Talk of the Town / 'Leakage' on ECE Exams
April 02, 2009, 03:39:01 AM
The Professional Regulation Commission (PRC) faces another leakage complaint, this time coming from some examinees of this year's Electronic and Communications Engineering (ECE) Board Licensure Exam, the results of which are set to be released Thursday.

The ECE examinees stormed the office of the PRC Wednesday morning calling for a retake on the examinations conducted over the weekend, according to a report by Rawna Crisostomo aired over "24 Oras," GMA Network's early evening newscast.

"Sabi nila engineers na daw sila. Hindi daw nila aantayin yung result ng PRC, kasi nandun na sa reviewers nila, na Powerpoint na sa kanila yung sagot. Inasure na sila yung papasa," said Raschid Lee Apostol as he recounted the words of his friends, hinting of a leakage.

[They said they are already engineers, and they don’t have to wait for the PRC result because the answers were already given in their reviewers. They were assured that they would be among the board passers.]

But the initial investigation of the PRC found no evidence that a leakage took place. The commission added that the examinees got a low mean score, indicating a low probability of any leakage.

"Ang aming finding hindi sila sufficiently prepared itong mga student kaya medyo mababa ang examination nila [Our findings showed that the students were not sufficiently prepared. That’s why they obtained low scores in the examinations]," said Nicolas Lapeña, chairperson of the PRC.

The PRC, meanwhile, assured the students that it would look into the allegations.

The report added that the student had sought the help of the National Bureau of Investigation to look into the leakage mess.

In 2006, the PRC was also stormed with complaints following leakage complaints in the Nursing Licensure Exam. - Aie Balagtas See, GMANews.TV

Even if it's not an April Fools' joke, the latest moves by the dreaded Conficker worm are by no means an Internet Armageddon, either.

The worm's alarming outbreak entered a new phase Wednesday as clocks around the world ticked into the first day of April, the day it was scheduled to change programming.

But security experts appeared correct in their predictions that the day was likely to come and go without any major disruptions, even though the worm has infected anywhere from 3 million to 12 million PCs running Microsoft Corp.'s Windows operating system.

Computer infections now are all about making money by stealing people's personal information. And Conficker's authors stand to make more money from renting out parts of their huge "botnet" to spammers or identity thieves than by destroying parts of the Internet.

"These guys have been pretty smart until now â€" the worm is unfortunately very well done," said Patrik Runald, chief security advisor for F-Secure Corp. "So far they haven't been stupid. So why should they start on April 1?"

But panic over the worm had reached a frenzy.

Lori Lynn Pavlovich, a mother of four from Racine, Wisconsin, unplugged her PC and vowed to stay offline for a week after seeing a local TV news report about the worm.

"I get scared real easy when it comes to stuff like that," she said. Pavlovich, who says she keeps her antivirus software and security patches up to date, got back online 24 hours later after a relative assured her that her system was safe.

In the last six months, the worm has also caused sleepless nights for the technicians who maintain corporate and governmental computer systems. European media reported that the French military grounded some of its fighter planes after the Navy's network was infected over the winter.

Companies were on high alert to any change in Conficker's behavior that could affect their systems. But a lot of the heavy lifting for big corporations has already been done. Most large organizations hurried to fix the vulnerability that Conficker exploits long ago â€" Microsoft released a software "patch" for it in October. Many smaller businesses and consumers started worrying about the problem later, making them more vulnerable to infection.

"Consumers are very, very, very aware of this â€" more so than I've seen in years," said Alfred Huger, vice president of Symantec Security Response. "Enterprises are certainly aware of this, and they're treating this seriously, but no more so than other threats they're faced with."

Detecting a Conficker infection is actually very easy. One of the telltale signs is if you're able to navigate the Internet freely but can't access Microsoft's site or the sites for the major antivirus software vendors. Conficker's authors included that feature to prevent infected machines from downloading programs that remove the worm.

That makes it harder to get the Conficker removal programs, but not impossible. Security experts recommend that people with infected machines find a friend whose machine isn't infected, and have that person download the removal tool and e-mail it to them.

Many companies that have already protected their networks from Conficker have become concerned again because of the publicity the worm generated in recent weeks as the April 1 change to Conficker's programming approached.

Michael La Pilla, manager of the malicious code operations team at VeriSign Inc.'s iDefense division, said some of his company's customers were asking for immediate notification about changes to Conficker's behavior, instead of the hourly updates that many receive.

The bad guys behind Conficker haven't been able to reliably communicate with the computers the worm has infected. That means they haven't been able to program the PCs to send spam, carry out identify-theft scams, or perform any other kind of cybercrime.

That has likely started changing with the dawn of April 1. Now the programming on the latest version of Conficker tells those infected machines to generate 50,000 new Internet addresses each day that they can try and "phone home" for instructions. Previously, they had been looking for commands from just 250 sites each day. The point of the change is to make it harder for the security community to pre-register those addresses and keep them out of the bad guys' hands.

Microsoft has offered a $250,000 bounty for information leading to the arrest and conviction of the people responsible for Conficker.

The hoopla surrounding a very arcane change to Conficker's programming code was reminiscent of the doomsday fears about the Y2K bug, when the dawn of the millennium was thought to threaten computer networks by interpreting the new year as 1900 rather than 2000.

"There are a lot of people who are on standby waiting to see what happens," said George Kurtz, senior vice president of McAfee Inc.'s risk and compliance division. "Ultimately, it could be a big event or Y2009 â€" April 1 rolls around and nothing happens. But that doesn't mean it's the end of the story."

Despite offers of apology on a controversial article which was deemed racist by many Filipinos, the ban on Hong Kong writer Chip Tsao from entering the Philippines remains, the Philippines’ top immigration official said.

Immigration Commissioner Marcelino Libanan said Tsao himself would have to apply to Philippine authorities to have the ban lifted.

“Tsao can request from the [Philippine] Consulate sa Hong Kong who will then communicate to DFA (Department of Foreign Affairs),” said Libanan in an interview Wednesday.

Libanan said the DFA would inform the Bureau of Immigration if the Tsao has been removed from the blacklist.

The immigration commissioner earlier said Tsao will only be removed from the immigration blacklist if he issues a public apology for the derogatory article he wrote about Filipinos.

Libanan issued on Monday night the order placing Tsao in the immigration blacklist for being an undesirable alien.

“This is our manifestation of disgust against the racial slur and insult committed by Mr. Tsao against us as a people,” Libanan said in a statement after announcing the issuance of the blacklist order.

Libanan also chided Tsao for his “arrogance and disrespect to the country and the Filipino people.”

Malacañang meanwhile is taking a wait and see stance on the apology of Tsao

Executive Secretary Eduardo Ermita said they are still considering his apology and whether or not they should accept it.

“Different interpretations”

The DFA on Wednesday confirmed that Hong Kong writer Chip Tsao has issued an apology on television in China’s Special Administrative Region.

In a text message to abs-cbnNEWS.com, the DFA said it received the information about Tsao’s apology from the report by the Philippine Consulate General in Hong Kong.

“The following is excerpt of Mr. Chip Tsao's interview aired 7 p.m. last night at ATV, a major local TV channel: ‘I realized that I had crossed the line...I now offer my public apology’",” the DFA stated in the text message.

Agence France-Presse (AFP) reported Monday that Tsao allegedly never meant to insult Filipino domestic workers.

"The article was never intended to be insulting to the Filipino domestic workers," Tsao told AFP.

He added in the report that "English, being a global language, is open to different interpretations by those who come from various cultural backgrounds”.

"Has anyone been deeply upset, it was never my intention and I feel sorry," Tsao was quoted in the report.

On Monday, Tsao’s publisher and editors had issued an apology for their writer’s column. In their letter, the Asia City Publishing Group in Hong Kong apologized “unreservedly for any offense that may have been caused by Chip Tsao's column dated March 27".

HK Magazine explained that they have long been championing the rights of Filipinos working in Hong Kong.

"We note that Filipinos have often been unfairly treated in Hong Kong, and that they make an important contribution to this community," said HK Magazine.

HK Magazine added that Tsao's column entitled "The War At Home" was satirical.

Tsao earned widespread disapproval among Filipinos for his column “War At Home” published online by the HK Magazine on March 27.

In his column, Tsao called the Philippines a “nation of servants” unworthy to lay claim on the disputed Spratlys Island.

Tsao also made derogatory remarks against Filipino domestic workers in Hong Kong.

He said he summoned his Filipino domestic assistant named Louisa and gave her a harsh lecture that Spratlys Island belongs to China. He even threatened to send her home if war breaks out between the Philippines and China.

The Spratlys Island is being disputed by China, Vietnam and the Philippines.

Concerned about the safety of Tsao’s maid, the Philippine Consulate set out to locate her. They discovered that Tsao had no Filipino domestic worker under his employ. Louisa was actually working for Tsao’s father for 14 years now.

Continuing protest

Meanwhile, the group United Filipinos in Hong Kong is preparing to mobilize the Filipino community there on Sunday, April 5th for a protest against the article and writer.

On Monday, Tsao’s publisher and editors issued an apology for their writer’s column. In their letter, the Asia City Publishing Group in Hong Kong apologized “unreservedly for any offense that may have been caused by Chip Tsao's column dated March 27".

HK Magazine explained that they have long been championing the rights of Filipinos working in Hong Kong.

"We note that Filipinos have often been unfairly treated in Hong Kong, and that they make an important contribution to this community," said HK Magazine

eto fresh na fresh.

Money sent home by Filipinos working abroad have kept at least 4 million Filipinos out of poverty as of 2006, an Asian Development Bank (ADB) economist said Tuesday.

Kelly Bird, senior economist at ADB's Southeast Asia department, described remittances as "a major anti-poverty driver" in the country.

"Remittances have reduced the national headcount poverty rate by at least 5 percentage points," said the economist.

However, central bank deputy governor Diwa Guinigundo expressed doubts on the study's claim that remittances are a major cure for poverty.

Citing data from the National Statistics Office, Guinigundo said nearly half of OFWs are skilled workers and only 33 percent are classified as laborers and unskilled. In other words, if these OFWs opt to work at home, they can still earn a considerable amount of income to sustain a well-off lifestyle for themselves and their families.

The central bank deputy governor backed his assertions with data from the 2006 Family Income and Expenditure Survey (FIES), which revealed that remittances are concentrated on non-poor families and that high-income families are major beneficiaries of remittances.

According to the FIES survey, remittances from abroad accounted for as much as 16 percent of income of households in the high-income bracket while poor families received fewer international remittances and relied more on domestic earnings.

Bird countered that these arguments ignored poverty dynamics.

In his study, the economist said many of recipient families "would be poor or were poor without remittances."

By taking away remittances from all households that received them in 2006 and assuming their consumption falls by the same amount, Bird said an additional 4.3 million people spread across income groups in the country would be poor.

Investments

Bird also said that contrary to a common perception that remittances from overseas Filipino workers (OFWs) go mainly to consumption, much of these are actually spent to invest in family members' education and small enterprises.

He also cited the 2006 FIES, focusing on the portion, which reported how families receiving remittances spend the money. It said 5.2 percent of total remittance income were invested in education and 3.9 percent in health. Bird said these investments are higher than the national averages of 3.7 percent and 2.5 percent, respectively.

Another survey conducted by the ADB showed OFW households spend up to 40 percent of remittances received on children's education. This survey was carried out between February and March 2009 comprising of random samples of 500 households in Cebu and Metro Manila.

Weak labor market causes poverty

While better paying jobs attract more Filipinos to fly overseas, a major factor pushing them to leave the country is the inefficient local labor market.

The Philippines' unemployment rate declined from an average 7.9 percent in 2006 to 7.6 percent in 2008, consistent with economic growth. However, overall, Bird said joblessness in the country has been persistently higher than in other countries like Korea, Malaysia, Indonesia and Thailand.

The weakness in the local labor market also shows in the dominance of informal sectors and the difficulty of graduates to find a good and permanent job after school, Bird noted.

He added labor policy rigidities like relatively higher minimum wages, severance of social security costs, and restrictions on use of fixed-term contracts have also dampened employment growth.

"There are important policy implications of the study's findings. Government must address the slow youth transition from school to work. This will require hard political decisions for reform of the labor market covering high minimum wages and in particular, the need for relaxing rules of employment contracts," Bird concluded

bedo,

Pughad kaajo ug lami. Tungod kay walay dagko nga farm nga katamnan sa kamote, dili mo makaproduce in tons aron mahimo nga basket sa kamote production. Ang kamote seasonal crops from May to December. Wala nay kamote from Jan to April kay init na.

Diri sa Davao ug Cotabato, all year round ang production sa kamote by tons for export.

Dreaming of Bohol as Food basket is  a "dream."

Chip Tsao would go down in the short-term memory of Filipinos, along with Malu Fernandez and the Desperate Housewives slur as one who demeaned hardworking and often harshly treated Filipinos working abroad.

His comment triggered an uproar in the Philippines, with one lawmaker urging Filipinos to boycott Hong Kong for a year.

It took three days for the publishers and editors of HK Magazine to say sorry for the “politically incorrect" column it ran last March 27 following calls from Manila for an apology.

The infamous column by the “best-selling author" called the Philippines nation of servants and even threatened a Filipino maid of being fired should the Philippines finally take over the disputed Spratly Islands.

Asia City Publishing House, HK Magazine's publisher, with office at 301 Hollywood Centre, 233 Hollywood Road in Hong Kong, issued the statement on Monday:

"The publisher and editors of HK Magazine wish to apologize unreservedly for any offense that may have been caused by Chip Tsao’s column dated March 27. HK Magazine has long championed the rights of Filipinos working in Hong Kong. We note that Filipinos have often been unfairly treated in Hong Kong, and that they make an important contribution to this community."

The column had disappeared from the magazine’s Web site as of posting time.

Despite admitting that Tsao’s column was offensive, the publishing company defended that the column was satirical and could be read “in different ways."

“One aspect of satire is that it can be read in different ways. In this particular case, many people have read meanings into this column that were never actually intended."

Tsao wrote in his March 27 column for the HK Magazine that the Philippines has no right to lord over the disputed Spratly Islands because it is "a nation of servants" who shouldn’t “flex your muscles at your master, from whom you earn most of your bread and butter."
