The Philippine Textile Research Institute (PTRI) of the Department of Science and Technology (DoST) has developed technology to produce natural and eco-friendly dyes.

When synthetic dyes were introduced in the market, natural dyes were nearly forgotten. However, people are now becoming more and more environment-conscious. Today, there is an increasing demand for natural dyes. Natural dyes can be obtained from bark, wood, roots, berries, lichens, insects, shellfish and flowers.

The increasing demand led to the development of different research and development programs that would support the production of equally environment-friendly textile products. Thus, the project dubbed "Pilot Scale Verification of Selected Natural Dye Powder Production and Textile Application Technologies" was born.-manila bulletin

In line with the government’s disaster preparedness measures, Defense Secretary and National Disaster Coordinating Council (NDCC) chair Norberto Gonzales, upon the directive of President Arroyo, has ordered the conduct of a nationwide simultaneous earthquake drill on June 18.

In a memorandum signed by NDCC executive officer and Office of Civil Defense Administrator Glenn Rabonza by authority of Gonzales, the nationwide simultaneous earthquake drill for the second quarter of the year will start 8 a.m. in selected schools and private and government establishments in different parts of the country.

Rabonza said following the conduct of the Table-top Exercise on the National Capital Region Earthquake Disaster Response (TTX-NCR-EQ-DR) on April 16, the NDCC saw the need for regular exercises with focus on schools, commercial establishments, hospitals, and government facilities including military and police camps. - manila bulletin

Travel and Tours / Subic-Clark-Tarlac Expressway
June 01, 2010, 03:58:06 PM
The full operation of the Subic-Clark-Tarlac Expressway has been cited as one of the major factors that have driven investments into the country’s premier freeports Clark Freeport Zone and Subic Bay Freeport Zone, a special report said.

The 93.77 kilometer SCTEX was cited as a legacy of the administration of President Gloria Macapagal Arroyo.

Since its full operations in 2008, the 93.77-km expressway was cited as the “key to the evolution of the mega logistics hub within the parts of the Subic-Clark corridor,” a special report on the Subic Freeport said.

Edgardo Pamintuan former chairman of the Subic-Clark Alliance for Development (SCAD) earlier said that the Subic-Clark corridor has been expanded with the extension of the expressway to Tarlac. - manila bulletin

The Aboitiz-led Union Bank of the Philippines is hoping for an income gain of five to 10 percent this year as they diversify income streams and expand loan portfolios.

Union Bank President and COO Victor B. Valdepenas said as of the first four months, bottom line net

income has amounted to P1.3 billion, up 34.2 percent year-on-year.

“For our full-year (goal) I don’t want to venture at this point in time (since the) second and third quarters were quite strong last year. (But) banks are now showing good income compared to 2009,” Valdepenas told reporters at the sidelines of the Union Bank’s annual stockholders meeting on Friday.

“I will be very happy if we can achieve five to 10 percent because that means our core income will be able to make up for lack of opportunities in trading,” he said.

Union Bank expects its auto and housing consumer loans to grow 10 percent to 15 percent this year. -manila bulletin

With barely a month before the new government takes office, the proposed 10-year P50-billion Infrastructure bonds to be offered by the state-owned National Development Co. “There will be new terms and negotiations,” Neri said. SSS has earlier committed to take one-fourth of the bond float or P12.5 billion.

“It will be up to the new administration to set new talks,” he added. “They will have to go back to the drawing board.” - manila bulletin

LGU Philippines / Noynoy Told To Stop Smoking
June 01, 2010, 03:43:45 PM
By DEXTER A. SEE

Substitute smoking with chewing betel nut and help promote the “nganga” industry. In a nutshell, this was the unsolicited advice of betel nut growers here to President-apparent, Senator Benigno “Noynoy” C. Aquino III, as they, too, voiced concern about his health-threatening smoking habit.

Betel nut, popularly known as “moma” in the highlands of northern Luzon, has been instrumental in helping smokers kick the cancer-causing vice by replacing it with the habit of chewing the nut.

Betel nut chewing has been part of the tradition of Cordillera people and it has been proven by many to be an effective replacement to the habit of smoking.

Community leaders in this world heritage province said they wish to air their unsolicited advice for Aquino in the interest of looking after the better health of the country’s next apparent Chief Executive. - manila bulletin

Saying tobacco is ugly and deadly, United Nations (UN) Secretary-General Ban Ki-Moon urged governments to protect women from smoking as he stressed that an estimated 2.5-million deaths may be had among women by 2030, if no action is taken to decrease tobacco use.

Ban issued the call during Monday's observance of the World No-Tobacco Day.

“Evidence indicates that the prevalence rate of tobacco use among women is on the rise in some countries. Governments everywhere must take action to protect women from tobacco advertising, promotion, and sponsorship, as stipulated in the World Health Organization (WHO) Framework Convention on Tobacco Control,” Ban said in his message in observance of the World No-Tobacco Day Monday. - manila bulletin

LGU Philippines / Boy Abunda: A Cabinet Member?

Manila Bulletin

President-apparent Benigno Simeon “Noynoy” Aquino III said on Monday he is seriously considering television talk show host Boy Abunda to serve in government if he is willing to sacrifice his career in show business and divest interest from the private sector.

Although Aquino did not name the office where he could possibly appoint Abunda, he hinted that the television host's communication skills and marketing expertise can be utilized in tourism and foreign affairs, citing Abunda's taking of a Masteral Degree in International Relations on Public Diplomacy at the Philippine Women's University.

Eugenio Abunda Jr., in real life, the talk show host underwent seminary formation at the University of Santo Tomas and attended college at the Ateneo de Manila University for Business Management, which he failed to finish.

But Aquino said asking Abunda to serve in public office will be a challenge considering the compensation Abunda gets from being a television personality and a talent manager.

Defeated mayoralty bet, City Vice Mayor Jose Antonio Veloso filed an electoral protest at the Commission on Elections in Manila versus re-elected Mayor Dan N. Lim after claiming that there were irregularities in the May 10 polls.

Veloso who ran under Lakas-Kampi-CMD said that had there not been any anomalies in the elections, he would have garnered more votes and won.

In the Comelec tally, Lim garnered 24,061 votes while Veloso tallied 15,726 votes giving the re-electionist mayor a commanding lead. He won in all the 15 barangays (giving no single barangay for Veloso) to show his supremacy during the first automated elections.

The electoral protest filed at the poll body petitioned that the ballots in the city's 58 precincts be recounted amid circumstances that give suspicion of pre-programmed flash cards.

The vice-mayor alleged that disenfranchisement occurred as some of his supporters were unable to vote when their ballots were intentionally damaged by known allies of the mayor, resulting to their rejection by the PCOS machines.

Former Gov. Rolando Butalid who cast his vote at Precinct No. 2-A was not spared from the "operations" as his ballot, after he cast his vote, was deliberately tampered by a poll-watcher.

"After operating the PCOS, the operator told me my vote was invalid since there were marks in the ballot. I did not mark them but the last person who handled it was a woman he identified as Lorna Tajer who I later knew was a poll-watcher of Lim," the former governor said.

An African proverb states, “The one who asks questions doesn’t lose his way.” That concept can be helpful as we consider David’s questions in the Psalms. He was clearly seeking God’s guidance for the way he should go.

Look, for example, at some of the questions he asked:

“O Lordâ€"how long?” (6:3). A question of eagerness to see God’s plan accomplished.

“What is man that You are mindful of him?” (8:4). A question of awe that God even cares about sinful man.

“Why do You hide in times of trouble?” (10:1). A question that reveals a longing for God’s presence.

“Lord, who may abide in Your tabernacle? Who may dwell in Your holy hill?” (15:1). The ultimate question of who may live with God.

David had some tough questions for God. He had discovered what it was like to lose his way when he excluded God and followed his own sinful path. But as he penned the Psalms, he was a man in search of godliness, which meant he probed God’s mind about difficult subjects.

Questions. Like David, you have them. Keep asking. Then, through faith in God’s Word and the work of the Holy Spirit, listen as He leads you in His way.

My mind cries its questions,
My longing heart, joining:
O Father, please hear me!
O Spirit, keep teaching! â€"Verway

It’s good to have questions, but it’s even better to search for God’s answers.

Every Memorial Day, we remember those who have died in the service of their country. In the United States, a place where such remembrances carry a deep and emotional significance is Arlington National Cemetery, near Washington, DC. Arlington is a serious place where, due to the passing of aging war veterans and the ongoing conflicts around the world, there are currently about 25 military funerals every day.

This is particularly difficult for The Old Guardâ€"members of the 3rd US Infantry Regiment who serve at Arlington. It is their task to bear the bodies of the fallen and honor their sacrifice. The members of The Old Guard never forget the price of libertyâ€"for they are reminded of it every day.

Believers in Christ have been given the Lord’s Supper as a reminder of what our freedom from sin cost the Lord Jesus Christ. As we partake of the bread and the cup, we fulfill His command to “do this in remembrance of Me” (1 Cor. 11:24). But in the sober celebration of the sacrifice of Christ there is joy. For we need not leave our remembrances at the Lord’s Table. Living our lives for the Savior can show the world that we will never forget the sacrifice He has made for us.

Thank You, Lord, for dying for me
On the cross of Calvary;
Help me always to remember
What You did to set me free. â€"Sper

Remembering Christ’s death for us should cause us to live for Him.

On Sunday night one of boxing's legendary media figures Larry Merchant made an innuendo that a bout between Floyd Mayweather and Manny Pacquiao may be close to being finalized.

While appearing on The Boxing Truth Radio, Merchant made the following statement regarding the proposed fight:

"Yes, I do believe it is going to happen in November.  What exclusively I have heard, I cannot reveal entirely, but I think most of the issues have been resolved.  It does not mean they won't find something else."

Merchant's long time status as an HBO Boxing on-air analyst gives him access to information most journalist cannot access regarding the network's inner-workings, and Merchant's statements should give optimism to fight fans who want this question settled: who is better, Pacquiao or Mayweather. - examiner.com

Basketball | NBA-PBA / What Lakers Can't Forget

By Marc J. Spears

The Los Angeles Lakers’ title hopes had disappeared with one last embarrassing loss in the NBA Finals, leaving those on board the team’s bus to sit in stunned silence. As the bus started to leave the TD Banknorth Garden in Boston on that night two years ago, chaos quickly broke out around the Lakers. Boston Celtics fans had filled the streets to celebrate the franchise’s 17th championship, not far from a statue of longtime patriarch Red Auerbach smoking a victory cigar.

With traffic snarled and no police escort to take them to their hotel, the Lakers could do nothing but sit and stew. Before long, someone recognized Phil Jackson sitting in the front seat, and then the rocks began to fly. Revelers pelted the bus and shook it, mocking the Lakers at their lowest moment.

“It was painful,” Lakers forward Pau Gasol(notes)  said. “It is a feeling that I want to keep in my mind for every single minute that I’m out there playing them.” - sports yahoo

The experience of a superb dining and the excellent accommodation at the high-end Alona Palm Beach Resort and Restaurant will come to an end when the resort closes on Tuesday, after eight years of service to both local and foreign guests.

In a press statement issued to the Chronicle yesterday, resort management said the decision to close is "due principally to health reasons" of the owners.

The announced closure of the resort was met with strong objection from the 70-man working force who started to stage a strike at the beach area.

Ramil Rollena, assistant head waiter and spokesman of the group said the workers will insist for their security of tenure and the proceeds from the service charge.

However, he assured that the last remaining guests at the resort will not in any way be disturbed by the striking employees.

For the management, Angie Brunner, the owner assured the workers that their rights to self-organization will be respected.

She likewise assured that their final pay and separation pay in accordance with law will all be granted.

"Mrs. Brunner and husband Marcel who is now 65 years old, after medical consultations for the past several years, have been finally advised by their respective doctors-specialists, to stop and refrain from engaging in stressful work activities which would aggravate their health conditions," the press statement said.

Mrs. Brunner likewise said "with regrets that she was left with no choice but to close the operations of the resort effective June 1, 2010. She took into account not only herself, but more importantly, the welfare of her husband and their nine-year old daughter Nicole."

Alona Palm with its 14 well appointed villas earned the reputation as a boutique resort with "personalized service" of the couple Brunner ever since it started in 2002.

Marcel who is an architect by profession built the resort out of his "love and appreciation of Panglao as an ideal tourist destination".

Water rates hike retroactive 2006
Water rate increase which is retroactive to October 2006 will take effect in the next month's billing, according to Engr. Conrado Melissimo, consumer services supervisor of the Bohol Water Utilities, Inc. (BWUI).

The increase ranges from 36 to 70 percent depending on the volume of one's monthly water consumption.

The increase will be implemented on a staggered basis in order not to burden the consumers, Mellisimo said. The increase will be payable in 18 months.

This is the first rate adjustment after the takeover of the joint venture agreement of the provincial government and Salcon.

The bulk of about 70 percent of BWUI's concessionaires consume between 21 to 30 cubic meters where the increase will be P4.97/cubic meter (from P8.78 to P13.75) or an increase of 56.6%.

The water rate adjustments vary: P21.20/cubic meter for those consuming up to 10 cubic meters (P58.80 to P80); P3.15/cubic meter for 11-20 cubic meter consumption (P7.60 to P10.75) and P12.63/cubic meter for those consuming 31 and above cubic meters (P17.87 to P30.50).

The implementation of the water rate increase came following the lifting by the Court of Appeals of the preliminary injunction filed by the city government.

The Court of Appeals, in its decision contained in CA-G.R. CEB-SP No. 02520 dated Jan 5, 2010 reportedly declared the local RTC with no jurisdiction on the case filed by the city government.

In reaction to the CA decision, RTC Judge Suceso Arcamo of Branch 47 automatically lifted the preliminary injunction issued by the Court. In his order dated March 16, 2010, RTC, Branch 47 held that the preliminary injunction issued by the court was "null, void and annulled for lack of jurisdiction". The order further admitted it was "powerless to insist on a status quo and has no authority to restrain and enjoin" BWUI from implementing the approved NWRB rate increase.

Reacting on this, lawyer Victor de la Serna categorically said there was no need for the RTC to issue the order since the CA already made the decision.

"It was just a face-saving move of Judge Suceso Arcamo," de la Serna said during a phone interview yesterday.

Reacting to this, RTC Branch 47 Judge Arcamo said that the order lifting the preliminary injunction on the water rate increase was based on the CA decision. He ordered the lifting of the injunction despite a motion for reconsideration on the CA decision filed by the petitioner, City of Tagbilaran.

It was learned that a motion for reconsideration was filed by the petitioner on the CA decision to lift the preliminary injunction.

CA decision ordering the lifting of the preliminary injunction also took cognizance that the petition of the city government to block the implementation of the water rate increase was filed beyond the required period for filing an objection.

NO BOND?
De la Serna raised the query on why there was no bond required by the RTC to answer for whatever damages that would arise from the case.

Asked to comment on this, Judge Arcamo admitted that he did not require the filing of a bond since the petitioner was a government entity.

Arcamo said the imposition of a bond is left to the discretion of the judge.

However, de la Serna stressed that if the RTC could have required the city government to put up a bond, it could have saved the water consumers from burden of paying the water rate increase since the bond will answer for whatever damages that would arise from the case.

De la Serna commented that the court is "beholden by the city mayor who represented the city government as petitioner."

LOWEST IN REGION 7
Despite the increase, the new rates are still among one of the lowest in the entire country especially in Region 7 with operations management having similar scheme like that of a water district.

According to Local Waterworks Utility Administration (LWUA) as of Jan. 1, 2010, the average water rates of the reported 481 water districts nationwide for residential consumers was P21.28.

The new Bohol Water rate is 13.75. Even before the approval of the new water
rates by the National Water Resources Board on September 20, 2006, comparative rates showed BWUI's rates for residential consumers was 9.87 less than the average rates of 459 water districts;
The new water rates was approved by the NWRB in its 47th meeting on September 20, 2006 per NWRB Resolution No. 008-0906;

Meanwhile, BWUI assures the consuming public of continuous sufficient supply of safe and potable water while on the process of developing new water sources.

Aumentado admitted that the last election was the "most hard-fought and even painful" in the span of his political career.

"For us, the victory was sweet but I also commiserate with all the candidates who fell by the wayside. This, notwithstanding, I know that the statesman in us motivates us to set aside the personal issues and start the preparation for the work at hand to sustain Bohol's progress and development," Aumentado added.

In congratulating his successor, Aumentado told Chatto that he is "thankful that Bohol is never short of talented and competent leaders to man the helm of the province".

When it comes to communication, our world is becoming increasingly high-tech. The popularity of things like Twitter and Facebook might cause some to think the Bible is too old-school. The tech-savvy people of our world might feel deterred because there are no sounds and no nifty graphics in the Bible. But the truth is, there’s more high-tech power in God’s Word than in any cutting-edge communication tool our world will ever know.

It’s not uncommon for a pastor to be told, “When you said that in your message, it was just what I needed.” Somehow during the sermon, God spoke to the person’s heart with a message tailor-made for him or her. If you’ve ever read the Bible and sensed God speaking directly to you, you know what I’m talking about. God has hard-wired you with His Spirit, who illumines your mind to understand His Word.

Imagine getting a “text message” directly from the Creator of the universe telling you exactly what you need at exactly the right time. No matter how high-tech this world gets, you’ll never experience a more powerful mode of communication!

Rejoice in the reality that “we have received . . . the Spirit who is from God, that we might know the things that have been freely given to us by God” (1 Cor. 2:12).

Give me the insight, Lord,
As I hear Your Word today,
So I will truly understand
Your message and Your way. â€"Monroe

The Bible may be old, but its truths are always new.

The engines on a French Concorde are to be examined as the first move in a £15m project aiming to get the supersonic passenger jet back in the air.

The Rolls Royce engines of the former Air France Concorde will undergo an initial examination to see what work needs to be done to start the engines.

Concorde was retired seven years ago, but it is hoped the jet could return to flight in a heritage capacity.

The tests by a French-British team will take place at an air museum near Paris.

The work at the Le Bourget Air and Space Museum is being done through a partnership between the British Save Concorde Group, SCG, and a French group Olympus 593. - BBC

The Nicene Creed sums up all that I believe in life:

We believe in one God,
the Father, the Almighty,
maker of heaven and earth,
of all that is, seen and unseen.

We believe in one Lord, Jesus Christ,
the only son of God,
eternally begotten of the Father,
God from God, Light from Light,
true God from true God,
begotten, not made,
of one being with the Father.
Through him all things were made.
For us and for our salvation
he came down from heaven:
by the power of the Holy Spirit
he became incarnate from the Virgin Mary,
and was made man.
For our sake he was crucified under Pontius Pilate;
he suffered death and was buried.
On the third day he rose again
in accordance with the Scriptures;
he ascended into heaven
and is seated at the right hand of the Father.
He will come again in glory
to judge the living and the dead,
and his kingdom will have no end.

We believe in the Holy Spirit, the Lord, the giver of life,
who proceeds from the Father [and the Son].
With the Father and the Son
he is worshipped and glorified.
He has spoken through the Prophets.
We believe in one holy catholic and apostolic Church.
We acknowledge one baptism for the forgiveness of sins.
We look for the resurrection of the dead,
and the life of the world to come. AMEN.

Business and Economy / Credit Rating of Spain
May 29, 2010, 10:49:28 PM
A second agency has downgraded Spain's credit rating, citing the country's poor growth prospects.

Fitch cut Spain's rating from the maximum AAA to AA+.

Standard & Poor's took the same step a month ago but Fitch's move is a fresh blow to the government which wants to ease market fears about its economy.

Also on Friday, six regional Spanish savings banks said they were negotiating alliances to avoid insolvency.

Many of the 45 savings banks operating in Spain have struggled after investing heavily in the property sector, causing a boom in construction before its collapse following the financial crisis.

But the market's collapse has now left lenders with debts worth 445bn euros ($550bn; £380bn), according to Goldman Sachs.

One of them, Cajasur, was taken over by Spanish authorities earlier this month after talks to merge it with a profitable bank ended. - bbc

Philippine Daily Inquirer

The National Bureau of Investigation on Friday filed charges against five people who allegedly attempted to sell party-list seats at P10 million to P15 million each, through their supposedly strong connections at the Commission on Elections (Comelec) and Malacañang.

Charged with estafa and usurpation of authority at the Manila Prosecutor’s Office were Mary Ann Fujiwara, 50; Joel Pelo, 42; Wenceslao Malinao Jr. 55; Prudencia Malinao, 53; and Ma. Elizabeth Coronel, 39.

The five were arrested in an entrapment operation at the Century Park Hotel coffee shop on Wednesday, following the filing of a complaint by the Buhay party-list group.

Buhay, which is affiliated with the El Shaddai charismatic group, said it was approached by the suspects guaranteeing, for a fee, Buhay’s clinching some of the reserved seats for party-list groups in the House of Representatives. Other party-list groups also claimed to have been approached with similar offers, the NBI said.

Andy Roddick became the biggest casualty of the men's draw so far at the French Open as he lost 6-4 6-4 6-2 to qualifier Teimuraz Gabashvili.

Sixth seed Roddick, whose preparations have been hit by a virus, saw his miserable Roland Garros record extended by this loss to the world number 114.

Roddick's last-16 defeat by Frenchman Gael Monfils last year was his best performance at the event.

Russia's Gabashvili will go on to play either Jurgen Melzer or David Ferrer.

As the 25-year-old secured the crucial break in the seventh game of the opening set, an out-of-sorts Roddick threw his racket towards his entourage in frustration.

Prudential has confirmed it is in talks to renegotiate its deal to take over AIG's Asian business AIA.

The UK insurer announced its plans to take over AIA for £24.6bn ($35.5bn) earlier this year, but has since faced a backlash from shareholders.

It is now believed to be seeking a lower price for the deal, in order to appease investors who think it is paying too much.

The Pru has called the deal a "one-off" opportunity to access the Asian market.

There is widespread speculation that the insurer could eventually quit the UK and US altogether should the acquisition of AIA go ahead, focusing entirely on the fast-growing Asian insurance markets.

Prudential said that discussions with AIG about the current status of the deal had taken place and were continuing.

"These discussions may or may not lead to a change in the terms of the combination of AIA and Prudential," the insurer said in a short statement. - BBC

World Daily News / Naked Hiker
May 29, 2010, 09:50:39 PM
A court in Switzerland has upheld the appeal of a man who was fined for rambling naked.

The court in Trogen ruled that the naked hiking did not amount to "indecent behaviour".

A prosecutor was quoted as saying the ruling should not be seen as giving blanket permission for people to walk naked in the area.

The case was the first since the eastern Swiss canton of Appenzell allowed naked hikers to be fined.

Appenzell has become a popular destination for those who like to hike without clothes, but many locals are unhappy about the trend.

The hiker in question was fined 100 Swiss francs (70 euros, £60) after eyewitnesses complained that he had been hiking in full view of a communal barbecuing area. - BBC

The 41-year-old's wife was also sentenced to two years in jail, but her sentence was suspended.

The judge said he had shown the woman leniency because she was pregnant with another child.

The couple, identified only by their surname, Kim, were said to be obsessed with the Prius Online game.

In the game, players have to help a young girl called Anima to recover her lost memory and develop emotions.

Acts from 25 countries are preparing to take part in the grand final of this year's Eurovision Song Contest, taking place later in Norway's capital Oslo.

British hopes rest on 19-year-old Josh Dubovie, who will perform a Mike Stock and Pete Waterman song called That Sounds Good To Me.

The UK has not won Eurovision since 1997, when Katrina and the Waves triumphed with Love Shine a Light.

Bookmakers have made Azerbaijan favourite to win the contest.

Their chosen act, Safura, will open Saturday's show with her song Drip Drop.

Because the phone vote that decides the winner opens at the beginning of the show, it is thought the 17-year-old may have an advantage over her fellow contestants. - BBC

Attention-deficit disorders may be the spark behind creative geniuses such as Byron, Picasso and even Kurt Cobain, claims a psychiatrist.

Professor Michael Fitzgerald believes people with ADHD have the ability to "hyper-focus" on things of interest.

The Trinity College Dublin academic said lives of high achievers such as Jules Verne and Mark Twain seemed to suggest the disorder.

However, a psychologist said only mild ADHD could possibly offer a benefit.

The NBA's most-decorated team avoided the biggest playoff collapse in league history and earned a chance to hang an unprecedented 18th championship banner from the rafters.

Paul Pierce had 31 points and 13 rebounds, and little-used backup Nate Robinson gave the Celtics a boost with 13 second-quarter points as Boston beat the Orlando Magic 96-84 on Friday night, earning a chance to play for a second NBA title in three years.

The finals will begin Thursday in either Los Angeles or Phoenix.

The Lakers lead the Western Conference finals 3-2, and a victory over the Suns in Game 6 on Saturday would set up the cross-coast rivals for a rematch of the 2008 finals - and 10 other championship series from 1959-87.

US President Barack Obama has ordered a tripling of manpower in coastal areas where oil has washed ashore or threatens to within 24 hours.

Speaking on a tour of oil-hit areas, Mr Obama said the US would "do whatever it takes" to help those affected.

The oil company BP says operations to seal the hole in the damaged well is continuing.

BP chief executive Tony Hayward said the outcome would not be clear for another 48 hours.

He said the new "top kill" effort - untested before at this depth of 5,000ft (1.5km) - was "going pretty well according to plan".

Mr Obama said the additional manpower would lay more booms, clean beaches and monitor stricken wildlife. -bbc

Since 2002, business immigration programs have been responsible for more than $603-million in investment in the province, as well as the creation of more than 2500 new jobs. However, it is not only the province that is benefiting from business immigration. Business immigrants extol the virtues of living in Canada’s gateway to the Pacific.

Business immigrants choose to settle in BC for a number of reasons. The province and its most well-know cities, Vancouver and Victoria, consistently appear at or near the top of the rankings in studies or surveys of the best places to live in the world. In addition, the province is home to the University of British Columbia, a respected university that the children of business immigrants frequently attend.

“The economy has some influence, but in the [business] class, quality of life is a consideration that’s equally important,” said Moira Stilwell, BC’s Advanced Education and Labour Development Minister.

We posted over 50% market share in both domestic passenger and cargo markets for the first three months of 2010. Because of this, we are offering a 50% off seat sale for guests traveling to all our domestic and international destinations starting now until May 31, 2010. This is for travel from July 1 to September 30, 2010.

Based on Civil Aeronautics Board (CAB) data, CEB flew 1.97 million guests during the first quarter, out of 3.89 million domestic air travelers. CAB data also showed that CEB cargo transported 20.49 million kilos, out of 38.50 million kilos in air cargo early this year.

This gives CEB 50.6% market share when it comes to domestic passengers, and 53.2% market share for cargo.

The sale includes seats to and from Osaka, Shanghai, Guangzhou, Ho Chi Minh, Kota Kinabalu, Jakarta, Kuala Lumpur and Taipei, among other CEB international destinations.

Also up for grabs are seats to prime tourist destinations such as Boracay (Caticlan), Puerto Princesa (Palawan), Busuanga (Coron), Cebu, Bohol (Tagbilaran), Siargao, Dumaguete and Laoag. An earthquake of magnitude 7.2 has struck off the nation of Vanuatu in the South Pacific.

A tsunami warning was issued to the Solomon islands, Vanuatu and New Caledonia, but has now been lifted.

The Pacific Tsunami Warning Centre said the quake - which was initially reported of 7.4 magnitude - did not pose a threat.

Vanuatu lies on the Ring Of Fire, a zone of volcanic arcs and oceanic trenches encircling the Pacific basin.

The earthquake struck 300 miles (485 km) northwest of Port Vila on Vanuatu at 1714 GMT at a depth of 22 miles.

"Sea level readings do not show any tsunami signals," the tsunami centre told AFP.

"If a tsunami was generated it does not pose a threat to any areas outside the epicentral region. The tsunami warning is now cancelled for all areas covered by this centre." - BBc

World Daily News / Czech Republic Election
May 28, 2010, 10:11:57 PM
The Czech Republic has begun voting in a two-day general election that is predicted to be a tight race.

The poll will bring to an end the rule of a caretaker cabinet that has been in place for the past year.

The left-wing Social Democrats led the opinion polls, but it is thought they will fall short of a majority.

The big campaign issues included cutting the deficit, pension reform and stamping out corruption. Analysts say the pension system is unsustainable.

But with no party expected to win an overall majority, the political stability needed to tackle the issues effectively could prove elusive, says the BBC's Rob Cameron in Prague.

The Israeli military has partially opened a motorway that runs through the occupied West Bank to Palestinian drivers, to comply with a ruling by Israel's Supreme Court.

For Israelis, Highway 443 is a major link between Jerusalem and Tel Aviv.

The Israeli military banned Palestinian cars in 2002 after shooting attacks on the road killed six Israeli motorists.

In 2009, Israel's Supreme Court ruled that the general closure of the road to Palestinians was illegal.

The road was built in the 1980s, according to the Israeli human rights group B'tselem, some of the land was expropriated privately-owned Palestinian land.

At the time it was argued that the road would benefit Palestinians.

The 25km (15 mile) four-lane road links Israel's coastal plain with the area north of Jerusalem. About 14km of it run through the West Bank. An estimated 40,000 Israeli drivers use the route daily. -bbc

Australia has said it will begin legal action against Japan over its whaling in the Antarctic.

It will argue that the annual whaling hunt in the Southern Ocean is in violation of an international ban on commercial whaling.

Japan, which kills hundreds of whales ever year, says the hunt is carried out for scientific research purposes.

Critics say this is a cover for commercial whaling and that whale meat not used in research is sold for food.

The Australian government says it will lodge formal proceedings at the International Court of Justice in The Hague next week.

The move comes ahead of a meeting of the International Whaling Commission (IWC) in Morocco next month, where agreement is being sought on a new approach to whaling, which would allow commercial hunting but with strict quotas. - bbc

A survey of more than 1,000 men in India has concluded that condoms made according to international sizes are too large for a majority of Indian men.

The study found that more than half of the men measured had penises that were shorter than international standards for condoms.

It has led to a call for condoms of mixed sizes to be made more widely available in India.

The two-year study was carried out by the Indian Council of Medical Research.

Over 1,200 volunteers from the length and breadth of the country had their penises measured precisely, down to the last millimetre.

The scientists even checked their sample was representative of India as a whole in terms of class, religion and urban and rural dwellers.

People who fail to brush their teeth twice a day are putting themselves at risk of heart disease, research suggests.

The Scottish study of more than 11,000 adults backs previous research linking gum disease with heart problems.

The researchers said more work is needed to confirm if poor oral health directly causes heart disease or is a marker of risk.

A charity added that oral hygiene was just one factor in good heart health.

It is known that inflammation in the body, including in the mouth and gums, has an important role in the build up of clogged arteries, which can lead to a heart attack.

But this is the first time that researchers have looked at whether the frequency of teeth brushing has any bearing on the risk of developing heart disease.

May 28, 2010, 02:51:09 PM
More UK bathing beaches have excellent water quality than last year, but pollution has worsened since 2006, the Marine Conservation Society says.

It rated 421 of 769 beaches as excellent - 33 more than 2009, but below the 505 rated highly in 2006.

It blamed heavy rainfall during the past three summers for overloading sewage systems and washing fertiliser and pollutants onto beaches.

It also warned that several popular beaches would fail EU rules from 2015.

The annual Good Beach Guide is published on Friday and lists results of water quality tests conducted from May to September 2009.

It has four grades: "MCS recommended" for the highest water quality and good sewage treatment; "guideline" for good water quality only; "basic pass" means the water passed the European Commission statutory minimum; and "fail". -bbc

Garcia; Jonathan Reyes, San Miguel; Francisco Gonzales, Trinidad; and Jorge Buslon, Valencia.

Bohol under Chatto will only have four lady vice mayors who, except for Tagbilaran's Montes, are totally new. Montes was city vice mayor but defeated in her reelection bid in 2007. Only in nine towns that the incumbent tandems of mayors and vice mayors got reelected - Bien Unido, Danao, Dimiao, Inabanga, Loboc, Loon, Pres. Garcia, San Miguel and Valencia.

In three towns, the incumbent mayors and vice mayors changed courts and won - Clarin, Mabini and Sierra-Bullones. I

It is also interesting to note that come noon of June 30, Bohol will have only one town, Anda, governed by a mayor-vice mayor couple and two towns, Calape and Candijay, by brothers.
However, the Amoras in Candijay ran in warring parties. (Ven rebo Arigo)

There are indications that the three newly elected congressmen might not be marching the same tune as far as their choice for House speakership is concerned.

It's a choice between outgoing Pres. Gloria Macapagal Arroyo (Lakas) or Rep. Sonny Belmonte (LP).

Rep-elect Erico Aumentado (2nd district) and Rep-elect Arthur Yap, (3rd district), both Lakas, and known pillars of the Arroyo administration are bent on supporting Pres. Arroyos' bid for speakership.

This might not be true for Rep-elect Rene Relampagos (1st district) who belongs to the Laban ng Demokratikong Pilipino (LDP).

Both Aumentado and Yap told the Chronicle yesterday that if it will be Pres Arroyo to bid for speakership under Lakas, they will support her.

In fact, Aumentado said that as regional Lakas chairman in Central Visayas, he already rounded up the congressmen in the region.

Of the 15, only four are not supporting Arroyo.

He identified the four congressmen as Rep. Tommy Osmena and Rep. del Mar of Cebu, Rep. Josy Limkaichong of Negros Or. and Rep. Relampagos of Bohol.

Yap, in a separate interview with the Chronicle said Lakas is in consultation right now with options being considered.

He said that "if GMA is running, I will support her or support the other options that we may decide to undertake."

For his part, Rep. Relampagos said he is incline to "support the administration of Aquino, but then I will make consultations with my group."

The Olongapo City Health Office said health workers in the city will be vaccinated against the A(H1N1) virus as part of its response to the pandemic disease that killed thousands of people worldwide.

“Our frontline health workers are at higher risk for getting the disease than ordinary people due to their larger probability of exposure,” City Health Officer Arnildo Tamayo said.

In addition, they may also transmit the infection to other patients, as well as their families and co-workers, so it is appropriate that they be given priority now that the vaccines are ready for deployment, Tamayo said.

He said part of the priority list for vaccination are the pregnant women, children six months to five years old, those 60 years old and above and those with chronic medical conditions.

The AH1N1 vaccine is available at the city health office and to the different barangay health centers. It is to be given free to the recipients, he said.

“When AH1N1 struck last year, we were spared from this virus, but we are not complacent about it, we have to continue our aim to increase the awareness of Olongapenos about this deadly virus,” Mayor James “Bong” Gordon, Jr. said. - PNA

The Bureau of Soil and Water Management (BSWM) here has already finished 20 cloud seeding sorties in Iloilo as part of its El Niño mitigation program.

Le Jayme Jalbuena of the Metro Iloilo Water District (MIWD) said the BSMW has been doing its cloud seeding operations since May 3. Another flight is on schedule by next week.

Jalbuena said seeding operations were done in towns of Alimodian, Janiuay and Lambunao and areas near the Maasin watershed.

He said some seeded clouds could not still reach the Maasin watershed as the cloud formations tend to dissipate near mountains. This is a natural weather phenomenon among clouds.

Both BSWM and MIWD are partner agencies of the Department of Agriculture (DA) for the cloud seeding operations in the region.

In an interview, DA regional director Larry P. Nacionales said the government has allotted around P2 million for the cloud seeding in Western Visayas. - PNA
