My wedding song of my very private wedding...
i cant help myself from sobbing,
my tears fell from the beginning of the ceremony til the end...
last three months ago Dione came in town to perform and we watch...
when she sang this song, again tears fell down my cheeks,
im just too in love i guess ...

Words:Deborah D. Smith
Music: Michael W. Smith

Packing up the dreams God planted
In the fertile soil of you
Can't believe the hopes He's granted
Means a chapter in your life is through
But we'll keep you close as always
It won't even seem you've gone
cause our hearts in big and small ways
Will keep the love that keeps us strong

Chorus:
And friends are friends forever
If the Lord is the Lord of them
And a friend will not say never
cause the welcome will not end

Though it's hard to let you go
In the Father's hands we know
That a lifetime's not too long to live as friends.

With the faith and love God's given
Springing from the hope we know
We will pray the joy you'll live in
Is the strength that now you show

But we'll keep you close as always
It won't even seem you've gone
cause our hearts in big and small ways
Will keep the love that keeps us strong

as i started to go through the lines,
i burst to cry...,the lyrics is soooo meaningful but then,
i began to hear the melody...ohhhhh..cant help myself but :'( :'( :'( :'(
huhuhuhu...Mike you ruin my Saturday coz i begun with "sakit sa dughan"
but dont you worry...crying for happiness..a mixed feelin of sentimentality...

if theres another words as greatttt,fabulous,super...rocketz-cooL..dat
would be the wordz i wanna jot down here....

you've got it Boi...a perfect selection...ja ja ja ...TB Theme Song...

cry....cry...cry...cry.. :'( :'( :'(

My only concern is the realities of tectonics. The Philippines, like most of south east asia and east asia lay within the Ring of Fire. In ever constant motion, the Philippine trench clashes with the Marianna Trench as well as the northern plates near the Yellow Sea. Hence there are the residual occurrences of earth quakes, typhoons, (and other similar meteorological effects). Which would be a detriment to the base and structure of this said bridge. If a bridge were to be built--one thing is clear--international aid in creating the superstructure must be garnered and plans must be finalized in order for this to succeed.

Who knows, maybe it will be completed; but as of right now---we need more finances to back it up. And political solidarity from Region 7; as well as national support.

btaw nop? dli jud na madali-dali oi...there are so many things to be considered and be evaluated jud.,
tiaw bay magbaktas ko paingon Cebu unya mokalit ug ka hagba ang bridge?? agoyyy ang Iho magkatawa.

(The Author won award for this Essay)

Paolo Mangahas head of WWF in
Malaysia, recently
won an award for this essay
------------

LAST night, I had dinner with a German friend to
talk about her planned trip to the Philippines. She
had just completed an internship program in one
of the law firms here in Malaysia and wanted to
take a short holiday in a nearby country before
headng off to Australia to finish her studies. She
wanted to know more about the Philippines and
asked me for tips on making the most of the two-
and-a-half weeks that she had allotted for this vacation.

We planned her trip between bites, armed only
with a faded map of the Philippines that we had
downloaded from the Internet. My goal was to
identify all the "must-see" places in the country
(her criteria being beaches and volcanoes), plot
them according to distance and flight routes, and
then cram them all in 17 days. A tall order indeed,
especially for someone like me who has never had a
sense of direction even in my own neighborhood. For
the life of me, I could not spot where Boracay was on
her map. So I took the easy way out and told her to go to Palawan instead.

I carried on with the task like a diligent student trying to remember my geography,
starting from the rice terraces in Banaue up north, moving down south
to the Mayon Volcano in Bicol and the Chocolate Hills in Bohol. It was an embarrassing
ordeal nonetheless as she could see that I was struggling to find all the
other attractive destinations on the map, which in turn made me realize how little I
truly knew about my own country. She was very excited about the trip
and was eager to learn more about the country and its people.

She imagined the Philippines to be an eternal fiesta of Spanish and Chinese Third-World
flair, filled with warm and accommodating people who all speak with a clear American accent, where
all men have the handsome earthy appeal of Jericho Rosales and women the heavenly mestiza charms of Kristine Hermosa (thanks to Filipino soap operas that have become so popular here in Malaysia). It was certainly one of the most honest cultural impressions that I
have ever heard and quite amusingly, one shared by many. In my German friend's opinion, the Philippines is one of the most open-minded countries in Southeast Asia. I found this view
rather interesting, especially since it came from a European who has never stepped foot in the Philippines and whose only direct exposure to the country, was me.

The funny thing about cultural impressions is that they often come from a place of both
acute perception and blatant ignorance, split in the middle by what is painfully true. But
they are what they are ~ impressions. Quite naturally, my friend and I have come to build our own
impressions about Malaysia in the several months that we have been here. Malaysia is a beautiful
country that seems to be in a hurry to develop economically, but is hampered by a palpable trace of
social reluctance. It seems grounded on an age-old culture that simply does not mix well
with progress, or at least the kind dictated and exemplified by the Western world. I find this true
for most developing Asian countries, including the Philippines.

My friend pointed out that she has never seen a beggar in the streets of Kuala Lumpur
since she moved here and asked me if it is the same in the Philippines. As a matter of fact, she
admitted that she has never seen a beggar up close in her whole life and asked me to explain how it is to live in a poor country like mine.

She wanted to know more about poverty. Her question struck a chord in me because
I realized that apart from Jericho Rosales, this woman had absolutely no idea about the country
where she was going and how it was out there. Here was someone
who came to me wanting to know more about my country and the best I could offer was
a geographical representation of scenic destinations, which I hardly even knew myself.

By this time, I had put down the pen I was holding,
set aside the map, and got ready to explain to her details about my country. I did not
know where to begin. After all, how does one explain poverty to
someone who has never experienced it before? To make things more relevant to her, I
started by comparing the Philippines to Malaysia. I told her that blue-collar workers in the Philippines
did not have the same opportunities as the ones in Malaysia, who can afford to eat in the same
restaurants where executives eat or even shop in stores where their own bosses shop. I told her that unlike the ones I have met in Malaysia, secretaries and administrative clerks in the Philippines will eat in posh restaurants only on very special occasions and can barely afford
to travel to other countries. I then told her about the beggars, young and old, who parade
the streets of Manila, the children who knock on car windows selling sampaguita, the mothers who
have to forage for food in garbage landfills, and the unemployed fathers who waste their lives on drugs and alcohol.

I told her about the shanties that bedeck highways
and railroads, the unproductive traffic jams, the garbage-infested streets and sewers,
and the regular typhoons that flood the country and exacerbate
already poor living conditions. I told her that poverty in the Philippines
unapologetically hits you in the face the very moment you step in. It is an open
wound just waiting to be healed.

My friend looked shaken, as if experiencing for the
first time a world she has seen only on TV. That was
when my tears started to fall. I could not help it. I have never cried in front of a semi-
stranger before but for some reason, I cried this time because she
was still not immune to these things.

Her unawareness taught me to see poverty as if for
the first time myself, which brought out a lot of
pain. I have become so used to the pain that I have
forgotten how it felt until I painted for her the sad face of poverty.

I then found myself having to explain to her that despite all these, the Philippines is
still a beautiful country and this you will also feel the very moment
you get there. It is a beauty characterized by the
indomitable human spirit of a people who have seen
better days and yet still have the capacity to find a
piece of heaven in their lives. It is a beauty defined
by the untiring faith of a people who have learned
to acknowledge their plight with reverence and yet
have never lost the courage to dream big dreams.

It is a beauty characterized by the painful history of
a people who have been abused and pillaged
through the years and yet still have so much of
themselves to give.

Now her tears were falling, smearing the map that I
had earlier vandalized with circles and arrows. But
I knew it did not matter anymore at this point. I
realized that my friend had learned all she needed
to know about my country and my people. She
thanked me profusely, saying that she came to me
wanting to know more about how poor the Philippines is but in the end, she
learned how abundantly blessed Filipinos truly are.

A beach is a beach and a volcano is a volcano
anywhere in the world, but it is the people who
make the difference. I learned in that moment that
I may not know the geographical features of my
country all too well, but I sure know its heart and
its soul because it is who I am. The real poverty
lies in not knowing this.

The following is taken from an autobiography written by Albert Einstein.
Please note that Albert Einstein was a Jew, and one who never, in his life, denied the existence of God.
On the contrary, he was a firm believer.
++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++

A child in the sixth grade in a Sunday School in New York City, with the encouragement of her teacher, wrote to Einstein in Princeton on 19 January I936 asking him whether scientists pray, and if so what they pray for. Einstein replied as follows on 24 January 1936:

I have tried to respond to your question as simply as I could. Here is my answer. Scientific research is based on the idea that everything that takes place is determined by laws of nature, and therefore this holds for the actions of people. For this reason, a research scientist will hardly be inclined to believe that events could be influenced by a prayer, i.e. by a wish addressed to a supernatural Being.

However, it must be admitted that our actual knowledge of these laws is only imperfect and fragmentary, so that, actually, the belief in the existence of basic all-embracing laws in Nature also rests on a sort of faith. All the same this faith has been largely justified so far by the success of scientific research. But, on the other hand, every one who is seriously involved in the pursuit of science becomes convinced that a spirit is manifest in the laws of the Universe â€" spirit vastly superior to that of man, and one in the face of which we with our modest powers must feel humble.

jawohl, he was greatttt,
i like him really...

I just want to share with you this... I find it nice....

I had some free time, so what did I do?
I checked the computer to see if I'd heard from you!

I used to walk out to a box to retrieve mail.
But I'd rather get it instantly, than wait on the snail!

Checking  Tubag Bohol is always fun!
I usually get a joke or greeting from someone.

I feel so blessed because on the other end,
I know I've connected with a friend!

When I've had a hard day and need to share,
Here I can find a friend who will listen and care.

And to this friend I hope I've let them know
That I am always there for them also!

Isn't it a strange kind of bond we form?
It isn't exactly like the "norm"!

But, where is it written, face to face we must be,
For you to be a very good friend to me??

That little joke or note, or just a simple "Hi",
Could be like a ray of sunshine from the sky!

So my online pals, this is dedicated to you,
For all the smiles you have made anew!

May our friendship continue to grow,
And the warmth we feel continue to flow!

Always remember this...
A smile is such an easy thing to pass along the way,
Like a ray of summer sunshine,
On a somewhat gloomy day!!

Thank you for being my Online Friend!!!

Struggle back home

After several performers at the Expo 2005 Aichi in Japan failed to return to the Philippines after the event, a crackdown on undocumented workers in Japan followed suit and Lian was among those arrested in December 2005. Through the help of Migrante and its network groups in Japan, he stayed in jail only for five days. An undocumented worker who is arrested usually stays in jail for up to four months while the papers are being processed. In jail, he saw OFWs who were crying. “Umiiyak sila kasi hindi ‘yun ‘yung expectations nila, hindi pa sila prepared umuwi dahil wala pa silang ipon," (They were crying because they didn’t expect to be caught so soon. They were not yet prepared to go home because they had no savings yet.) he said.

Back in the Philippines, Lian continued helping OFWs and their families through Migrante International, taking the position of deputy secretary general.

Recently, a former Pinay entertainer who was deported in the Philippines together with her child, who was born out of wedlock with a Japanese, sought Migrante’s help. Her daughter is already 14 years old, has never met her father and has not received any support from him. Lian accompanied them to the Japanese Embassy in Manila. But Lian said, an Embassy official told them that they only process visas for those who want to go to Japan and do not intervene in family problems.

Meanwhile, in a gathering of Japanese-Filipino children in Pasay City in September, Senate Minority Leader Aquilino "Nene" Q. Pimentel, Jr. called on the Department of Foreign Affairs (DFA) to take the initiative to negotiate a bilateral agreement with the Japanese government to address the plight of Filipino children who have been left behind by their Japanese fathers.

"It is better to immediately raise this issue as a concern of the government of the Philippines by directly talking with the foreign office of Japan and suggesting that we should have some agreement to help these children of Japanese parents in the Philippines," said Pimentel, noting that there are about 200,000 "abandoned" children of Japanese parentage sometimes called "Japinoys" or “Japino."

He promised to help those in the gathering secure the necessary papers with the National Statistics Office (NSO) to establish their birth and nationality since, he said, they are considered Filipino citizens under Philippine laws because their mothers are Filipinos. -

Organizing OFWs

Although Lian had his own problems and is also trying to earn a living in Japan, he still found time to help other Filipinos who encounter problems or run into trouble in Japan. Helping others is not new to Lian. Before working abroad, Lian was the vice president of the Food Terminal, Inc. (FTI)’s union, the Nagkakaisang Bisig ng Manggagawa sa FTI (NBMFTI or United Strength of Workers of FTI) which is under the militant federation the Association of Democratic Labor Organizations-Kilusang Mayo Uno (ADLO-KMU).

While in Japan, Lian became an active member-organizer of the Kapisanan ng mga Filipinong Nagkakaisa (KAFIN or Association of United Filipinos) and Migrante-Japan, member organizations of the OFW alliance Migrante International.

During his free time every Monday and Tuesday, especially during the lean season from February to May, Lian discussed migrant concerns with club girls. To be able to reach out to Filipina entertainers from other clubs, he even sometimes asked his Japanese friends to accompany him.

He said that Filipina entertainers could easily relate to the problems and concerns he discussed with them but are too busy to allot time for migrant organizing work. The spare time the entertainers have, Lian said, they use for other jobs.

Among the concerns usually expressed by Filipina entertainers is their fear of getting pregnant. While pregnant, the entertainer had to stop working and would have no means to pay her bills and rent. She would be in a worse state if the Japanese father abandons her child or refuses to give support. Women, in this situation usually seek the help of Migrante-Japan.

Migrante-Japan, with the help of allied Filipino migrant groups, provides temporary shelter and coordinates with public hospitals and other non-government organizations to access free health services for the entertainer until she delivered her baby. Often, Filipina entertainers who get impregnated receive negative comments from hospital workers such as, “nagpapabuntis lang sa Hapon para manatili sa Japan," (You purposely got impregnated from a Japanese man so you would be allowed to stay and work in Japan.) said Lian.

After giving birth, these women would have to go back to the club to work not only for themselves and families in the Philippines, but also for their newborn. Migrante-Japan said that children of Filipinas from Japanese men could be given visas if the fathers recognize them in paper. If the child is immediately recognized by the Japanese father before birth, s/he would automatically become a Japanese citizen. If the child was recognized after birth, s/he becomes a “taiji ninchi." Ninchi children could choose their preferred nationality when they reach the legal age of 18.

If the parents of a child are Bilogs, Migrante-Japan said, the child remains a bilog even though s/he was born in Japan, and thus, could be arrested and deported anytime.

According to the Commission on Overseas Filipinos, of the 258,977 Filipinos in Japan, 30,700 are considered irregulars or "Bilog" as of December 2006 despite the country’s stricter policies in accepting entertainers. Migrante-Japan and KAFIN are campaigning for the granting of special permits to stay in Japan for Bilog children.

KAFIN and Migrante-Japan also help solicit plane tickets for jailed OFWs who are being deported.

Entertainers

According to Lian, OFWs in Japan usually work in construction, factory, hotel service and baby-sitting jobs. Aside from these, Filipinos are also visible in the “entertainment" business, he said, referring to what is known in the Philippines as Japayukis.

Lian personally saw the plight of Filipina entertainers, who included minors, when he worked at the Diamond and Haliparot clubs. Since competition between clubs lining a street is tough, Lian said, women entertainers wore only thongs and stringed bras where only the nipples are covered to attract customers. Other Filipinos work as bouncers and yobikomi or those who call for customers in the streets, even when the nights were very cold or during strong rains.

Veteran-entertainers have a monthly earning quota of 35 lapad or 350,000 Yen ($3,136 at an exchange rate of $1=Â¥ 111.59), he said, and 15 lapad or 150,000 Yen ($1,344) for beginners. Entertainers who failed to earn their quota were scolded by the Mama San and humiliated in front of fellow entertainers. Those who were hired through agencies, Lian said, were given their salaries only after six months to prevent them form running away.

Lian said some Filipina Mama Sans and their Japanese husband would adopt a girl from the Philippines. He said that once the adoption papers are in order, the girl, frequently a minor, has to work in the Mama San’s club for three years. The girl could only work outside the club after her “contract."

“Dapat madiskarte, game lumabas, makarinyo," (She should be shrewd, willing to go out, and flirtatious.) Lian said, as he described how the girl should act to earn money from tips.

Some single parent Filipinas, who were abandoned by their Japanese partners, also work in clubs on a part-time basis, Lian said. They usually work at the club after their working hours in factories, Lian added.

Some Filipinas, Lian said, resort to marrying or living in with old well-off Japanese men to survive in Japan.

Living in the shadows in the 'Land of the Rising Sun'
AUBREY MAKILAN, Bulatlat
12/11/2007 | 09:30 PM

Having been a “Bilog" (a term used by Filipinos working in Japan to refer to undocumented workers) himself in Japan for 13 years did not prevent Lian Santos from helping fellow undocumented overseas Filipino workers (OFWs), exploited Filipina entertainers, and abandoned Filipino-Japanese children in the Land of the Rising Sun, and until now that he is finally home in the Philippines.

A bilog in Japan

Fifteen years ago, in 1992, Lian decided to work abroad to provide for a better life for his family of four, especially for his two growing daughters who were then three and seven years old.

At that time, Lian was among the many aspiring OFWs who were forced to engage in a risky scheme to facilitate their entry into Japan.

Lian recalled that invitations were sent to an association of handicraft business firms for a trade exhibit in Japan. Instead of giving the invitations to the business owners, some personnel in the association decided to use these to earn money. They sold the invitations to illegal recruiters who in turn used these to facilitate the entry into Japan of aspiring migrant workers who would pretend that they would be participating in the exhibit.

Although the interviewer from the Japanese Embassy suspected that something was amiss because Lian did not look like a businessman with his sun-burned complexion and simple bearing, he nevertheless granted a visa to Lian.

Lian was given a visa under the name of Rodolfo Sola, Jr., the businessman to whom the invitation was addressed. Those who did not pass the interviews, Lian said, were provided by the recruiters with “escorts" to “fix their problems" with immigration authorities.

From 1992-2000, Lian worked as a house or building painter, nickelsmith, and a welder in Japan. After he developed eye problems from his work as nickelsmith and also as welder and when he got bored of his “anti-social" jobs because, he said, he had no companion aside from his tools and machines, Lian decided to look for another job. Lian worked as an all-around staff in a club, doing the jobs of a cook, bouncer, table setter, and janitor from 7 p.m. to 2 a.m..

“Ako ang unang papasok at ang huling uuwi," (I was the first to arrive and the last to leave.) he said. “Pati suka sa CR, ihi, lilinisin ko lahat ‘yun." (I cleaned even vomit and urine in the comfort room.)

Aside from his exhausting jobs, Lian also battled homesickness. He felt lonelier when he was confined in a hospital for a week due to ulcer. His friends could only visit him during their day off, if they had one. Unfortunately, they could not visit him after work hours because visiting hours were limited.

Lubong sa pulis nga napatay abagahon sa Cebu city gov't
12/11/2007 | 06:51 PM

HONG KONG - A Filipino couple appears to have made history by becoming the first foreign domestic helpers to have been granted unconditional stay here.

Friends of Daniel and Irene Domingo say the much-coveted change in status was stamped on the couple's passports last month, after a protracted battle with the Immigration Department to have their status changed.

The visa is valid for one year, and no longer carries the condition that either of the couple should remain employed as a domestic helper by a designated HK resident.

It's understood the couple were granted the change in status as dependants of their two older children, Dariel, 14 and Darlene, 12, who in February last year became the first children of FDH parents to have received right of abode (ROA) in HK.

Both children were born in HK, and have always lived here with their parents. Daniel himself would not comment on the report, saying he and his wife still have to hurdle another problem: that of bringing back their youngest child who, though born in Hong Kong, had to stay behind in Philippines when Irene's work contract was prematurely terminated about three years ago.

They have been unable to bring him back because HK authorities refused to grant him a dependant's visa like his two older siblings.

Daniel also confessed to not being entirely clear as to what the change in their status meant, except that he is no longer required to work as a domestic helper.

"Pero siguro hindi muna ako aalis sa employer ko," said Daniel, whose expatriate employer has generously provided shelter for his family in his Lamma home.

Daniel also credits prominent human rights lawyer Mark Daly for getting the Immigration Department to reconsider its decision against granting residency to his family.

On his own, Daniel began the quest for ROA for his two children in May 2003, when Dariel was about to turn 11, the age when children of resident parents are able to apply for a HK ID card. Immigration rejected the application after one year.

Undaunted, Daniel explored other options, including taking his case to the Registration of Persons Tribunal. With help from The Sun, Daniel then met Daly, who lost no time in informing Immigration of his interest in the case.

Within a month, Immigration had a change of heart, and notified the Domingo family that the children could already have their permanent HK ID cards.

With that out of the way, the Domingo couple, helped by Daly, took the bolder attempt of acquiring the same status for themselves, in line with Basic Law provision allowing permanent residency to those who have lived in Hong Kong "for a continuous period of not less than seven years." Daniel has been working and living in HK for the past 22 years; his wife has been here since 1982.

The move was trickier as the Immigration Ordinance also provides that "a domestic helper who is not from Hong Kong is not "ordinarily resident" for the purpose of this provision.

A Court of Appeal decision on Aug. 3 was not of much help, either. In that case, the three-panel appellate judges used the Immigration Ordinance provision in rejecting a former FDH's application to get ROA.

The couple's application was rejected at the first instance, but they decided to appeal their case.

Things began to get even more complicated when Irene's work contract was terminated about a year ago, and Immigration sought to send her back to the Philippines, potentially jeopardizing her claim to continuous residency in HK.

But with Daly taking up the cudgels again for them, the Domingos were able to get "unconditional stay" status which though not as permanent as ROA, still gives them greater flexibility in providing for the growing needs of their family. - The Sun- HK

Updated: 10:40 PM, December 11, 2007- Top Stories More OF families putting money into savings -BSP
12/11/2007 | 04:47 PM

More recipients of remittances from overseas Filipinos are putting money on savings, an official of the Bangko Sentral ng Pilipinas has observed.

The savings rate among families of overseas Filipinos have been increasing steadily, indicating a gradual shift in their allocation of household resources, according to BSP deputy governor Diwa Guinigundo.

He cited the result of a recent BSP survey, showing a steady increase in the number of households that set aside part of their resources for savings instead of spending on consumer goods.

Although the increase was not dramatic, Gunigundo said it has become an established trend since the BSP started surveying households for the central bank's quarterly Consumer Expectations Survey.

Guinigundo noted that about 7.2 percent of OF households reported setting aside money for savings in the beginning of the year. This has since increased to 15 percent in the second quarter and to 19 percent in the third quarter.

The BSP survey did not capture the actual amounts being set aside or what proportion of total household income goes to savings.

Gunigundo said future surveys would go into expenditures with more details.

The BSP has been trying to tap the huge resources of OF households and mobilize at least part of huge inflows that were otherwise spent on consumption.

Last year, overseas Filipinos remitted a total of $14.6 billion, including $12.8 billion coursed through the formal banking channels. This year, remittances through the banks were projected to hit $14.6 billion.

The same BSP survey showed that bulk of the remittances was spent on food and other household needs, education, debt payments medical expenses, consumer durables and others.

Only small portions of OF remittances actually go into savings or are put into investments that would generate more income.

"This is a huge resource that is largely untapped and what OFs really need is to become more familiar with their financial options," according to BSP governor Amando M. Tetangco.

The BSP approved last week the hedging facility proposed by the Development Bank of the Philippines (DBP) especially for overseas Filipino workers.

The facility was previously open only to exporters, but the Monetary Board decided it would allow DBP to open the window to OFWs as a hedge against foreign exchange fluctuations, Tetangco said.

The plan would allow the DBP to set the peso-dollar exchange rate at a pre-agreed level and OFW beneficiaries would be able to avail of the facility as a hedge against fluctuations.

DBP would be allowed to trade, hedge and sell dollar-to-peso non-deliverable forwards (NDFs), peso-dollar currency options and peso-dollar outright forwards, the BSP governor said.

"These are plain vanilla instruments covered by the usual regulations," Tetangco said.

DBP has already expanded its original $1-billion hedging facility that would now covers OFWs in the wake of the clamor for the government to take steps in shielding OFWs from the rapid appreciation of the peso against the dollar.

Under the DBP plan, OFW families could go to the Overseas Worker Welfare Administration, the various manning or crewing agencies and similar organizations to avail themselves of the facility on their behalf.

The facility has been open to exporters but DBP officials said there had been an initial reluctance to avail of the hedging tools mainly for lack of experience. - GMANews.TV

Survey: Arroyo most corrupt, Aquino cleanest of 5 prexies
12/11/2007 | 08:41 PM

Most Filipinos believe that President Gloria Macapagal Arroyo is the “most corrupt (president) in the history of the Philippines," according to results of a survey done by Pulse Asia from October 20 to 31.

The survey showed that 42 percent of Filipinos thought Mrs Arroyo was the “most corrupt" chief executive in the history of the Philippines since the Marcos administration, while former President Corazon Aquino was the least corrupt with only 1 percent of respondents thinking that she engaged in shady deals during her term.

Second to President Arroyo was the late strongman Ferdinand Marcos with 35 percent. Joseph Estrada, who was ousted in January 2001 through a popular revolt was third with 16 percent, followed by Fidel Ramos, the country’s 12th president, with 5 percent.

In terms of location, the perception of Arroyo as the most corrupt president prevailed in Metro Manila (50 percent), and in Luzon (50 percent).

In terms of socio-economic class, 50 percent of respondents from the elite ABC Class and 43 percent from Class D thought that Mrs Arroyo was the most corrupt chief executive.

But in Mindanao (50 percent) and in Visayas (47 percent), Marcos was the most corrupt leader. Class E also believed that Marcos was the most corrupt president.

Pulse Asia said 66 percent of the respondents believed that Aquino was the least corrupt president. The sentiment was shared by Filipinos in all geographical areas and socioeconomic classes.

Forty five percent of Filipinos thought that the Arroyo administration was plagued with the “most intense allegations" of corruption, followed by the Marcos administration with 31 percent.

Third was the short-lived Estrada administration with 14 percent, followed by the Ramos administration with 7 percent.

Only 1 percent thought that the Aquino administration was the most corrupt.

The perception that the Arroyo administration was the most corrupt was high in Metro Manila (56 percent), in Luzon (50 percent) and among Class ABC (50 percent),and Class D (47 percent) respondents.

Those who thought that the Marcos regime was the most corrupt came from Mindanao (45 percent), and Class E (40 percent).

Meanwhile, respondents from the Visayas were torn between Arroyo (39 percent) and Marcos (38 percent).

The survey, with 1,200 respondents, had a margin of error of plus or minus 6 percent.

Pulse Asia said they conducted the survey at the height of the issues on the alleged payoff of congressmen and local officials in Malacañang, the renewed calls for Arroyo’s resignation and the planned revival of impeachment moves against her, the Glorietta blast, the continuing investigations on the broadband deal, the rift between Arroyo and Speaker Jose de Venecia Jr, the granting of pardon to Estrada, the holding of barangay and Sangguniang Kabataan elections, and the increasing prices of oil products. - GMANews.TV

Arroyo pledges scholarship to Ranario's children
12/11/2007 | 07:44 PM

Email this | Email the Editor | Print | Digg this | Add to del.icio.us President Gloria Macapagal Arroyo pledged on Tuesday a scholarship grant for the children of convicted Filipino worker Marilou Ranario in Kuwait.

Ranario’s parents, Rosario and Encarnacion, and her children, Raffy and Roselle, were brought to Malacanang Palace on Tuesday to personally thank Mrs Arroyo for making a side trip to Kuwait on Sunday and pleading to the Kuwait Amir to save Marilou from death by hanging by commuting her sentence to life imprisonment.

Mrs. Arroyo also asked the Department of Labor and Employment and the Overseas Workers Welfare Administration to look for a job for Ranario’s father.

The Ranario family expressed gratitude to the President for all the government’s help and expressed hope that Marilou would soon be released from prison and join them in the Philippines.

Ranario, a school teacher from Surigao del Norte who went to Kuwait in December 2003 to work as a domestic helper, was condemned to die by hanging for killing her lady employer in January 2005.

The President told Ranario’s family that the Kuwait amir promised to further reduce the life sentence upon submission of the tanazuls (affidavits of forgiveness) from the immediate members of her employer’s family.

The Department of Foreign Affairs had said the government has already secured four of the five tanazuls from the family of the victim. The Philippine embassy has been working to remove the victim’s estranged husband from the list since they have long been separated.

Foreign Affairs Undersecretary for Migrant Workers Affairs Esteban Conejos Jr. reminded the Ranario family of the Amir’s commitment to further commute Marilou’s sentence once the remaining relatives of Najat Mahmoud Faraj Mobarak had signed the affidavit of forgiveness.

He asked the Ranario family to be patient and to take one step at a time as they await further developments on Marilou’s case. He said they should be thankful for the commutation of her death verdict to life imprisonment and continue to pray for the best.

Ranario was found guilty of stabbing to death her Kuwaiti employer on Jan.11, 2005, for alleged maltreating her, including humiliating and insulting her in the presence of friends.

The Court of First Instance, Criminal Circuit, convicted Ranario of murder and sentenced her to death by hanging on Sept. 28, 2005. The appeals court upheld the lower court’s sentence last February.

The case was elevated to the Court of Cassation or the Supreme Court of Kuwait, which also affirmed the death penalty last November 27. This gave the Amir two to three months to decide on whether or not to sign the death warrant of Ranario.

During a brief meeting with President Arroyo last Sunday, the Amir said he would not sign the death verdict and even promised to reduce the prison term if the requirements on tanazul and blood money are satisfied. - GMANews.TV
