Malacañang said there is a need to assess the quake readiness of the country to prepare the people responding to such an event and to know the structural integrity of major structures.

“We need to assess the situation in Metro Manila or the entire Philippines. There are certain areas we have been told, that are more prone to earthquakes,” Presidential spokesman Edwin Lacierda said in a press briefing on Thursday.

“Those things, we have to map out. And in fact, there’s a geo hazard mapping that the government has been doing together with DOST (Department of Science and Technology) and DENR (Department of Environment and Natural Resources)”

And as soon as the government determines how to better handle the situation, it will ask certain government agencies to prepare the people, particularly employees and students through earthquake drills.

At the same time, Lacierda also said that major structures in the country are strong enough to withstand earthquakes because of a very good building code being adopted in the Philippines.

“We’ve asked reputable persons and authorities on structures and they were one in saying that our new building code is very good. It has engineering solutions to the problems. So, our building code is very good. It’s well-crafted,” he said.

Asked about the structural integrity of the Palace and the President’s official residence, Lacierda said they already asked the Pubic works department to inspect Malacanang, Bahay Pangarap and buildings nearby to assess whether they are safe or not. - PNA

With reports from Anthony Aniscal & Rey Anthony Chiu
the Bohol Chronicle

Three people have perished as hectares of crops and infrastructure were destroyed from the relentless rains triggering flashfloods in several towns across the province.

The flashfloods have placed one municipality under a state of calamity as declared by the National Disaster Risk Reduction and Management Council (NDRRMC).

Armando Buticarlo, 65, of barangay Danicop, Rizalde Angcao, 13 of barangay Nan-od, both of Sierra Bullones and Herminia Curit, 37 of Candijay drowned in the floods.

As of presstime, the Bohol Office of Civil Defense (OCD) reported flashfloods in barangays Mayana, Calabasita and Alejawan in the municipality of Jagna; barangay Bugang Sur in Bilar town; barangays Pondol and Catagbacan Jandig in Loon; barangays Panaytayon, Pandan and Centro in Tubigon; barangays Lungsod-daan, East Canaya-on, West Canaya-on, Candulao, Manaba, Malinao, Antipolo, Datag, Tabuan and Togbongon in Garcia-Hernandez. There were also reported flooding in several areas of Calape, Clarin and Guindulman towns.

An estimated 10 hectares of rice fields were confirmed damaged by flooding while riverside areas have been submersed in water.

The OCD and the Provincial Disaster Coordinating Council (PDCC) initially placed the destruction of crops and properties at P10 million.

On Thursday, low-lying portions of the national highway traversing barangays Pondol and Catagbacan-Jandig in Loon had become flooded and impassable to light vehicles.

Likewise, water from the mountainous areas of Loon caused creeks in Pondol and Catagbacan to swell which blocked vehicular traffic in some parts of the highway of said town.

Meanwhile, the OCD also reported the overflowing of water on the banks of Liboron River in Calape.

Calape municipal councilor Marlon Jamila reported that some low-lying areas in Tubigon were also hit by minor flash floods. He said that flash floods were experienced in barangays Panaytayon, Pandan and Centro specifically in Sitio Ingod, as water overflowed in nearby Bateria River.

According to Jamila, the flashfloods damaged some pump boats along the shorelines while some structures have reportedly collapsed in Tubigon.

Heavy and continuous rains also brought flashfloods in barangay Bacani in Clarin, as reported by Clarin civil defense deputized coordinator Isidro Arcales. The area has been hit by flashfloods several times in the past years which claimed the lives of a 74-year old man and his 6-year old grandson in December 2008.

Bohol Civil Defense Coordinator Ver Neil Balaba and a team from the PDCC inspected the affected areas in coordination with municipal disaster teams assessing the damages.

In Garcia Hernandez, Mayor Miguelito Galendez reported at least six barangays with damages in agriculture and waterworks systems as Manaba River and small creeks overflowed from its banks breaching into nearby rice-fields, residential areas. Some parts of the national highway were also rendered impassable to light vehicles.

Galendez said the town planning and agriculture officers have appraised the damages to crops at P5 million and another P1 million for public infrastructure, mostly waterworks systems.

Galendez added that some residents report a missing carabao and some calves, believed to have been washed away by the floods. He named affected barangays as Lungsod-daan, East Canaya-on, West Canaya-on, Candulao, Manaba, Malinao, Antipolo, Datag, Tabuan and Togbongon.

Rice almost ready for harvest was likewise washed out by the unusually huge bulk of water from the mountainous areas inundating creeks and food control dikes, Galendez reported.

Municipal information Officer Lindsey Marie Vismanos shared photos of people treading in waters flooding the national highway at barangay West Canaya-on.

She also said she received reports that waters went as high as neck-deep in some areas.

Mayor Galendez also reported that a barangay road leading to Togbongon from barangay Tabuan has become impassable due to a cut portion of the road caused by minor landslides.

In the neighboring town of Dimiao, hectares of paddies with rice ripe for harvest have been submerged in floodwaters.

A Dimiao resident bared the water level reached to about 4-meter deep in some areas.

The Philippine Atmospheric and Geophysical Services Administration (PAGASA) said the rains were caused by the cold front across Extreme Northern Luzon, while the wind convergence affected the Visayas and Mindanao regions.

The cold front, a complex weather system that brings the rains even in the beginning season of summer has actually heightened the effects of the onset of the La Nina phenomenon, said Engr. Emmanuel Oronan of the local weather station. (With reports from Anthony Aniscal & Rey Anthony Chiu)

A three-year-old child who was treated in hospital for addiction to alcohol is thought to be Britain's youngest ever alcoholic, health officials said Monday.

The youngster was one of 13 people under the age of 12 who were diagnosed as alcoholics by the state-run
National Health Service (NHS) in central England between 2008 and 2010.

Health officials declined to give details of the three-year-old's condition or disclose the toddler's identity due to patient confidentiality rules.

An NHS spokeswoman said: We treat alcohol abuse very seriously, and have specialist teams and experts on hand who are there to treat young patients with alcohol-related problems.
The news, revealed by the NHS after a request under Freedom of Information laws, highlights Britain's uphill struggle to curb its heavy-drinking culture.

It came on the same day that leading health groups blasted a government initiative on alcohol which involves asking drinks firms to sign up to pledges to cut binge and underage drinking. - AFP Journal

Japan continued efforts Wednesday to cool down the reactors at Tokyo Electric Power Co.'s <9501> quake-hit nuclear power plant in Fukushima Prefecture, northeastern Japan.

The firm kept working to pump seawater into the pressure vessels of the No. 1, 2 and 3 reactors of the Fukushima No. 1 nuclear plant. But the water levels have not reached the top of the nuclear fuel rods, and portions of the fuel rods thus remained exposed.

The three reactors, which were operating at the time the 9.0-magnitude earthquake struck the Tohoku northeastern region including Fukushima, are believed to have experienced partial meltdowns because their cooling systems ceased to operate due to the tremor.

Officials at the Nuclear and Industrial Safety Agency of the Ministry of Economy, Trade and Industry said that the state of the reactors is very severe.

At the Fukushima No. 1 plant early Wednesday morning, a fire broke out again at the containment building for the No. 4 reactor while thick white smoke was seen rising near the No. 3 reactor building. - Jiji Press

Practically Radical: Four Simple Truths about Leading Change and Making a Difference by William C. Taylor

“We are living through the age of disruption. You can’t do big things if you’re content with doing things a little better than everyone else or a little differently than how you did them before. In an era of hyper-competition and non-stop dislocation, the only way to stand out from the crowd is to stand for something special. Today, the most successful organizations don’t just out-compete their rivals. They redefine the terms of competition by embracing one-of-a-kind ideas in a world filled with me-too thinking.”

The Happiness Work Ethic by Shawn Achor

“The single greatest competitive advantage in the modern economy is a positive and engaged workforce. That is not conjecture. That is now a confirmed scientific fact.

[...] In my research and consulting in 42 different countries during the worst economic downturn in recent history, I have discovered that most companies and schools around the world follow the same implicit formula: If you work hard, you will become successful, and once you become successful, then you’ll be happy. This pattern of belief explains what most often motivates us in life. We think: If I just get that raise, or hit that next sales target, I’ll be happy. If I can just get that next good grade, I’ll be happy. If I lose that five pounds, I’ll be happy. And so on. Success first, happiness second.

The only problem is that this formula is scientifically backwards."

Radiation Level on the Rise
from Japan's Jiji Press - jen.jiji.com

Radiation levels about 6,600 times normal were detected on Tuesday at a place 20 kilometers away from a nuclear power plant at the center of Japan's nuclear crisis, the science ministry said Wednesday.
Radiation levels reached 195 to 330 microsieverts per hour in the Fukushima Prefecture town of Namie in radiation monitoring activities for about 10 minutes from 8:40 p.m. Tuesday (11:40 a.m. GMT), the ministry said.
The town is about 20 kilometers away from the earthquake-hit Fukushima No. 1 nuclear power plant of Tokyo Electric Power Co. <9501>, the ministry said.
On Tuesday, the government advised residents within 30 kilometers from the nuclear plant to stay indoors.
The ministry reported the results of its radiation monitoring activities to the government's disaster management task force.

And Now the Neutron
In 1932 British physicist Sir James Chadwick discovered the subatomic particle known as the neutron, filling in a key missing piece in science’s understanding of the atom. The neutron has no electric charge, has a mass nearly equivalent to that of a proton, and is a component of the nucleus of an atom. Chadwick received the 1935 Nobel Prize in physics for his discovery. Manchester Guardian Scientific Correspondent J. G. Crowther reported on Chadwick’s work in the following article, which appeared in Scientific American in 1932. At the time the article was written, the atomic nucleus was still being described as containing combinations of electrons and protons, rather than combinations of neutrons and protons.

And Now The Neutron
By J. G. Crowther

With the discovery of the neutron, science now has one more physical entity to juggle with. Though some of the press appears several weeks ago to have given the impression that the neutron was a brand new lucky strike, physicists have suspected for years that some such thing was “hiding out” and if sought would sooner or later be brought to light by experiment. The accompanying discussion is more mature than it could have been had it been written earlier. It was especially prepared for Scientific American by a writer, himself a Cambridge man, who is in close personal touch with the principals now engaged in the brilliant researches going on in the famous Cavendish Laboratory at Cambridge University, England.

â€"The Editor

The modern theory of atomic physics has been erected on the results of sporting with atomic particles. By observing what happens when one atom bumps into another the physicist is led to deduce what the structure of atoms is like. Rutherford suggested that atoms are made of an extremely small positively charged nucleus with relatively distant electrons revolving around it as planets revolve around the sun, because particles shot at atoms go right through them except when they pass through a very small volume in the center, when they are deflected.

The positive charge of electricity in the atom appeared to be concentrated in a spot in the center; it was not spread all over the atom. The particles used in this shooting affair were the alpha-particles from radium, which consist of the nuclei of helium atoms. The machine-gun used by the gangsters of experimental atomic physics is the disintegrating atom of radium or a similar radioactive substance. When the radioactive atom explodes it shoots forth alpha-particles at 10,000 miles per second, beta-particles or electrons at nearly 186,000 miles per second, and some very penetrating wave radiations. It may send forth all or only one or two of these three sorts of radiations. Polonium emits alpha-particles only.

In 1912 Dr. James Chadwick, then a young man of 21 working with Rutherford, discovered that if an alpha-particle or a beta-particle shot out from a disintegrating atom were arranged to bump into the nucleus of another atom, this nucleus received such a shock that it vibrated violently and emitted a penetrating radiation or gamma ray. In 1919 Rutherford showed how an atom of aluminum could be disintegrated by arranging that an alpha-particle emitted by an exploding radioactive atom should hit the nucleus of an aluminum atom. The alpha-particle knocked a bit out of the nucleus of the aluminum atom, and this bit proved to be the nucleus of a hydrogen atom, or a proton. Soon afterward Blackett showed that the tracks of alpha-particles and the tracks of struck atoms of nitrogen and the bits knocked out of them, might be revealed by the Wilson cloud chamber expansion apparatus. These experiments showed that the nucleus of the nitrogen atom captures the alpha-particle which strikes it, while a proton is ejected.

By arranging atomic collisions the physicists learned the constitution, structure, and properties of atoms. Today this method of atomic research is much refined and developed. Many workers use it in order to discover more about the finer points in the structure of the atom.

In 1930 Professor Bothe, now of Giessen in Germany, and Dr. Becker discovered that if atoms of the light metal beryllium are bombarded by alpha-particles they emit a radiation of quite exceptional penetrating power, much more penetrating than the radiations usually emitted by atomic nuclei caused to vibrate by impinging alphaparticles. These penetrating rays were apparently an extremely hard or penetrating gamma ray, which consists of waves similar in nature but shorter in wavelength than X rays. The new radiation was exceptionally interesting because it appeared to be a wave radiation intermediate in penetrating power between the ordinary gamma rays emitted by radioactive substances and the famous cosmic rays. It appeared to be due to waves shorter than gamma waves but longer than cosmic waves, so it might represent a near relative of the fascinating cosmic rays. Bothe and Becker had evidently discovered a very interesting radiation, and Dr. Millikan immediately saw how it might help toward the elucidation of the nature of the cosmic rays.

Toward the end of 1931 Mme. Curie-Joliot, the daughter of Mme. Curie, and her husband M. Joliot, started an investigation of the beryllium rays and measured their power of penetration by the thickness of material required to absorb them. They used polonium (which was originally discovered by Mme. Curie and named after her native country) as the radioactive source, because it emits alpha-particles only. Other radioactive substances emit mixtures of rays, and consequently produce complicated effects difficult to interpret. A small piece of beryllium was placed in front of the polonium. The alpha-particles from it shot forward and struck the nuclei of the beryllium atoms and caused the peculiar rays to be emitted. If these rays are allowed to fall on an ionization chamber they produce ionization in proportion to their intensity. If a sheet of lead is placed between the beryllium and the ionization chamber the rays are partly absorbed by the lead and the degree of ionization in the chamber falls.

The Curie-Joliots made the remarkable discovery that if a layer of paraffin wax is placed between the beryllium and the ionization chamber the degree of ionization is actually increased, under certain conditions. This seemed strange, for it was difficult to understand how an obstacle to the rays could increase their ionizing power. They showed that this effect was due to protons, or nuclei of hydrogen atoms, struck out of the wax by the rays. The protons were ejected at a high speed, about one-tenth the velocity of light, as was proved by deflecting them in a powerful magnetic field. When the protons entered the ionization chamber they dissipated their energy within a shorter distance than the beryllium rays had done, and so enabled the beryllium rays to communicate their energy to ions in a smaller volume than they could have done directly, which caused the illusion of an increase of ionizing power from the interposition of obstacles.

The Curie-Joliots assumed that the beryllium radiation was a wave radiation. When waves strike particles there is an exchange of energy, according to the law of the Compton effect. By measuring the energy of the ejected protons the energy of the beryllium rays could be calculated. Assuming that the rays were waves, the Curie-Joliots found that they must have an energy of about 50,000,000 electron-volts. The energy of the alpha-particles which excited them in the beryllium was not more than 6,000,000 electron-volts. 44,000,000 electron-volts of energy seemed to have appeared from nowhere, so the Curie-Joliots assumed they had discovered a new mode of interaction between waves and matter.

While the Curie-Joliots had been making these interesting researches, Dr. James Chadwick and colleagues in the Cavendish Laboratory at Cambridge, England, had also been studying the peculiar rays from beryllium. They were the sort of phenomenon with which he had been familiar from the beginning of his career as a research physicist. He found that the beryllium rays would eject particles from other substances besides paraffin wax and materials containing hydrogen. He found that particles were ejected from helium, lithium, carbon, air, argon, and beryllium itself. When the rays were directed on to a chamber containing hydrogen, protons were knocked forward with speeds up to one-tenth the velocity of light. The particles ejected from the other substances were, in general, nuclei of their atoms which had recoiled after being struck by the radiation.

Dr. Chadwick measured the energy of some of the recoiling nuclei of nitrogen atoms and found that they were capable of releasing 30,000 ions in the ionization chamber, which means that they were able to detach 30,000 electrons from atoms they had bumped into. Now if these recoiling nitrogen nuclei had been struck by a wave radiation of 50,000,000 electron-volts energy they would not have been able to produce more than 10,000 ions. Dr. Chadwick explained that if the nitrogen nuclei had been struck by a particle of mass about equal to that of the proton, and moving with one-tenth the velocity of light, it would be able to produce about 30,000 ions. But the Curie-Joliots had noticed that the beryllium radiation could cause protons to move with about one-tenth the velocity of light. Of course this is what would happen if the beryllium radiation consisted of particles of mass about equal to those of protons, for the struck particle would bounce forward with the velocity of the particles of equal mass which had hit it. Thus Dr. Chadwick explained the high energy of the particles struck by the beryllium rays exactly, and without departing from the law of the conservation of energy. This was very strong evidence in favor of the beryllium rays being particles of mass 1.

There were several other consistent pieces of evidence which could be understood if the rays were particles, but not if they were waves. In conjunction with Webster, Chadwick had found that the beryllium rays were much more penetrating in the direction of movement of the alpha-particles which had excited them. This would be expected if the rays were particles, but not if they were waves. Webster found that alpha-particles from polonium excited rays in boron and fluorine which resembled the beryllium rays in having much greater penetrating power in the forward than in the backward direction. Another point: Dee discovered that the beryllium rays decreased in ionizing power after they had passed through obstacles. This is a property of particle radiations and not of wave radiations. When rays of waves pass through an obstacle there is a reduction of intensity but not of energy. Fewer waves get through, but those which do are as energetic as they were before they came to the obstacle. This result suggested that the beryllium rays were particles.

The original belief that the rays were waves arose from the experiments of Bothe and Becker, which showed that they were not measurably deflected by magnetic or electric fields. Rays of particles, such as alpha-rays or beta-rays, are deflected by strong fields. The failure to obtain such deflections with magnetic and electric fields seemed to show that the beryllium rays were waves. Particles such as protons, electrons and alpha-particles are deflected in virtue of their electric charges. A proton has a positive charge, and an electron a negative charge. These charges enable them to be deflected by a magnetic or electric field. Thus if the beryllium rays were particles, these must be without electric charge. Chadwick required a particle of mass 1 and without electric charge. Such a particle would explain all the observed results.

He had not to look far for the idea of such a particle. If a proton and an electron are held extremely close together, almost in contact, they will form a particle of mass 1, for the mass of an electron is negligible, and without charge, because the positive charge on the proton neutralizes the negative charge on the electron. Such a particle had been clearly conceived by Rutherford in 1920. Rutherford's remarkable foresight in this matter will be discussed presently. Chadwick saw that a close combination of a proton and an electron was required. Such a particle could be named a 'neutron.'

Could the beryllium rays reasonably be supposed to be neutrons? Could the beryllium atom be expected to produce neutrons when bombarded by alpha-particles? Chadwick saw that this was reasonable. The nucleus of the beryllium atom contains nine protons and five electrons, that is, eight protons, four electrons, and a proton plus electron or neutron. When the alpha-particle, which contains four protons and two electrons, strikes a beryllium nucleus it is captured and a neutron is emitted. Thus

beryllium nucleus (eight protons, four electrons, one neutron) + alpha-particle (four protons, two electrons) = one neutron (one neutron) + one carbon nucleus (twelve protons, six electrons)

The bombardment produces one ordinary carbon atom nucleus and one neutron. If waves instead of neutrons were emitted, the atomic nucleus formed would be of a much less probable type. There are also energy properties described by what are termed 'packing-fractions' which are fitted by the neutron hypothesis but not by the wave hypothesis.

These are the evidences which led Chadwick to suggest that the beryllium rays are streams of neutrons. There is not one but several converging lines of evidence.

The real birth of the idea of a neutron is contained in Rutherford's Bakerian Lecture to the Royal Society of London in 1920. He was reviewing knowledge of the structure of atoms, after the achievement of artificial disintegration in the previous year, and passed on to speculations concerning possible sorts of matter which might exist though not yet discovered. He said:

'The idea of the possible existence of an atom of mass 1 which has zero nucleus charge [is involved]. Such an atomic structure seems by no means impossible. On present views the neutral hydrogen atom is regarded as a nucleus of unit charge with an electron attached at a distance, and the spectrum of hydrogen is ascribed to the movements of this distant electron. Under some conditions, however, it may be possible for an electron to combine much more closely with the hydrogen nucleus, and in consequence it should move freely through matter. Its presence would probably be difficult to detect by the spectroscope, and it may be impossible to contain it in a sealed vessel. On the other hand, it should enter readily the structure of atoms, and may either unite with the nucleus or be disintegrated by its intense field, resulting possibly in the escape of a charged hydrogen atom or an electron or both.'

Rutherford went on to suggest possible neutrons of mass 2, 3, 4, and so on. His remarks on the property of passing freely through matter are interestingly illustrated by absorption measurements which indicate that neutrons penetrate more than one mile of air, compared with the few inches which is the maximum range of the most energetic alpha-particle from radium.

Recently the study of the cosmic rays had focused attention on the possible properties of neutrons. Dr. Millikan and his colleagues had discussed the theory of their properties and some American physicists had published theoretical papers. In May, 1931 Langer and Rosen of the Massachusetts Institute of Technology published an interesting paper in the Physical Review. They suggested how neutrons might have a fundamental rôle in the evolution of matter. They conceived the neutron as a special form of the hydrogen atom, in which the electron and proton had come very close together. Assuming that this could happen, the evolution of the ordinary elements such as oxygen and iron out of the primordial protons and electrons became easier to understand:

In the beginning the universe consisted of protons and electrons, the two ultimate particles of electricity. Some of these came together and formed ordinary neutral atoms of hydrogen. Some of the atoms of hydrogen condensed into neutrons. As neutrons have no electric charge they have no difficulty in packing together, because they do not repel each other, as particles with like electric charges. Thus neutrons might be capable of making extremely dense material, millions of millions times denser than water. If a few odd electrons or protons happened to be ejected from such a conglomeration there might be condensations into little groups of protons and electrons which formed nuclei of the various heavy elements.

This suggestion made by Langer and Rosen is more credible than the usual view that the next element after hydrogen to be formed was helium, and that helium was formed by the accidental coming-together of four protons and two electrons. This would involve the simultaneous collision of six particles, which is extremely improbable. Besides, the possibility of dense matter being formed out of neutrons might help to explain the nature of the 'white dwarf' stars. These are thousands of times denser than water and are supposed to be at extremely high temperatures. If they had a core of neutrons they could be dense and yet cool. The neutron may have remarkable possibilities in astrophysical theory.

A first-rate development in the theory of the neutron has already occurred. I was fortunate enough to be in Copenhagen, Denmark, in April and to attend the discussions on theoretical physics held there by Professor Niels Bohr. Bohr opened the discussions this year with a brilliant paper of his own on the theory of collisions between neutrons and other particles. His argument was based on the wave theory of matter. Matter itself is supposed to be made of waves, though of entirely different character from ether waves such as radio waves. Protons, electrons, neutrons, atoms, the earth, or any other material object, are supposed to be made of bundles of these peculiar waves. The size of the waves varies inversely as the mass, which means that electron waves are bigger than proton waves, and vastly bigger than earth waves.

When two electrons collide, two tiny bundles of waves of the same size collide. As the waves are of the same size they bounce apart elastically. When a neutron and an electron collide something quite different happens. The electron waves are much bigger than the neutron waves because the electron is so much lighter than the neutron. Consequently, the neutron bundle of waves behaves as a particle while the electron bundle of waves behaves as waves when a neutron and an electron collide. Thus a neutron may actually go through an electron.

Professor Bohr calculates that the chances of an electron and a neutron interacting when they collide are proportional to the square of the ratio of their masses. As the neutron is over 1000 times as massive as the electron, this means that the chances are less than a million to one. Thus electrons are scarcely ever disturbed when a neutron hits them, so no wonder they have been difficult to discover, and then only from their effects on protons and larger particles!

Japan's Supreme Court upheld Thursday a high court ruling that sentenced three men to death for murders they committed in 1994 while still minors.
Rejecting their petitions against the ruling, Ryuko Sakurai, presiding justice on the first petty bench of the nation's top court, said the death penalty is obligatory even though they were minors when they carried out the crimes.
The determination means that the death sentence to Masato Kobayashi, 35, Atsushi Komori, 35, and Masayoshi Haga, 35, all former "yakuza" crime syndicate members, will be finalized soon.
The last time the Supreme Court called for the death sentence for a crime committed by a minor was in 2001.
In Japan, there have been only nine people put on death row for crimes committed while minors, according to Supreme Court records that began in 1966. - Jiji Press

Taiwanese authorities said Friday that minor tsunamis set off by a massive quake in Japan reached the island's coastline without causing any damage.

Waves around 10 centimeters (four inches) high hit Taiwan's east and northeast coasts in the evening, the central weather bureau said.

The bureau said it did not expect more and bigger waves but will only lift the warning when the Hawaii-based Pacific Tsunami Warning Center does so.

Taiwan's central emergency response center told AFP that the waves had caused no damage.

Earlier on Friday, schools and offices in several coastal cities were closed while coast guards patrolled ports instructing fishermen to take shelter on land in preparation for the tsunamis, officials said.

Taiwan's President Ma Ying-jeou voiced concern over quake damage in Japan and pledged to send rescue teams if necessary.

"We need to stay vigilant. Disaster prevention is better than disaster relief," he told reporters.

Taiwan's foreign ministry issued a travel warning against four Japanese cities, as the death toll from the massive 8.9-magnitude quake reached 32, according to Japanese press reports.

Eco-farming could double food production in entire regions within 10 years while mitigating climate change, according to a new UN report released Tuesday in Geneva.

An urgent transformation to "eco-farming" is the only way to end hunger and face the challenges of climate change and rural poverty, said Olivier De Schutter, UN Special Rapporteur on the right to food, following the presentation of his annual report focusing on agro-ecology and the right to food to the UN Human Rights Council.

"Agro-ecology mimics nature, not industrial processes. It replaces the external inputs like fertiliser with knowledge of how a combination of plants, trees and animals can enhance productivity of the land," De Schutter told IPS, stressing that, "Yields went up 214 percent in 44 projects in 20 countries in sub-Saharan Africa using agro-ecological farming techniques over a period of 3 to 10 years... far more than any GM [genetically modified] crop has ever done." Other recent scientific assessments have shown that small farmers in 57 countries using agro-ecological techniques obtained average yield increases of 80 percent. Africans' average increases were 116 percent.

"Today's scientific evidence demonstrates that agro-ecological methods outperform the use of chemical fertilisers in boosting food production in regions where the hungry live," De Schutter said.

Agro-ecology applies ecological science to the design of agricultural systems. It enhances soil productivity and protects crops against pests by relying on the natural elements.

Eco-farming doesn't require expensive inputs of fossil-fuel-based pesticides, fertilisers, machinery or hybrid seeds. It is ideally suited for poor smallholder farmers and herders who are the bulk of the one billion hungry people in the world. Efforts by governments and major donors such as the $400 million Alliance for a Green Revolution in Africa (AGRA) to subsidise fertilizer and hybrid seeds will produce quick boosts in yields but are not sustainable in the long term, De Schutter said.

Malawi is touted as an AGRA success story by funders such as the Gates Foundation and the Rockefeller Foundation who have massively subsidised fertilizer and created a corresponding improvement in food production. However, the country simply cannot afford to continue those subsidies and is shifting its strategy to agro-ecology. "The [Malawi] government now subsidises farmers to plant nitrogen-fixing trees in their fields to ensure sustained growth in maize production," he said.

De Shutter says AGRA is looking for quick results and is getting them. He has found it difficult to overcome AGRA proponents' suspicions about the effectiveness of agro-ecology, despite the mounting evidence. "I expect countries to express scepticism towards these solutions because they are not in accord with the dominant paradigm," De Schutter said.

The dominant view of agriculture is the industrial approach - of maximising efficiency and yield. However, that system is utterly dependent on cheap fossil fuels and never having to be held accountable for environmental degradation and other impacts. One the most under-acknowledged but astonishing impacts is on the global climate. "It is fair to say that between 45 and 50 percent of all human emissions of global warming gases come from the current form of food production," De Shutter says.

Climate-damaging emissions from industrial agriculture are more than just carbon dioxide from burning fossil fuels. They include massive amounts of the super-heating greenhouse gases like methane from animals and nitrous oxide from chemical fertiliser. Add in deforestation - which is mostly done to increase farmland or plantations - and that's around a third of all emissions. Now, add on the emissions from food processing and the long distance transport of foods around the world and it comes close to half of all human emissions.

The food system doesn't have to be a major source of emissions, the problem is just the way we have designed it around cheap fossil fuel energy, he said. Eco-farming can produce more food for the world's poorest people, while also resulting in a fraction of the emissions. It can even store carbon in the soil.

"The evidence is irrefutable. If we can change the way we farm and the way we produce and distribute food, then we have a powerful solution for combating the climate crisis," said Henk Hobbelink, coordinator of GRAIN, an international non-governmental organisation that produced a report in 2009 showing that industrial agriculture was by far the biggest source of climate-disrupting emissions of greenhouse gases.

"There are no technical hurdles to achieving these results, it is only a matter of political will," Hobbelink told IPS. Trade, economic and agricultural policies are all skewed in favour of the current industrial food production system. And many of those policies are pushing small farmers - the ones who are by far the most efficient in terms of carbon emissions and energy use, according to GRAIN - off the land.

De Shutter says the techniques and benefits of agro-ecology are now well established, so his role is to push governments to change policies and support the transformation of food production. His report offers policy-relevant recommendations for countries, such as increasing public funding for research and training.

"Private companies will not invest time and money in practices that cannot be rewarded by patents and which don't open markets for chemical products or improved seeds," De Shutter said. "If we don't radically transform the direction of the global food system, we will never feed the billion who are hungry," De Shutter warns. "Nor will we be able to feed ourselves in the future."

It was a long climb to the top in the highly competitive educational hierarchy in the University of the Philippines for this barrio boy from San Vicente Baclayon. Born Ceasar Saloma to a middle class family in the outskirts of Baclayon, he graduated with flying honors his elementary grades in the Baclayon North Central Elementary School. From there, he took his high school at the Immaculate Heart of Mary Seminary In 1997, he was chosen one of the 10 outstanding Baclayanons in the field of Physics as a professor at the country's premier school.

Now comes this latest distinction from this Baclayon native when as Professor 12 at the National Institute of Physics (NIP) at the College of Science (CS) was elected Chancellor of UP Diliman at the 1267th Meeting of the Board of Regents held at noon the other day. Following his selection, he was sworn into office by UP President Alfredo E. Pascual in simple rites witnessed by outgoing chancellor Dr. Sergio S. Cao and vice presidents of the UP System namely Dr. Gisela Concepcion (Academic Affairs), Dr. Lisa Grace S. Bersales (Planning and Finance) and Dr. Elvira Zamora (Development). Also present was wife Dr. Cynthia Saloma, a professor at the National Institute of Molecular Biology and Biotechnology.

With his oath-taking, his term of office starts today.

Currently on his second term as CS dean, Saloma said his first order of business is to appoint an officer-in-charge for the CS. Saloma's first term as CS dean started in June 1, 2006; his current term expires on May 1, 2012. Following his oath-taking, Cao graciously escorted the newly-minted chancellor and his guests to the freshly-renovated offices at Quezon Hall.  It will be recalled that the Office of the Chancellor (OC) had to relocate to the National Center for Transportation Studies in September 2006 because of a fire that damaged a large portion of the South Wing of Quezon Hall. The OC returned to the refurbished spaces on February 14. Cao jokingly said the gesture is a new tradition called “hatiran,” where he took Saloma on a tour of the renovated work spaces. Saloma is a Member of the National Academy of Science and Technology (NAST) of the Philippines and was appointed UP Scientist III, the highest rank in the UP System's Scientific Productivity Awards, from 2006 to 2008 and from 2009 to 2011.

Saloma obtained his BS, MS and PhD in Physics from UP in 1981, 1984 and 1989, respectively. A professor of physics, Saloma's research interests are in photonics, signal processing, complex adaptive systems, management of research and technology and institutions in emerging economies. He received the Galileo Galilei Award from the International Commission for Optics in 2004 and was elected into the NAST, Philippines in 2005. On June 26, 2007, Saloma and his co-inventors from the NIP, namely V. Daria and J. Miranda, were awarded a US patent for inventing a method to generate high contrast images of semiconductor sites via one-photon optical beam induced current imaging and confocal reflectance microscopy. In July 2008, the ASEAN Committee Science and Technology gave him the ASEAN Outstanding Scientist and Technologist Award.

ASEAN TOP SCIENTIST

The Filipino dean is also ASEAN's Most Outstanding Scientist and Technologist awardee. Philippines. Dr. Saloma was honored for his significant work in photonics and signal processing. He was cited for his efforts that “have resulted in the development of novel and cost-effective techniques in optical signal recovery and retrieval.” His work was undertaken in collaboration with colleagues and students at the National Institute of Physics (NIP).

Together with Dr. Vincent Ricardo Daria and Jelda Jane Miranda, the dean of the college of Science secured a United States patent for a cost-effective and non-invasive method of identifying microscopic defects in integrated circuits (IC).

Considered a major breakthrough in the semiconductor industry, the technique allows for accurate identification of circuit defects by producing a high-contrast image map of the semiconductor and metal sites.

The triennial award or held every three years was created by the ASEAN Committee on Science and Technology in the early 1990s to recognize scientists and technologists from ASEAN countries whose achievements have been acknowledged locally and internationally. The ASTW is intended to promote science and technology development in the region by creating greater awareness of S&T, developing an S&T culture, and providing a medium for participation and collaboration in regional S&T programs. The science teacher is the first and only ASEAN scientist to receive the Galileo Galilei Award in optics from the International Commission for Optics. Saloma has been a recipient of various other awards, including the 2007 Metrobank Foundation Outstanding Teacher Award (Higher Education Category), the 2006 UP Diliman Gawad Chanselor para sa Natatanging Guro, and the Gawad Chanselor Hall of Fame in two separate categories, the Pinakamahusay na Mananaliksik, and the Pinakamahusay na Nilathalang Pananaliksik.

Gov. Edgar Chatto on Friday entoned his first State of the Province Address (SOPA) in clear, straight and firm terms, projecting a more prosperous Bohol and happier Boholanos in 2011. In front of the Sangguniang Panlalawigan members led by their presiding officer, Vice Gov. Concepcion Lim, the 25 th provincial chief executive voiced confidence of collectively hitting the aims because the people now have leaders who can empower them. He themed his current-year governance the “Bohol 2011: Mauswagon ug Malipayon” as he stressed in his SOPA a kind of leadership really “leading the Boholanos along the path of development and empowering them as stakeholders.” The governor summarized his seven-month-old administration's accomplishments, from the unprecedented to the modest, that have transformed the provincial government into a proactive, participatory, shared and result-oriented “selfless servant leadership.”

After providing the impetus and guidance, the HEAT Bohol and LIFE HELPS strategies are bound to concretize a sustainable development framework that archs over needs, conditions and times, Chatto declared. The HEAT means “Health and sanitation, Education and technology, Agriculture and food sufficiency, Tourism and livelihood.” Of wider scope, the service mission slogan LIFE HELPS encompasses “Livelihood, Infrastructure, Food, Education, Health, Environment, Leadership development, Peace and order, and Sports, youth and marginalized sector development.” The governor announced that the New Bohol Airport Project (NBAP), now in final re-evaluation, is at last timed for flight to reality with the “go signal” form the Department of Transportation and Communications (DOTC) to complete the land acquisition and social preparation. Once the pre-implementation phases are finished, the national government will sign a grant agreement with the Japan International Cooperation Agency (JICA) for the crucial repackaging of the billions-worth project into the public-private partnership (PPP) modality, Chatto said. This is prior to the bidding before the end of the year, “barring any unforeseen circumstances.” The governor cited the support of the vice governor and the provincial board members who approved the province's 2011 budget of over P1.212 billion in record time.

MAJOR THRUSTS

Chatto is certain of the thrusts in 2011 being more guided by his HEAT and LIFE HELPS missions, but not without remaining cognizant of his sustainable development call, “Green Bohol,” to emphasize environmentally-sustainable progress. These thrusts will be pursued in an enabling environment of good governance and transparency in dealings. Capitol's top programs on health involves the universal Philhealth coverage, hospital upgrading, quick response teams, primary health care thru the purok system, Botica sa Barangay, primary nutrition, HEAT caravans, mobile clinics, and maternal and child care centers, among others. The dynamic learning program (DLP) for all high schools banners the quality education campaign together with the CPG Scholarship Program and Education Subsidy Fund, proghrams for more school buildings, Health for School, Day Care workbooks for early childhood development, High Schools for the Arts, and mobile library and municipal libraries. Agriculture will be enhanced thru the Bahay Kubo FAITH (Food Always In The Home), RAPID (Rice Accelerated Program for Institutional Development Program), fishery/marine conversion, upgrading of Bohol native chicken strain/breed, dairy development, LIFFE HLB (Livestock Intervention for Food and Family Enhancement under the Let's Help Bohol Program), organic fertilizers thru vermicomposting, rehabilitation of coconut farms thru the small coconut farmers' groups, and food product development and expansion of ITS SAFE (Integrated Technology Systems and Service Amenities for Food Enterprises).

While the new airport is beneficial to these fields, tourism and livelihood is boosted this year with the tourism summit in March, cultural renaissance program, operationalization of the Balicasag MOA, international cruise ship port in Loon, information and communications technology (ICT) and micro, small and medium enterprises support, and business process outsourcing investments Climate change is making hell, prodding environmental thrusts such as the deputation of legal officers as environmental law enforcers, watershed rehabilitation/enrichment and tree enterprise, climate change center creation, Coastal Law Enforcement Council/marine protection, Environment Code review, reactivation of the CELEBOSOLE (Cebu, Leyte, Bohol, Southern Leyte) Management Council, Bohol Marine Triangle conservation, sand and gravel monitoring, nvironmental management system ISO 140012 latest certification. Chatto led in the planting of some 5,000 trees around Bayongan dam in San Miguel to mark the capitol Family Day last year. Year 2011 has been declared as the United Nations Year of Forests.

Another highly relevant stroke done by Chatto for environment was his executive order last December creating the Bohol Biodiversity Complex Consortium. Infrastructure programs include more nationalized roads, the Provincial Roads Management Facility (PRMF), water supply/sanitation/sewerage, ICT infrastructure and technology, CPG Sports Complex improvement, power demand thru renewable energy, irrigation facilities, barangay waterworks development, and barangay energization. Initial P153 million will be devoted to build roads and bridges this year. Governance is enhanced thru leadership development for barangay and SK officials and transparency thru the faithful posting of financial transactions on the Internet. The governor boldly reformed several systems in the running of the provincial departments and offices, proving that politics plus will equals positive transformation.

He has regularly updated the Boholanos of the doings of his government on his weekly (every Firday morning) live interaction with the media “Kita ug Ang Gobernador,” which is heard live worldwide via Internet. Chatto's peace and order campaign stands on three pillars---LGU-led, with law enforcer support and citizen participation. The Legal Assistance for Effective Law Enforcement gets more support while capitol intends to strengthen programs related to anti-drug councils, Special Weapons and Tactics Team (SWAT), and rebel returnees' sustainable livelihood thru the Bohol Peace Forum. Standout programs for individual excellence in competitive sports and youth leadership are up for promotion. The sectors of the disabled persons, special children, women, senior citizens, OFWs and others will keep getting special attention. In the midst of these thrusts, the governor emphasized that his core thrust is still poverty reduction, Chatto being also aware of the reckoning time for the attainment of the so-called Millennium Development Goals (MDG) in 2015 as universally set by the United Nations.

BOLD IN 6 MONTHS

The first six months of the Chatto-Lim tandem unprecedented events and bolder acts that articulate in deeds participatory and shared governance. Bohol conducted the first provincial health summit in the country, assembling an unprecedented number of health advocates, practitioners and other stakeholders who assessed and planned for affordable, accessible quality health care for the Boholanos The provincewide drive against dengue was launched while the incidence of human and canine rabies clipped at zero. Capitol launched the Gov. Edgar M. Chatto Best Performing Municipal Rabies Prevention and Eradication Council (MRPEC). The province of Bohol was the only Philippine LGU privileged to present local government strategies during the Webinar on World Rabies Day, a simulcast worldwide seminar on rabies prevention carried live on the web with main anchor in New York. This was followed by the recent seminar in Mexico attended by Provincial Veterinarian Stella Marie Lapiz.

The two events have led to the selection of Bohol as the venue of the next World Conference for International Rabies Experts this July. On education, the Sangguniang Panlalawigan enacted the Education Subsidy Program, in itself a capitol legacy to the poor but deserving students. The Bayanihan Coordinating Center was established as a participatory tool to addressing lack of school buildings. The seed system and utilization among farmer groups have been institutionalized while the first-ever Bohol Organic Agriculture Summit occurred late last month in preparation for the passage of the milestone Organic Agriculture Code of Bohol. To institutionalize tourism data gathering, Bohol launched its tourism statistics program assisted by JICA and the Department of Tourism (DOT).

The UNESCO declared Bohol as the ASEAN Cultural Capital in July last year, an achievement followed by the historic high-profile world tour docking on the international cruise ship port in Catagbacan, Loon of the Andalucia, a faithful replica of the antiquated Spanish galleon. The Bohol Arts, Culture and Heritage Code (BAHC) has been published in booklet form. The local performing arts have further flourished with the addition of the Abatan Cultural Collective performing group. The all-unprecedented HEAT Bohol caravan, which third staging will be in San Isidro on February 21, People's Day at capitol every Monday, establishment of three more governor's offices at the People's Mansion here , in Talibon and in devolved hospitals, and monthly search for ten model provincial employees have made the Chatto administration “most people-like and people-liked.” The HEAT caravan, which first two pioneering editions already benefited tens of thousands of Boholanos, this month will fall on the very birth anniversary of the governor who will turn “golden plus one.” In his SOPA, Chatto was “extremely grateful” for the “lessons learned” from his predecessors, two of whom are now congressmen, Reps. Rene Relampagos of the First District and Rep. Erico Aumentado of the Second District. The former secretary of agriculture, Arthur Yap, is now the third district solon. (Ven rebo Arigo)

“So that the children of tomorrow will not suffer for the mistakes that we have committed today”. This was the guiding of principle of Cahayag barangay captain Peluche Bergado. As part of her environmental awareness and preservation campaign, she launched one of her pilot projects, Plant a Tree for Tomorrow: Save the Cahayag River Bank, last January 30. The current surge in weather condition and the heavy downpour due to the cold front as well as the continued widening of the banks of the Cahayag River due to soil erosion are the main reasons for the environmental concern. Bergado exerted a conscious effort in planting around 250 forest trees seedling along the river bank. Generous friends also donated some seedlings in addition to the one given by the Department of Agriculture.

Aside from the tree planting, they were able to hit two birds with one stone since they were able to clean up the river of rubbish and garbage such as household plastic. To encourage participation, she made the activity compulsory to her barangay health workers, nutrition scholars, Sangguniang Kabataan, and her barangay council. To attract her constituents, a free t-shirt were given to the first 50 volunteers. As a way of monitoring the growth and progress of the newly-planted seedlings, the barangay chairman assigned those residents from the district where the river is situated. Together with the people of the barangay, they are making this activity a yearly engagement until they see a rehabilitated river and its beauty restored.

The Department of Health (DOH) through the National Center for Health Facility Development (NCHFD) will release within this first quarter the P12.265M financial assistance to the local government of Maribojoc for its two-storey Municipal Health, Birthing and Day-Care Center. NCHFD Director III Arch. Ma. Rebecca M. Peñafiel, CESO IV relayed this week to Mayor Leoncio B. Evasco, Jr. that the P8-M is for infrastructure, P2-M for medical equipment and the remaining P2.265-M for indirect costs. Evasco, who has been working out the financial assistance from DOH as early as April 2009, said, “Minor repairs for the health center are not sufficient since the town has been utilizing the health facility constructed in 1956.”

“The health facility, that has served its purpose for the past 53 years, is now dilapidated and has become insanitary for our health patients,” Evasco added. The mother of Mayor Evasco, the late Toribia Badilla Evasco, was the town's pioneering public health nurse and was the one who facilitated and requested the assistance of the Philippine Charity Sweepstakes Office for the construction of the health center back in 1956. The minimal budget allocations of the local government for the minor repairs and maintenance of the existing building made it serviceable. However, clamors of health service providers and patients for its renovation are persistent due to the inconveniences they are experiencing.

The new two-storey building will have health facilities including a birthing facility, an infirmary clinic and a day-care center. It will have enough space for the maternal delivery services and an appropriate room for patients that need to be isolated from patients of common diseases during consultations and medications. The local government will also procure new medical equipment so that local patients will have access to these facilities without spending much of their hard-earned income. The health center will also include a child-friendly day-care center. As soon as the funds reach the coffers of the local government and after the bidding and procurement processes will be undertaken, construction of the two-storey building will follow. The construction of the new health facility is an infrastructure support for the health and children's development program of the local government. # amjvistal

THE Department of Agriculture (DA) has promised to infuse scholarship funds to fertilize student farmers’ dreams of cementing a stronger backbone for Bohol economic development.

Governor Edgar Chatto recently announced that Agriculture Secretary Proceso Alcala has acted positively on a hint from local authorities of a possible help in setting up of a scholarship program for Boholano students who would aspire to study agriculture related courses.

Alcala, who was saddened at the fact that young generations are shunning away from farm work immediately acted on the move to open up 20 scholarship slots for students who can enroll at the local state university in Bohol.

Chatto, who relayed the information from the DA said this would help Bohol nail a claim as a food basket in Central Visayas.

Speaking to media at his weekly Kita ug ang Gobernador, Chatto, who has been very insistent in putting up a vision for a strong agro economy for Bohol side by side with the miracle engine of eco cultural tourism openly admitted the province could not survive apart from agriculture.

“We also have to excel in agriculture as the backbone of our economy”, Chatto said.

Concerned over the dwindling number of people showing interest in agriculture, Chatto said the scholarship covers full amounts of tuition and matriculation fees, stipends, book allowances and other course fees.

“The scholarships is biased to agriculture courses, forestry, fisheries and other related courses,” the governor however announced over his radio interaction program aired all over Bohol.

Meanwhile, sources at the local agriculture office said “this should make students take a second look at the agriculture prospect for this primarily agricultural province.”

The catch however is that deadline for the submission of applications and requirements compliances is March 15, without postponement.

Interested applicants, he said, must contact Capitol Education Consultant Dr. Cerina Bolos especially on the list of requirements so that students can beat the deadline.

Apart from the 20 slots, Bohol is also opening up another 150 scholarship slots for the highly competitive Carlos P. Garcia Scholarship program and the newly funded Bohol Educational Subsidy Program for poor and deserving students. (racPIABohol)
