LINGAYEN, Pangasinan -- About 95 percent of the more than 3,000 policemen in Pangasinan have already been deployed in the streets and cemeteries in preparation for All Saints' Day on Wednesday.

Chief Inspector Norman Florentino, information officer of the Pangasinan Police Provincial Office (PPPO), said the deployment is part of police visibility on November 1 and 2 and assure the safety and comfort of everyone.

He said police personnel in all 48 towns and cities have been ordered by Senior Supt. Ronald O. Lee, police provincial director, to set up police assistance centers especially along the highways and near cemeteries.

Police assistance centers were set up along the Manila North Road from Rosales town to Sison in the north and from Urdaneta to Lingayen and up to Bolinao.

Policemen in Pangasinan anticipate vacationists from Manila and other provinces to arrive in droves starting Monday night, as the day before All Saints' Day on Wednesday is a holiday.

For this reason, policemen were also mobilized to provide security in bus stations where they will stay in their respective posts until November 2.

At the same time, the Provincial Disaster Risk Reduction and Management Council (PDRRMC) will try to attain zero drowning in the beaches of Pangasinan during the holidays.

Avenix Arenas, PDRRMC spokesperson, said members of the Water Search and Rescue (WASAR) have already been deployed along the beaches of Pangasinan to watch out for swimmers and warn them from venturing in deeper portions of the water.

The PDRRMC has also banned swimming at night and for people who are drunk.

Vacationists are expected to pack the Lingayen beach and the Tondaligan beach in Dagupan starting October 31 to November 2.   (PNA)

TACLOBAN CITY -- Shop owners in this city said prices of flowers and candles remain stable despite high demand for the observance of All Saints' Day and All Souls' Day.

Allan Cahingcoy, owner of AC flower shop in Burgos St. here, said that unlike Valentine's Day, there will be no flower price adjustment this week.

"Even if our suppliers will raise their price, we cannot just adjust it because most of our customers are our friends and regular buyers," said Cahingcoy, whose shop has been receiving orders since last week. He gets his supplies from Baguio City, Cebu City, Davao City, and Bohol.

Flower vendor Helen Flowas, 55, who has been operating a makeshift sidewalk store along Gomez St. for some three decades, said a possible increase would be minimal since a lot of people cannot afford to buy expensive flowers.

"Our objective is to sell all our stocks and we won't take advantage of high demand," Flowas told PNA.

Prevailing flower prices are the following: Roses (PHP35 per stem), Carnation (PHP50 per stem), Lilium (PHP250 per stem), Gerbera (PHP400 per dozen), Anthurium (PHP350 per dozen), Malaysian Mums (PHP350 per dozen, Asters (PHP200 per bundle), and Orchids (PHP500).

Meanwhile, the Department of Trade and Industry (DTI) has stepped up the monitoring of prices of candles as demand is expected this week.

DTI Consumer Welfare Division chief Araceli Larraga said Monday they have been checking candle trading since early October.

"Only one brand of candle has increased its suggested retail price due to high cost of imported wax," Larraga said.

Based on the DTI's suggested retail prices for candles, the cost per pack ranges from PHP29.75 to PHP136.50 depending on the brand.

Genevieve Homeres, 20, who owns a candle store near the city's largest cemetery in El Reposo, said there is no increase in prices of their candles.

"We cannot set our own price because we have to follow the DTI's suggested retail price," Homeres said.

The trade department will continue its candle price monitoring until early November to check if traders follow the standard price.

During All Saints' Day, people usually leave flowers and light up candles on the graves of their departed loved ones. (with Ali Krause Gamana & Mikaela Angelica Ramirez, OJT/PNA)

MALITA, DAVAO OCCIDENTAL – As Davao Occidental concluded the successful holding of the province's second year founding anniversary, Gov. Claude Bautista called on his constituents to unite and trust the government for province's road to progress.

Bautista ended the province's five-day founding anniversary celebration on Saturday at the provincial capital of Malita with hopes for the people to liberate the province from poverty.

He said the success of the founding anniversary is only short-lived and what is more important is to continue working for the people to have jobs, livelihood and good education for the children.

The governor wants to see the province rise to progress as what it has envisioned when it separated from Davao del Sur province on June 30, 2016.

In making the province progressive, Bautista does not mean building beautiful barangay halls and other aesthetics, but to lift the lives of the people from hardship.

Despite being a young province, Bautista said he has provided some assistance to alleviate the poor people's financial needs especially for the schooling of their children.

The province provided school materials to children whose parents have difficulty raising money for notebooks, among others.

"Gamay ran a nga pamaagi pero dako na nga impluwensya sa ginikanan (It is a small way but it is a big help to the parents)," he said in his message.

Bautista rallied the people to continue uniting regardless of race, culture because the people have also the responsibility to make the province progressive.

"Salig ko sa inyoha Sugod pa lang ta ikaduhang tuig. Hiusahon nato atong kusog, panghunahuna ug paningkamot (I have trust in you. We are just starting our second year. Let us keep our strength, mind and endeavors together),'' Bautista urged. (Lilian C. Mellejor/PNA)

TACLOBAN CITY -- Thousands of "Yolanda" survivors will visit nameless graves this All Saints' Day to remember their loved ones who perished when the monster typhoon ravaged central Philippines nearly four years ago.

Jocefine Fallier, 39, has been regularly visiting the mass grave at Holy Cross Memorial in Basper village here to remember five family members killed by Yolanda's storm surges in 2013.

Fallier was at the mass grave site late Sunday afternoon offering flowers for her sister, grandfather, grandmother, aunt, and niece who all died when storm surges hit their community in San Jose district.

She is unsure if all her family members are buried there except for her sister, Jackelyn. The rest are still missing.

Fallier's loved ones are just few of the 2,273 bodies buried late 2013 at the mass grave in this city, considered as Yolanda's ground zero. The site is dotted with white wooden crosses and some tombstones. Some people picked a cross and wrote the names of their family members on it.

Verona Opino, 36, just picked a cross at the center to write the name of her husband killed by huge waves in the city's Magallanes district.

"Our village official just told me that my husband's body was brought to the mass grave here. I'm not sure of the specific ground where he was buried," Opino shared.

Mayor Cristina Romualdez said the city government has been funding the vegetation control at the mass grave site whole year round.

"We will also have a project next year. It is a sort of a memorial with statue of crying crucified Christ that will rise at the Holy Cross. This will be for local memorial tourism," Romualdez told reporters on Monday.

In the nearby town of Palo, the mass grave site is located in front of the Roman Catholic Church and along a major thoroughfare in Leyte. It is the final resting place of 378 residents of the village and some unknown casualties of the Yolanda tragedy.

A non-government organization converted the place into a flower garden and engraved the names of victims on a granite built near the garden's gate.

Marilou Bidua, 44, who lost her husband when storm surges hit their village, said that during the commemoration of the All Souls' Day and super typhoon Yolanda anniversaries, she visits the site to light up candles, bring flowers and pray for the soul of her husband.

Bidua admitted that it is still hard for her to move on from the tragedy that happened almost four years ago. She said that whenever she visits the site, she does not feel like being there because the pain of remembering how her husband died keeps coming back.

"I saw how my husband helped our neighbors out of the strong water current. He was hit by a log and drowned. Everything is still on my mind," she said.

On the other side of the mass grave stood Corazon Pudadera, 50, from Babatngon, Leyte, who also lost her husband during the typhoon.

Pudadera's husband was working as caretaker of a fishpond in San Joaquin village when the typhoon hit central Philippines. She described him as a family-oriented man.

"Two days before Yolanda, he returned home in Babatngon and told me to ensure safety of our children since the typhoon was very strong," said Pudadera as she recalled her husband's final words.

Pudadera still visits the site regularly although her husband's name is not engraved in the granite. It is her way of trying to move on from the tragedy.

After the observance of All Saints' Day and All Souls' Day, families of Yolanda victims will revisit mass graves to commemorate the fourth year of the super typhoon on November 8. (With reports from Ali Krause Gamana & Christine Quimbo, OJT/PNA)

ILOILO CITY -- A change in leadership at the Iloilo City government took effect Monday following the implementation of the dismissal order for Mayor Jed Patrick Mabilog by the Department of Interior and Local Government (DILG).

Mabilog was ordered dismissed by the Office of the Ombudsman having found him "guilty of serious dishonesty relative to his unlawful acquisition of wealth."

It was served by DILG regional director Anthony Nuyda and DILG Legal Officer Atty. Cedric S. Jaranilla 12:35 p.m. at the Iloilo City Hall. It was received by lawyer Joenar Pueblo, legal counsel of Mabilog.

"As far as we are concerned the dismissal order is implemented today," said Jaranilla.

Nuyda said that the order of the Ombudsman is very clear and that the Supreme Court decision states that "any appeal or motion for reconsideration will not hold the implementation."

"It's executory pending appeal. It's good as a proof of implementation. Based on record it will be the legal counsel who should receive or at his office. So we implemented it now," said Nuyda.

Meanwhile, Jay Victor Mabilog, brother of the former mayor, said that they will continue to serve and extend support to the new mayor -- Jose Espinosa III.

"Since the transition took place this morning, hope this will lessen the burden for mayor and our family that it has been decided in court," he said.

Espinosa took his oath of office before Liga ng mga Barangay president Reyland Hervias. His installation was witnessed by several city councilors.

"We will continue to serve our people. This is just an event that is part of governance. Changing of the guards happens from time to time and this is just one of the events, that again we will follow the rules," Espinosa said.

He added that it is "business as usual" at the Iloilo City Hall.

Councilor Jeffrey Ganzon was also installed as the new vice-mayor.

On the other hand, Pueblo said that they will pursue their petition for certiorari before the Court of Appeals (CA). He was positive that they have a "strong case" and they found a basis of grave abuse in the Ombudsman decision.

He was supposed to leave for Manila today to file the petition but was informed that there is no office in Manila.

"We will protect his rights with all the legal remedies we could provide," Pueblo said.

Mabilog's dismissal order was approved by Overall Deputy Ombudsman Melchor Arthur Carandang on Oct. 6, 2017. It came with the cancellation of Mabilog's civil service eligibility, forfeiture of retirement benefits, perpetual disqualification from holding public office and bar from taking civil service examinations.

The dismissal stemmed from the complaint filed by former Iloilo provincial administrator Manuel Mejorada for case of dishonesty and grave misconduct in 2013.

Mejorada alleged that Mabilog has unexplained wealth as evidenced by an increase of more than PHP8 million in his 2013 statement of assets, liabilities and net worth (SALN) compared with his assets in 2012. (Perla Lena/PNA)

CALAMBA CITY, Laguna -- The Department of Agrarian Reform (DAR) has vowed to complete all land acquisition and distribution (LAD) targets of some 42,943 hectares of land as well as declog and fast track resolution of agrarian cases through its "agrarian justice on wheels."

DAR top officials, led by Secretary in-charge Rosalina L. Bistoyong, convened their third quarter meeting over the weekend to assess the status of the land distribution for farmers.

They focused on completion of land acquisition and distribution targets, comprising of some 48,000 hectares under the Certificate of Land Ownership Awards (CLOAS) and CLOAS for subdivision lands totaling to around 42,943 hectares.

"With concerted efforts and effective coordination, we will do and can do it," assured Bistoyong as she enjoined DAR field implementers for concrete actions and achieve their targets.

The goals include the provision of support services consisting of farm organization and continuing capacity development of beneficiaries and capital through socialized credit and micro finance.

The DAR officials will also intensify transfer of technology, farm inputs and farm equipment distribution to make agrarian reform beneficiaries more productive in cultivating awarded lands.

Bistoyong said the undertakings are meant to stir DAR to a responsive agency of government in collaboration, coordination and convergence with other implementing agencies of the Comprehensive Agrarian Reform Program.

The government agencies include the Departments of Agriculture, Trade and Industry, Environment and Natural Resources, Justice and the National Housing Authority to improve the living standards among farmer beneficiaries.

Bistoyong believed that with DAR's renewed commitment and strategic approaches, the agrarian reform department would be able to fulfill its mandate to emancipate the farmers and empower them to become a new breed of small landowners capable of improving their welfare. (PNA)

GENERAL SANTOS CITY – Two active warships of the Indonesian Navy arrived here on Sunday for a two-day goodwill and cooperation mission.

The two Sigma class corvettes docked at the Makar Wharf Sunday morning amid a rousing welcome facilitated by the city government, Naval Forces Eastern Mindanao and Philippine Navy reservists.

Lt. James Reyes, public affairs chief of the Naval Forces Eastern Mindanao, said the visit of the Indonesian warships is part of a continuing cooperation between the naval forces of Indonesia and the Philippines.

He said it was aimed to showcase the landing platform dock capability and other features of the Indonesian warships -- KRI Sultan Hasanuddin (366) and KRI Sultan Iskandar Muda (367).

As part of the visit, the two warships were opened for public viewing and tours from 9 a.m. to 12 noon Monday and Tuesday. The "open house" is free and open to the public.

On Monday, key officers of the 177-person Indonesian crew met with city officials led by Mayor Ronnel Rivera and Vice Mayor Shirlyn Banas-Nograles at the city hall here.

"We have also scheduled goodwill and traditional games between the Indonesian crew and local counterparts," Reyes said.

He cited personnel from the Philippine Navy and reservists, Philippine National Police Maritime unit and the Army-led Joint Task Force-GenSan.

KRI Sultan Hasanuddin and KRI Iskandar Muda are the second and third ships of warship type and destroyer guarded controlled Sigma class of the Indonesian Navy.

The modern corvettes, which were built by Dutch shipyard Schelde, serves as patrol boats with surface anti-ship, anti-submarine and anti-aircraft capabilities.

KRI Sultan Hasanuddin was commissioned in 2007 and the KRI Iskandar Muda in 2009.

Berlian Napitupulu, consul general of the Indonesian Consulate in Davao City, said the visit shows Indonesia's commitment to strengthen traditional ties between the two countries.

He specifically cited areas adjacent to Mindanao like the port cities of Bitung and Manado in North Sulawesi, Indonesia.

Aside from maritime security, he said efforts are underway to draw these areas together through trade and tourism exchanges.

"We're working to promote trade and tourism in these areas. We're discussing how to open tourism routes between Bitung, Manado and General Santos because these areas are really close," he said.(PNA)

GENERAL SANTOS CITY -- Police authorities have placed the entire Region 12 or Soccsksargen under full red alert in line with the observance of "undas" or All Saints' Day and All Souls' Day.

Chief Insp. Aldrin Gonzales, spokesperson for Police Regional Office-12, said Monday the heightened alert status took effect over the weekend based on the region's comprehensive security plan.

"Our security measures are in place and all police officers and personnel will be on full deployment during the period," he said.

The official said Chief Supt. Cedrick Train, Region 12 police director, ordered a "full blast deployment" starting Oct. 31 in all cemeteries and crowded public areas in the region like transport terminals and shopping malls.

He said the deployed personnel will be recalled from their assigned posts a day after the "undas" or on Nov. 2.

Gonzales said all personnel day offs and leaves, except sick and maternity, are cancelled starting Monday until Thursday to facilitate their full deployment.

Residents are expected to pack anew local cemeteries on All Saints' Day, which is observed every Nov. 1. All Souls' Day is observed Nov. 2.

Malacanang had declared Oct. 31 and Nov. 1 as special non-working holidays in connection with the observance of "undas."

Gonzales said the regional office has assigned its officers to supervise the security operations in parts of Region 12.

The region comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani and North Cotabato, and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

He said personnel assigned at the regional headquarters would also be deployed to augment some local police offices and stations.

The police official reiterated that the carrying of firearms, bladed weapons and alcoholic drinks is prohibited in all cemeteries.

He said they have assigned teams to secure and monitor the entry points of cemeteries in coordination with civil security personnel and barangay peacekeeping teams.

Aside from these, he said gambling and playing of loud music are also banned inside cemeteries.

"These are usual prohibitions and we're expecting residents to fully cooperate with us to avoid possible problems," he said.

Gonzales reminded residents to ensure that their homes are properly secured and locked before going to the cemeteries.(PNA)

GENERAL SANTOS CITY -- The Armed Forces of the Philippines asked tribal leaders in South Cotabato province on Monday to help stop the recruitment activities of the New People's Army (NPA) rebels in their communities.

This, as the Army's 27th Infantry Battalion (IB) based in Tupi, South Cotabato reported that nine of every 10 rebels who had been captured in the area were indigenous peoples (IPs) or members of local tribal groups.

"Ninety percent of the captured NPA rebels are tribal people while the remaining 10 percent are either Ilonggo or Bisaya from Davao Del Sue and North Cotabato," said Capt. Marvin Gammad, 27IB civil-military operations head.

He said NPA recruiters look to the IPs as ideal cadres mainly because of their "physical strength, agility and mastery of the terrain."

The IPs are considered as potent mobilization forces due to their number in the countryside, he said.

"Their low level of literacy also makes them vulnerable to manipulation," the official said in a media forum.

Gammad said tribal communities have become nesting grounds of guerrilla units due to their remoteness and inaccessibility.

He said that through its system of "arouse, organize, mobilize," NPAs have been penetrating IP communities by disguising themselves as non-government organization or cooperative workers.

They entice the IPs to join and later indoctrinate them with NPA ideals that are premised on toppling the democratic government through destabilization, he said.

Gammad urged tribal leaders to help counter these activities by educate their people about the ill intentions of the NPA.

"We need to remind them that joining this guerrilla group will only bring poverty and death," he said.

Henry Malida, IP mandatory representative local legislative officer, expressed confidence that the province's tribal people are well-informed of the negative results of joining guerrilla groups.

He said they have been conducting regular information and education campaigns in IP communities in coordination with village and tribal leaders.(PNA)

M'LANG, North Cotabato -- One of Mindanao's dreaded cult leaders who fought against Moro separatist movement in the 70s was buried here, the local cemetery administrator revealed Monday.

Hernand Dapudong, M'lang cemetery administrator, said the remains of Feliciano Luces, alias "Commander Toothpick," will soon be transferred to a cabinet burial site as the M'lang public cemetery is being relocated.

Dapudong, who assumed as public cemetery administrator in 2014, said there were attempts in the past by unidentified men to open Luces' tomb to take his skeletal kneecap.

"During my term, no more cases of men lurking at night coming to this cemetery to take dead man's kneecap to be used as amulets," he said. "If you ask me, that is a myth but many people still believe so. But no more kneecap thieves since I assumed as administrator."

Belief among rural folks here was that a dead man's kneecap is used as amulet against guns and bullets, especially for Commander Toothpick who many believed had amulets that spared him from bullet wounds.

Commander Toothpick, who was used by the Philippine military in the 70s to fight Moro separatist rebels in Maguindanao, North and South Cotabato was known to be avoiding Moro rebels' bullets by dancing during armed skirmishes. He was known as pioneer among armed religious cults, more known as "Ilagas" (rats).

He founded his group in South Cotabato in 1967.

Commander Toothpick who was from Antique province and Leonarda Lacson who hailed from Iloilo formed the dreaded cultist group in Mindanao and called it Magnificent Seven.

Commander Toothpick and his fanatic followers had helped the Philippine military fight Moro separatist movement campaigning for self-rule in the early 1970s. His group was feared for ruthless attacks against its enemies, cutting their victims' ears placed in their wallets and the bones formed into necklace pendants.

Born on January 15, 1941 in Antique, Commander Toothpick died on December 2, 1982 due to illness. His wife, Norma, died due to illness exactly 22 years later. (PNA)

COTABATO CITY -- For the third time around, the long-awaited Bangsamoro Assembly scheduled on November 3-4 at the old provincial capitol compound in Simuay, Sultan Kudarat, Maguindanao, has been reset to a still unspecified date, the Bangsamoro Transition Commission (BTC) announced Sunday night.

Ghazali Jaafar, Moro Islamic Liberation Front (MILF) vice chair for political affairs and BTC chair, made the announcement in a statement, "due to reason beyond our control".

It is the BTC that is working for the assembly. But in a radio interview Monday, Jaafar said the Presidential Management Staff (PMS) informed him of the deferral since President Rodrigo Duterte, the event's guest of honor, is busy for the upcoming ASEAN Summit scheduled in Manila.

Jaafar said the PMS told him that Duterte would not be available until after Nov. 18. Duterte chairs the ASEAN Summit and is busy for the upcoming regional event.

"The BTC agreed to PMS request and we are informing our people about the postponement," he said, adding, "Once the final date is available, we will immediately inform the public."

The gathering will highlight discussions on the proposed Bangsamoro Basic Law (BBL) with the Bangsamoro people that would replace and expand the old set up of the Autonomous Region in Muslim Mindanao.

The BBL, composed of 21 members from the government and the Bangsamoro people, forms part of the Comprehensive Agreement on the Bangsamoro (CAB) that the government and MILF signed in 2014.

The asembly, expected to gather at least 500,000 people, was postponed twice in the past due to the unavailability of resource persons. (PNA)

Supt. Bernard Tayong, speaking for the North Cotabato police office, said pursuit operations are still on going against the suspects behind the murder of American trader Jeff Michael Keith, 60, in Barangay Poblacion, Pikit, on Sunday afternoon.

Tayong said the Army's 7th Infantry Battalion has been helping the Pikit police in hunting down the two suspects riding on motorbike after they shot dead Keith at around 2:50 p.m.

Keith was the second foreign trader killed in Pikit for the past week after a Pakistani merchant was also shot dead and robbed.

Police probers are zeroing in on robbery as the motive behind the killing as the suspects fled with the victim's cash, checks and other valuables.

Keith was with his wife Melodina, 45, and two children on board an Isuzu elf delivery truck (NGI-639) going to Pikit from Cagayan de Oro City when the shooting occurred, according to Chief Inspector Romy Castañares, Pikit town police chief.

Castañares said the delivery truck, driven by Keith, stopped in front of Khagi Saimah store for business transaction when two men armed with cal. 45 pistols showed up and fired at the unwary American businessman.

As Keith fell, the suspects took his sling bag that contained about Php200, 000 cash, checks and other valuables and fled on a motorbike.

His wife and children who were unharmed rushed him to the hospital.

Responding cops recovered from the scene several empty shells from .45-caliber pistols.

On Tuesday last week, gunmen on motorbike also shot dead Pakistani trader Estesham Ulhaq, 40, in Barangay Dalengaoen, Pikit, North Cotabato and took his cash and valuables.

One of the suspects injured in a police chase that ensued was later arrested in a hospital in Cotabato City, Tayong said. (PNA)

ZAMBOANGA CITY -- The Armed Forces of the Philippines (AFP) has alerted all military units to monitor the presence of Islamic State for Iraq and Syria (ISIS)-inspired groups in their respective areas of jurisdiction.

This was disclosed on Monday by Lt. Gen. Rey Leonardo Guerrero, newly-installed AFP chief-of-staff, citing terror threat still exists in the country.

Guerrero was here for his first command visit after he assumed as the new and 49th AFP chief-of-staff on Thursday, October 26.

"Before the Marawi (fighting broke out), we have already monitored that they are moving around the country," Guerrero disclosed.

"It is highly possible that they have been able to go around to other areas as well," he added.

He said they are working with all concerned stake holders to prevent and counter violent extremism and to ensure ISIS ideology is not being spread to the other parts of the Philippines.

"Not for now. But we are not discounting the possibility," he replied when as about terrorists' threat to attack other areas in the country.

Lt. Gen. Carlito Galvez Jr., Western Mindanao Command (Westmincom) chief, said the religious leaders and local government units have joined forces to prevent the infiltration of terrorists in their respective locality.

"They don't want to experience similar to what happened in Marawi City," Galvez added.

Guerrero was given honors upon his arrival at Camp Basilio Navarro that houses the Westmincom headquarters in this city.

He met in a closed-door command conference with the unit commanders of Westmincom to be abreast of the prevailing situation in the region.

He relayed to the troops the programs of President Rodrigo Duterte for the AFP during the "talk to the men" activity that followed the conference.

Guerrero, who was accompanied by other AFP officials, later shared a boodle fight lunch with the officers, men and civilians employees of Westmincom. (PNA)

Celestra said MDRRMO team of emergency responders and rescuers were immediately dispatched after receiving the distress call at about 1:45 p.m. Sunday.

He said that Philippine Coast Guard rescuers and divers stationed in the area and local fishermen assisted in scouring the waters some 7.5 feet deep and were able to rescue five people and retrieve the eight bodies.

The fatalities were identifed as Rolina Parreño, 43 years old, of South Signal Village, Taguig City; Diana Parreño, 2, also of Taguig City; Frederick Orteza, 39, marine supervisor of Taguig City; Weldy Parreño, 42; Jean Wilfred Orteza, 9, student from Taguig City; Marlon Gimena Candol, 39, of San Andres, Cainta, Rizal; Marilou Barbo Papa, 44, of San Andres, Cainta; and Demaret Mendoza also of Taguig City.

MAMBAJAO, CAMIGUIN – This province is poised to become one of the Association of Southeast Asian Nations' (Asean) most sought-after tourist and event destinations as two local hotel chains are expanding their business here.

This was according to Gov. Maria Luis Romualdo, who identified the Cagayan de Oro hotel chains as Limketkai and Mallberry.

Limketkai will construct its own hotel in Barangay Tupsan Pequeño, Mahinog town, while Mallberry will expand its existing hospitality business in Barangay Bonbon in the municipality of Catarman, Gov. Romualdo said.

In Cagayan de Oro, Limketkai operates the 213-room Luxe Hotel located within its mall complex. Mallberry, owned by Roger Chiu, has its own Mallberry Business Suites Hotel within the Limketkai mall.

With the completion of these two new hotels, Romualdo said Camiguin will be ready to accommodate any events, including those organized by the Asean.

"Camiguin will never back out [in] hosting any major event," the governor said.

On top of its white sand beaches, Camiguin is known for its Lanzones Festival, held on the last week of October.

The Lanzones Festival, an event feting the bountiful harvest of lanzones, which is abundant in the island, has been a crowd-drawer every year.

Last year, the Asean Center for Biodiversity declared Camiguin's Mts. Timpoong and Hibok-Hibok natural ranges as Asean Heritage Parks, one of the few areas in the Philippines that is recognized as such. The declaration also put Camiguin on the Asean map.

With this recognition, Romualdo said, it won't be long for citizens of Asean member-countries to visit Camiguin.

"We will never say no to anyone who would want to come and visit us. Yes, we are now ready for them," she said, referring to the potential tourists from the Southeast Asian region.

The governor added that although the whole of Mindanao is still under martial law, tourists still flock to the island for the Lanzones Festival and to enjoy its numerous attractions and amenities.

Flor Colmenas, an official of Camiguin's provincial tourism office, said the martial law has slightly affected guest arrivals as there were booking cancellations of hotel and inn accommodations, but the number of overall visitors has exceeded their expectations.

Colmenas said there were around 5,000 tourist arrivals during this year's Lanzones Festival. (PNA/Jigger J. Jerusalem)

CAGAYAN DE ORO CITY—Chinese shipbuilding giant Ansteel is choosing between Subic and Phividec Industrial Estates in Misamis Oriental as possible sites for their new plant in the Philippines.

Gov. Yevgeny Vincente Emano disclosed that the company is expected to generate almost 50,000 jobs once it's realized.

Emano said he has met with Ansteel executives who called on him earlier this week. Prior to the group's meeting with the governor, Ansteel representatives also met with Phividec administrator Franklin Quijano.

If plans don't miscarry, this would be the second time in less than a decade that a steel manufacturing company has expressed interest to invest in Misamis Oriental.

In 2008, Hanjin Heavy pulled out of its planned $2 billion shipyard facility also at Phividec Industrial Estate, complaining of too much bureaucracy not just at the local level but also with Phividec management.

Quijano, who assumed as Phividec administrator only two months ago, assured his full support to the project should Ansteel pushes through with their planned investment here.

Two other Chinese steelmaking firms – Huili Investment Fund Management Co., Ltd. and Yi Ding Tai International Corp. – also expressed interest this month to put up projects in the country

Ansteel is a major manufacturer of shipbuilding plates, bulb steel and a great batch of imperative steel products. It has the capacity to produce four million tons of ship hull and ocean engineering steel per year. (PNA/Mark D. Francisco)

COTABATO CITY -- As most of 130 villages in 16 towns in Maguindanao are still submerged i n floods, the Autonomous Region in Muslim Mindanao (ARMM) humanitarian arm statted relief distribution to thousands of affected families.

Hasan Salilama Pendulong, a fresh water fisherman in Barangay Pagatin, Datu Salibo, Maguindanao, said the flood that hit their community for the past four months now not only affect his abode but his livelihood too.

Pendulong is a fisherman harvesting "halu-an" (mudfish) as his main source of livelihood.

"It's gone for four months now," he said in the vernacular of his regular harvest. "Mudfish go somewhere else when water level rises, I have no more area to fish," he added.

Pendulong said during dry season, his harvest could earn him an average of Php1, 000 a day but with mudfish gone, he had to find other source of livelihood, including driving a "sikad-sikad" (pedicab) borrowed from a relative.

On Wednesday, the ARMM'S Humanitarian Emergency Action Response Team (ARMM-HEART) started distributing relief assistance to families affected by floods in Maguindanao.

Myrna Jocelyn Henry, speaking for ARMM-HEART, said food packs have been prepared and distributed to affected Maguindanaons.

Floods, triggered by heavy rains the past several days, have submerged 16 of 36 towns in Maguindanao, affecting, 35,273 families or about 211,000 residents in 130 villages

Some of these towns are under water for more than a month due to recurring rains spawned by low-pressure area and inter-tropical convergence zone affecting eastern and southern Mindanao.

Henry said relief operations had been conducted since Wednesday and still on going. She said the local government units of flooded villages were expected, as first responders, to have extended initial assistance to flood victims.

Henry said the affected towns with corresponding villages and number of families affected are Mangudadatu (8 barangays – 3,417 families); Shariff Saydona (5 barangays – 1,812 families); Sultan sa Barongis (5 barangays – 1,612 families); Sultan Kudarat (16 barangays – 4,980 families); Ampatuan (3 barangays – 646 families); Sultan Mastura (6 barangays – 1,014 families); Northern Kabuntalan (10 barangays – 3,112 families); and Mother Kabuntalan (17 barangays – 3,868 families). Also inundated were Rajah Buayan (10 barangays – 1,912 families); Buluan (5 barangays – 973 families); Mamasapano (13 barangays – 4,523 families); Datu Salibo (17 barangays – 3, 281 families); Datu Paglat (3 barangays – 1, 702 families); Datu Paglas (1 barangay – 189 families); Datu Piang (3 barangays – 300 families); and Pandag (8 barangays – 1,932 families).

Henry said although recurring floods have affected their daily activities, most families preferred to stay home. Some have moved to neighbors or relatives' homes and only return when floodwaters receded.

Alibai Kusain, a resident of Barangay Katuli, Sultan Kudarat, said they are used to floods.

"We are tired of evacuating, haul our valuables then returned few days later," she said in Tagalog dialect, adding that she expected help from the local government.

Her husband, Samson, a pump boat operator, said many residents would prefer to stay home than move to higher grounds.

"Our experience tells us that the water will subside after few days anyway," he said in the vernacular.

In North Cotabato, torrential rains also submerged low-lying towns near the Liguasan marshland every time water level rises. The province has experienced rains for more than two weeks now and water flow directly to the marshland, raising its water level.

The North Cotabato Provincial Disaster Risk Reduction Management Council (PDRRMC) said affected are low-lying villages of the towns of Pigcawayan, Libungan, Midsayap, Pikit, Kabacan, Matalam, M'lang and Tulunan.

The PDRRMC is yet to determine the total number of families affected by floods. The 220,000-hectare marshland serves as catch basin of river waters from Maguindanao, South Cotabato, Bukidnon and North Cotabato. (PNA)

DAGUPAN CITY -- Two private groups have signified their intention to put up a common terminal for all passenger utility vehicles (PUV) to include buses, mini-buses, vans and jeepneys plying Dagupan at no expense to the city government.

This was bared Thursday by Councilor Jose Netu Tamayo, chair of the committee on laws, ordinances and judiciary in the city council.

He identified the proponents as the Silverio's Corporation headed by Dr. Abraham Coquia and the group of Salvador P. Dayo.

The two groups sent separate letters to Mayor Belen Fernandez who endorsed the same to the city council for study.

Both groups responded to a previous resolution of the city council authored by Councilor Luis Samson Jr.  directing the City Engineer as well as the City Assessor to scout for available land in Barangay Lucao, Pantal or any feasible area in the city as site of a common terminal.

Silverio's Corporation wants to put up and operate a common terminal at its own lot located at the end of the Jose de Venecia Expressway Extension in Barangay Pantal while Dayao's group would like the terminal to be located along the JdV Expressway in Barangay Tapuac, on a lot yet to be backfilled.

Tamayo said the city council would closely evaluate the two proposals given the fact that Victory Liner, Five Star and Solid North and its sister company Dagupan Bus were given an ultimatum up to the end of the year to vacate their terminals on Perez Boulevard, being a violation of City Ordinance 995-77 which prohibits terminals whose ingress and egress is 100 meters away from a street intersection.

All other terminals of vans and mini-buses violating such ordinance were likewise directed to be closed by the end of this year.

Meanwhile, Tamayo revealed that the existing common terminal on M.H. del Pilar Street is expected to cease operations also by the end of the year because it is located on part of the property acquired by Shoe Mart Inc. which is now developing and building the SM Center Dagupan. (PNA)

CAGAYAN DE ORO CITY—The Marawi City siege by terrorist elements should be a wake-up call not just for its residents, but all Filipinos, said the head of the Office of the Presidential Adviser on the Peace Process (OPAPP).

"Marawi is a big awakening for everyone. We cannot therefore take things for granted," OPAAP chief Jesus Dureza, who spoke to local reporters over the weekend. "If it can happen in Marawi, it can happen in your own barangay."

Dureza underscored the importance of raising awareness on terrorism and its underlying causes, adding that the public "must realize that terrorism can strike anywhere, and for that they should be aware of what's happening in their communities at all times."

He said civilians can no longer rely solely on the law enforcement for their security, but must take certain initiatives to ensure that terroristic activities will not occur in their locality.

"Security should not be left entirely to the military and police, it is equally the obligation of every ordinary citizen to contribute," he added.

Dureza said people must learn from what happened in Marawi, which he said was almost decimated after months of intense fighting between the military and extremists with links to the Islamic State.

According to the military, more than 800 militants, 87 civilians, and 163 government soldiers have already been killed during the conflict that started on May 23.

Dureza said the reconstruction of Marawi is not only focused on the physical aspect but also on the social fronts.

"Rebuilding is not simply rebuilding structures. The most difficult part is social healing, rebuilding broken social relationships," Dureza said. (PNA/Jigger J. Jerusalem)

CAGAYAN DE ORO CITY—As resumption of the peace talks between the Communist rebels and the government still hang in the air, the military has beefed up its forces to counter the insurgency threat in Northern Mindanao, especially in Bukidnon.

The Philippine Army's Fourth Infantry Division (4ID) said it had organized the 88th Infantry Battalion (88IB) to fight mainly the New People's Army (NPA) in the province's southern area.

apt. Joe Patrick Martinez, the 4ID spokesperson, said the new battalion is composed of 450 new recruits and battle-hardened soldiers from other Army divisions (3rd, 8th, and 9th IDs), as well as fresh graduates from the 4ID. It is based in South Poblacion, Maramag, Bukidnon.

Bukidnon is considered as one of the hotbeds of the NPA in Northern Mindanao.

Recently, some Bukidnon-based companies have been attacked by the Communist rebels, including the burning of equipment and properties and confiscation of firearms from security guards.

Major General Ronald Villanueva, the 4ID commander, said the augmentation of the Division's personnel in Northern Mindanao would address the NPA threat within their area of responsibility.

At the same time, Villanueva said the newly-activated battalion's tasks and mission are aligned to the current Armed Forces of the Philippines (AFP) campaign which is to promote its security plan called "Kapayapaan."

"When we talk about terrorism, we don't only mean Maute or ISIS, we also talk about the New People's Army that have long made the lives of our people in Bukidnon miserable. Not only that they burn trucks and plantations but also extort hard-earned money from poor farmers and worse, recruit children to fight against the government," the Army official said.

Villanueva said the NPA's aim is not to "topple down the armed forces but to take the government" from the people and local officials.

"This is the reason why we remain strong, resilient, and have improved our security stance to not just eliminate but to fully address this insurgency situation that have longed been affecting our country's development," Villanueva added. (PNA/ Jigger J. Jerusalem)

DAVAO CITY – Soldiers of the 2nd Scout Ranger Battalion of the first Scout Ranger Regimen, who were deployed to fight against Maute terrorist group in Marawi City, were given a hero's welcome at the Eastern Mindanao Command (Eastmincom) in Panacan, Davao City Thursday.

The event started with a motorcade from the Tactical Operations Group (TOG) at the old Davao International Airport to the supply depot of Department of Public Works and Highways (DPWH).

Then, the soldiers marched going to Eastmincom where their families were waiting. The soldiers were away for six months since the armed operation against the terrorists started.

In Marawi, the troops lost nine of their comrades while 125 of them were wounded. Many residents of Barangay Panacan welcomed the soldiers with flowers and flaglets as they come out from the DPWH depot going to Eastmincom where a short program took place followed by a boodle fight.

One of the well-wishers was a soldier's wife - Jebel and their five-year-old child, who was wearing a military uniform.

With the absence of Eastmincom Commander Leonardo Rey Guerrero, who was in Manila for the turnover of command, Brig. General Perfecto Rimando, Deputy Commander of Eastmincom, cited the men of the 2nd Scout Ranger Battalion for their contribution to the liberation of Marawi from the terrorists.

Guerrero was named as the new Chief of Staff of the Armed Forces of the Philippines (CASFP) replacing Gen. Eduardo Ano, who retired effective Thursday.

"The Eastern Mindanao command wholeheartedly thank you and your families, for the services you have rendered to the country. You are truly the source of national pride," Rimando said in his speech.

The chief of the Public Safety and Security Command Center (PSSCC), Benito De Leon, a former scout ranger, said the presence of the Scout Ranger Battalion in Davao City will help boost the capability of the AFP to fight terrorism. "With your presence in Davao City, we will go a long way in preventing terrorism in the city," Del Leon said.

De Leon said Marawi City was his first assignment when he was a lieutenant and returned in the area as lieutenant coronel leading the 58th Infantry Battalion during the all-out-war.

"As I watched the destruction of Marawi, my heart was broken but it's really needed," De Leon said. (Armando Fenequito Jr/PNA

Msgr. Julius Perpetuo Heruela, who is heading the preparations for the diocesan pastoral assembly, explained that the activity is an offshoot of dialogues and consultations with the clergy, religious and lay faithful over the past two years in review of the policies of the diocese.

One of the highlights of the celebration is the presentation of Dumaguete Bishop Julito Cortes of a roadmap for the diocese in the next five years based on consultations and discussions with the clergy and the lay, said Heruela.

"We need to review the diocese's pastoral care programs and policies and come up with new ones in response to the needs of the present time," he added.

Heruela asked for prayers from the faithful that the Church will be guided accordingly as to what direction to take in the coming years.

The archbishop of Cotabato, Orlando Cardinal Quevedo, is invited to be the guest speaker during the diocesan pastoral assembly, which will be held at the Lamberto Macias Sports Center in Dumaguete City with about 8,000 participants coming from all the parishes as well as other groups and organizations in the diocese.

Meanwhile, Dumaguete clergies will be having their yearly six-day retreat in early November which will culminate with the staging of the diocesan pastoral assembly. (PNA)

DAGUPAN CITY -- A total of 528 centenarians  in Region 1 are all eligible to receive a PHP100,000 cash gift each from the government through the Department of Social Welfare and Development  (DSWD) .

Iryn Cubangbang, DSWD regional information officer, said during the Kapisanan ng mga Brodkaster sa Pilipinas (KBP) forum here Thursday,  that almost half of the region's centenarians or 207 are from the province of Pangasinan. Of the number, 152 have already received their PHP100,000 cash incentive.

Cubangbang noted that there are more female centenarians in the region than males.

However,  the oldest centenarian from Region 1 is 114 years old  and a male. Cubangbang did not identify him.

Under Republic Act No. 10868, centenarians would receive a cash gift of PHP100,000 from the government through the DSWD, plus a letter of commendation from the President of the Philippines, she said.

Under the law,  living centenarians should submit proof of having reached the centenary age by submitting their birth certificates if any or any document, including voter's identification card showing their age.

The benefit can also be availed of by relatives of centenarians who died after June 20, 2016 or after RA 10868 was signed into law by submitting to DSWD a duly issued death certificate of their kin.

Cubangbang said centenarians actually receive more than this amount because Local Government  Units (LGUs) usually provide them other cash incentives.

She said the centenarians in the region revealed a common experience of being physically active during their younger years, and recognize this as one of their secrets of long life.

All said they live a happy life and confess to being fond of eating vegetables and fruits, especially bananas, and consume less meat.

At the same time, Cubangbang revealed that there are over 132,000 social pensioners in Region 1, receiving quarterly old age pension of PHP1,500 or PHP6,000 yearly. These pensioners are aged 70 years and above and are poor. Half of them are from Pangasinan. (PNA)

COTABATO CITY -- A week before the observance of All Souls Day and All Saints Day, the Cotabato City police office launched "Oplan Kaluluwa 2017" aimed at ensuring public safety during the two important Catholic events.

"We want zero crime during the observance of 'undas'," Sr. Supt. Rolly Octavio, city police director said.

Octavio told reporters that all four police substations here have prepared their own security plans and commenced its implementation.

The security plan is over and above the existing security program to thwart terrorism and illegal drugs.

"Throngs of people are expected to visit the burial sites of their loved ones on November 1 and 2 therefore security must be tight to ensure nobody is harmed or robbed while in the cemeteries," Octavio said.

Police assistance desks are to be set up in the city's public, Chinese and other cemeteries and memorial parks, he added.

Octavio said carrying of licensed guns within the vicinity of cemeteries is strictly prohibited. Bringing along intoxicating drinks, bladed weapons and similar items are also prohibited.

Meanwhile, prices of flowers and candles started to rise as the observance of "undas" draw near, according to a random survey by Philippine News Agency in the city.

Ordinary candles now sells from Php2 to Php5 each while decorative candles sell as high as Php300 depending on the sizes.

Arranged flowers cost between Php100 to as high as Php1,000 each.

Sherly Agustin, a flower vendor, said prices might still go higher as "undas" nears. After the observance, prices are expected to return to normal. (PNA)

RAJAH BUAYAN, Maguindanao – The mayor of this developing town has issued marching orders for its new police chief to ensure public safety foremost.

Mayor Zamzamin Ampatuan gave the directive to Sr. Insp. Paisal Makmod, newly-designated police officer, who is personally known to the town executive.

"Welcome to Rajah Buayan and good luck Sr. Insp. Paisal Makmod," the mayor told the police officer who made a courtesy call in his office Wednesday.

Makmod is a classmate of the mayor with both graduating from an engineering course at the Notre Dame University in Cotabato City.

Makmod later proceeded to take Criminology to join the Philippine National Police. "He has a sterling record as police officer," Ampatuan said of Makmod.

After encouraging words, Ampatuan then issued his marching orders for Makmod to stop cattle rustling which has been the cause of major armed hostilities in town dominated by farmers.

The mayor's second directive is to eliminate illegal drug trade in Rajah Buayan's 15 barangays. Next is to prevent robbery and theft, a problem besetting locals.

Ampatuan also ordered Makmod to ensure law and order in town, enforce municipal ordinance that will make Rajah Buayan a lovely place to live in.

Ampatuan also said that the police must regulate bearing of firearms within the political boundaries of Rajah Buayan, one of the new towns in Maguindanao with a population of 23,652 people as of 2015 census.

The mayor also directed the police to work closely with barangay government to attain those objectives and to ask support from Armed Forces units in the area.

He also ordered Makmod to seek assistance from the Moro Islamic Liberation Front (MILF) in the conduct of law enforcement operations.

Rajah Buayan is one of the areas in Maguindanao identified with the MILF, now an ally of the government in the pursuit of the Mindanao peace process.

"I reminded the chief of police to be decisive and focused in protecting the lives, property and dignity of the citizenry while upholding the Rule of Law and Human Rights," Ampatuan said.

Rajah Buayan is adjacent to Mamasapano where the bloody police operation against Malaysian bomber Zulkifli bin Hir occurred in 2015. The ISIS-inspired Bangsamoro Islamic Freedom Fighters (BIFF) on many occasions tried but failed to influence residents here due to the active advocacy of the local government unit against violent extremism. CARMONA, Cavite -- Four suspected members of a kidnap-for-ransom syndicate were killed before dawn Friday during an encounter with joint operatives of the Philippine National Police Anti-Kidnapping Group (PNP-AKG) and Cavite law enforcers along San Lazaro Road, Sitio Ulong Tubig in Barangay Mabuhay in this town.

The slain suspects, two of whom were rogue policemen who were declared absent without official leave (AWOL), were tagged by law enforcers as those involved in the kidnapping and killing of Filipino-Chinese businessman Carlos Abad Tan last Saturday (October 21).

The rogue policemen were identified as Police Officer 3 Rodel Estonatoc and Police Officer 1 Ramil Espejo; while Erwin Gallano Escobido and another alias "Taba" are still being probed whether they are also rogue policemen or civilians.

The PNP-AKG operatives, led by Supt. Arthur Masongsong, Supt. Ramil Montilla, Chief Insp. Leo M. Canuel, and Insp. Montano Nuestro, tracked down and neutralized the four suspects in a shootout that occurred at about 4:10 a.m. Friday, according to the Carmona Police.

PNP-AKG director, Senior Supt. Glenn Dumlao, said Tan, who is known as a Resorts World Manila casino financier or junket operator, was abducted along with his driver at dawn Saturday along the road by the suspects. The kidnappers allegedly demanded a PHP50-million ransom from Tan's family.

Dumlao said his operatives began tracking down the suspects while the family was negotiating with the kidnappers to reduce the ransom to PHP5 million, between 10 a.m. and 12 noon Saturday. The kidnappers insisted on PHP10 million.
He said the kidnappers freed Tan's driver after blindfolding and tying him.
The anti-kidnapping operatives, with the help of Tan's driver, traced the kidnappers' possible routes from Resorts World Manila, along the South Luzon Expressway (SLEX), Silangan Exit in Canlubang, Laguna, and the Cavite area and coordinated with the Tagaytay City Police.
As the team travelled to Cavite, Tan's driver said they passed by a rugged or rough road until they moved to another road, which the driver signaled to be the site where the kidnapped businessman could possibly be held.

Police operatives later found Tan's dead body, "eaten by a bayawak (monitor lizard)" near Talisay Road.

Police are still conducting their investigation as of press time. (Rogelio Limpin/PNA)

SCIENCE CITY OF MUÑOZ, Nueva Ecija -- Some 200 buffalo and dairy stakeholders, including ranking foreign officials, gathered at the Philippine Carabao Center (PCC) National Headquarters and Gene Pool here Thursday for an exchange of best practices and technologies.

The event is being held to establish sustainability in the dairy industry in line with the Duterte Administration's nutrition program, Dr. Arnel del Barrio, PCC executive director and conference convenor, said during the opening of the two-day International Conference on Carabao-Based Enterprise Development (CBED).

"Nung mga nagdaang taon, naka-concentrate tayo sa dairy production. Ngayon kailangan nating tingnan ang quality at market (In the past years, we concentrated on dairy production. Now, we need to look into the quality and market)," del Barrio said.

He said the international conference aims to bring together various stakeholders on CBED to exchange scientific and technological knowledge and best practices on buffalo-based enterprise development.

This development has two perspectives -- institutional or government and private.

It also features discussions on policies, support facilities and logistics that are vital to the development of buffalo-based dairy enterprise, as well as exploration of mutually beneficial partnerships, collaboration in relevant research, and development initiatives.

Scientists and dairy officials from India, Thailand and Laos shared their expertise and experience with producers, entrepreneurs, cooperatives and farmers from various parts of the country during Thursday's conference. (PNA)

PUERTO PRINCESA CITY, Palawan – Residents of this city and the province of Palawan are still warned against the consumption of shellfish collected from Honda Bay, and the Inner Sound of the Malampaya Sound in the northern town of Taytay.

Janet Jardin, agriculturist of the Provincial Fisheries Office (PFO) of the Bureau of Fisheries and Aquatic Resources (BFAR), said Friday morning that latest water and shellfish meat samples collected from the two areas, showed there remain toxin concentrations.

"Samples from the two sites remain red tide positive, according to the Shellfish Bulletin that was passed down to us on October 12. Next week, we are expecting a helpful bulletin when new samples are tested," Jardin said.

The red tide alert that is still in effect on shellfish harvested in the Inner Malampaya Sound in Taytay, northern Palawan, and Honda Bay in Puerto Princesa, were raised in August by the BFAR and the city and provincial agriculturist offices, after a man died of poisoning.

She advised consumers to look for the certificates of origin issued to shellfish vendors "to be sure that those being sold to you are not from the two sites."

Jardin said human wastes and other harmful discharges to the sea may have caused the red tide toxin to stay long in the two areas.

"Let's say, in an agricultural area. The fertilizers they apply uphill that they do not treat or are not filtered, can stream down to the sea. Nitrogen phosphate is one of the reasons why there is red tide. The dinoflagellates bloom because of this," she explained.

Jardin said it would be better not to consume shellfish until such time samples are cleared of red tide toxins.  (PNA)

PUERTO PRINCESA CITY, Palawan – Palawan's Provincial Disaster Risk Reduction Management Office (PDRRMO) is seeking a PHP125-million budget for next year.

PDRRMO chief Cruzalde Ablaña, in a meeting Wednesday afternoon, said the proposed fund had already been approved by the PDRRM Council members, and it is higher than its PHP112-million budget this year.

Ablaña said the 2018 disaster fund, purchases would be used to purchase several fire trucks and more advanced ambulances.

"We don't have these badly needed equipment, especially the 4x4 ambulance that can reach difficult terrains in remote places," he said.

Under Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010, 70 percent of the disaster fund is for disaster prevention and mitigation, preparedness, response, and rehabilitation and recovery, and the remaining 30 percent for quick response and after the declaration of a state of calamity.

During the meeting, the PDRRM Council also discussed the implementation of upcoming activities in the first week of December, such as the Incident Command System (ICS) executive course on Dec. 4 that aims to orient Council members on the mandate of concerned government agencies in disaster response.

"The purpose of the ICS is to centralize the instruction with only one commanding and synchronizing the responses, so as to avoid the duplication of efforts, activities and resources in times of disaster," he said.

On Dec. 5-8, the PDRRMO will hold an inter-agency contingency planning workshop to ascertain the roles of each agency involved in disaster response. (PNA)

TACLOBAN CITY -- The Department of Science and Technology (DOST) will set up 111 digital libraries in Leyte province this year as part of the central government's post-Yolanda assistance.

John Glenn Ocaña, DOST Leyte provincial director said the project dubbed as Science and Technology Academic and Research-Based Openly Operated Kiosk Station (Starbooks), was designed to make valuable information available to learners in areas without internet connection and had poor access to latest science and technology materials.

Each Starbook unit has 11,000 library holdings, available to teachers, students, and even to the community.

Of the 111 digital libraries, 16 will be installed in Tacloban City; 13 in Ormoc City; seven in Palo; six each in Tanauan and Villaba; five each in Palompon and Abuyog; four each in Babatngon, Tolosa, and Burauen; three in Merida and Baybay City; and two units each in Barugo, Dulag, Isabel, Kananga, MacArthur, Mahaplag, Matag-ob, Mayorga, San Miguel, and Calubian; and one in Pastrana, Alang-alang, Albuera, Babay City, Carigara, Dagami, Jaro, Javier, Julita, and Santa Fe.

"The project is of great use to all students because it is regularly updated for future uses as well," Ocaña said.

To ensure maintenance of the project, DOST will train school personnel on basic troubleshooting of digital libraries.

The DOST initially started the installation in some parts of Leyte's 2nd legislative district. The target is to complete setting up all units within the year.

Starbooks is the country's first digital science and technology library.

Developed by the DOST Science and Technology Information Institute, the kiosk contains full text journal and research materials, news and feature articles, videos, and publications on science and technology, and livelihood.

It also has Encyclopedia Britannica in its collection, its contents categorized into elementary, high school, and college levels. (with Mikaela Angelica Ramirez-OJT/PNA)

ILOILO CITY -- The Department of Labor and Employment (DOLE) has allocated about PHP17.82 million for the implementation of the government internship program (GIP) in Panay Island.

Amalia Judicpa, DOLE-Western Visayas' labor information officer-designate, said Wednesday afternoon that the GIP, which was launched late in 2013, is "one of the strategies of the government to address the lack of experience among our graduates".

It also aims to attract the "best and the brightest" to work in the government, said Judicpa.

From the second to the third quarter of this year, 997 individuals from Panay island were accommodated in 14 government offices. The figure is equivalent to 333.4 percent of their actual target.

During the internship, the trainees get to observe how the government works and the intricacies of being in it, Judicpa said, adding that they are expected to render services for three to six months.

GIP recipients receive a daily stipend equivalent to 75 percent of the prevailing regional minimum wage.

Judicpa said that those who are interested to avail of the program may visit their respective local government units and inquire if there are still available slots.

She said that based on feedback, trainees found the program "helpful" because they get the necessary experience and earn an income at the same time. (PNA)

BACOLOD  CITY  –  The Philippine Army's 3rd Infantry Division (ID) is tapping Muslim communities in Negros Occidental in its campaign to thwart terrorism in the province.

Maj. Gen. Jon Aying, commander of the 3rd ID based in Jamindan, Capiz, met with some 200 members of Muslim groups at the Benjamin Hall here Wednesday afternoon to appeal for their cooperation.

Aying said the dialogue is part of the Army's initiatives to reach out to the grassroots, including the Muslim communities, to raise "awareness and knowledge" of the current security situation in the region and the country, and inform Negrenses about insurgency and terrorism threats.

These also include efforts to counter the proliferation of illegal drugs, he added.

Azis Mamasao, spokesperson of the Bacolod United Muslim Community, welcomed the Army's initiative to hold a dialogue with them.

Without a "bridge and trust building and cooperation", there can be no genuine peace, Mamasao said.

Aying further said, "Having understood they are members of the Filipino society, our appeal to them is to cooperate with us. And that cooperation should be guided by their roles and responsibilities and how we work together as partners and stakeholders."

The military official said they don't keep a list of Muslims staying in Negros Occidental.

"We don't want to profile them. It's the trust and confidence between their leaders, the local government unit, and the law enforcers," Aying said.

During the meeting, he discussed Islamic State extremism and how Muslims would be affected as "they are also targets for radicalization, mobilization, and making them join in violent actions".

Aying said he also introduced the idea of how they would become part of the peace and security resiliency infrastructure – from individual members of the community up to the regional level.

"Some of the Maranaos, since they are already here, they're not Maranaos anymore. They're Bacolodnons or Negrosanons already," he added. (PNA)

LAOAG CITY -- Over the past three years, the Ayala-led North Luzon Renewable Energy Corporation (NLREC) which hosts an 81-megawatt wind farm in Barangay Caparispisan in Pagudpud town, has been growing forest trees as part of its greening program.

On Thursday, local officials and residents witnessed the ceremonial planting of the 205,000th seedling within the 625-hectare wind farm in the said village.

In 2014, the NLREC started to plant indigenous trees in a once barren area where the towering windmills were installed.

"The first major goal of this effort was to produce 350,000 seedlings and plant 205,000 within three years," said Maria Meliza Tuba-Principe, senior manager for Stakeholder Relations and Corporate Social Responsibility of the NLREC.

The reforestation program was launched as part of the company's commitment to provide livelihood opportunities to the host communities and to advocate environment protection.

The NLREC hired a forester to directly supervise the setting up of tree nurseries and ensure that they grow healthy and robust.

Host communities are also hired as plant nursery staff, forest and forest-fire suppression guards, and reforestation workers.

At least 36 community partners were also trained to provide indigenous seedlings for the company.

Upon request, the NLREC also provides seedlings to other local government units and nearby communities in support of the national government's expanded greening program.

Roman Miguel De Jesus, NLREC president, along with Pagudpud town officials led by Mayor Marlon Sales and some representatives from the Department of Environment and Natural Resources, participated in the tree planting activity -- now on its third year -- as an expression of commitment and continuing efforts to grow more trees within the Pagudpud wind farm's 293-hectare reforestation program.

Based on NLREC's corporate social responsibility program, the Ayala-led company is also developing a sanctuary for endemic flora and fauna in the next five or 10 years. (PNA)

CEBU CITY -- More than 25,000 people attended the funeral of 86-year-old Cebu Archbishop Emeritus Ricardo Cardinal Vidal here Thursday morning.

Cebuanos and visitors from as far as Butuan City and Calbayog, Samar began queuing up outside the gates of the Cebu Metropolitan Cathedral as early as 5:30 a.m. in their desire to attend the funeral mass, which started at exactly 9 a.m.

Cebu City Disaster Risk Reduction and Management Office chief Nagiel Bañacia said there were already about 5,000 people when the Cathedral opened at 7 a.m. and the turnout suddenly ballooned to about 20,000 at the start of the Requiem Mass officiated by Cebu Archbishop Jose Palma.

As the funeral procession began, more people just came out of nowhere and filled the streets along the funeral route, waiting for the carriage carrying the coffin of the late prelate and waving goodbye as it passed them by.
People continued arriving and joined the procession to pay their last respects to the man whom many Cebuanos called "peacemaker" and Prince of the Cebu Roman Catholic Church.

Cardinal Vidal was laid to rest at the Cebu Cathedral Mausoleum at 11:41 a.m. His immediate family, led by his brother Juanito Vidal, poured out their emotions as the coffin was lowered to the archbishop's final resting place beside the tomb of his predecessor Cebu Archbishop Julio Cardinal Rosales.

Manila Archbishop Luis Antonio Cardinal Tagle, Manila Archbishop Emeritus Gaudencio Cardinal Rosales, and Cotabato Archbishop Orlando Cardinal Quevedo headed more than 40 bishops who attended the funeral.

Also in attendance were Cebu leaders, including former chief justice Hilario Davide III, Cebu Representatives Gwendolyn Garcia and Raul del Mar, Presidential Assistant for the Visayas Michael Dino, Talisay City Mayor Eduardo Gullas, former Congressman Antonio Cuenco, Cebu City Vice Mayor Edgardo Labella, and Cebu City Councilor Margarita Osmeña.

Former Manila Metropolitan Development Authority chairman Francis Tolentino likewise graced the funeral. Former senator Francisco Tatad was also spotted together with former Cebu City mayor Michael Rama.

"Don't pick fights." This was the message of Cebu Auxiliary Bishop Dennis Villarojo in his homily during the mass.

This, according to Villarojo, was the most unforgettable advice the late Cardinal Vidal has given him when the prelate was still alive.

"Don't pick fights, as your enemies today will likely become your allies in the future," Villarojo recalled Vidal as telling him.

Villarojo said at first, he took the advice of the Cardinal literally, but as he became closer to Vidal personally, he realized that it also meant having control of one's temper.

"I have seen His Eminence (Vidal) angry so many times, but I never once heard him say an expletive," Villarojo said. "The only word that would come out of his mouth when he's angry was `Pambihira!'"

"Truly, His Eminence was a man of peace and a true son of God," Villarojo said as he ended his homily. (PNA)

SAN NARCISO, Quezon – The Department of Agrarian Reform (DAR) has finally awarded some 1,270 hectares of agricultural land to some 434 farmer beneficiaries in Quezon province, after more than two decades of struggle to own their lands.

DAR Secretary- in-Charge Rosalina Bistoyong, with Undersecretary Karlo S. Bello, led the distribution of the certificates of land ownership awards (CLOAs) at the San Narciso municipal gymnasium here Wednesday.

"This triumph is not only for us but also for our children and the future of the next generation," Bistoyong said as she read the message of President Rodrigo Duterte.

In his message, Duterte emphasized the need to fast-track the distribution of land to the country's landless farmers.

Recipients of the CLOAs are farmers from Bondoc Peninsula, considered as the province's agrarian hotspot.

The 434 agrarian reform beneficiaries (ARBs) are residents of the towns of San Andres, San Narciso, San Francisco, Buenavista and Mulanay.

The covered landholdings consisted of 844.23 hectares in Barangay Tala and 213.62 hectares in Barangay Camflora, both in San Andres; 172.72 hectares in Barangay Busok-Busokan and 16.76 hectares in Barangay Vigo Central in San Narciso; and 22.28 hectares in Barangay Tayuman in San Francisco.

The DAR chief also assured that support services will soon be provided to the ARBs in the area with the immediate distribution of some PHP2.5 million worth of seedlings and farm machinery.

She also encouraged the ARBs to develop their lands and told them neither to mortgage nor sell them.

"Ang biyaya ng lupa ay simula pa lamang. Hindi natin ito dapat gawing dahilan upang maging mapagmataas at makasarili. At lalong hindi natin dapat sayangin ang biyayang ito. Bagkus gawin natin itong instrumento upang magkaisa at sama-samang mapaangat ang antas ng ating pamumuhay at ang kalagayan ng ating bansa (The blessing of land is only the beginning. It should not be a reason for us to become haughty or selfish. And we certainly should not waste this blessing. Instead, we should make this an instrument to foster unity and support one another to uplift our standard of living, as well as the state of our country," Bistoyong said.)

A sizeable portion of the distributed landholdings was from the Hacienda Reyes property.

Quezon Provincial Board Member Vincent Reyes, the fourth generation of the Reyes clan who owned the hacienda, also graced the distribution ceremony.

Reyes admitted to have witnessed through the years, the struggle and determination of the farmers to own the land they till.

"I understand the problems on these lands. I hope that you will protect these lands, which are now yours, the way our family valued it," he said as he vowed to help protect and make the distributed lands productive.

"I am saying this not as a public servant but as a former landowner of the land. Tayo na ang nagmamay-ari ng mga lupaing ito kaya sama-sama natin itong palaguin (We are now the owners of these lands, thus together, let us develop them)," he stressed.

Speaking on behalf of the 434 ARBs, Dindo Revilla of the Kilusang Magbubukid ng Bondoc Peninsula (KMBP) and one of the CLOA recipients, expressed gratitude to the administration of President Duterte and the DAR for the triumph they have gained after years of struggle.

Revilla expressed hope that the government would provide them support services to hasten the development of their agricultural and economic lives.

Fellow farmer leader, Melchor Roco, said they are dedicating the triumph they have achieved to their leaders and members who died at the height of their struggle.

"Iniaalay natin ito sa pitong mga kasamang magsasaka na nagbuwis ng buhay habang tayo ay nakibaka upang makamtan ang lupang ating sinasaka (We dedicate this to the seven farmers who lost their lives as we were struggling to own the lands we have been tilling)," Roco said. (PNA)

KAWIT, Cavite -- The Manila-Cavite Toll Expressway (CAVITEx) has beefed up patrol vehicles, ambulance service, maintenance vehicles and personnel at an optimum level to ensure safe and convenient travel for motorists and vacationers during the "Undas 2017" holidays.

Cavitex Holdings Inc, the operator of Cavitex, on Thursday said it had increased its manpower complement and deployment of tellers, traffic management and security personnel owing to the expected heavy traffic volume and influx of travelers who would ply the expressway en route to the provinces to spend their "All Saints' and All Souls' Day" celebrations.

Under the manpower complement, CAVITEx will deploy additional traffic officers to conduct round-the-clock mobile patrol within the area of jurisdiction and marshals at toll plazas to organize the expected long queue of vehicles.

Additional tellers/collectors including stand-by ambulant tellers will also be deployed in toll booths.

Security personnel will also be beefed up at toll plazas, exits and entry points including other access areas to ensure the safety and security of tollway users.

CAVITEx also laid out other preparations at the onset of "Undas" with the light bar of patrol vehicles to be turned on at night time and during heavy volume of vehicles to increase visibility.

Drums of water will be placed at strategic locations to serve overheated vehicles.

Motorists Service Camps will be activated at the southbound on October 27 to 30 (Friday to Monday) and northbound on October 31 to November 2 (Tuesday to Thursday).

The camps will be manned by patrol officers, security personnel, medical personnel, volunteers, and mechanics as well as hydration and portable toilets (portalets).

CAVITEx is also offering free towing for Class 1 vehicles to the nearest exit only from 6 a.m. to 6 p.m. from Oct. 28 to Nov. 2.

The tollway management also said close coordination shall be made with relevant government agencies within Cavitex's area of jurisdiction such as the Philippine National Police (PNP), Metro Manila Development Authority (MMDA), local government traffic enforcement units, Bureau of Fire Protection (BFP), medical responders, and hospitals, among others.

It is also reminding motorists of the maximum speed at CAVITEX -- 100kph for cars and 80 kph for buses and trucks -- except for certain sections of the tollway as indicated on the road signs.

Other measures include proper lane usage and anti-speeding operations to prevent accidents and apprehension of overloaded trucks.

Traffic and security incidences of the whole stretch of Cavitex will be monitored with the full operation of the new Cavitex Traffic Control Room equipped with CCTV cameras and monitors.

CAVITEx will also set up portable toll booths for cash payments at Parañaque plaza; and deploy additional Point of Sale (POS) ambulant personnel for motorists who will load their radio frequency identifications (RFIDs).

CAVITEX Customer Service Center will be open on Sunday (Oct. 29) and holidays (Oct. 31 to Nov. 1) from 5:30 a.m. to 8:30 p.m.

They have also established towing and emergency medical services with ambulances at the Parañaque and Kawit toll plazas with the 24-hour hotline number: ‎165-8888. (PNA)

PIDDIG, Ilocos Norte – Residents of this town, who have legal concerns on land ownership and other disputes, were able to seek advice from lawyers for free.

As part of the "Law Week" celebration, members of the Integrated Bar of the Philippines (IBP), Ilocos Norte Chapter, led by lawyer Cherrie Grace Bareng-Asistin, gave free legal aid to at least 20 individuals, mostly farmers, here Wednesday.

IBP-Ilocos Norte has been reaching out to various towns in the province to promote justice through the rule of law.

Asistin said they welcome all Ilocos Norte residents who are in need of legal services.

During the outreach program, several residents were also able to avail of free notarial services.

In Ilocos Norte, land ownership is among the most common dispute among relatives.

Aside from the IBP, the Public Attorney's Office in Laoag also offers free legal services but not many residents are aware of and are taking advantage of this. (PNA)

LEGAZPI CITY -- The city government of Legazpi is now operating a Class "AA" slaughterhouse, the biggest and most modern in the Bicol region,  the regional office of the National Meat Inspection Service (NMIS) said.

NMIS executive director Ernesto Gonzales said Wednesday afternoon that with the new facility, consumers in the city and neighboring areas are assured of clean and safe meat.

The slaughterhouse also qualified the city as a supplier of meat to markets elsewhere in the country.

Gonzales noted that an abattoir that is given an "AA" grade by the NMIS is allowed to market its products anywhere in the Philippines.

There are three categories of slaughterhouses under NMIS guidelines: Class Triple A or top-grade abattoir, Class Double A, and Class A.

Gonzales explained that his priority in NMIS is to strengthen meat inspection in all local government units in the country. "I'll see to it that all slaughterhouses in the Philippines are accredited by NMIS, even just a single 'A'," he said. "NMIS' mandate is 'Safety meat -- safe to eat from farm to table' and that we cannot compromise."

Located in Barangay San Roque, about three kilometers from Legazpi City's downtown area, the slaughterhouse was inaugurated Wednesday after completion of the project.

Legazpi City Mayor Noel Rosal said in his message during the event that the "state-of-the-art" abattoir realizes the city's dream.

He noted that the facility can handle 200 to 300 heads of animals per day and has new equipment, sufficient water supply, and proper waste disposal management.

The abattoir is also serviced by a refrigerated van, which ensures that the transport of meat to the market is free from dirt contamination and the freshness is maintained, Rosal said. (PNA)

ILOILO CITY -- lloilo City Mayor Jed Patrick Mabilog is now barred from serving in government following his dismissal by the Office of the Ombudsman, which found him "guilty of serious dishonesty relative to his unlawful acquisition of wealth."

The order approved by Overall Deputy Ombudsman Melchor Arthur Carandang on Oct. 6, 2017 came with the cancellation of Mabilog's civil service eligibility, forfeiture of retirement benefits, perpetual disqualification from holding public office and prohibition from taking civil service examinations.

The dismissal stemmed from the complaint filed by former Iloilo provincial administrator Manuel Mejorada for dishonesty and grave misconduct in 2013.

Mejorada alleged that Mabilog has unexplained wealth as evidenced by an increase of more than PHP8 million in his 2013 statement of assets, liabilities and net worth (SALN) compared with his assets in 2012.

He also questioned the financial interests of the mayor in Mega Pacific Food Services, Inc., Iloilo One Esplanade Realty, Iloilo Happy Donuts and Global Jami Motors Corporation and the appointment of Patrick Allan Sy as executive assistant for dengue concerns even if the latter is not a nurse or doctor. Sy is the business partner of Mabilog in the above-cited businesses.

The Ombudsman dismissed for "want of sufficient evidence" complaints on the appointment of Sy and his business venture on Iloilo One Esplanade Realty.

The Ombudsman said Mabilog "failed to sufficiently explain/answer how he was able to acquire properties, of which amount are manifestly out of proportion to his salaries and other lawful income."

The Department of Interior and Local Government (DILG) was ordered to serve the order.

Lawyer Mark Piad, spokesman of Mabilog, in a text message said that they would  "avail of all legal remedies available to us" although he had not yet received a copy of the order.

"We'll seek TRO (temporary restraining order) from Court of Appeals," he said.

City administrator, lawyer Hernando Galvez, on the other hand, said that he was "alarmed and saddened" with what happened.

"Ilonggos are brave and prepared to whatever eventualities. I am certain that Ilonggos know the law and there will always be a process," he added.

Mejorada, meanwhile, said that he felt "vindicated" with the decision of the Ombudsman. He said, however, that he was also saddened because Mabilog had done a lot of good things for Iloilo City and many Ilonggos love him. (PNA)

LA TRINIDAD, Benguet -- Governor Crecensio Pacalso said Thursday the possible passage of the medical marijuana bill could benefit the province as a provider of raw material.

Pacalso expressed optimism on the bill now being crafted in Congress.

"We will apply as a source of the materials. We can be a recipient of the permit to legally grow them," he said.

A number of sitios (sub-village) in Benguet used to produce marijuana in the past and local planters can be tapped to supply the needed raw materials that could be converted into medicines for various illnesses.

Pacalso, however, explained that if the bill is passed, they do not see vegetable or cutflower farmers shifting to marijuana production, and they would even discourage it.

"The production will be on a limited scale and unless the country intends to supply the whole world, there is no need for all our farming areas to shift to marijuana planting," he said.

Provincial board member Jim Botiwey, chairman of the committee on health, said the people of Benguet would only appreciate marijuana use for medical purposes if proven that it had healing properties.

However, in terms of production, Botiwey said, "we cannot deny there were producers before so if legalized, it is more definite that there will be residents interested to produce it."

But he said that at present, the government's drug campaign had led former producers to stop planting marijuana and Benguet municipalities had  been declared drug-cleared by the Philippine Drug Enforcement Agency (PDEA).

Botiwey said passage of the bill will enable farmers to diversify their produce.

"Our farmers can have diverse products shifting from vegetables to flowers and probably marijuana that is good in the preservation of the soil and production of quality agricultural products which are of high value," he said.

Last September, the House Committee on Health endorsed the controversial "Philippine Compassionate Medical Cannabis Act" which seeks to legalize and regulate the medical use of cannabis, or marijuana which, in other countries, has been accepted to have therapeutic purposes in the treatment of chronic or debilitating medical conditions.

The proposal would still pass under further scrutiny of Congress.  (PNA)

DUMAGUETE CITY – Local government units (LGUs) that benefit from the rich marine resources of Tañon Strait are urged to strictly implement fisheries laws to protect and conserve marine resources.

Danny Ocampo, Oceana Philippines oceans campaign manager, has reiterated the need to "highlight the importance of our marine resources in providing food security."

The recently held Fish Conservation Week is an important event to underscore this, Ocampo said in an interview Wednesday afternoon.

"In Tañon Strait, this is especially relevant for the 42 local government units of Cebu, Negros Oriental, and Negros Occidental," Ocampo said.

Tañon Strait, declared as a Protected Seascape by former President Fidel V. Ramos through Proclamation No. 1234 of 1998, separates the islands of Cebu and Negros.

Oceana Philippines, an international non-government organization, is continuously working closely with the authorities in Tañon Strait on marine conservation and protection, and most especially in the campaign against illegal commercial fishing.

It is promoting the implementation of the law that mandates the use of Vessel Monitoring Measures (VMMs), a new technology that allows the real-time tracking of fishing vessels.

"Most Filipinos rely on the sea not only as a primary source of food and protein but also as a source of livelihood," Ocampo noted.

"It is very important for fisheries laws to be implemented and compliance is encouraged from the fisheries sector," he added.

Meanwhile, Oceana Philippines vice president, Atty. Gloria-Estenzo Ramos, was quoted as saying: "Let us honor and ensure compliance with our fisheries and environmental laws while mainstreaming science-based decision-making and engaging citizens for the protection of our seas. These are the key ingredients for restoring the health of fishing grounds like the Tañon Strait, as we strengthen partnerships among stakeholders to ensure seafood security for all, forever."

Oceana participated in the recent activities of the 54th Fish Conservation Week spearheaded by the Bureau of Fisheries (BFAR) Region 7 in Cebu, a media release from Oceana said.

"This is an important celebration to highlight the importance of fisheries for food security, while emphasizing to our people that we have to conserve our marine resources now," BFAR Central Visayas Regional Director Dr. Allan Poquita was quoted as saying.

BFAR also launched the Cebuano primer on the Fisheries Code as amended by Republic Act 10654 in collaboration with Oceana.

The primer highlights the salient points of the amended Fisheries Code, including provisions on vessel monitoring, Citizen's Suits and Strategic Lawsuits Against Public Participation (SLAPP), Oceana said.

During the event, a special map highlighting the hotspot areas in the Cebu side of the Tañon Strait where illegal commercial and destructive fishing plus other violations of the law occur was unveiled.

It was the product of various workshops of the Tañon Strait's Small Management Units Cebu Cluster, Oceana said.  (PNA)

ZAMBOANGA CITY -- The city government has granted a three-day extension to 60 traveling merchants to do business here to enable them to recover their sale losses brought about by the inclement weather condition in this city.

City Permits and Licensing Division Chief Benjie Barredo on Wednesday said the extension granted to them is until November 3.
They started doing business on September 30 and supposed to end October 31. The city government granted them special business permits.

Barredo said his office considered the request of the traveling merchants for an extension since they incurred losses as some of the stocks were damaged as the stalls they occupy were destroyed by heavy downpour coupled with strong winds.

The traveling merchants are occupying a space along R.T. Lim commonly known as the Cawa-Cawa Boulevard making them vulnerable to inclement weather condition.

Zamboanga City experienced inclement weather condition last week due to intertropical convergence zone and the entry into the country of typhoon Paolo.

The traveling merchants are from the cities of Cebu, Davao, General Santos, Albay, Lamitan City, and other areas of the country.

They arrived in the city every October to do business in time for the celebration of the Zamboanga Hermosa Festival, the highlight of which was the feast day on October 12 of Our Lady of the Pillar, the most revered patrol saint of this city.

Among the products they sell included jewelries, food products, plants, house wares, and other items. (PNA)

CLARK FREEPORT, Pampanga -- The Engineering Department of Clark Development Corporation (CDC) reported the completion of 11.8-kilometer road that will facilitate travel inside the Freeport.

In a report submitted to CDC president-CEO Noel F. Manankil, the Construction and Management Division of the state-owned firm said that the three major highways in Clark which underwent rehabilitation were already finished.

These are the Manuel A. Roxas, Claro M. Recto and Jose Abad Santos highways. The widening project costs PHP269 million.

New road lanes were finished as the widening and major rehabilitation works for four major roads were completed also in time for the Association of South East Asian Nations (ASEAN) meetings here.

Moreover, the ongoing widening of 3.4 km-Gil Puyat road leading to Mabalacat gate amounting to PHP122 million is set for completion this November.

The widening project is CDC's contribution to the massive infrastructure buildup of the Duterte administration under the "Build, Build, Build" mantra.

For 2017, CDC is spending PHP1.3 billion from its internally-generated funds for all of its infra projects.

The additional road lanes include the six kilometers along Manuel A. Roxas Highway which was widened from two to three lanes on both sides; some 2.3 kilometers at the entire stretch of Claro M. Recto Avenue of which one lane was added on each side including the rehabilitation of the drainage system; and the 3.5 kilometers additional lane to the entire stretch of Jose Abad Santos Avenue.

All these new lanes are now passable to all types of vehicles.

Meanwhile, the Gil Puyat Avenue, the main thoroughfare leading to Mabalacat Gate, is only passable to light vehicles due to the on-going construction.

The CMD estimated that the road being rehabilitated is halfway through the major rehabilitation for the 6.8-kilometer road.

The said highway is being used by motorists coming from Mabalacat City in Pampanga and those coming from Tarlac province and other areas in northern Luzon.

The Friendship Gate, widened on approaches for ingress and egress here as well as the guard house, has been completed and can be accessed by motorists going to and from Clark and Angeles City.

The CMD reported that these infrastructure projects are geared towards attaining the corporation's goal to transform the Freeport into a modern industrial estate, and premier service and logistics hub for tourism and leisure. (PNA)

LUCENA CITY, Quezon – Quezon Governor David Suarez led his constituents Wednesday in saluting and expressing their admiration for Quezonian soldiers, the Southern Luzon Command (SOLCOM) military contingent based in Camp Nakar here, and all government forces deployed to Marawi City for their successful operations against the Maute terrorists.

Suarez said the entire Quezon hails the soldiers' heroism, bravery, sacrifice and love of country and cheers the soldiers' return to the province after their five-month stint in the war-torn city.

He made the congratulatory remarks and the "heroes' welcome" during the recent joint Provincial Development Council (PDC) – Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council meeting.

The governor presided over the meeting with Sangguniang Panlalawigan board members, municipal mayors, police officials, sector representatives and local government department heads at the Bulwagang Kalilayan.

The meeting focused on peace and order and public safety updates, including the crime situation report and internal security situation in the province.

He also lauded the provincial police leadership for the decline in crime rate and their intensified operations against hard drugs.

The provincial chief executive also told the local government and police officials to sustain their peace and order efforts to achieve a peaceful and progressive province.

Suarez enjoined the council members to intensify their comprehensive and proactive projects under his administration, anchored on the governor's thrust to transform Quezon's "next best three years" and onwards.

Department of Public Works and Highways (DPWH) engineering officials from the province's 1st, 3rd and 4th districts also briefed the conferees on the proposed infrastructure projects and budget, among them the proposed Southern Luzon Expressway (SLEX) extension project from Calamba City to Lucena City to spur development, not only in Quezon but in the Calabarzon region. DAVAO CITY – Davao City Mayor Sara Duterte-Carpio will seek the consent of the Department of Transportation (DOTr) not to implement the jeepney modernization here in view of the city mass transport program.

The city mayor said it would be pointless to require the modernization of the public utility vehicles (PUVs) when the city is embarking on the High Priority Bus System (HPBS), which is one of her priority programs during her term.

Duterte-Carpio said she wants to shift to the bus system as one of the modes of mass transport system in Davao City. The other two projects are the monorail and the Mindanao Railway System of the national government.

"I am preparing to talk to the national government not to implement the jeepney modernization in Davao City," Duterte-Carpio said.

The city mayor said she wanted to link the bus system to the project of the Regional Development Council (RDC) XI Metro Davao rail which starts from Digos in Davao del Sur connecting Davao City and down to Tagum City in Davao del Norte.

Duterte-Carpio is set to lay down works for the start of the HPBS by 2019 so that when a new mayor takes over the project is already implemented.

She said she started the concept of the bus system in 2010 when she was mayor.

Early this year, Duterte-Carpio issued EO 27 Series of 2017 creating the Transportation and Traffic Planning Committee mandated to work on the Comprehensive Transportation and Traffic Management Plan for the city.

Aside from other tasks, the mayor said the committee is also working with the Asian Development Bank (ADB) which is assisting the city shift from the outdated and expensive public utility jeepneys to a more convenient, cleaner, and faster mode of transportation.

The mayor earlier said, "We do not want our jeepney drivers to be poor and sickly, we want drivers to become entrepreneurs and invest in the HPBS project. In this way, they become our partners to a modernized transport system for the city."

Duterte-Carpio said there are many opportunities for the jeepney drivers under the HPBS project.

If drivers and operators do not want to become entrepreneurs, the city will launch retraining programs to become mechanics in the government-run bus depots. They can also work in the office for the bus system or engage in livelihood.

Under the HPBS project, jeepneys and tricycles will not be phased out as they will be used in feeder lines. Tricycles can ply in areas which cannot be served by jeepneys. The units which will not be registered anymore can be sold as scrap.

The PUV modernization program is touted to meet safety, energy efficiency, and emission standards in order to enhance commuter convenience.

Under the modernization program, jeepney units that are 15 years old will be replaced with Euro 4 engines or electrically-powered engines with solar panels for roofs. The units will also be equipped with closed-circuit television (CCTV) cameras, a GPS navigation system, an Automatic Fare Collection System (AFCS), speed limiters, dashboard cameras and Wi-Fi.

The jeepney modernization has been opposed because under the 53 Fleet Management Program, government will only give one franchise for 10 units, which drivers and operators cannot afford to buy or loan from the bank. (Lilian C. Mellejor/PNA)

MALOLOS CITY, Bulacan -- A total of 5,391 Bulakenyos have benefited from some PHP93 million worth of livelihood assistance provided by the Department of Labor and Employment (DOLE).

DOLE Regional Director Ana Dione said the livelihood assistance included various "Negokart" projects and starter kits for identified beneficiaries.

The beneficiaries were marginalized individuals from nine resettlement sites in the municipalities of Pandi, Norzagaray, Bocaue and Balagtas and City of San Jose del Monte, she noted.

Dione said the beneficiaries who received their "Negokarts" and starter kits have all undergone an entrepreneurship development training to ensure the proper management and operations of their businesses.

The fund for livelihood assistance was sourced from the Department of Labor and Employment (DOLE) Integrated Livelihood and Emergency Employment Program, otherwise known as DILEEP.

The provision of livelihood assistance will help uplift the lives of many marginal Bulakenyos and their families, according to 69-year-old ambulant vendor Victoria Alejo.

"It is God's blessings that DOLE and the local government provided us some 'Negokarts' which we can use in our livelihood that could uplift our lives," Alejo said. (PNA)

SAN JOSE De BUENAVISTA, Antique -- National Anti-Poverty Commission (NAPC) Secretary Liza Maza on Monday told residents of Anini-y to develop their own livelihood to stop them from being dependent on the national government's support particularly the Pantawid Pamilyang Pilipino Program (4Ps).

Maza, who led the unveiling of the Commemorative Stone Marker in Anini-y town, said 4Ps has helped reduce poverty in the municipality, but the people should have to strive hard to establish their own source of income and improve their local economy.

She said 4Ps is not a response for poverty eradication.

The NAPC secretary said the preparation of smoke fish, which was introduced by the Department of Trade and Industry (DTI), during its training to the coastal folks of Anini-y, as a possible livelihood that could grow into an industry.

She said slipper or footwear-making could be another livelihood to be pursued because of the abundance of the indigenous material or "banig" that could be used.

Meanwhile, Anini-y Mayor Maxfil Policar, in accepting the challenge of eradicating poverty by 2030, said that they will work hard to realize the goal.

He said that with the community fish landing center established by NAPC in Anini-y. fish vendors from his town no longer have to bring their catch to Iloilo, but rather expect vendors to now come to Anini-y to buy fish which could generate local income and thereby improve their economy.

Maza said the Commemorative Stone Marker unveiled on Monday signifies that the town is able to make a remarkable accomplishment of decreasing its poverty incidence by 26 percent.

She said Anini-y in 2009 then had a poverty incidence of 45 percent based on the Philippines Statistics Authority (PSA). (PNA)

BACOLOD CITY-- The provincial government of Negros Occidental is launching a campaign to raise funds and other forms of assistance for the rehabilitation of Marawi City.

Governor Alfredo Marañon Jr. said he presented the idea to President Rodrigo Duterte during the latter's visit to this city for the 38th MassKara Festival on Sunday, and he got the support of the Chief Executive for the initiative dubbed "Negros Cares."

"I will ask the Provincial Board for authority to spearhead the fund-raising and I (also) encourage the local government units to do the same," Marañon said.

Starting Monday, the governor appealed to Negrenses to donate in cash or in kind.

Marañon said he would also tap local churches, private organizations, sugar planters associations and other groups interested to help.

Although "Negros Cares" is not targeting any amount, he believes the bigger the better.

The drop off center for donations would be at the Provincial Capitol here, and other strategic areas, the governor said.

Moreover, Marañon also echoed the call of the President for the people to remain alert even after the crisis in Marawi had ended.

The governor said Negrenses should immediately report to authorities all suspicious people and activities in their communities.

Last June, Negros Occidental also donated a PHP1 million financial assistance to Marawi as unanimously approved by the Sangguniang Panlalawigan.

The fund was sourced from the province's subsidy for local government units released in the form of assistance and donations.

Marañon then said: "Negros Occidental stands with our Marawi brothers and sisters."
At the time, the Capitol accepted donations that included halal food packs and bottled water and non-food items such as hygiene kits, batteries/power banks, flashlights/portable lamps, first aid kits, blankets, and sleeping mats. (PNA)

BAGUIO CITY-- Presidential Communications Operations Office (PCOO) Assistant Secretary Marie Banaag during radio guestings in the city over the weekend expressed gratitude o Igorot soldiers who fought in Marawi conflict and also to their families for providing moral support.

"We are grateful to our fellow Igorots who did not leave Marawi and fought until the end to help gain the liberation of Marawi," she said during an interview at Love Radio Baguio and ABS-CBN-Baguio over the weekend.

She said the government had no words to express its gratitude to all the soldiers who supported the government's and the whole country's fight against the terrorists and their activities.

Talking about being a proud Cordilleran, "they want Cordillerans in Mindanao because they don't complain and they are always full of courage. Every time I am in Mindanao, I always see officials who are Cordillerans and the non-Cordillerans talking about the bravery of the Igorots. Everything about my being a Cordilleran, goes out to them," she said.

She added that with the liberation of Marawi, some could already go home. "Sa mga asawa na nag-aantay, I'm glad some can come home, but some are still in Marawi, in Mindanao," as there was still a need for the government soldiers and policemen to be there to secure the place.

Banaag also related the PCOO's recent visit in Marawi where she personally met Cordilleran soldiers, "If there is anything I can say, its more than thank you, I can never thank you enough. The President, this government, can never thank you enough with your sacrifices to your country."

She said a number of spouses and parents had sought for her help for the transfer in the assignment of their relative soldiers. "There were many asking for assistance for their relative to be brought home but I told them that this is not the time. I explained to them the situation, wherein Luzon will suffer the same fate, hopefully not, and Visayan or Mindanaoan soldiers will leave," thus it is not the time considering the situation there.

She also expressed the reiteration of President Rodrigo Roa Duterte, who did not only say, but gave his full support to soldiers and policemen, who were working hard to maintain peace and to protect the Filipinos against terrorism. (PNA)

TACLOBAN CITY -- The Department of Social Welfare and Development has started this week releasing PHP5,000 cash assistance meant for victims of super typhoon "Yolanda" who did not receive post-disaster emergency shelter assistance (ESA).

DSWD information officer for disaster Joshua Kempis said Tuesday the distribution was delayed due to lengthy validation process especially that some beneficiaries moved to other places.

The distribution had started in Basey, Samar, considering the town's proximity to the regional office, he said.

The release of cash assistance at the regional office here is still ongoing for Basey town with 1,154 recipients.

For Samar province alone, there are 11,453 beneficiaries from the towns of Marabut, Basey, Calbiga, Daram, Paranas, Pinabacdao, Zummaraga, and Catbalogan City.

"In areas like Eastern Samar and Northern Samar, we will send some personnel from the DSWD to distribute the cash assistance since they are far from the regional capital," Kempis said.

The cash aid is only intended for those who are qualified and submitted requirements before November 8, 2016. The government aims to complete the process before the year ends.

Linda Verbo, a mother of 11 from Balante village in Basey town, patiently waited for her turn to receive the aid at the DSWD regional office.

Her family has been staying in a makeshift house made of bamboo and tarpaulin after the monster typhoon flattened their village on November 8, 2013.

"Instead of using the money to fix our house, I will buy rice and school supplies for my children," Verbo said.

The DSWD needs about PHP1 billion from the Office of the President for the distribution of across the board cash assistance.

Between 2013 to 2015, the government had distributed PHP30,000 ESA for families with totally damaged houses and PHP10,000 for those with partially damaged houses. (PNA)

TUGUEGARAO CITY -- Bright pink-colored line markings were applied by the Department of Public Works and Highways (DPWH) to control blatant parking of vehicles along Santiago-Tuguegarao Road (STR) in Roxas, Isabela.

District Engineer Reynato Ubiña,of the DPWH - Isabela Second District Engineering Office (DPWH-ISDEO), has said that experimental use of pink- colored paint aims to call attention of motorists who normally ignore conventional white edge markings and rampantly park along roads and sidewalks.

"We painted the edge lines in pink which we think is more noticeable to catch the attention of motorists. The bright-colored edge lines will show the limits of the road boundaries, separating the sidewalks intended for pedestrians. This will also ward off illegal vendors loitering along the national road," Ubina said.

In the monitoring conducted by DPWH, the application of pink edge lines gained positive results as traffic congestion along the road stretch was significantly reduced. (PNA)

Three Army Brigade commanders were given promotion honors during the 30th foundation anniversary of the 6th Infantry Division based here.

Brigadier Generals Diosdado Carreon, 601st Army brigade chief, Jesus Sarsagat, 603rd Brigade commander, and Bismark Soliba, chief of 1st Mechanized Brigade, were recipients of the Army's traditional "doning of ranks."

"The new generals will work closely with the mayors and provincial governors and the Muslim and Christian religious communities to attain peace," Dela Vega said.

Soliba, the most senior among newly-promoted officials, is a graduate of Philippine Military Academy (PMA) in 1985 while Carreon and Sarsagat belong to PMA Class 87 and 88, respectively.

Meanwhile, Chief Supt. Graciano Mijares, a classmate of Sarsagat, assumed on Friday as director of the Police Regional Office-Autonomous Region in Muslim Mindanao (PRO-ARMM) at Camp SK Pendatun in Parang town in Maguindanao.

Army battalions under Sarsagat are deployed in Maguindanao and Lanao del Sur, two provinces where private armed groups and ISIS-inspired jihadist operate.

Dela Vega said his marching order for the brigade commanders was to suppress ISIS-inspired groups and private armed groups in their respective areas of assignment. (PNA)

SAN JOSE De BUENAVISTA, Antique -- Antique Governor Rhodora Cadiao said she has complete trust on Vice Governor Edgar Denosta and appealed to political detractors not to divide them but to help strengthen the economy of the province.

Cadiao, in her media interview on Tuesday, belied the text message purportedly from the cellular phone of Denosta mentioning the alleged suspension of the governor due to graft and himself vowing to lead a corrupt-free government in the province.

"We are now having the incident investigated," the governor said.

She said that it might be due to desperation of their political detractors who managed to "hack" the cellphone of Denosta and mislead Antiquenos.

Cadiao said the vice governor called to inform her about the text message last week while she was in Manila to speak in the forum of the National Nutrition Council concerning the malnutrition problem in the province.

"Give me my time to help our province," the governor said. (PNA)

Some K9 dogs will also be deployed in ports to help in the inspection, especially to detect explosives and illegal drugs.

DAVAO CITY -- Davao City Mayor Sara Duterte-Carpio convened the Davao City Peace Committee (DCPC) to set the guidance in holding local peace talks with the New People's Army (NPA).

During the meeting, the DCPC identified the three top Red commanders in Davao area with whom the committee can reach out for negotiation.

Duterte-Carpio said the three top NPA commanders operating in Davao were named during the preliminary meeting of the DCPC Tuesday to lay down initial plans before going full blast in the peace talks.

If these NPA commanders will ask her to personally meet them in the boondocks before the formal talks, Duterte-Carpio said she would be willing to do so.

"There is no problem with that," she added.

The city mayor, however, begged off to name the three. She said the DCPC has tasked a member to reach out to the commanders, whose operating area covers boundaries of Marilog in Davao City – North Cotabato-Bukidnon, and Paquibato in Davao City and Davao del Norte.

"This can change but we will be reaching out to them," she said.

She said this will be one concern to be settled by DCPC since the local peace talks with the NPA cover only Davao City area.

Among the other initial preparation is holding a peace building workshop of all members to let them understand all about peace negotiations and how to initiate peace talks.

Duterte-Carpio said she will be writing a letter to the Office of the Presidential Adviser on the Peace Process (OPAPP) informing Secretary Jesus Dureza of the local peace talks given that the secretary has already expressed no support to the city's initiative.

The city mayor emphasized there is no law that prohibits any local peace engagements. She said there is a provision in the Local Government Code that LGUs can go about the local peace process.

The mayor's chief-of-staff Atty Raul Nadela stressed the local talks is complementary to national peace negotiations rather than antagonistic.

The mayor has also taken in former government peace negotiator Irene Santiago as technical consultant to the DCPC, which is composed of retired judge Ridgway Tanjili as chair, City Social Services and Development Office (CSSDO) head Ma. Luisa Bermudo, Lawyer Eliza Lapeña from the City Legal Office, Captain Joselito Areja of Barangay Malabog and Davao City Archbishop Romulo Valles.

Duterte-Carpio said she considered Santiago's experience in peace building and as former peace negotiator under OPAPP.

The mayor cited the suggestions of Santiago during the preliminary meeting such as the peace building workshop.

In a press conference Tuesday, Tanjili said that during the preliminary meeting the mayor has given them guidance on how to move forward.

"Basically, the instruction is to work for the attainment of peace agreements with members of the progressive groups – the New People's Army," Tanjili said.

Archbishp Valles said there is no set date yet on the first peace talks.

"We are still organizing ourselves,' he said. He said the DCPC still need to identify names in the NPA with whom to deal with. Valles said the workshop is also important to refresh them on peace building.

"This is internal among ourselves," he told reporters.

Santiago also underscored the importance of knowing the situation on the ground. Santiago recommended data gathering such as what are the grievances that led to violence.

"This is not just bringing down the level of violence but going to the source of violence," she said. (Lilian C. Mellejor/PNA)

CLARK, Pampanga — Defense Secretary Delfin Lorenzana on Tuesday announced the continuing support and assistance of partner countries Australia, China and United States to the Philippines in the fight against terrorism.

Lorenzana, in a press conference after the ASEAN Defense Ministers' Meeting (ADMM) Plus at the ASEAN Convention Center here, acknowledged the substantial assistance to the government by the three countries in the fight against terrorists in Marawi City and their willingness to extend their efforts to help the Philippines combat the terror threats.

Lorenzana said that he personally thanked US Defense Secretary Jim Mattis during their bilateral talks about his government's assistance during the siege in Marawi City.

"I thanked him for the assistance that the US has given us in the fight against terrorism in Marawi City which I think is substantial assistance to us like the use of their assets such as surveillance planes and drones. They also provided us some information about terrorism," he said.

Lorenzana said he is also looking forward to the US plan to come up with programs that could help fight terrorism.

He likewise cited the Chinese government's assistance for the reconstruction and rehabilitation efforts in Marawi City. This includes the 35 units of heavy equipment such as of bulldozers, loaders, dump trucks received by the Department of Public Works and Highways (DPWH) last week.

The Armed Forces of the Philippines (AFP) in June received 3,000 M16s, 90 sniper rifles, ammunition for M16s and M14s. An additional 3,000 M16s were recently handed over by the Chinese government, he said.

Lorenzana also said the Chinese government would provide four fast boats to AFP to be used in the Sulu Sea.

DAVAO CITY -- The Mindanao Tourism Council (MTC) has strengthened its assistance and mentoring in developing a rural tourism plan through local government units.

MTC executive director Jonalier Perez said mentoring activities started years ago, but it still needs to beef up support especially from LGUs in the rural areas.

He said some of the LGUs already developed their tourism development plans at their own initiative. There are tourism development plans which MTC helped develop for areas where there are potentials.

"There are areas that we don't recommend especially areas with unstable peace and order condition," Perez said.

MTC, he said, is pushing for potential areas like Surigao's three municipalities. Perez did not disclose the details of the project.

He said Surigao, for instance, is a beach destination but MTC wants to put some elements so that it will really stand out.

He cited Lianga town in Surigao where MTC included in its tourism heritage because of its history. Lianga is also being pushed as an eco tourism site.

Perez also mentioned Sarangani Province and South Cotabato where there are already municipalities with tourism development plans which only need fine tuning. These will serve as their guide in their tourism programs and projects, he added.

Meanwhile, Perez admitted that tourist arrivals in Mindanao decreased after the declaration of Martial Law. But Perez underscored the increase of tourist receipts.

This means that tourists stayed longer with more spending.

Perez said MTC also embarked on training the ordinary people like the habal-habal drivers to become stakeholders to spread the socio-economic benefits of the tourism industry.

He said MTC will train them as informal tour guides, that is, servicing the tourists with little English in guiding them important places and must-see destinations in their area. (Digna D. Banzon/PNA)

CITY OF SAN FERNANDO, Pampanga--Some 715 employees, including city officials and department heads, of the local government of San Fernando on Tuesday underwent drug testing.

Mayor Edwin Santiago said this is pursuant to the memorandum circular issued by the Civil Service Commission (CSC) that mandates all public officials and government employees to a random drug test as a condition for continuous employment.

"We have tested half of the population of the LGU (local government unit) employees. They were selected randomly through electronic raffle system," Santiago said during the Preventive Drug Education and Advocacy Orientation.

The test was conducted by the DrugCheck Philippines Incorporated and results were expected to be released after three weeks.

According to CSC, any government official or employee who test positive shall undergo a drug dependency examination, which will only be conducted by the Department of Health (DOH) or any of its accredited medical practitioners to assess what type of user the person is and to determine the treatment needed.

"This is the first time that the city hall employees have undergone drug test. Aside from strengthening the anti-drug campaign of President Rodrigo Duterte, this will also boost public's trust in the government," Santiago said.

Meanwhile, the employees were also oriented about the cause and effects of substance abuse and the effective ways to treat and prevent drug-related disorders.

They were also reminded to refrain from cigarettes and alcohol, also known as dangerous combination that harm the human body. (PNA)

CLARK, Pampanga -- A direct communications infrastructure that will allow defense ministers from the Association of the Southeast Asian (ASEAN) region to communicate rapidly and orderly in a secured hotline and at the same time, promote good response operation within the regional community was launched Tuesday during the 4th Defense Ministers' Meeting (ADMM) Plus at the ASEAN Convention Center here.

During the event, Defense Secretary Delfin Lorenzana, as chairman of the ASEAN Defense Ministers' Meeting, together with Brunei Darussalam Minister of Energy and Industry Pehin Dato Seri Setia (Dr.) AWG Haji Mohammad Yasmin bin Haji Umar presented the key management system of the ASEAN Direct Communications Infrastructure for its official launch.

The launching of the ASEAN Direct Communications Infrastructure was also witnessed by the other defense ministers' of counterpart countries from Australia, China, India, Japan, New Zealand, South Korea and Russia.

In a video presentation during the launch by Brunei Darussalam which envisioned this initiative in 2013 ASEAN Defense Ministers' Meeting, Sultan Hassanal Bolkiah Mu'izzadin Waddaulah cited the need to address the security challenges afflicting the region.

"In my view, it is important to have in place practical procedures which could assist in avoiding undesired incidents at sea. For instance, if there is a major storm, fishermen may need them to take temporary shelters in disputed areas. Such innocent incidents may be misinterpreted and therefore, it would be appropriate to establish procedures for example, having a hotline to avoid misunderstanding," he said.

The ASEAN Direct Communications Infrastructure was adopted by ADMM to prevent and defuse misunderstanding and misinterpretations and therefore, prevent unnecessary incidents that would escalate to tensions.

The combined efforts of the ASEAN member states culminated with the signing of the contract for ASEAN Direct Communications Infrastructure in November 2015.

In 2016, the standard operating procedure was endorsed for the establishment of ASEAN Direct Communications Infrastructure which is considered vital in practical defense cooperation. (PNA)

BACOLOD CITY -- Mayor Evelio Leonardia here said the just-concluded 38th MassKara Festival has become even more unique and more historic with the presence of President Rodrigo Duterte for the second year in a row.

The President was the guest of honor during the festival highlights at the Bacolod public plaza Sunday night, and very impressed with the winning performance of Barangay 18 in the street and dance competition.

Barangay 18 was the eventual champion, depicting at its best the festival theme, "Bacolod: City of Southeast Asia" to coincide with the Philippines' hosting of the 50th anniversary of the Association of Southeast Asian Nations (ASEAN).

Leonardia said there could be no other festival in the country that the President has attended two years in a row aside from his hometown festival, "Kadayawan," of Davao City.

On October 2 last year, the Chief Executive also came to Bacolod to lead the opening rites of the festival's 37th edition.

"This has made Bacolod City the second home of the president," the mayor said. "So for all these efforts, the city has found the gold mine and the number one promoter of MassKara Festival in the President," he said.

"Sir, we are very thrilled and flattered. For the past many days we were celebrating, it was always raining but now that you're here, you brought sunshine back to Bacolod," the mayor told the President while giving a message before a crowd of thousands.

CEBU CITY -- President Rodrigo Duterte has given his word to sign an executive order declaring October 26, the day Cebu Archbishop Emeritus Ricardo Cardinal Vidal will be buried, a holiday in the entire province of Cebu.

The President gave his assurance past midnight of Monday when he paid his last respects to the late archbishop at the Cebu Metropolitan Cathedral here.

Duterte made a stopover in Cebu for a quick visit at the wake of Vidal after attending the 38th Masskara Festival in Bacolod City.

The President arrived around 12:05 Monday morning at the wake where he was welcomed by Cebu Archbishop Jose Palma and members of the cardinal's family.

After offering a silent prayer at the casket of Vidal, the President delivered a short speech at the Cathedral, assuring the declaration of October 26 as holiday.

Presidential Assistant for the Visayas Michael Dino, meanwhile, said he has yet to clarify the details of the executive order declaring Oct. 26 a holiday, but expects Duterte to sign the EO not later than Tuesday.

The President approached and extended his condolences to the prelate's younger brother, Juanito Vidal, who patiently waited for the Chief Executive's arrival on a wheelchair. Juanito was so excited to have finally met Duterte.

Duterte also asked for the Cebuanos' understanding that he could not stay long at the wake as he has a lot of documents to be signed in Malacañang.

Palma thanked the President for taking a brief moment of his time to visit the wake of the late cardinal.

Past Presidents Fidel V. Ramos, Gloria Macapagal Arroyo, and Benigno Simeon Aquino III, and Vice President Leni Robredo have also expressed their desire to come to Cebu, according to Palma, but have not announced their arrival dates yet. (PNA)

"The joint declaration being signed embodies the collective sense of the ASEAN defense ministers on the regional security environment. More importantly, it contains the ministers' shared thrust and specific undertakings to address the security challenges facing the region as well as the practical measures to promote cooperation," they said in a statement read during the signing ceremony held at the ASEAN Convention Center here.

After the signing, Defense Secretary Delfin Lorenzana, as ADMM chair together with ASEAN Secretary General Le Loung Minh, presented the signed joint declaration.

Lorenzana likewise handed to the ASEAN Secretary General the books that contained the outcome documents of the ADMM, defense and security perspectives of the Philippine Secretary of National Defense, and the evolution of the security community building in the region.

Since 2006 when the first ADMM convened, the defense ministers have consistently issued a joint declaration.

The ADMM is the highest defense consultative and cooperative mechanism in the ASEAN. It aims to promote mutual trust and confidence through greater understanding of defense and security challenges, as well as enhancement of transparency and openness among the 10 ASEAN member states.

On the other hand, the ADMM-Plus is a platform for ASEAN Defense Ministers to engage their counterparts from the Plus countries, namely: Australia, China, India, Japan, New Zealand, Republic of Korea, Russia and United States.

With the establishment of the ADMM-Plus in 2010, its Experts' Working Groups (EWGs) on humanitarian assistance and disaster response maritime security, counter-terrorism, military medicine, peacekeeping operations, humanitarian mine action and cybersecurity were organized to promote practical cooperation that would enhance the ADMM-Plus members' defense and military interoperability and capability.  (PNA)

In a resolution passed during its regular session on Monday, the SP endorsed and expressed its support to the assertion made by the local government of Sison that Sitio Saguitlang in Barangay Labayug, is part of its territorial jurisdiction.

Fifth District Board Member Rosary Gracia Perez-Tababa, sponsor of the resolution, admitted that the long unresolved boundary dispute between Sison, Pangasinan and Tuba, Benguet heated up anew when the Sangguniang Bayan (SB) of Tuba has passed a resolution requesting proper government agencies "to deliver its share in the utilization of natural resources in its area by the Northern Cement Corporation (NCC)".

In response to the Tuba resolution, the SB of Sison has passed its own Resolution No. 17-066 strongly emphasizing that Sitio Saguitlang is a territorial and administrative portion of Barangay Labayug, a distinct and lawfully mandated barangay of Sison.

Sison Mayor Danilo Uy, maintaining that Sitio Saguitlang is part of his town, has earlier appealed for support from the SP against the claim of Tuba, Benguet.

Tababa said Sitio Saguitlang where NCC is conducting its extraction activity comprises 1,560 hectares, adding that since it started its operations 50 years ago, the company has been paying extraction fees, real property taxes and mining taxes yearly to Sison town.

DAVAO CITY -- Filipina challenger Gretchen Abaniel vowed to win her rematch with the reigning International Boxing Federation (IBF) World Female minimumweight champion Zong Ju Cai on October 28 at the Macau East Asian Games Dome in Macao.

"I will do everything in order to win. By God's grace I can do all things thru Christ," said Abaniel in a chat message on Facebook.

Abaniel has been training under Tony del Vecchio at the Bondi Boxing Club in Sydney, Australia. Among her sparring partners were Hayden Harbutt and Australian national team member Skye Nicolson.

Abaniel lost to Cai by a unanimous decision in their first encounter for the vacant WBC Asian Boxing Council Continental and WBC International Female minimumweight titles held February 22, 2015 in Wenshan.

"Cai is a smart fighter (but) she is not dangerous because she is not that really powerful before," said Abaniel.

"But I don't know already maybe she is now powerful. That's why we will just have to outwit against each other on the ring," Abaniel added.

"I'll focus on our fight plan. And I know she has the hometown crowd but I will not be destructed by this because I'm getting used to fighting in the opponent's hometown," said Abaniel.

Abaniel is arriving in Manila on Oct. 25 but her Australian manager Robert Hill and some friends had already arrived early to join her flight to Chna on Oct. 26 at 7 p.m. Abaniel is the first challenger of Cai, who previously dethroned Japanese Etsuko Tada last January 30 at the Cotai Arena, Venetian Resort in Macao.

The 26-year-old Cai (9W-1L-0D, 1 KO) also captured the vacant IBF Inter-Continental female minimumweight title by a unanimous decision against Siriporn Thaveesuek last year in Beijing.

Abaniel (18W-8L-0D, 6 KOs) is fresh from a unanimous decision win against Chamaporn Chairin held September 30 at The Flash Grand Ballroom of the Elorde Sports Complex in Paranaque City.

The 31-year-old Abaniel, a native of Puerto Princesa City, also beat Saowaluk Nareepangsri by a unanimous decision last year at Punchbowl, Australia to capture both the Global Boxing Union Female World and vacant Women's International Boxing Association world minimumweight titles. DAVAO CITY – The Civil Aviation Authority of the Philippines (CAAP) has vowed to work harder to spring back the Davao International Airport (DIA) to top ten list of best airports in Asia.

Last week, DIA, which is officially named as Francisco Bangoy International Airport, was among the four Philippine airports in the list of the top 25 best airports in Asia for 2017. The others are the Iloilo International Airport, Mactan-Cebu International Airport, and Clark International Airport.ector Nabua, officer-in-charge of CAAP in Davao, was happy DIA is now at number 17 of best airports in the world in the recent survey.

He said DIA was at No. 9 in the past, but slid down in the ranking for two years due to lack of air conditioning system at the terminal building.

It took time for CAAP-Davao to acquire and install the centralized air conditioning system because it has to undergo government processes. The system amounted to P45 million.

This year, Nabua said CAAP installed the system, beautified the surroundings and repainted the terminal building.

Probably, he said this came in time for the survey that DIA made it back to best airports.

But Nabua said CAAP Davao's goal is to bring back DIA to the top ten list of best airports not just on aesthetics but modernizing all the air navigational system and facilities.

He said the national government already made improvements on the navigational facilities in January, activated the radar to comply with surveillance system which enables one to see actual position of flight and ensure safety.

The improvement of navigational facilities alone would amount to billions, Nabua said.

For Davao airport, Nabua said the government allocated P6 million for interior and exterior improvements such as repairs, waiting sheds for well-wishers, and roof cover for path walks, which was one of the top complaints of passengers.

For security, CAAP installed a total of 68 CCTVs in the whole complex.

Other complaints are the long queue at the X-ray machine and terminal fee.

Nabua said the terminal fee will now be included in plane tickets. However, he said this is not fully implemented.

"Hopefully, we can put back Davao Airport to top ten at least next to Iloilo and Laoag International Airports," Nabua said. (Lilian C. Mellejor/PNA)

DAVAO CITY -- The Police Regional Office (PRO) XI has continued to call on the public's cooperation as it remains on high alert against terror attacks.

Police have tightened security measures following the fall of the Maute terror group.

PRO XI spokesperson Chief Insp. Andrea Dela Cerna said that although the Davao Region is generally peaceful, law enforcers are not discounting the possibility of a spillover of Maute sympathizers and allies.

"Yung mga suspicious personalities, vehicles, bags and luggage na unattended, basta po tayo ay nagduda anything po na kakaiba at hindi po ordinary, kapitbahay niyo po na hindi niyo naman kilala at napapansin ninyo na meron silang ginagawa na di kanais-nasi na activity ipagbigay alam niyo agad sa amin. Napakalaking tulong po yung ganyan sa atin po (Those suspicious personalities, vehicles and unattended bags ang luggage, anything you suspect unusual and not ordinary, neighbors who you don't even know and you noticed they do any suspicious activity, report that to us immediately. It's a big help for us)," Dela Cerna said.

She said the cooperation of the public will help them prevent any possible terror attack in the region.

Dela Cerna said all police units are directed to secure all vital installations and places of convergence in the region and conduct stringent security measures.

Earlier, Eastern Mindanao Command (EastMinCom) spokesperson Maj. Ezra L. Balagtey bared that the command has tightened its security measures in all areas to prevent reprisal attacks from Maute Group.

Balagtey said the tightening of security will include the "intensification of security operations" especially in the areas of convergence such as malls and places of worships.

There will be stricter conduct of checkpoints in some areas to ensure the safety of all citizens in the region. (Armando Fenequito Jr/PNA)

CLARK, Pampanga --The state-owned Bases Conversion and Development Authority (BCDA) is now implementing and developing Phase I of the New Clark City, one of the big ticket projects under the "Build, Build, Build" Infrastructure Program and poised to become the country's first smart, green and disaster-resilient city.

BCDA president and CEO Vicencio Dizon, on the sidelines of the 11th Defense Ministers' Meeting (ADMM) and 4th ADMM-Plus held here, said they have already finished the master plan for the 9,450-hectare development of the New Clark City that will be presented soon to the business community to attract investments.

"We just finalized few weeks ago the master plan which was started during the Aquino administration under the leadership of former BCDA president Arnel Casanova and we have to really praise them for a fantastic design project and it is the job now of the Duterte administration and the BCDA leadership not only to continue but to fast track this new city and we are planning to do that now," Dizon said.

He said the development of phase I of the Clark Green City started with the construction of the road and transportation infrastructure.

He said the bidding for the two vital roads leading to New Clark City will open next year.

"It might be earlier if we are allowed to tender earlier this year but awarding of the two road projects will be in January," Dizon said.

The two road projects are the 15- to18-kilometer road that will connect New Clark City to Clark International Airport and the seven to eight kilometers road from New Clark City to Subic-Clark-Tarlac Expressway (SCTEX).

"That are the priorities. We will build those two projects. The target completion is on the third quarter of 2019," he said.

Dizon also disclosed that the New Clark City will be the venue of some events for the Philippine's hosting of the Southeast Asian Games.

"I cannot announce yet what facilities to be built as this will be announced by the Philippine Sports Commission (PSC) and the Southeast Asian Games Organizing Committee. But, we will start the construction of the facilities which will be completed by 2019," he added. (PNA)

ILOILO CITY -- A total of 348 centenarians in Western Visayas on Monday each received PHP100,000 cash incentive from the Department of Social Welfare and Development (DWSD).

Together with the cash reward, the centenarians also received their respective letter of congratulations from President Rodrigo Duterte for reaching 100 years old or more.

DSWD-6 focal person for Persons with Disabilities and Older Persons, Judith Tanate, in an interview said there are only 12 remaining centenarians, all from Negros Occidental, who are yet to receive the cash incentives.

She explained that they are still waiting for the documents of these 12 centenarians so they could already disburse their cash and letter of felicitation.

Based on the guidelines of DSWD on cash incentives, original copy of the birth certificate of the centenarian is the primary document needed by the department. If not available, the department could accept primary identification card like the senior citizen's identification and any Philippine government-issued ID which shows the citizenship and birth date of the individual.

Other alternative documents in case the abovementioned IDs are still unavailable, are baptismal or confirmation records, marriage certificate, old school documents, birth certificate of children, or an affidavit executed by at least two disinterested persons at least 80 years old with personal knowledge of the centenarian's actual age or date of birth.

To recall, Western Visayas has a total of 360 identified centenarians for 2016. The department has allotted PHP36 million for their incentives. (Cindy Ferrer/PNA)

ZAMBOANGA CITY -- The City Engineer's Office recorded more than PhP15 million worth of infrastructures have been damaged by the recent flashflood and storm surge in this city.

Flashflood and storm surge spawned by intertropical convergence zone (ITCZ) and the entry of typhoon Paolo in the country inundated last week 23 of this city's 98 barangays.

Christopher Navarro, officer-in-charge of the City Engineer's Office, on Monday disclosed that most of the damaged infrastructures are slope protection, spillway and cross drain.

Navarro said they will redesign the structure of slope protection to make it weather resilient to prevent similar destruction in the future.

He said they will also tap the assistance of the barangay officials to disallow people from building houses along riverbanks.

"The purpose of the slope protection is to protect soil erosion. The presence of riverbank dwellers affect the integrity of the slope protection structures due to improper waste water disposal," he said.

Navarro said riverbank dwellers are vulnerable to flashflood in times of inclement weather condition. (PNA)
