PROV'L SP TO PROBE COMPLAINTS VS.CAJES

The Sangguniang Panlalawigan will investigate the complaints filed against one of its ex-officio members who heads the Sangguniang Kabataan (SK), not just in the province but in the entire country.

Board Member Gerardo Garcia, chairman of the committee on

GARCIA, CAJES
public accountability said he will convene shortly a hearing to investigate the complaints his committee received against Board Member Jane Cajes who is the provincial SK president.

He said the SK prexy will not be spared since the complaints were formally filed through his committee in a letter-complaint addressed to Vice Gov. Concepcion Lim.

The complaints filed by Manuel de Erio and Leo Udtohan sought for an investigation on the financial statements of the Sangguniang Kabataan Provincial Federation from the beginning of her administration in 2007 to the present. The complainants, in their letter, requested to SP to invoke the report of the Commission on Audit (COA) which would reflect its actual audit in the collections that may include registration fees, donations, annual dues collection and expenditures.

The group also asked the SP to find out if there were biddings conducted on the various projects of the SK as provided for in Republic Act No. 9184 otherwise known as the Government Procurement Reform act.

The complainants also requested the SP to investigate the hiring of certain Derom Dabalos as Job Order worker under the office of Cajes while said job order worker is serving as a volunteer nurse at Loon District Hospital. They said this is unfair to the thousands of volunteer nurses who are serving in hospitals without salary or wages.

When asked to comment, Cajes declined to issue statement since she has not received a copy of the complaint filed with the provincial SP.

"These people are part of SK before and now they are barking anything about the operation of the SK. I just hope that there are no third parties behind them while assuring to face them squarely in the proper forum," Cajes stressed.

It maybe recalled that the same complainant filed a P90-million graft complaint against the SK national president with the office of the Ombudsman in Manila.

Cajes welcomed the complaint assuring them that she will file her answers to allegations during the investigation proper. (Anthony Aniscal)

The supply of shabu circulating in the province comes from suppliers based in Ozamis City and Cebu City passing through the various ports where monitoring is reportedly presumed to be weak.

This was revealed by Steven Valles, intelligence officer of the Philippine Drug Enforcement Agency (PDEA) during the meeting of the Provincial

REVIVING the Provincial Drug Abuse Council (PDAC) is among the objectives of Gov. Edgar Chatto (second fromleft) in stepping up a serious drive against illegal drugs in the province as tackled during a closed door meeting following a discussion with the Provincial Peace and Order Council. With the governor are Provincial Director Constantino Barot Jr. (third fromleft) and Lt. Colonel Romeo Brawner (extreme right) of the Phils. Army. Not in photo is Prov'l Administrator Ae Damalerio and representatives of PDEA.
Peace and Order Council (PPOC) held at the Governor's Mansion yesterday.

He said that these regular supplies are brought in by couriers who take the boats docking at the Tagbilaran City port as well as in the ports of Jagna, Tubigon, Loay, Talibon, Bien Unido, Loon and Getafe towns.

The PDEA officer admitted there is lack of coordination between the port police and the law enforcement agencies which makes drug trafficking "easy and smooth" even as he likewise complained on the lack of manpower to monitor all these ports of entry.

Valles likewise reported on existing Marijuana plantations in the province wherein some are being cultivated on movable containers and some on pots.

This had been monitored in the municipalities of Maribojoc, Loon, Bilar, Inabanga, Pilar, Danao, Sagbayan, Guindulman, Carmen, Garcia-Hernandez, and other mountain barangays in the province, based on the PDEA records.

However, the PDEA official denied reports that there are some drug manufacturing activities in the province.

During the months of September and October this year, PDEA-Bohol had recorded eight drug-related arrests, three of them involved possessors and five pushers.

During the period, there had been no much remarkable change in the price of illegal drugs, Valles added.

Valles, however, said that the prices of illegal drugs in Bohol, especially shabu, had "slightly went down" which he said can be attributed to the constant operation towards narcotics supply reduction and demand reduction of PDEA-Bohol.

The drugs supply and demand reduction programs of PDEA-Bohol has the support of other law enforcement units and the participation of concerned populace, he added
While he confirms zero presence of cocaine in the province, PDEA is having the problem in controlling the sale of Nubain since this is not classified as "dangerous drugs."

"There is no existing local ordinance that penalizes Nubain abusers," according to the PDEA official.

PDEA monitoring showed that Hydrochloride Methamphetamine, more popular as shabu, still remains as the favorite of drug users and pushers, while Cannabis Sativa or Marijuana ranks second.

Nubain, an injectible drug, remains the third choice of drug users.

"The street price of shabu ranges from P7,500 to P9,000 per gram, while a marijuana stick commands a street price of P10-P15," Valles reported.

On the prevailing drug situation here, PDEA-Bohol recommended the need to launch an anti-narcotics operation against high-profile targets, port interdiction by a joint team of law enforcement units, and province-wide drug prevention education seminars and symposia in schools and barangays.

PDEA also recommended Drug Detection and Information Gathering trainings for barangay police (tanods) with the aim of organizing our barangay intelligence network and to activate BADAC.

To also improve awareness on drug prevention efforts, PDEA proposed the institutionalization of on-the-spot essay writing and poster or slogan-making contests for secondary schools in every congressional district.

In the past two months, PDEA-Bohol had conducted one drug symposium participated in by 255 students, and had supervised the drug testing of the 41 graduating Criminology students. ScienceDaily (Nov. 11, 2010) â€" New research has revealed up to 16,000 endangered turtles are being caught each year by villagers in just one region of Madagascar, despite a government ban.

Researchers from the University of Exeter and Blue Ventures Conservation say the figure, thought to be a conservative estimate, is the first direct assessment of turtle exploitation on the island.

The study highlights the extent of small-scale fishing, traditionally very difficult to monitor, and could be vital in finding a way to sustainably manage turtle fishing in the region.

Dr Annette Broderick, from the Centre for Ecology and Conservation (Cornwall) at the University of Exeter, said: "We conducted this study because we know this small-scale, artisanal fishing is going on despite it being illegal to catch turtles under Malagasy law.

"Because turtles are an endangered species, it's important for us to know what's going on in the region so we can work with the local community to find a sustainable way forward."

Traditionally it has been very difficult and expensive to get data on small-scale, artisanal turtle catch because of the difficulty of access to these remote areas.

This research used a new approach, involving locals in the process by paying a village representative to document each turtle caught, including taking a picture of each one.

Frances Humber, who works for Blue Ventures Conservation, said: "Catching turtles for their meat is an important part of Malagasy culture for many coastal people, but the villagers also understand the importance of ensuring the future of this resource.

"This study is a great way of involving communities in the process of finding a sustainable way forward. Obviously we can't be sure every turtle catch is reported, so we view the figures from this study as a conservative estimate which is still nevertheless very valuable for informing policy."

The research monitored the harvest of marine turtles at 12 coastal villages in Madagascar and documented a total of 699 marine turtle landings, including four species -- with the majority being green turtles.

Combining these data with those from previous studies in the region produced a conservative estimate of annual turtle catch in the south-western province of Madagascar of between 10,000 and 16,000.

Frances Humber admits the figures from this study are a cause for concern, but insists Madagascar should not be singled out.

"We'd expect similar harvests in many countries in the tropical coastal developing world, so this isn't an isolated issue, but clearly it is a cause for concern when dealing with endangered species," she said. "It's possible the model for this study could be used elsewhere to get a better idea of numbers.

"Until we get more details, it's difficult to draw conclusions about what is sustainable and how we can find solutions. Clearly making turtle fishing illegal hasn't worked, so we need to work with communities to promote sustainable practices."

The research is due to be published in Animal Conservation.

Green turtles (Chelonia mydas) are listed as endangered by the International Union for Conservation of Nature (IUCN) and Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), and are protected from exploitation in most countries. It is illegal to collect, harm or kill them. In addition, many countries have laws and ordinances to protect nesting areas.

Preventing Car Theft

Despite these recessionary times, car thieves persist in stealing cars, and, these days, motorists simply can’t afford the prospect of having such a valuable investment stolen. For this reason, this month we’ve decided to compile a list of useful tips to help secure your car against such unwelcome attention.

Tips When Parking Your Car:
Hide Your Belongings: Keep iPods, sat navs, laptops and other valuable items out of view when leaving your car unattended. If you must store belongings in your vehicle, place them in the boot. An Gardai Siochana also encourages drivers who have sat nav units fitted in their car not to programme them with the location of their home!

Turn Wheels Towards the Curb: Turning your car’s wheels towards the curb when parking is a simple yet effective way of making a car thief’s job more difficult, as it means the car won’t be easy to tow away. You should always engage the handbrake, too.

Bring Your Keys With You: This may seem like a no-brainer, but almost 20 percent of cars stolen have the keys in them! Most modern cars are difficult to steal without the keys, and as a result, thieves will always try to get their hands on keys first. So, always take your car keys with you, even if you only are running to the ATM, post box or to pay for petrol.

Check Windows Are Closed: We have all left our car’s windows open unintentionally at some stage. You don’t want to make a car thief’s job any easier by leaving the windows open, even if it’s only by a crack, so always double-check.

Park in Busy Areas: Research reveals that over half of all car thefts occur at night. For this reason, you should only park in well-lit and busy areas, both of which will put car thieves off.

Precautions While Driving:
Derived from ‘car-hijacking,’ the term ‘car jacking’ refers to instances when drivers are forcibly ejected from their cars by thieves. Car jacking is most likely to occur at moments when the driver is getting in or out of their car, such as at traffic lights or car parks. Although instances of car jacking are rare in Ireland, it does happen, so you should always be vigilant while driving. Here are some simple tips to help prevent it.

-Always lock your car doors whilst driving.
-Keep your windows closed when stopped in traffic.
-Avoid being boxed in by traffic, and leave room between your car and the vehicle in front to facilitate an emergency getaway.
-If a car jacker demands your keys, just give them up. Always remember that no matter how valuable your car is, it is not worth the risk of serious injury.

How to Secure Your Car:

Install an Alarm: If your car doesn’t already have an alarm and immobiliser installed, then get one fitted! Most modern cars will have both of these systems fitted. There’s a wide variety of alarms to choose from nowadays, varying from basic, cost-effective units, right up to high-tech alarms that send texts to your mobile phone when the alarm is triggered! Another good idea is to put stickers on your car showing it has an alarm installed. Do not get stickers that display which brand of alarm system is in the car, however.

Crook Locks: Put simply, crook locks are designed to make a car thief’s job more difficult. They are mechanical locking devices that can be clamped either onto the gear stick or steering wheel (to prevent the thief from putting the car in gear or being able to steer the car). Again, crook locks are a cheap but effective way of putting thieves off a potential target!

Disable Your Car: When you are leaving your car parked over longer periods, such as in airport car parks while away on holidays, you should disconnect your car’s battery and the ignition fuse. Both procedures can be done in a matter of minutes but make a car impossible to start until reversed.

Hiding Spare Keys: An Garda Siochana recommend that you do not hide spare keys in your car. Car thieves know all of the usual places where people hide keys, and will take the time to look for them. Hide an extra set at home instead!

Registration Number Etching: All of your car’s windows, such as the windscreen, rear window, side windows and even the mirrors, should have the car’s registration number etched into them. This simple procedure can help to deter thieves, as it makes the car more difficult and costly to sell on.

Keep Details Close to Hand: Keep your car’s registration and license plate number in your wallet or purse. This means that in the event of car theft, you will have the relevant info immediately to hand to present to the Gardai. Do not leave valuable information, such as your tax book or insurance policy documentation, in the car, however, as a thief could use these to sell your vehicle on!

Melissa Mendez admits to selling barbeque, siopao, siomai and imported perfumes but denies that she does so having sunk into poverty.

MANILA, Philippines â€" Melissa Mendez admits to selling barbeque, siopao, siomai and imported perfumes but denies that she does so having sunk into poverty.

This she said after blind items circulated about a character actress who had allegedly resorted to selling siopao and barbeque because she’s already “outdated.”

Melissa, who appears in the Cinema One Originals 2010 finalist “Third World Happy,” told Journal Online that there’s nothing wrong with selling things. She refuted the poverty rumor by saying that she has three houses and cars to her name. She also boasted that her business has a lot of patrons and that she’s earning almost as much as what she gets as an actress.

The actress revealed that she started this business during the times when she did not have projects.

However, not all actors are as lucky as Melissa.

After overcoming drug addiction, sexy comedienne and dancer Janice Jurado recently appeared in a taped interview with Korina Sanchez on “TV Patrol” aired last Nov. 8 to tell about her life now and yet another battle with a serious disease.

She admitted that nowadays, she sells barbeque for a living and that she is scheduled to undergo another operation on December for breast cancer.

Janice was highly emotional when she addressed her children, all of whom, it seems, have already turned their backs on her.

“Sana naman bago ako mawala sa mundo… papasok na naman ako sa isang operasyon. Pakinggan naman nila ko,” she pleaded.

“Bigyan niyo naman ako ng pagkakataong bumangon. Bigyan naman niyo ko ng pagkakataon na ipakita naman sa inyo kung papano ulit magagawa ni Janice Jurado ang bumangon. Huwag naman niyo akong ikondena.”

Another actor, Joseph Bitangcol, has also resorted to selling barbeque in order to support his family. It was in early October when the young actor appeared on “Paparazzi” to tell about his life outside the limelight.

His showbiz career had gone lackluster after starring in the movies “D’ Lucky Ones” and “Walang Kawala.” With fewer projects that came his way and with the onslaught of financial blows, he returned to selling barbeque which his mother Lydia revealed that he has been doing anyway as the family’s main source of income before entering show business.

Joseph, however, is happy and grateful that despite these setbacks, a few showbiz friends remained true to him. He also expressed his wish to find a new management that would help revive his showbiz career.

I am so impressed with the fighting men and women of the Philippines, we are so effective in what we do, despite our current limitations in modern equipment. We make do with what we have, and still are able to fight off rebels and flex our muscles from time to time against our neighbors.

The Philippines needs newer fighter and tactical offensive planes. The long-feared F-5 Tiger IIs of the Philippine Air Force are already outdated, and needs to be degraded as a secondary air fighter. The Philippines needs to acquire F-16 Fighting Falcons or FA-18 Super Hornets to augment our air force.

Aray ko, ma-hurt man sad ta ani nga topic. Dili na baya malimod atong edad. But at one point, I am very successful at my age though (according to my standard). Sa ato pa single forever na diay ko ani. pagkasakit Kuya Eddie, mao na ni gidangat, free kunuhay wala na man diay market value.

Dili pa man sad ko desperado, kay according to American standard I am still young lady. Amerikano na pod diay akong pilion kay mura may musukol og 40 anyos nga baje.

Hayyyy...pastilan! Abi ba nako all is fair in love. Here, is a typical age discriminatiodn.

Hi vrglguapo,

This is really foremost of the ideas I am considering. Do we have any TB members here who are actually engaged in this business? Have you tried this business, guaps? Asa man ta kapamalit ug baratong bugas?

I have only recently moved base from overseas to Cebu, but my heart is really in Bohol. I am fortunate to have a job that gives me a lot of free time (at least for now) --and to connect with different kinds of people. Though my work is academic, I have a lot of entrepreneurial experiences overseas. But doing business in the Philippines is new to me. My company has already been approved by SEC, so I am raring to start.

Rice business first came to mind kay murag mao man gyud kasagara ihatag nga business idea sa akong mga amigo dire sa Cebu. I have a friend at church who is handling about 600 workers, and their company provides 1 sack of rice monthly as one of the benefits. In the university I work in, there is a mall-size food court nga daghan kaayo concessionaires. Since it is really a staple, murag dili gyud tingali ni risky. As a businessman, I am on the conservative side. I am very ready to start anytime

Anyone actually engaged in this business who can share their ideas?

The best place to buy rice is ICM or  Alturas. They have rice plantations in Ubay.If you are buying bulk you might have a discount and you can sell it same as thier price.paligas lang ang presyo para balik dayon ang puhunan.

Akong property lies on top of the Bakong River w/c connect to the delta of Abatan. I am planning gyud nga i-convert to eco-tourism project.
If i have a place like that i will develop it into a camping grounds complete with a native restaurant and a smurfhouse for overnight guest. And also canoes and mountain bike for rent.
#843
Why not make use of the existing ecological factor in bohol kay para minus gastos..mountain bike riding or forest hiking in Bilar..professional guide lang ang e hire ug unya mga mountain bike nga for rent lang ang puhonan..or canoeing down Loboc river or in Maribojoc..

what in h-e-l-l...!  lorenzo, i am more inclined to believe that you should know first what you're talking (or writing) about before you post.

one news item on how the process of a memorandum was done may not negate the threat, imagined or otherwise, to the livelihood of a good number of boholanos.  this is the complaint that had to be addressed and not just dismissed as "unfounded and unsubstantiated" for reasons of scientific gobbledygook that you've so willingly shared.

also, learn to fully understand what you read first before answering.  have you ever considered the possibility that bc is not after a lecture on ecology or environmental science, much less limnology, which any idiot can google?  a semester's theoretical academic exposure to such field doesn't make one expert enough to dismiss the social ramifications that certain big projects are bound to whip up.

Well there is a proverb i always remember,,The more you talk the more you commit mistake  ??? ???..and that goes to Lorenzo..

My life before computer was playing basketball, biking, fishing, going to movies, tambay sa tindahan, girls watching and going out with friends. Strange how this computer isolate you from another human being. You could have a thousand friends but only in virtual reality. Could it be that human beings are so dependent now on computers . Then 50 years from now the Terminator scenarios are not far from reality..

I was wondering what has SK done so far?
Here is the answer from Wikipedia;
The youth have been highly encouraged to participate in politics and governance, and the Philippine government is the only nation in the world who has a mechanism of involving the youth sector in governance. This is in response to the United Nations’ Convention on the rights of children to create an avenue wherein they are engage and represent their sector towards active participation in the affairs of the government and in the country as a whole.

Abolish SK and support solid and productive youth group from the Couples for Christ movement.
maayo pa na couple for christ movement maka kat-on pa sila ug good moral values dili pareho sa SK nga puro panlibong ug panghadlok sa mga katawhan...
