Philippine Daily News / Filipino beheaded in Saudi Arabia

MANILA (Updated) -- Vice President Jejomar Binay said Saturday that he got confirmation from the Philippine Embassay in Riyadh that overseas Filipino worker Carlito Lana was beheaded Friday morning.

“We regret to announce that our countryman Carito Lana was beheaded in Saudi Arabia yesterday morning. It was confirmed by the Philippine embassy today,” Binay, presidential adviser on OFW concerns, said in a press statement.

Citing initial reports from the Philippine Embassy in Riyadh, Binay said Lana was taken from his cell around 9:30 a.m. Friday in Saudi Arabia and was executed.

Lana was found guilty for the murder of his employer, a 65-year-old Saudi national.

"Lana shot his victim then tried to flee using his victim’s car and in doing so ran over the latter’s head," said Binay, presidential adviser on overseas Filipino workers (OFW) concerns.

He said the Saudi government does not give prior notice to prisoners and their foreign embassies of execution dates. Notices are only sent after the execution.

An embassy report said Lana claimed that his employer was a good man and they had good relations, but he was being pressured to pray during Muslim prayer time.

Binay said based on reports from the Department of Foreign Affairs (DFA), Lana’s lawyer tried several times but failed to convince the victim’s son to meet Lana’s mother and receive her letter asking for forgiveness.

Aquino also wrote a letter to King Abdullah bin Abdul Aziz requesting the Saudi monarch’s intercession in convincing the heirs of the victim to enter into an amicable settlement, but the family did not issue an affidavit of forgiveness, which is needed under Saudi law to prevent an execution.

Binay said he is waiting for an official report from the Philippine Embassay in Riyadh on the execution.

He has also asked the DFA to provide him an update on the cases of other jailed Filipinos where the victim’s heirs have not issued affidavits of forgiveness. (PNA/Sunnex)

Anti-loneliness schemes are gaining force around the world. Moomin Cafe in Tokyo, for example, fills empty chairs with giant, stuffed animals to serve as companions for solo guests.

Based on the characters by Finnish illustrator Tove Jansson, the stuffed white hippos are placed at tables across the cafes.

The cafe has multiple locations in Japan and recently opened the first outlet in Hong Kong.

Last year, a pop-up restaurant in Amsterdam likewise addressed the long-standing stigma of dining out alone by offering only tables for one. The concept became a viral success, garnering headlines around the world for attempting to break the taboo of solo dining, and continues in the Netherlands.

To spare staff and diners from the “severe emotional trauma” of being surrounded by lovey dovey couples flaunting their love in the faces of lonely singletons, a restaurant in Japan has banned all couples on Christmas Eve -- “with no exceptions!”

Spaghetti diner PiaPia, located just outside Tokyo, is the latest restaurant to hop on what’s being called the “anti-loneliness” trend in Japan and around the world -- a phenomenon that tries to eliminate the stigma of dining alone, by offering either inanimate, stuffed animals as dining companions or tables for one.

According to RocketNews24.com, a sign posted outside PiaPia restaurant makes no qualms about banning smug, happy couples on Christmas Eve, with hand-drawn images of a male and female figure holding hands crossed out with a big red ‘X’ sign.

Locals at RocketNews24.com note that the Christmas holidays have long been “the bane” of Tokyo singles, when couples traditionally descend en masse on the city streets to take in the illumination shows and revel in their coupledom.

“That it’s one of the few times public displays of affection are relatively accepted in polite Japanese society just makes it all the more difficult for lonely guys and gals to bear.”

Weird and Extreme / Backpfeifengesicht
December 13, 2014, 01:34:54 PM
From the people who brought you schadenfreude (happiness at the misfortune of others) and gluckschmerz (unhappiness at the good fortune of others), we have backpfeifengesicht. This is a German word that roughly translates to “a face badly in need of a fist.” The exact circumstances surrounding the creation of such a word are unknown. However, before we decide to run off and call our bosses backpfeifengesichts, it is interesting to note that it is the face that is said to be in need of punching and not necessarily the person it’s attached to. That is to say, this need not be just another synonym for people we really don’t like.

The idea that some faces are just more punchable than others is not unheard of and has even been supported by science. Scientists believe that in the early days of humanity, when the main weapon of war was a strong right hook, humans evolved faces that could take a punch. This applied mostly to males, since they tended to fight over women. The nose, jaw, cheekbones, and eye sockets evolved to be stronger, since these are a fist’s main targets. Over the years, our faces have become more delicate, but some faces have retained more “punchable traits” than others. So a backpfeifengesicht may just be a 125-kilogram (250 lb) guy with an iron chin jutting out, daring whoever’s brave enough to take their best shot. -- http://listverse.com/

The Philippine case against China’s nine-dash line before the United Nations Arbitral Tribunal gained support from Vietnam in a statement it submitted to the court in The Hague on Thursday.

The Vietnam Foreign Ministry said the tribunal has jurisdiction to settle disputes concerning the interpretation of the U.N. Convention on the Law of the Sea.

In a press briefing Thursday, Vietnam Foreign Ministry Spokesperson Le Hai Binh said: “To protect its legal rights and interests in the East Sea which may be affected in the South China Sea Arbitration case, Vietnam has expressed its position to the Tribunal regarding this case, and requested the Tribunal to pay due attention to the legal rights and interests of Vietnam.”

These include Vietnam’s rights and interests over geographical features of the Paracel Islands and Spratly islands, he said. China calls the Paracel Islands Xisha and Vietnam, Hoàng Sa. Spratlys is known as Nansha in China, Truong Sa in Vietnam and Kalayaan in the Philippines.

“It is Vietnam’s consistent position to  fully reject China’s claim over the Hoang Sa and Truong Sa archipelagoes and the adjacent waters, as well as China’s claiming  of ‘historic rights’ to the waters, sea-bed and subsoil within the ‘dotted line’ unilaterally stated by China,” the Vietnamese spokesperson said.

What is next for the arbitration tribunal?

China will not submit anything on Dec. 15 in response to the tribunal's deadline. This means the judges will take it upon themselves to consider the counterarguments that Beijing would have made. This is why the Chinese position paper's release is so important. It has been timed to ensure that the judges ask the right questions, from China's perspective. Experts in China know that Beijing will lose on at least one point if the case goes the distance. The nine-dash line in its current form does not meet any of the requirements of a legal maritime claim - a point the new US study underscores - and requires clarification.

That is why China, even while refusing to officially take part in the proceedings, has invested considerable energy in developing a legal case against jurisdiction. Despite its bluster, Beijing does not want to flout an international tribunal's ruling and incur the opportunity costs that come with being seen as an irresponsible player in the international system.

As a next step, the court will ask the Philippine legal team to respond to questions and possible objections regarding its March submission. Those questions will likely cover many of the points raised in China's position paper, among others, since the judges will not rule on such a high-profile and controversial case unless they feel it is airtight.

Once the Philippines responds - a task that will take several months - the judges will consider the questions of jurisdiction and merits in the case. They seem ready to consider both at once, which should speed up the proceedings. There is no set timetable for a decision, and there might be more than one request to the Philippines for clarification of points. But by late 2015, and perhaps earlier, the court should make its decision - potentially the most impactful by any tribunal established under UNCLOS.

The State Department presents three possible interpretations of the nine-dash line and analyzes their legality. Each of these interpretations are simultaneously supported and contradicted by various Chinese legislation and official pronouncements:

1. A claim to islands and the waters they would generate. The study finds that this could be a legally consistent definition of the nine-dash line but points out that it has major caveats. For one, "states and international courts and tribunals typically accord very small islands far from a mainland coast equal or less weight than opposing coastlines." This means that China could at best justify an exclusive economic zone (EEZ) extending to a median line between its claimed islands and its Southeast Asian neighbors' coastlines.

2. A maritime boundary. The State Department points out that the nine-dash line extends too far beyond any coastline or island to be legally justifiable as the boundary of an EEZ, and certainly not territorial waters. The study also charges that the claim's lack of precision and unilateral declaration fail to meet the basic requirements of a legal maritime boundary.

3. A claim to historic title or rights. This is the most complicated of the legal justifications put forward by Chinese scholars regarding the nine-dash line. The State Department rightly points out that UNCLOS "limits the relevance of historic claims to bays and territorial sea delimitation" near a nation's coast. Nothing in the convention justifies a historical claim of sovereignty or extensive rights far from a coastline.

And contrary to some Chinese scholars' assertions that customary law predating UNCLOS would allow such a claim, the State Department rightly insists that the convention takes precedence. To prove the point, it cites the International Court of Justice's ruling that the advent of EEZs "overrides the prior usage and rights of other States in that area" - a clear refutation of China's claims to historic rights over fisheries and hydrocarbons.

What does the US study say?

The State Department's Limits in the Sea studies have examined the maritime claims of dozens of nations, including Indonesia, the Philippines, and Vietnam. The latest report does not touch on the validity of territorial claims over islands in the South China Sea, reiterating the US position of neutrality.

The study's main finding is that "China has not clarified the legal basis or nature of its claim." The study points out that the nine-dash line lacks "geographical consistency and precision," which it underscores by overlaying several Chinese maps showing significant variation in the placement of the dashes. It offers some support for aspects of the Philippine case covering Chinese-occupied rocks and low-tide elevations. At its core, the analysis offers a refutation of the nine-dash line as a valid maritime claim, and thus aligns with the heart of the Philippines' case.
#9837
3. Even if Manila did have the right, China is exempted from compulsory arbitration. This is Beijing's most compelling argument. It rests on China's 2006 declaration, as allowed by UNCLOS, that it is exempt from arbitration on certain topics including maritime delimitation. The Philippines has done an admirable job of framing its case as being about China's obligation to clarify the nine-dash line and about the status of features, not about delimiting disputed waters.

But Manila's argument is not a slam dunk. Most worrying for the Philippines is that its lawyers felt compelled to include an argument about the status of Itu Aba, the largest of the Spratly Islands, in its March 30 submissions to the court. Were the tribunal to rule Itu Aba (or any other feature) an island legally capable of generating a continental shelf, then it would likely undermine parts of the Philippine case, especially those pertaining to low-tide elevations. But it is noteworthy that China's position paper does not detail this point, leaving it to the arbitral judges to connect the dots.

4. Even if China were not exempt, the use of a special arbitral tribunal in cases in which a state has not selected one of the other options for arbitration permitted by UNCLOS violates international law. This is essentially questioning an UNCLOS provision to which China agreed in 1996. It is the least compelling of China's arguments, not least because it is hard to fathom that a court established under the provisions of UNCLOS would feel empowered to overturn the only sensible interpretation of one of those provisions.

It is telling that amid its arguments against the court's jurisdiction, China also touches on the merits of the case (despite insisting in the introduction that it will not do so). In particular, it makes an argument about the ability of a state to make a claim of sovereignty over a low-tide elevation, despite acknowledging that the International Court of Justice in 2012 ruled that such a claim is not permissible. China also defends its actions at Scarborough Shoal and Second Thomas Shoal since 2012, which the Philippines describe as employing the threat of force. Yet the position paper does not address either the status of those features the Philippines identifies as rocks rather than islands, nor does it defend the nine-dash line as a claim to maritime space in accord with UNCLOS - both indicative of the weakness of China's legal position on those points.
#9838
What does China's position paper say?

The core of the Chinese position paper lays out Beijing's arguments for why the arbitral tribunal at The Hague lacks jurisdiction in the Philippines' case. China contends that:

1. At its heart the case is not about interpreting UNCLOS, but about territorial sovereignty - who owns what features - over which UNCLOS has no jurisdiction. This argument is not compelling, at least not in China's formulation that to rule on any of the Philippines' points, the court "would inevitably have to determine, directly or indirectly, the sovereignty over both the maritime features in question and other maritime features in the South China Sea."

2. Even if the case were about UNCLOS, the Philippines had no right to bring it. China argues that the Philippines bound itself in both bilateral statements and especially in the 2002 ASEAN-China Declaration on the Conduct of Parties in the South China Sea (DOC) to only resolve disputes through negotiation. Whether or not any such binding obligation was made is highly suspect, but Manila could easily argue that Chinese violations have nullified the DOC regardless.

China also argues that the Philippines has not met the UNCLOS requirement to only pursue compulsory arbitration after failing to reach a bilateral accord. Beijing insists that despite decades of discussions, "the two countries have never engaged in negotiations with regard to the subject-matter of the arbitration," and even if they did, UNCLOS does not specify a time limit for such negotiations. If accepted, this line of reasoning would preclude a country from ever using compulsory dispute resolution no matter how long another claimant stonewalls discussions.

China and America's Dueling South China Sea Papers
By Gregory B. Poling
December 10, 2014

Beijing is fast approaching a Dec. 15 deadline to submit its defense in the arbitration case against its South China Sea claims brought by the Philippines. The Chinese government has no intention of taking part in it, or refuting the Philippines’ 4,000 pages of evidence and arguments, but it has made sure that the five judges hearing the case in the Permanent Court of Arbitration take China’s arguments against their jurisdiction into account.

To that end, the Ministry of Foreign Affairs on Dec. 7 released a position paper laying out China’s legal objections to the case. Two days earlier the US State Department released a long-awaited analysis of the legality of Beijing’s South China Sea claims through its Limits in the Sea series. The timing of these two releases, both in relation to each other and to the next stage of the arbitration case, suggest that policymakers in Beijing and Washington recognize the value of occupying the legal high ground in the South China Sea and are eager to influence the arbitral tribunal even if they are not directly engaging in the case.

Here Are The Key Findings From The Index:

America's investment in being the world's leading military force.

The US clearly leads the world in military spending at more than $600 billion a year. China is in a distant second, at nearly $130 billion â€" less than one-third of America's overall spending.

According to a report from the Stockholm International Peace Research Institute (SIPRI), the US has reduced its defense budget by 7.8% chiefly because of America's gradual withdrawal in overseas military operations, such as in Afghanistan and Iraq.

Russia, meanwhile, has increased its arms spending by $88 billion and plans to "modernize" its arsenal.

Aircraft carriers are key, and very few countries have one.

Aircraft carriers contribute greatly to a country's overall military strength. These massive vessels allow nations to project their force far beyond their borders and across the entire face of the globe. They're essentially mobile naval and air force bases. Aircraft carriers can also carry drones, which significantly change the global surveillance game.

The US's absolute monopoly on super-carrier vessels significantly boosts the country's forward operating power. The US has deployed an aircraft carrier toward the Persian Gulf to bolster its sea and air power before possible strikes against ISIS in Iraq. Russia has previously deployed an aircraft carrier to the Mediterranean to display its seriousness in propping up Assad in Syria.

North Korea's useless submarines.

An anomaly in the Global Firepower index is North Korea's ranking as a world leader for submarines. And while it's true that Pyongyang commands the largest submarine fleet on earth, most of these vessels are unusable.

A third of North Korea's subs are noisy diesel-powered Romeos, which have been obsolete since 1961. These submarines have a weapons range of only four miles, whereas a modern US submarine has a range of 150 miles. This fleet is unsophisticated but still durable, according to the US Department of Defense.

There's only one real way to compare military strength, and thankfully the world hasn't had many opportunities lately.

Despite the potential powder keg in the South China Sea, standoffs in Ukraine, and proxy wars throughout the Middle East, inter-state warfare between the world's military powers has been all but banished from the global scene (for the time being, at least).

For a simpler evaluation of military power, we turned to the Global Firepower Index, a ranking of 106 nations based on more than 50 factors including overall military budget, available manpower, and the amount of equipment each country has in its respective arsenal, as well as access to natural resources.

The index focuses on quantity, ignoring significant qualitative differences â€" North Korea's 78 submarines, for instance, aren't exactly state of the art. It also does not factor in nuclear stockpiles, which are still the ultimate trump card in geopolitics. And it doesn't penalize landlocked nations for lack of a standing navy.

We've created a chart to compare the top 35 militaries according to the Global Firepower Index. The ranking was released in April (before events like the Russian invasion of Eastern Ukraine in August, ISIS's blitz through Iraq, and the flare-up between Israel and Hamas) and involves a complex set of data that is subject to ongoing adjustments and corrections.

More importantly, Merkel is correct to observe that Putin and Russia are so ready to embrace this superficial machismo because they just don't have much else to hold on to. It is universally true, in all countries, that economic decline leads to feelings of national insecurity â€" just look at how often Americans talk about "American decline" since the financial crisis â€" as well as to more extreme politics, as in much of Europe. But Americans and Western Europeans at least have recourse at the ballot box; they can angrily vote in or out whoever they like.

Russians do not enjoy the luxury of democracy. So Putin, hoping to channel Russians' feelings of national despair away from rage at their own government, have directed them instead toward feelings of fear and hostility at the West, and toward the useful outlet of macho nationalism.

This has been a huge success for Putin in the short term, but it has mired him in a hostile foreign policy that led him to invade Ukraine, attracting severe Western sanctions that have only further weakened Russia. It is also dangerous, entering the nuclear-armed and legitimately formidable Russian military into a war in Europe. But at least Merkel, who is in many ways the pivot point between Russia and the West, understands what she is up against.
#9876
Putin first took power in 2000, but the nature of his rule changed in 2012, when he won reelection amid public protests and accusations of fraud. Those protests, along with the collapse of Russia's economy from growth-powerhouse to the edge of recession, have left Putin feeling obviously and correctly insecure about his hold on power. At the same time, in the wake of the cold war Russian leaders and regular citizens have felt increasingly insecure in the America-dominated world. They have a sense that Russia is under siege from without and has been robbed of its rightful status as a world power.

Putin, in shielding his personal insecurity as a weak leader, has also tapped into the larger sense of Russian insecurity. That is part of why his demonstrations of masculinity â€" though they appear ridiculous to outsiders like Merkel â€" so resonate among Russians. Like Putin, many Russians see demonstrations of defiance and strength as reassurances against the crushing sense of weakness.

"I understand why he has to do this â€" to prove he's a man," Merkel said. "He's afraid of his own weakness."

#9878
Later, in discussing the incident with a group of reporters, Merkel attempted an explanation of Putin's behavior. Her quote, reported in George Packer's recent profile of Merkel in the New Yorker, is one of the most pithily succinct insights into Putin and the psychology of his 14-year reign that I have read:

"I understand why he has to do this â€" to prove he's a man," Merkel said. "He's afraid of his own weakness. Russia has nothing, no successful politics or economy. All they have is this."

Merkel is not the first person to suggest that Putin's machismo â€" everything from his harassment of fellow heads of state to his shirtless photos to his invasion of Ukraine â€" are shows of strength meant to mask feelings of weakness. But she has put her finger on this phenomenon with remarkable bluntness.

Merkel, who grew up in Soviet-dominated East Germany, who learned Russian in school and traveled throughout the Soviet Union, has an especially close relationship with Putin (this incident notwithstanding) and unusual insight into how Putin's Russia works. Among Western leaders, her relationship with Putin is almost certainly the closest and most important. Yet all this closeness has apparently made her respect Putin less, not more.

Russian President Vladimir Putin surprises German Chancellor Angela Merkel with his pet dog in 2007 in Sochi DMITRY ASTAKHOV/AFP/Getty

The incident of Vladimir Putin, Angela Merkel, and the dog is a famous one. It was 2007 and Merkel, Germany's Chancellor, was visiting Putin at his presidential residence in Sochi to discuss energy trade. Putin, surely aware of Merkel's well-known fear of dogs, waited until the press gathered in the room, then called for his black Labrador to be sent in. The Russian president watched in unconcealed glee as the dog sniffed at Merkel, who sat frozen in fear.

Three crooks ran off with the cash register from a Bronx barber shop â€" after one of the goons received a haircut, officials said Saturday.

Cops are now looking for the freshly coiffed crook, who they identified as Ramael Pierson (picture), 24.

He and two accomplices entered Alante Barber Shop and Beauty Salon on Westchester Ave. in East Morrisania at 9:42 p.m. Friday, authorities said.

After Pierson got clipped, cops said, he pulled a gun on his barber and demanded his cash.

Then the trio grabbed the cash register, said police, who did not disclose the amount stolen.

“We knew right when she drove up. When we saw her driving up, [Nikita] was in the window, and then she tried to get out of the car the whole time … She kept calling her Angel and everything, and the only thing I could think of was the whole time, I was like no, it’s my dog, it’s Nikita, so what I said to her, I was like, ‘No, her name’s actually Nikita,’ and she just looked bewildered that I knew her actual name,” King said.

King said police talked to the woman while he took back his dog.

“I don’t know, I’m bewildered that somebody would actually think of doing something like this,” he said.

King said he was grateful for the person who originally posted about his dog on Craigslist. “I really appreciate him finding my dog and saving her from getting run over and all of that,” King said.

Chesapeake police confirmed that on Nov. 23 officers retrieved the dog and returned it to its legal owner, with the assistance of the Portsmouth Police Department.

Colleran has been charged with obtaining property under false pretenses. She is currently being held in the Chesapeake Correctional Center and declined to talk to WAVY News.

According to court documents, Colleran told an officer that she tried to sell the dog to get money for her legal defense on a pending charge. Colleran has a pending charge of unlawful wounding in Portsmouth, according to the paperwork.

“It was pretty horrible, because I was so stressed out, but I didn’t know what to do,” he said.

He couldn’t find her, and later that night King said he saw an ad on Craiglist for a dog for sale. He wasn’t sure if it was Nikita, but it looked like her.

“I never had thought of somebody doing this before, so I was kind of doubting myself that it was my dog,” King said.

King said his friend discovered a “found dog” ad on Craigslist that same night and contacted the man who posted it, telling him he believed he knew the owner. The man told King’s friend that someone else had already claimed the dog, King said.

“He was the one who actually found the original post of the found dog and contacted the gentleman who saved my dog from getting run over on the road … He got all the information from the lady who was claiming it was her dog,” King said.

King said the number for the woman who allegedly claimed the dog matched the number for the person posting about the dog for sale. The next day, King said he met with the woman selling the dog, but had called the police to be with him in advance. Right away, King said he knew it was his dog.

CHESAPEAKE, Va. (WAVY) â€" Police have arrested a woman they say claimed to be the owner of a lost dog and then attempted to sell the dog on Craigslist.

Police say 22-year-old Jessica Brittany Colleran responded to a “found dog” ad on Craiglist and claimed to be the dog’s owner. After Colleran picked up the dog, police say, she took the animal to a location in Portsmouth and posted the dog for sale on Craigslist.

The dog’s name is Nikita, and the actual owner, Joshua King, said it started when she escaped from the fence at his home Saturday morning.

4. And talks like a pope …

When Benedict retired, he said he would remain “hidden to the world,” living in seclusion in a monastery inside the Vatican walls. But Francis has encouraged Benedict to come out once in a while, and the former pope has not only taken part in some public events but also made his views known in letters and other communications.

No surprise, not all of his views seem to be in sync with those of Francis, which raises alarms among some, and hopes among others.

The latest example was when an edited volume of Benedict’s theological writings was published and it turned out he had deleted a key part of a 1972 essay in which he advocated a way for divorced and remarried Catholics to take Communion â€" a proposal that Francis has put on the table, to the intense displeasure of many conservatives.

Benedict’s redaction was seen as thwarting any effort to enlist him on the side of the reformers, and it placed him squarely in the center of the latest controversies.

In the end, it seems far-fetched to think Benedict would become an actual anti-pope or foment a real schism.

For one thing, at 87, he is too frail to take any active role in church governance. Moreover, nothing in his past record or his post-retirement statements gives any hint that he would even contemplate such a divisive step.

The problem is, it’s really not about Benedict; it’s about his followers. Their passion is likely to outlast the ex-pope himself.

European Union EU / Re: Is Benedict XVI The Real Pope?

3. If he walks like a pope …

Despite his protests, Benedict hasn’t exactly helped the situation by keeping his papal name, continuing to wear the distinctive white papal cassock and taking the title â€" which he created for himself â€" of “pope emeritus.” Some church experts say he could have instead gone back to a black cassock and his baptismal name, Joseph Ratzinger, and used the title “bishop emeritus of Rome” or simply Cardinal Ratzinger.

“Juridically there is only one pope. A ‘pope emeritus’ cannot exist,” Manuel Jesus Arroba, a professor of canon law at the Pontifical Lateran University, warned in the days after Benedict announced the innovation.

The debates about the legitimacy of the title and papal perks have shown no sign of abating, and that feeds the conspiracy frenzy, which in turn sparks more debates about the wisdom of Benedict’s post-retirement choices.

2. Conspiracy theories won’t die

Good luck telling that to some Catholics and conspiracy-lovers, who have propounded a number of theories they say undermine Francis’ claims to the papacy.

Among them: Benedict used incorrect Latin in his formal resignation letter, so it is invalid; alternately, they say, the cardinals in the March 2013 conclave that elected Francis violated certain procedures, so his election is null and void.

The speculation was so insistent that on the first anniversary of his resignation last February, an exasperated Benedict publicly called notions that he was still pope “simply absurd.”

European Union EU / Re: Is Benedict XVI The Real Pope?

What’s fueling these fears? They seem outlandish, almost medieval. But there are at least four factors at work:

1. “There is another pope still living!”

New York Times columnist Ross Douthat, a Catholic who has become something of a spokesman for conservatives, made that point in a widely circulated column warning that Francis could provoke a schism on the right.

His statement seems both obvious and perilous: If there’s “another pope,” that means there is a potential rival to the throne.

But the “two living popes” meme isn’t actually true, even though it keeps getting repeated.

“There is only one pope and his name is Francis, whether people like him and the direction he is steering Roman Catholicism or not,” wrote Christopher Bellitto, a church historian at Kean University, in a column for Reuters.

“There is not more than one president or prime minister because predecessors are still alive,” Bellitto wrote. “A person holds the office of president, prime minister, or pope. When that person no longer holds that office, then that person is no longer president, prime minister, or pope.”

Is Benedict XVI The Real Pope? Four Factors Fueling Vatican Conspiracy Theories
Religion News Service  | By David Gibson
Posted: 11/26/2014 4:33 pm EST Updated: 11/26/2014 4:59 pm EST

(RNS) When Benedict XVI stunned Catholics by announcing that he would become the first pope in six centuries to resign, it immediately raised concerns â€" which were dismissed just as quickly â€" that an ex-pope around could undermine the legitimacy of the new pontiff.

Now, nearly two years later, those fears are emerging again, fueled by the growing discontent of conservative Catholics with Benedict’s successor, Pope Francis, and by Benedict’s presence, if not quite as a player, in church debates Francis has sparked.

“Benedict is hanging back for now, but there’s no doubt that he could easily become a figurehead for traditionalists harkening back to the good old days,” Notre Dame New Testament professor Candida Moss and Joel Baden, Old Testament professor at Yale Divinity School, warned in a Daily Beast column earlier this month.

Hubert Wolf, a church historian at the University of Münster, echoed those thoughts in comments reported by a leading German newspaper last week, when he said there were worries that “around Francis and Benedict XVI, two competing power centers could come into being in the (Roman) Curia, with pope and anti-pope at the top of each.”
