A Canadian man was arrested in Berlin on Saturday for making the Hitler salute in front of the Reichstag.

The 30-year-old from Quebec was with a German friend when he posed in front of the parliamentary building and made the salute, according to daily Der Tagesspiegel on Sunday.

The German friend, a 29-year-old from the state of Lower Saxony, photographed him in the pose.

Making the salute is illegal in Germany â€" a fact widely known in Germany but often unknown abroad.

An investigation will now be undertaken against the Canadian for using an illegal symbolic gesture.

Berlin police officers confiscated the camera chip, but the man was released after posting bail.

Germany to develop 'happiness index'

German politicians Monday began investigating ways to gauge the country's quality of life and prosperity as a way to complement gross domestic product (GDP) figures in Europe's top economy.

Following in the footsteps of other major European economies Britain and France, a cross-party committee headed by speaker of parliament Norbert Lammert will issue its recommendations in two-and-a-half years.

The so-called "Progress Index" will measure Germany's economic wealth, as well as advancements in education, environment and quality of life.

"This indicator should become a compass for policy-makers in order to show where our society stands, and if people are better or worse off," said MP Daniela Kolbe in Berlin.

A growing number of nations have decided GDP figures alone cannot fully describe the standard of living a particular society offers.

In London, Prime Minister David Cameron has asked the Office of National Statistics to prepare methods to measure the "general well-being" of Britain.

Canada is investigating the viability of adopting a similar initiative and French President Nicolas Sarkozy has announced that he intended to use happiness levels as one method of assessing the country's economic progress.

The pioneer of the index is the insular Himalayan kingdom of Bhutan, famed for its adoption of "gross domestic happiness" as the key measurement of its success.

Rome was famous for its extensive sewer system. But despite having such an advanced method of dealing with poop, most Roman’s didn’t have access to it (either because they lived on the hills, or were too poor for plumbing). And sometimes even those who could afford it, didn’t want it due to the smells that would leak into people’s homes and the rats and other vermin that lived in the sewers. He would travel door to door collecting all the human waste and cart it off to the edge of town. Farmers would buy the dung for their crops, so effectively the Romans had a better way of dealing with their waste than we do in modern times.

MANILA, Philippines - The Light Rail Transit Authority (LRTA) confirmed reports that a 35-year-old man instantly died after jumping off a station of LRT line 2 in Quezon City last Saturday.

Blotter reports from the Quezon City Police Department revealed that a certain Elino Sordilla, Jr. of Cembo, Makati City had committed suicide when he jumped off the overhead LRT 2 Betty Go Belmonte station and landed on a construction site along Aurora Boulevard.

The incident happened at about 3:30 p.m and the victim was immediately brought to San Juan Medical Center. He was pronounced dead on arrival by 5:30 p.m. His remains were brought to St. Mark Memorial Chapel in Sampaloc, Manila.

Police found a breakup letter in the victim's possession but said they are still conducting further investigations on his motive for committing suicide. As of press time, the victim's "legal" family had not yet surfaced to claim his remains.

LRTA spokesperson Hernando Cabrera confirmed that before the incident, Sordilla bought a ticket for a trip to the Santolan Station. He said the teller who sold Sordilla his ticket remembered the victim as "uneasy" and "disoriented."

"When he got inside the station platform, our guards said they saw him walking just like other passengers. But every thing went very fast. It took him seconds to climb the station fence and finally jump off. They had the chance to blow their whistles to get his attention but it was too late to keep the victim from falling," Cabrera said.

Since the police ruled the incident as a suicide, the LRTA holds no liability for Sordilla's death. But on the facility administrators' part, Cabrera said they will devise mechanisms to help prevent passengers from committing suicide within the premises of the train stations.

"It's hard to read the minds of each of our passengers especially when they flock during rush hours. But we will have internal discussions to help curb incidents like this," he added.

Recto sees peso to appreciate beyond P35 against US dollar


MANILA, Feb. 25 (PNA) â€"- Senator Ralph Recto said on Wednesday that the peso could further rally to a much stronger level than the projected P35 to the US dollar this year upon the adjustment of key interest rates by the Bangko Sentral ng Pilipinas (BSP).

Recto said that an upward movement in the interest rates of BSP would usually redound to stronger peso, which could mitigate rising oil and food prices.

“The peso could further strengthen to a level better than the P35 to the US dollar as forecast of a foreign bank,” he said referring to the latest peso-dollar projection of Hong Kong and Shanghai Banking Corp. (HSBC).

HSBC forecast a stronger peso this year and next year with a peso-dollar exchange rate of P37.50 to $ 1 in 2011 and P35.50 in 2012 or better than BSP’s own projections of P42 to P45 against the greenback.

The US dollar has been trading between P43.27732 to P43.4065 since the week opened.

Recto said the BSP is widely expected to change its key interest rates to ease the impact of inflation caused by soaring fuel and food prices.

He said once the BSP rates are adjusted, the government could take advantage of the resulting stronger peso and temper the soaring prices or inflation.

Inflation this year is expected to hover in the range of 3-5 percent with 2010 inflation averaging 3.8 percent. Last month’s inflation was tracked at 3.5 percent.

Recto, Senate ways and means chair, said a stronger peso could offset the impact of any drastic movement in the pump prices of fuel and the resulting high inflation rate as the Middle East region braces for more regional unrest in the coming weeks.

On Tuesday, local oil companies jacked up their fuel prices by at least 50 centavos per liter, blaming the fragile petroleum supply situation in the Middle East, which is being rocked by pro-democracy rallies protesting overstaying despotic regimes.

“In layman’s terms, when peso is strong, there would fewer pesos needed to import fuel which we pay in dollars and this should trigger similar downtrend in prices of fuel and food,” he said.

Currently, BSP’s overnight borrowing rate â€" or the interest imposed by banks whenever BSP borrows - is four percent while overnight lending â€" or the interest rate slapped by BSP from its borrowing banks â€" is at six percent.

At the end of each working day, a bank may have a surplus or shortage of funds banks after transferring money to each other, to foreign banks, and to large clients.

Banks that have surplus funds may lend them to or deposit them with BSP, which may earn them a 4-percent overnight interest while banks with cash shortages will have to borrow from the BSP and in return, be slapped an interest rate of six percent.

Overnight rates are a measure of cash liquidity or availability of funds prevailing in the economy.

Key policy rates of the BSP have been kept unchanged since July 2009 and will have to be revisited March 25 when the Monetary Board, the policy-making body of BSP, meets. (PNA) DCT/vcs/JFM/mec
