The discretionary funds of the provincial board members are held “hostage” by Nacionalista Party candidate Vice Gov. Julius Caesar Herrera in his power play of “dirty” politics.

The members of the Sangguniang Panlalawigan (SP), which presiding officer is Herrera himself, assailed that this smacks of the absence of transparency and is, therefore, “a clear violation of our Citizen’s Charter.”

They warned Herrera “not to push” them “to the wall” because “the wall is dirty.”

Apart from withholding the discretionary funds, Herrera has lost leadership in the provincial legislature because of his habitual absences during regular sessions. Senior Board Member Cesar Tomas Lopez would usually take his place as presiding officer.

If he was around, the session would start close to lunchtime. The board members fully doubted his capability to lead the province itself. They had long formally raised their complaints.

In their signed joint letter, the board members told Herrera that they do “not touch what are rightfully yours. We are only asking you to please see reason and give us what is due us.”

The capitol lawmakers need to have their discretionary funds, otherwise known as the Provincial Development Initiative Program (PDIP) allocations, released so that the election ban on projects should have been avoided.

The PDIP is their source of essential financial aids to various projects and programs in barangays and other beneficiaries in their respective districts.

Each board member is allocated P1 million PDIP but they noticed that the entire SP budget for PDIP this year amounts to almost P30 million. The whole SP budget has also increased to P130 million or higher by some P25 million as against last year’s.

“Our PDIP vouchers are being hostaged by your office for reasons we cannot fathom. This is a clear violation of our Citizen’s Charter,” the SP members desperately wrote to Herrera.

The Citizen’s Charter is a set of standards for efficient and transparent government service. It is mandated under the Anti-Red Tape Act (ARTA), a law against excess bureaucracy that breeds bribery and other manners of corruption.

The signatories to the joint letter include Board Members Concepcion Lim who is the provincial federation president of the Association of Barangay Councils (ABC), Brigido Imboy who is the head of the Philippine Councilors’ League (PCL) in Bohol, Cesar Tomas Lopez who is the senior SP member, Jose Veloso, Alfonso Damalerio II, Amalia Tirol, Ester Corazon Galbreath and Aster Piollo.

An assistant was authorized to sign for Board Member Jane Censoria Cajes, national and provincial president of the Sangguniang Kabataan (SK) and commissioner of the National Youth Commission (NYC).

They reminded Herrera that as friends and co-workers in government, particularly in the provincial legislature, they agreed to avoid politics marring their good personal relationship.

That as duly-elected members of the highest policy-making body of the province, they are supposed to be “honorable” and will thus do their best to maintain such distinction while delivering services expected of them by the people, they said.

The board members are authorized to extend financial assistance to the projects in barangays using their individual PDID allocations.

They said they respect the privilege of the vice governor to get biggest PDIP share and other perks of his office.

However, Herrera has acted contrary to their agreements, causing the relationship between him and the board members to get sour.

The provincial lawmakers cited the increases in certain SP budget items which the vice governor assured would benefit all in the name of better service to the people.

But the bloated allocations “were instead used by your office alone,” the board members blasted Herrera. They also hit him for refusing to increase their fuel budget.

Further, they asked Herrera not to unduly delay the realignment and appointment of their casual workers.

The vice governor has been unfair to them since hundreds of casual employees have been paid by the government yet fielded provincewide for Herrera’s politicking since last year.

The board members wrote to Herrera their grievances because they would not like to submit the issues to the “court of public opinion.”

In a two-pronged initiative to stop the proliferation of radio and television ads selling a ââ,¬Å"condom lifestyleââ,¬Â, parent and family groups from Luzon, Visayas and Mindanao petitioned the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) and the Adversing Board to enforce the ethical norms embodied in the Radio and Television Codes and the Advertising Code, respectively, and ban condom ads from these channels of media.

In a complaint filed with KBP on January 11, AIDS-FREE PHILIPPINES, INC., HUMAN LIFE INTERNATIONAL, and FAMILY MEDIA ADVOCACY FOUNDATION (FAMAF) reported that the frequent condoms ads on radio and television offend the communityââ,¬â,,¢s sense of propriety, decency, and morality by their intrusion into the privacy and personal space of spouses and married couples. They rued the use of young models on television, where the ads subtly purvey a lifestyle of illicit relations among the young. They cited the Television Code which says that premarital *** and extra-marital *** shall never be condoned or justified, and illicit sexual relations or any form of perversion shall never be presented as good, attractive.

According to the groupsââ,¬â,,¢ spokesperson, Atty. Jo Imbong, Executive Director of FAMAF, the condom ads appear even in programs for general audiences where children are part of the viewers and on cable television in shows patronized by the young. Citing the Code of Ethics in Advertising, Atty. Imbong said that advertising has a social, economic, and cultural responsibility to the community and the advertiserââ,¬â,,¢s interest should take into account community interest. ââ,¬Å"Hereââ,¬Â, she said, ââ,¬Å"the ads convey a vulgar message and mock the sensibilities of audiences.ââ,¬Â ââ,¬Å"The Code also clearly states that profanity, obscenity and vulgarity, or presentations which are offensive to contemporary standards of decency or morals, shall not be allowed in advertising, even when understood only by a part of the audience,ââ,¬Â she added.

Watchlist of ‘multiple registrants’ to be released

THE board of election inspectors (BEIs) who will serve on election day will be given copies of the list of the alleged double and multiple registrants for the 2010 polls.

Commission on Elections (Comelec) spokesperson James Jimenez said that there will be a watchlist so that the BEIs will be alert and they can check if a voter has already voted in other places.

Once the watchlist is out, Comelec will be issuing guidelines on the use of the watchlist.

Under the law, the latest registration of the double and multiple registrants will be honored by the poll body.

Jimenez also assured that the commission is not negligent towards the issue and the cleansing of voters that was earlier cited by the Philippine Pastoral Council for Responsible Voting (PPCRV).

Poll watchdog PPCRV earlier said there are about 40,000 duplicate voters in Davao City. Almost 1,000 are meanwhile alleged to be zombie voters.

The anchors of the bridge will be Getafe and Cordova towns in Bohol and Cebu respectively. Passing through shallow waters between the two provinces, the bridge is estimated to be 18 kilometers long â€"a “baby” compared to the bridge linking Incheon Airport and Incheon City in South Korea, spanning some 45 kilometers, now undergoing construction.

Bohol Governor Erico Aumentado said he envisions the bridge to improve vehicular and passenger traffic between the two provinces. It can also carry cables to Bohol so it can get more electric power.

The additional power can meet the requirements for the establishment of a shipyard in Bohol while the fiber optics will link Bohol to the information and communications technology highway.

Vice-Governor Julius Caesar Herrera expressed earnest concern over children’s education, saying it must be fully supported because the children are “the hope of the fatherland.”

Herrera voiced the statement in two separate school events last week ---- during the inauguration of the Pilar Technical-Vocational School and induction of federated PTA officers of Ambassador Suarez High School, barangay Bicao, Carmen, Bohol.

He also inducted last week the federated PTA officers of Dagohoy High School.

Since education is the key to development of the country, it must be supported through and through by the government, said Herrera.

Herrera said that he allocated from his office fund the amounts of P150,000 and P20,000 for Pilar Tech-Voc. School and Ambassador Suarez High School, respectively.

But this may not be enough, he said, thus he rallied the parents and teachers to lend their support.

The vice-governor said that it is imperative to equip the students with quality education to make them productive to be able to contribute good things someday.

But their education must be complemented by competent teachers who, he said, help mold their personality, because he believes that the future of the students depends on the teachers.

ICRC prepares for poll violence in Philippines

THE International Committee of the Red Cross (ICRC) on Tuesday said that it was preparing for an explosion in election-related violence in the Philippines as the country gears up for the 2010 national polls.

The ICRC is working to identify dozens of “hot spots” where violence is feared ahead of the May 10 elections for a new president and thousands of lower positions.

Of particular concern is the southern island of Mindanao, where 57 people were killed in November in the country’s worst election-related violence. Elsewhere, at least seven others have been killed in vote-related violence.
