MANILA, Philippines - The search for the administration standard-bearer for the 2010 elections has been narrowed down to three that includes Vice President Noli de Castro and Defense Secretary Gilbert Teodoro, Malacañang officials revealed Friday.

Presidential Adviser for Political Affairs Gabriel Claudio and Press Secretary Cerge Remonde in separate interviews also did not discount the possibility that the third still unnamed candidate would come outside of the ruling coalition.

De Castro ran as an independent in the 2004 elections but joined the administration ticket of President Arroyo. He has been consistently at the top of the latest surveys.

Teodoro, a Harvard-trained lawyer, declared his intention to join the selection process earlier this month.

His announcement was well received within the administration but his name has yet to be included in public surveys.

“I believe the (selection) process (for standard-bearer) has narrowed down to three,” Claudio said.

“The vice presidential candidate (however) will depend on final choice for president and negotiations with allied parties.”

Claudio said the criteria in selecting the administration’s presidential bet would be the “winnability” of the candidate, track record, support for Mrs. Arroyo and her administration, and “presidential qualities and qualifications.”

Claudio said consultations with regional, provincial and district leaders of the different political parties in the ruling coalition are in progress while internal surveys are being conducted and validated.

“As it has been mentioned in the past, politics is the art of the possible, so it will not even be impossible that there will be people from the outside (the ruling coalition),” Remonde said.

Claudio added the administration’s senatorial lineup would come from incumbent administration senators, political allies, Cabinet officials and third-term congressmen.

He said the administration is fortifying its Lakas-Christian Muslim Democrats and Kabalikat ng Malayang Pilipino (Lakas-Kampi) machinery through an arbitration process “with the end view of fielding only one set of candidates at the local level.”

“Thus our local candidates will not be distracted by adversity within the same party or coalition therefore better able to help our national candidates in respective areas,” Claudio said.

Claudio stressed efforts are being made for the administration to have the strongest possible local and congressional candidates.

He said the candidates would be chosen with proven record of supporting the President in previous elections.

“We are also fighting efforts of the opposition presidentiables to raid administration ranks even as are succeeding in expanding ours,” Claudio said.

Remonde added the administration candidates are those “whose performances are proven.”

“The best politics is good public service,” he said

Marilao River, one of the dirtiest in the world.

Unlike other bodies of water, the Marilao River will be peaceful this summer. As one of the 30 dirtiest rivers in the world, no one would dare swim on its waters, not even fearless and adventurous broadcast journalist Abner Mercado.

Mercado, however, will dive into the sorry state of the Marilao River this Tuesday, March 24 on “The Correspondents,” as he investigates the condition of the Philippine rivers and the efforts being put in by the Filipino people and government to take care of them.

Like the Marilao River, Pasig River has gained the distinction as one of the dying rivers in the country. Factories and communities have lined up along its shores, turning the river into a waste bin. However, there is still hope.

[ABS-CBN recently launched “Kapit Bisig sa Ilog Pasig,” a clean-up campaign to save the historical body of water in seven years. The group hopes to unite people to make Pasig River a tourist spot like Bohol’s Loboc River, which still has a thriving ecosystem. The Boholanos take pride of having the discipline not to throw anything into the river which could lead to its deterioration. [/color]

Mercado will find out if there is still hope for other endangered river systems in the country.

Join Abner Mercado as he talks about the murky future of Philippine rivers this Tuesday, March 24 on “The Correspondents,” after “Bandila” on ABS-CBN. Visit thecorrespondents.multiply.com for more information on the anchors and documentaries of “The Correspondents

The existence of life after death is a universal question amongst humanity. Job speaks for all of us by asking: “Man born of woman is of few days and full of trouble. He springs up like a flower and withers away; like a fleeting shadow, he does not endure....If a man dies, will he live again?” (Job 14:1-2, 14)?

Like Job, nearly all of us have been challenged by this question. Exactly what happens to us after we die? Do we simply cease to exist? Is life a revolving door of departing and returning to earth in order to eventually achieve personal greatness? Does everyone go to the same place, or do we go to different places? Is there really a heaven and hell?

The Bible tells us that there is not only life after death, but eternal life so glorious that “No eye has seen, no ear has heard, and no mind has imagined what God has prepared for those who love him” (1 Corinthians 2:9). Jesus Christ, God in the flesh, came to the earth to give us this gift of eternal life. “But he was pierced for our transgressions, he was crushed for our iniquities; the punishment that brought us peace was upon him, and by his wounds we are healed” (Isaiah 53:5).

Jesus took on the punishment that each of us deserves and sacrificed His very life. Three days later, He proved Himself victorious over death by rising from the grave. He remained on the earth for forty days and was witnessed by thousands before ascending to Heaven. Romans 4:25 says, “He was delivered over to death for our sins and was raised to life for our justification.”

The resurrection of the Christ was a well-documented event. The apostle Paul challenged people to question eyewitnesses for its validity, and no one was able to contest its truth. The resurrection is the cornerstone of the Christian faith; because Christ was raised from the dead, we can have faith that we, too, will be resurrected.

The resurrection of Jesus Christ is the ultimate proof of life after death. Christ was only the first of a great harvest of those who will be raised to life again. Physical death came through one man, Adam, to whom we are all related. But all who have been adopted into God's family through faith in Jesus Christ will be given new life (1 Corinthians 15:20-22). Just as God raised up Jesus' body, so will our bodies be resurrected upon Jesus' return (1 Corinthians 6:14).

Although we will all be eventually resurrected, not everyone will go to heaven. A choice must be made by each person in this life, and this choice will determine the eternal destination. The Bible says that it is appointed for us to die only once, and after that will come judgment (Hebrews 9:27). Those who have been made righteous by faith in Christ will go into eternal life in heaven, but those who reject Christ as Savior will be sent to eternal punishment in hell (Matthew 25:46).

Hell, like heaven, is not only a state of existence, but a literal, and very real place. It is a place where the unrighteous will experience never-ending, eternal wrath from God. They will endure emotional, mental, and physical torment, consciously suffering from shame, regret, and contempt. Hell is described as a bottomless pit (Luke 8:31, Revelation 9:1), and a lake of fire, burning with sulfur, where the inhabitants will be tormented day and night forever and ever (Revelation 20:10). In hell, there will be weeping and gnashing of teeth, indicating intense grief and anger (Matthew 13:42).

God takes no pleasure in the death of the wicked, but desires them to turn from their wicked ways so that they can live (Ezekiel 33:11). But He will not force us into submission; if we choose to reject Him, He accepts our decision to live eternally apart from Him. Life on earth is a test, a preparation for what is to come. For believers, life after death is eternal life in Heaven with God. For unbelievers, life after death is eternity in the lake of fire. How can we receive eternal life after death and avoid an eternity in the lake of fire? There is only one wayâ€"through faith and trust in Jesus Christ. Jesus said, “I am the resurrection and the life. He who believes in me will live, even though he dies; and whoever lives and believes in me will never die...” (John 11:25-26).

The free gift of eternal life is available to all. “Whoever believes in the Son has eternal life, but whoever rejects the Son will not see life, for God’s wrath remains on him” (John 3:36). We will not be given the opportunity to accept God’s gift of salvation after death. Our eternal destination for our life after death is determined in our earthly lifetimes, by our reception or rejection of Jesus Christ. “I tell you, now is the time of God's favor, now is the day of salvation” (2 Corinthians 6:2). If we trust the death of Jesus Christ as the full payment for our sin against God, we are guaranteed not only a meaningful life on earth, but also eternal life after death, in the glorious presence of Christ.

Panlilio eyes presidency

Seeks run with Isabela gov; backers up

By Tina Arceo-Dumlao
Philippine Daily Inquirer
First Posted 00:16:00 03/22/2009

MANILA, Philippines â€" This early, pledges from overseas are coming in for Pampanga Governor Ed Panlilio.

An elderly gentleman has expressed his intention to part with $100 from his budget for hypertension and diabetes medicine. A Filipino in New York is also putting in $100, and another is contributing $5.

A member of the Philippine Military Academy Class of 1983 has pledged an initial $100. A contract worker in Jordan is investing $1,000.

Pledges like these from ordinary Filipinos clamoring for good governance and willing to put their money where their mouth is are serving to encourage Panlilio to seriously consider seeking the presidency in 2010, with Isabela Governor Grace Padaca as his running mate.

“I am open to taking up the challenge,” Panlilio told the Philippine Daily Inquirer Saturday in an interview at the newspaper’s main office in Makati City.

The Catholic priest-on-leave said that while he was still in “a period of discernment,” he had taken steps to get civil society groups, non-government organizations, and even military officials together and gather support for a reform candidate.

“I will go for whoever will represent a genuine reform constituency,” he said. “It does not necessarily have to be me. If there is a more appropriate candidate, why will I present myself? I look at my role now as more of one of the convenors of a genuine reform coalition.”

Biggest issue: Corruption

Panlilio said he had been telling various groups “that we should have one reform candidate; otherwise, we will get a president that we do not like.”

He said he had to help solidify a reform movement for 2010 because he believed that Filipinos were desperately seeking candidates who were not steeped in traditional politics and were willing to stamp out graft and corruption.

“Corruption is the biggest issue of the 2010 elections. People are tired of it and it is really the reason behind all of our problems,” he said.

Panlilio said he had realized that he would face an uphill climb if he decided to run for president.

But he said his spirits were buoyed by the expressions of support from diverse groups committed to devote not only time and effort but also money to his and Padaca’s campaign.

Big backer

One such supporter is former Chinatrust Philippines president Joey A. Bermudez, who told the Inquirer, parent company of INQUIRER.net, in a separate interview that he would actively campaign for Panlilio and Padaca and would help raise funds for their campaign.

“I will support them because they represent a different kind of politics. They are the right candidates because they are reform-minded and they have the actual hands-on experience in running their local governments,” said Bermudez, current president of the Management Association of the Philippines.

“They are not just mouthing off theories,” he said.

Bermudez said he would not back any of the names being floated as possible presidential candidates because they were “traditional politicians.”

“I would not put the future of the country in their hands,” said Bermudez, who was active in the late Raul Roco’s campaign for the presidency in 2004.

“The 2010 election presents another opportunity for us to correct mistakes,” he said.

Ifugao gov’s support

Also supporting Panlilio is Ifugao Gov. Teodoro B. Baguilat Jr., who expressed the belief that a “silent majority” would come out in 2010 to vote for a reform candidate.

Baguilat, who may also seek reelection as governor in 2010, said he was taking a risk by supporting Panlilio.

But he is convinced that it is the right thing for him to do.

“As corny or as cliché as it may sound, I am doing this for the country,” said Baguilat, who is actively gathering financial, technical and even moral support for Panlilio and Padaca.

“I am helping lay the groundwork for their campaign. The dynamics should work itself out later on,” he said, adding:

“I am really just tired of hearing people say that they are tired of corruption and yet do not do anything about it. Now, I am asking people to be part of the campaign and not just complain.”

Baguilat, like Panlilio and Padaca, is a member of Kaya Natin!, a movement that seeks to propagate the gospel of good governance.

Among the other members are Mayor Jesse Robredo of Naga City and Mayor Sonia Lorenzo of San Isidro, Nueva Ecija.

Alternative to ‘trapo’

Early in 2007, Panlilio, then 53 and backed by a ragtag army of volunteers, campaigned for the governorship of Pampanga as an alternative to traditional politicians.

He defeated the incumbent governor, Mark Lapid, and provincial board member Lilia Pineda, wife of alleged “jueteng” lord Rodolfo “Bong” Pineda.

He won over Pineda by only 1,147 votes.

Panlilio spent 26 years in the priesthood. He decided to cease performing priestly duties in March 2007 to run against Lapid and Pineda.

Just a month after assuming office after the May 2007 elections, Panlilio was able to collect for Pampanga P29.4 million from quarry operations on volcanic ash from Mt. Pinatubo.

It took his predecessor one year to collect about the same amount.

In October 2007, Panlilio told the media that he was handed a paper bag containing P500,000 right after a meeting between President Gloria Macapagal-Arroyo and local officials in Malacañang.

The distribution of money was suspected as a move by Malacañang to drum up support for the dismissal of an impeachment complaint against her.

Recall election

Panlilio, who was named the Inquirer Filipino of the Year for 2007, has lately faced a challenge.

In October 2008, the group Kapanalig at Kambilan ning Memalen Pampanga Inc. filed a petition for a recall election to unseat him.

The petition was anchored on four cases â€" the complaint of two workers terminated for alleged corruption in quarry fee collection; Panlilio’s refusal to enforce an ordinance that would ease restrictions on quarry tax collections and increase mayors’ access to these funds; a perjury case; and a case against Panlilio’s decision to change the assignments of district hospital heads.

But last February, a budget-deficient Commission on Elections ruled that the holding of a recall election might no longer be possible.
