance Corporation, the Department of Public Works and Highways, Samar State University and the Research and Development Institute.
It would be remembered that Memorandum Circular No. 55 issued in 2004 enjoined all national government agencies and government owned and controlled
corporations to use one (1) % coco biodiesel in their diesel fuel requirements.
Director Nierva, emphasized however that some government agencies are using vehicles fueled by gasoline and so he said it would really be impossible for these agencies to use coco bio diesel.
With the advocacies undertaken by the Philippine Information Agency as early at the later part of July, some government agencies have heeded the Memorandum Circular. The PIA even came out with advocacy leaflets in the local waray waray dialect to inform the public on the benefits of using coco biodiesel. Still, the Philippine Information Agency pledged to furnish the government agencies with copies of the memorandum for their information and
guidance.
Director Nierva said that although it is not the lead agency in the coco biodiesel advocacy, it will now take the cudgel of advocating it since the coconut farmers of the region will also benefit from it. He said that initial negotiations are now going on with the help of the Presidential Assistant for Eastern Visayas for the establishment of a coco biodiesel processing plant in Calbayog City which has the biggest coconut plantation in the region.
