MANILA, Philippines -03/02/2008 | 08:36 PM

Valenzuela Rep. Rex Gatchalian on Sunday said he wants an accounting of how the Overseas Workers Welfare Administration (OWWA) used the funds collected from contributions of overseas Filipino workers.

In a phone interview, Gatchalian hinted that there is a possibility of irregularities in the disbursement of OFW funds.

When pressed for the details, Gatchalian declined. “I’m sorry I can’t tell you why (I asked for the financial report). I have received some information and I want to verify it first by looking into whatever OWWA will submit to the committee," Gatchalian said.

“I promise I let you know if I found something wrong," the young lawmaker added.

During the committee hearing last Wednesday, Gatchalian chided Eduardo Bellido, representative of OWWA, when the latter failed to submit the documents the lawmaker requested in the previous hearing.

Gatchalian then again requested the presiding chairman, Pasig Rep. Roman Romulo, to order Bellido to submit the OWWA financial report Friday next week.

“It’s been a month since we have asked for that documents so I guess two weeks are enough for OWWA to prepare the report we are asking," Gatchalian told Romulo.

Romulo, in support to Gatchalian’s position, ordered Bellido to comply with the request.

Departing OFW is paying $25 OWWA membership fee renewable every two years.

Last December, local recruitment agents have complained that OWWA and the Philippine Overseas Employment Administration were overcharging OFWs by using a peso-dollar exchange rate of P51:$1 or its peso equivalent of P1, 275 when the exchange rate was already at P42:$1.

The OWWA fee was initially reduced to P1, 050 from Dec. 19 to 31, using an exchange rate of P42:$1.

The peso equivalent of the $25 OWWA membership fee was further reduced in February to P1, 023.45 from P1, 043.58 in January.

The trust fund collected from OFW is estimated at P10 billion. - GMANews

The United Arab Emirates (UAE) will help the Philippines develop its halal food and agricultural exports, following a visit there by Agriculture Secretary Arthur Yap.

Online news site Khaleej Times reported Sunday that Manila will send marine biology specialists to the UAE to inspect the country's mangroves as part of the agreement.

Yap went to Dubai for a three-day visit last week. He met with UAE Minister of Environment and Water Rashid Ahmed bin Fahad, who promised to improve Philippine halal exports through food accreditation and capital grants.

Also, Yap said UAE vice president and prime minister Shaikh Mohammed bin Rashid Al Maktoum is considering the invitation extended by President Gloria Macapagal Arroyo to visit the Philippines.

Philippine halal food and agricultural exports to the UAE grew 39 per cent to Dh73.5 million ($20 million) last year.

Gil Herico, trade representative at the Philippine Trade and Investment Centre in Dubai, said Fahad had noted that the Philippines, being free from the dreaded bird flu, would be a good source for halal chicken.

Herico said the mangrove specialists from the Philippines would work closely with the Mangrove Scientific and Research Institute, in Umm Al Qaiwain, on how to manage the UAE's breeding grounds for fish species.

According to Herico, the specialists will first make an ocular inspection of the mangroves in UAE, study these and draw up recommendations on how to protect and develop them further.

"Later on there will be an exchange of experts and delegations between the two countries to strengthen co-operation in various fields," he said.

He added that the areas of co-operation between the UAE and the Philippines are in the Proposed Memorandum of Agreement (MoA) on Agricultural and Fisheries Co-operation that the two parties will sign in Manila by May.

Herico added Manila had closed for this year a total of Dh1.1 billion
($299 million) in purchase agreements for Philippine bananas and pineapples with various importers in the six-member Gulf Co-operation Council (GCC) bloc, Iran and Iraq.

He said 60 percent of the total purchases came from Iranian importers, who are even willing to buy more if the Philippines could provide such.

With a population of 74 million, Iran brought down its tariff on Philippine bananas and pineapples to four per cent from 25 per cent two years ago.

Also, Herico said Dh44.1 million ($12 million) worth of business deals, Dh18.4 million ($5 million) of which were booked orders, had been facilitated by the Philippine national pavilion at the recently concluded Gulfood Exhibition in Dubai, between Filipino producers and importers in the Middle East, Africa and Iran.

He said the deals, Dh25.7 million ($7 million) of which are still under negotiations, involved Philippine processed food and agricultural products, such as Filipino delicacies, desiccated coconut, coconut milk and fresh fruits and vegetables.

Herico said he is confident that Philippine exports to the UAE involving food and agricultural products would hit at least 40 per cent this year on growing awareness among Emirati businesses about high-quality Filipino products and the increasing number of Filipino workers in the UAE. - GMANews

The government is looking at ordering reduced tolls at the North Luzon Expressway (NLEx) given the strengthening peso, but the highway’s operator claims its contract does not allow for such.

The Supplemental Toll Operations Agreement (STOA) for the 84-kilometer expressway, said Toll Regulatory Board (TRB) spokesperson Julius G. Corpuz, provides for an interim toll adjustment in the case of a significant foreign exchange movement.

"[The contract provides that] an interim adjustment may occur if the peso depreciates by over 10% and if the inflation goes up by 15%, but in this case (a peso appreciation), the principle of interim adjustment is also applicable," Mr. Corpuz said.

He declined to say by how much tolls could be reduced nor when this would be implemented. Under the STOA, the next regular rate adjustment should be in January next year.

The current rate for class 1 or light vehicles using the Balintawak, Quezon City to Marilao, Bulacan stretch is P38, with P2.20 added per kilometer onwards to Sta. Ines, Pampanga.

"The TRB Board has already instructed the management to find the best way to possibly reduce fees in NLEx in view of the strengthening peso," Mr. Corpuz said.

But Jose P. de Jesus, president and chief executive of NLEx concessionaire Manila North Tollways Corp. (MNTC), said the interim rate reduction is not provided for in the STOA.

"There is no provision for the interim rate reduction, only for a rate increase. The regular review will happen in September or October this year and any rate adjustment should only happen January next year," he said in a phone interview.

Mr. De Jesus warned that an interim rate cut could be considered a breach of a "binding contract"

"Investors and lenders put their money based on an agreement. If this agreement is not kept, it puts doubt on the government’s ability to protect investments," he said.

Mr. De Jesus also said a toll cut would also reduce the budget that MNTC allots for the operation and maintenance of NLEx, leading to a reduction in the quality of its service.

Mr. Corpuz, meanwhile, said the impact of any reduction would be minimal due to rising inflation.

"The 20% strengthening of the peso is somehow mitigated by the inflation rate, which has gone up this year," he said.

Earlier this month, Provincial Bus Operators Association of the Philippines (PBOAP) called on the Lopez-led MNTC to reduce toll fees because of the strengthening peso.

"There’s an interim foreign exchange adjustment that should be invoked," PBOAP president Homer A. Mercado said in Filipino.

He raised the prospect of a "transport holiday" â€" which could paralyze traffic to and from the northern part of Luzon â€" if the TRB does not order tolls cut.

The militant transport group Pagkakaisa ng mga Samahan ng Tsuper at Opereytor Nationwide (Piston) has expressed support.

"It is very unfair to the public transport operators and private motorists to be paying high toll fees while the value of the dollar is going down," Piston said. â€" M. G. S. Ramos, BusinessWorld

Vatican City, Mar.02, 2007  - The number of Catholics in the world is increasing, if not by much: they were 1.31 billion in 2006, an increase of 1.4% compared to the 1.15 billion in 2005.  And there is a continuation of the trend that since 2000 has seen an increase in the number of priests, both diocesan and religious, who went from 406,411 in 2005 to 407,262 in 2006, an overall change of 0.21%.  These are some of the figures contained in the Annuario Pontificio for 2008, presented this morning by the pope.

Observing the presence of Catholics in relation to the number of the inhabitants of the various continents, it can be noted that Catholics make up 14% of the population of the population of the Americas, while the Americas have 49.8% of Catholics in the world.  Catholics make up just a slightly smaller percentage of Europe's population, but its importance in the Catholic world is clearly lower than that of the American countries (25%).  The proportion of Catholics in Asia is at 10.5%, lower than the continent's percentage of the world population, which is at around 61%.

But the trend of the number of priests present in Asia is on the rise.  Observing the distribution of priests by region, in fact, one can observe a decline in the presence of priests in Europe and America compared to Africa and Asia.  In terms of percentage, in fact, while in 2000 the overall number of priests working in Europe and the Americas represented 81% of the total, in 2006 they  dropped to 78%. The most striking positive variation is seen in Africa, where the proportion of priests in 2006 stood at around 8% of the worldwide total. In Asia, too, the number of priests moved higher, passing from 43,566 in 2000 to 51,281 in 2006.

There has also been growth in the number of those preparing for the priesthood. There are 115,480  students of philosophy and theology in the diocesan or religious seminaries, an increase of 0.9% compared to the previous year; 24,034 are in Africa, 37,150 in the Americas, 30,702 in Asia, 22,618 in Europe, and 976 in Oceania.

Note: The place where Tubag Bohol comrades from all over the world gathered for an eyeball last December is the latest casualty of the series of robbery in Bohol province. Do you think we have to change venue for our next Eyeball?

In the headlines:

The famous Brewpoint, a coffee shop in the city was the latest site of a robbery which happened when most of the cops and city residents were in Dauis town last Friday to send off the relics of St. Therese in a colorful fluvial parade which ended past 10 o'clock Friday night.

Two suspects, one armed with a handgun and another with a knife barged into the coffee shop almost unnoticed, pretending to be friends of the cashier.

The cashier, Cherryl Pinkian of Tamblot Street and server Sharon Gulle of Taloto, this city, narrated that the suspect armed with a handgun approached Pingkian and whispered that it was a hold-up. She immediately yielded the amount at the shop's cashier amounting to P4,000 and a check worth P3,000.

It was only when the two suspects left Brewpoint that customers started to notice the commotion inside the coffee shop at Lou Square, corner Soledad and Miguel Parras streets, this city

World Daily News / Re: Q Fever
March 03, 2008, 12:31:35 AM
Studies show that one gram of placenta from an infected sheep can contain over one billion Q fever microbes.

These microbes become airborne in tiny droplets of mists or aerosols and spread to workers:

when animals give birth,
during processing of infected tissues from slaughtered animals,
at milking or during the processing of milk, or
during animal surgery.
After giving birth, animals usually eat their placenta and other tissues of afterbirth. When this happens, the Q fever microbes survive digestion. They pass along the animal's intestine and become discharged with the manure. This allows Q fever to spread widely throughout the environment.

The Q fever microbe easily becomes airborne with dust from infected animal tissues, manure, or soil. As a result, workers can become exposed to Q fever by contacting various infected materials such as

dust from animals, bedding, or manure,
soil near animal pens,
animal hides, wool, and furs, and
clothes from workers who were exposed to infected animals or materials.

What is the treatment for Q fever?

The antibiotic tetracycline is often used to treat Q fever. Patients usually recover promptly when treatment is started without delay.

Is Q fever an occupational concern?

Q fever is an occupational concern for workers who have contact with animals, animal products, or animal waste.

Workers can get Q fever from a variety of different animals:

wild animals
farm livestock--especially cattle, sheep, and goats
laboratory animals--especially sheep
household pets--especially cats
Blood-sucking ticks spread the Q fever microbe to wild animals, but seldom to humans. Farm livestock, laboratory animals, and pets however can pick up Q fever directly from other infected animals or from contaminated surroundings.

Q fever is a special concern with pregnant animals, especially around the time they give birth or abort because of the disease. In pregnant animals, the Q fever microbe builds up to enormous numbers in certain tissues and fluids. These include:

the uterus or womb,
the placenta, which surrounds the offspring in the womb,
the mammary glands or udders,
birth fluids, and
milk.

What tests are available for Q fever?

Laboratory tests for Q fever measure antibodies that circulate in the blood. Antibodies are protective substances that the body produces in defense against infectious diseases. Q fever can be diagnosed in patients who develop these antibodies in their blood following a period of unexplained feverish illness.

How is Q fever transmitted?

People usually contract Q fever when they breathe in the Q fever microbe. It is very infectious. As few as ten Q fever microbes can start an infection. People can also get Q fever by drinking infected milk, but most infections are spread through the air. Person to person transmission occurs rarely, if ever.

What are the symptoms of Q fever?

People can have Q fever without knowing it or mistake it for mild flu. Often, it is impossible to tell without laboratory tests.

Sometimes, Q fever strikes as a sudden illness, affecting a large number of people in the same workplace. Common signs and symptoms resemble a serious case of the flu:

sudden onset of high fever
chills and sweating
general feeling of sickness and loss of appetite
Some patients develop a slight, dry cough because of a lung inflammation known as pneumonitis. Most symptoms disappear after 7-10 days. However, afflicted people can feel generally ill with loss of appetite for several weeks.

A small percentage of patients develop hepatitis or liver disease and jaundice, a yellowing of the skin and darkening of the urine, caused by a malfunctioning of the liver.

Other rare clinical syndromes including endocarditis, an inflammation of the lining of the heart cavity, have been reported.

Q Fever and Animals

What is Q fever?

Q fever is a rickettsial infection caused by Coxiella burnetii (COX-ee-ELL-uh burn-ETT-eye). Only about half the people infected with this organism get sick with Q fever. Most people who get sick start having symptoms 2 to 3 weeks after getting C. burnetii, although symptoms can start sooner. These symptoms include fever, headache, chest or stomach pain, vomiting, and diarrhea. The fever can last 1 to 2 weeks, but many people can also get more serious lung or liver infections as a result of Q fever.
Organism Responsible for Q fever
Rocky Mountain Laboratories, NIAID, NIH

Most people get better within 1 to 2 months after being infected. Rarely, people can be sick from Q fever a year or more after getting this disease. For these people, inflammation (swelling) of the heart, especially the valves in the heart, can be a serious problem.

Can animals transmit Q fever to me?

Yes, some animals can pass Q fever to people. Cattle, sheep, and goats are most likely to carry C. burnetii, but other kinds of animals can also have this disease. Most infected animals do not show signs of Q fever, but the organism can be in barnyard dust that contains manure, urine or dried fluids from the births of calves or lambs. People usually get Q fever by breathing in this contaminated barnyard dust. Occasionally, people can get Q fever from drinking contaminated milk or from tick bites.

BMW

Bayerische Motoren Werke AG (BMW), is an independent German company and manufacturer of automobiles and motorcycles. BMW is the parent company of the MINI and Rolls-Royce car brands. It is also one of the leading German car manufacturers.

BMW was officially founded as a public company in 1922, but traces its origins to the pioneering days of German aviation all the way back to 1913. Two of these pioneering men, Karl Rapp and Gustav Otto, are credited by BMW as the "founding fathers". However, BMW owes its actual founding by three men- Josef Popp, Max Friz, and Camillo Castiglioni. These men brought BMW through many turbulent times in the company's early life, as well as taking the company public in 1922 to form BMW AG...

AUDI

The company traces its origins back to 1899 and August Horch. The first Horch automobile was produced in 1901 in Zwickau, in former East Germany. In 1910, Horch was forced out of the company he had founded. He then started a new company in Zwickau and continued using the Horch brand. His former partners sued him for trademark infringement and a German court determined that the Horch brand belonged to his former company. August Horch was forced to refrain from using his own family name in his new car business. As the word "horch!" translates to "listen!" in German, August Horch settled on the Latin equivalent of his name - "audi!". It is also popularly believed that Audi is an acronym which stands for "Auto Union Deutschland Ingolstadt". Audi produces over 2 million vehicles annually at its main production site in Ingolstadt. Audi has another production plant in Neckarsulm.

Audi started with a 2612 cc model followed by a four cylinder model with 3564 cc, as well as 4680 cc and 5720 cc models. These cars were successful even in sporting events. August Horch left the Audi company in 1920. The first six cylinder model (4655 cc) appeared in 1924. In 1928, the company was acquired by J S Rasmussen, owner of DKW, who bought the same year the remains of the US automobile manufacturer, Rickenbacker including the manufacturing equipment for eight cylinder engines. These engines were used in Audi Zwickau and Audi Dresden models that were launched in 1929. At the same time, six cylinder and a small four cylinder (licensed from Peugeot) models were manufactured. Audi cars of that era were luxurious cars equipped with special bodywork.
