DPWH turns over unfinished bridge to Bohol town

The Department of Public Works and Highways (DPWH) has finally turned over the kalabasa awardee unfinished Loboc jumbo bridge to the Municipal Government of Loboc.
Bohol Gov. Erico Aumentado said DPWH Region 7 Director Josefino Rigor and Loboc Mayor Leon Calipusan signed the memorandum of agreement (MoA) turning over the bridge to the municipality in the meantime that the department is still in the process of finding a solution to the technical problems concerning its construction.
Calipusan had been authorized by the Loboc Municipal Council to sign the MoA through Resolution No. 117 Series of 2005 while Rigor's authority came from DPWH Secretary Hermogenes Ebdane Jr. dated Jan. 8, 2008.
The MoA turns over in a temporary capacity to the municipality the possession, administration, supervision and control of the Loboc Bridge, to be used in activities that will redound to the benefit of the local residents, such as for tourism purposes.
It however specified that in conducting tourism-oriented or tourism-related activities on the bridge, the town shall exercise the diligence of a good father of a family to avoid any damage to the structure or cause any damage or injury to private persons.
To note, Aumentado, Calipusan and the First Consolidated Bank (FCB) through its chair Richard Uy plan to turn the bridge into a hanging garden and park available for open-air concerts and similar activities.
Aumentado provided the idea of a Loboc Bridge version of the Hanging Garden of Babylon that Architect Herman Torero, an active member of the National Commission for Culture and the Arts (NCCA), translated into perspectives.
Uy said the bank will take charge of the funding initially pegged at around R2 million, while the municipality under Calipusan or his successor will oversee the operations of the garden and park.
The bank chair had commissioned Torero to prepare the perspective, insisting that the finish must blend with the church and belfry structures.
Aumentado lauded Uy and FCB for heeding the call of their corporate social responsibility to fund the improvement of the bridge.
The bank has an affinity for Loboc because its founder, the late Alfonso Uy who was Richard's father, was born in that town.
The MoA also specified that Loboc shall be responsible for the maintenance and upkeep of the bridge to prevent its deterioration for cause or causes attributable to human activities.
However, the agreement will be automatically terminated in the event that DPWH finds a solution to the design problem of the bridge project and will start construction of its unfinished portion. (June Blanco) --
