Some people just have nothing else to do but nit pick on little things like buying a beautiful luxury car.

Just let our President be.  He already lost Shalani. His attempts to strike up new relationships (that fashionista and then a lady stock broker) doesn't seem to go anywhere. If having a Porsche will help him in his private moments, we should understand that a man has got to do what a man has got to do.

LGU Philippines / Nothing but a company name and a logo

Nothing but a company name and a logo

by Ken Fuller, Tribune (London)

Ken Fuller observes that history appears to be repeating itself in the Philippines

Tuesday, January 11th, 2011

When, in 1967, Filipino writer Hernando J Abaya remarked: “Where before we were fried in American lard, we now fry in our own fat”, he was referring to the tendency of foreign investors to raise their capital on the local market instead of bringing it with them.

This tendency was intensified in the 1960s by the United States’ balance of payments problems occasioned by the war in Vietnam. Further, US companies were under instruction from Washington to borrow locally and to remit as much of their earnings as possible. As one example, the Ford body-stamping plant in the Bataan export-processing zone was established at a cost of $22 million, every cent of which was raised locally. In 1966, while American companies invested $9.2 million abroad, the capital outflow from the US was only $2.7 million. In the Philippines, the net outflow of capital reached $1 billion a year in 1966.

In 1977, when the Philippine Central Bank attempted to impose debt-to-equity ratios on foreign companies seeking peso loans, US Ambassador William H Sullivan gave the game away by protesting with remarkable frankness that such a scheme “would work against multinationals who come to the Philippines with nothing but a company name and a logo”.

History now seems to be repeating itself. On November 18, formally launching his “public-private partnerships” project, President Aquino announced that the Bangko Sentral would raise the limit on the amount a bank is permitted to lend for a single project. It would seem, therefore, that foreign investors in the 10 infrastructural projects announced by Aquino â€" $3.414 billion worth of upgrading for roads, railways and airports â€" are being practically encouraged to raise their investments locally. Thus, the Development Bank of the Philippines, the Government Service Insurance System, Land Bank and the Social Security System have established a Philippine Infrastructure Development Fund, financing it to the tune of 200 billion pesos (of which there are currently 70 to the pound).

These four institutions are in the public sector. It seems entirely possible that the public role in these “public-private partnerships” will consist â€" apart from the 12.5 billion pesos proposed budget allocation for 2011 and, presumably, similar amounts thereafter â€" merely of loaning investors the cash with which to make a killing. It’s true that funds and “expertise”  have also been promised in the form of official development assistance and loans from the Asian Development Bank, the World Bank and the Japan International Cooperation Agency. But will those loans be repaid by the private “partners” or by the Filipino taxpayer?

All this calls into question the argument frequently advanced by opponents of the nationalist economic provisions in the 1987 constitution. The Philippines, they say, is unable to raise sufficient capital and therefore must resort to foreign investment in order to “develop.” Here, the capital being raised appears to be not only Philippine but also public â€" only to be handed over to those “with nothing but a company name and a logo”.

The projects offered next year will operate under the “build-operate-transfer” (BOT) system. Thus, an expressway will, for example, be constructed by the private “partner” (probably using money raised locally and certainly using Filipino labour). Once completed, the toll road will then be operated by that “partner”, who will take all or an agreed percentage of the proceeds for a specific period, after which the project will be transferred to the government.

The “operate” phase of some BOT agreements can be as long as 25 years, during which time the foreign investor may remit the profits to their home country. This arrangement has consequences: local business may find itself crowded out from the loans market and, resulting from the net outflow of capital from the Philippines, the foreign debt (currently $57 billion) will expand.

By the end of a lengthy “operate” phase, it is possible that the road, railway or airport will be in need of

further “upgrading,” thus opening the possibility that the cycle will commence anew.

It is also possible that at some point Filipinos may wake up to the fact that they are being disadvantaged. Such a realisation might lead to calls that the situation is addressed by the Supreme Court or the legislature. But investors can sleep soundly, because the president has promised to provide them with protection against “regulatory risk”.

“If”, Aquino said on November 18, “private investors are impeded from collecting contractually agreed fees

by regulators, courts, or the legislature, then our government will use its own resources to ensure that they are kept whole.”

It may be early days, but such an undertaking seems to have “constitutional crisis” written all over it.

Philippine Provinces / Panglao Airport in 2011 budget

New airports, LRT lines set in 2011

By Ronnel Domingo

First Posted 21:32:00 09/03/2010

INTERNATIONAL AIRPORTS and new light rail projects will make up part of a list of 10 priority projects that will be implemented in 2011 through government partnerships with the private sector.

Budget Secretary Florencio B. Abad said Friday that aside from key tourism-related infrastructure, the short list would also include general public works and agricultural facilities like irrigation.

“The government is looking forward to generating P180 billion to P200 billion in PPP (public-private partnership) undertakings” next year, Abad said.

He added that as government counterpart, Malacañang included in its proposed “Reform Budget for 2011” a total of P15 billion as a strategic support fund for PPP projects.

The amount is distributed equally among the departments of Public Works and Highways, Transportation and Communication, and Agriculture.

Abad said the strategic support would cover right-of-way purchases, horizontal land development and other facilities meant to encourage private investors to undertake public infrastructure projects with the government.

He said the short list, which would be culled from an initial list of 70 projects, includes airports on Panglao Island off Bohol and another in Daraga, Albay.

Abad said the list also included the improvement of the Laguindingan airport in Misamis Oriental as well as an irrigation facility in Sultan Kudarat and additional lines of the Light Rail Transit system.

The budget chief added that aside from the support fund, the proposed 2011 budget set aside P650 million under the DPWH, DOTC and the National Economic and Development Authority for capacity-building to enable agencies to conduct feasibility studies and development studies for PPP projects.

He said proposed projects for PPP eligibility would be subject to the evaluation of the Neda-Investment Coordination Committee, of which the budget secretary is a member.

“We look forward to working with Congress to make sure that PPP will really work to our benefit,” Abad said.

President Aquino announced the PPP scheme during his State-of-the-Nation address, saying the government by itself could not finance capital-intensive infrastructure projects.

The government continues to be burdened by a yawning budget deficit, which many blame on the anemic collections by the bureaus of Internal Revenue and of Customs that, in turn, were being caused by rampant tax evasion and smuggling.

With borrowings covering the big budget shortfalls in the past, a sizable part of the annual appropriations of the government goes to servicing those debts.

The Philippines has lagged behind its neighbors in attracting investors due to the country’s poor infrastructure facilities.

I've read the posts in "all about eyeballs", particularly the grand eb at Bohol Tropics. It was believed that GEC attended the eb although there is no direct admission by GEC. It was hinted that  GEC asked for some redwine. The only person who was heard asking for redwine was El Mundo. Thus, it was believed El Mundo is GEC.

But now, the identity is pointing towards another person. Confusing jud. But lately, as we are beginning to see the bigger picture, things are becoming clearer.

But GEC still needs to prove he is not who benelynne thinks he is. I am now more than ever inclined to share benelynne's view.

General Topic / Hell explained by chemistry student
August 25, 2008, 08:42:25 AM
HELL EXPLAINED BY CHEMISTRY STUDENT

The following is an actual question given on a University of Washington chemistry mid term.

The answer by one student was so 'profound' that the professor shared it with colleagues, via the Internet, which is, of course, why we now have the pleasure of enjoying it as well :

Bonus Question: Is Hell exothermic (gives off heat) or endothermic (absorbs heat)?

Most of the students wrote proofs of their beliefs using Boyle's Law (gas cools when it expands and heats when it is compressed) or some variant.

One student, however, wrote the following:

First, we need to know how the mass of Hell is changing in time. So we need to know the rate at which souls are moving into Hell and the rate at which they are leaving. I think that we can safely assume that once a soul gets to Hell, it will not leave. Therefore, no souls are leaving. As for how many souls are entering Hell, let's look at the different religions that exist in the world today.

Most of these religions state that if you are not a member of their religion, you will go to Hell. Since there is more than one of these religions and since people do not belong to more than one religion, we can project that all souls go to Hell. With birth and death rates as they are, we can expect the number of souls in Hell to increase exponentially. Now, we look at the rate of change of the volume in Hell because Boyle's Law states that in order for the temperature and pressure in Hell to stay the same, the volume of Hell has to expand proportionately as souls are added. < /P>

This gives two possibilities:

1. If Hell is expanding at a slower rate than the rate at which souls enter Hell, then the temperature and pressure in Hell will increase until all Hell breaks loose.

2. If Hell is expanding at a rate faster than the increase of souls in Hell, then the temperature and pressure will drop until Hell freezes over.

So which is it?

If we accept the postulate given to me by Teresa during my Freshman year that, 'It will be a cold day in Hell before I sleep with you,' and take into account the fact that I slept with her last night, then number two must be true, and thus I am sure that Hell is exothermic and has already frozen over. The corollary of this theory is that since Hell has frozen over, it follows that it is not accepting any more souls and is therefore, extinct......leaving only Heaven, thereby proving the existence of a divine being which explains why, last night, Teresa kept shouting 'Oh my God.'

THIS STUDENT RECEIVED AN A+

I agree. It is not wise to set a precedent that a "sumad" of a town's celebration will be declared a holiday, worse, a non-working holiday. Other towns, not just in Bohol but all over the country, will soon insist to have their own holiday.
