Off the rails? High-speed trains might be forced to go a little more slowly
Mar 31st 2011 | BEIJING | from the print edition

CHINA’s high-speed rail network is probably the world’s most ambitious public-works project, a 21st-century equivalent of America’s Interstate highway system. Officials crow at each new speed milestone and each dramatic reduction in intercity-travel times. But after the disgrace and sacking of the railways minister and a series of other corruption investigations, the construction of the system itself may be shunted onto the slow track.

In 2008 China had only 649km of high-speed railway. It now has nearly 8,400km, four times as much as the next-largest network (Japan’s). The total will approach 19,000km by 2014, according to analysts at UBS, a Swiss bank (see map). That would be ten times as extensive as Japan’s. China is also adding copious amounts of traditional track and upgrading lines, mostly intended for freight. Estimates for the bill range from $530 billion to $750 billion in today’s moneyâ€"comparable to America’s interstate system, which cost over $400 billion in 2006 dollars.

But question-marks have been raised over these plans after the sacking in February of Liu Zhijun, the minister responsible for building the high-speed network. He was accused of skimming off as much as 1 billion yuan ($152m) in bribes and of keeping as many as 18 mistresses. Zhang Shuguang, another top official in the railways ministry, was later dismissed for corruption. Separately, on March 23rd, state auditors reported that $28m had been embezzled from the 1,300km high-speed line between Beijing and Shanghai, the highest-profile of China’s many rail projects.

Public support for high-speed trains is muted. The trains may reach 350km per hour but fares are proportionately eye- watering. That is all right for well-heeled travellers, happy to have an alternative to flying. But tens of millions of poor migrants who work far afield and flock home for the Chinese new year are being priced out the rail market and have to go by bus (the number of bus journeys is soaring).

The sacking of top officials may be the result merely of one of China’s periodic anti-corruption campaigns. Or it may be the upshot of a high-level factional or personal battle, in which corruption charges are often a favourite weapon. If so, the dismissals would not necessarily affect railway development.

But some experts think construction may slow down. In his first public remarks, the new railways minister, Sheng Guangzu, repeatedly stressed the importance of quality and safety, implying that corruption may have led to corner-cutting, and that the timetables on some projects may now have to change. The breakneck pace of construction has also left the ministry with large andâ€"say some analystsâ€"unsustainable debts, putting further pressure on projects.

No one thinks China is going to make drastic changes to what is a signature national programme. (And one from which it hopes to spin off lucrative contracts building railways in Algeria, Iran, Russia, Kazakhstan and elsewhere.) But it might postpone some of the dizzier schemes, such as one to build a freight line across mountainous northern Colombia to rival the Panama canal. And all those high-speed lines in China might now be laid at a slightly less breakneck pace.

China's anti-corruption watchdog has said that 106,000 officials were found guilty of corruption in 2009, an increase of 2.5% on the year before.

The number of government officials caught embezzling more than one million yuan ($146,000; £91,000) jumped by 19% over the year.

The government says the increase is due to better supervision of the problem.

But corruption is consistently rated the number one concern by Chinese, ahead of pirated goods and pollution.

There is widespread anger at the ostentatious lifestyle enjoyed by some Communist Party officials, police chiefs and bosses of state-owned companies, says the BBC's Quentin Sommerville in Beijing.

With no independent oversight of the ruling communists, corruption has bloomed, our correspondent adds.

The results of a survey published in the state-run China Daily indicated nearly 60% of respondents thought corruption was doing the most damage to China's reputation abroad, ahead of counterfeit and shoddy products and pollution.

The Communist Party's Central Commission for Discipline Inspection - the anti-corruption watchdog - said on Thursday it would target corrupt executives of state-owned enterprises.

A number of senior executives are already being investigated or have been convicted for taking bribes or other charges, such as falsifying accounts.

One, the former head of oil giant Sinopec, Chen Tonghai, was sentenced to death last year for taking nearly $30m in bribes. His sentence has been suspended for two years, which means it is likely to be commuted to life in prison.

The head of the China National Nuclear Corporation - overseeing the country's nuclear industry - was dismissed and is under investigation over allegations of bid rigging in nuclear power plant construction worth $260m.

Analysts say the system of the government appointing executives to state-owned corporations and a lack of subsequent supervision allows corruption to flourish.

Modern slavery in China

Modern-day slavery is still a problem in China. Every so often Chinese authorities will close down a factory that was caught using slaves. Most often the victims of the slavery are the mentally ill. Advocates say that a lack of laws protecting the mentally ill from being sold into slavery. Sometimes it is their very own caretakers who are doing the selling.

From the Inter Press Service, writer Mitch Moxley tells us more about the practice of slavery in China.

In May 2009, police in Anhui province arrested ten men for allegedly enslaving more than 30 mentally handicapped people who had been forced to work at brick kilns. In 2007, hundreds of brick kiln slaves, many of them children or mentally handicapped, were freed in raids across northern China.

Reports of enslaved mentally ill workers have come from ten provinces since 2007, according to the China Association of Mentally Handicapped People. There have been 20 cases of mentally ill workers being killed, a Legal Daily report said.

Meng Weina, founder of the Beijing Huiling Community Services for People with Learning Disabilities, says mentally ill people are especially vulnerable in China, where the social security net is small and care generally falls into the hands of the family. When parents die, many mentally handicapped people have no one to care for them. In rural areas, where 70 percent of mentally disabled people live, there are virtually no organisations that offer support.

"We have seen so many cases of abduction," Meng tells IPS, "but when they are reported to place, no one really cares."

Liu Kaiming, labour researcher and executive director at the Shenzhen-based Institute of Contemporary Observation, says the root cause is imperfect social safety nets, inadequate laws and regulations protecting mentally ill people, and lack of punishment for officials who neglect their duties.

"I don’t think the central and local governments have done anything to protect mentally ill workers," Liu tells IPS.

High unemployment has led many women, especially women from the rural sector, to enter into a life of prostitution. This problem had been widespread in the pre-Maoist era of China and has resurfaced again in market capitalist China. According to Article 37 of the law on the protection of women, "prostitution or whoring shall be prohibited. It is prohibited for anyone to organize, force, seduce, shelter or introduce a woman to engage in prostitution or employ or shelter a woman to engage in obscene activities with others." (1992) However, the everyday living situations of poor and unemployed women have led them into this life in order to provide for themselves and their children. Many of the prostitutes in China are laid off workers who can not find a job within the economy or rural women who come to the cities looking for better opportunities.

In the rural sector, selling of daughters have also resurfaced. In some provinces, the practice of families selling their daughters for a profit to older unmarried men or widowers has become commonplace. In these arrangements, police and government officials are either doing the trading or they are paid to remain quiet about the dealings. It is estimated that at least tens of thousands of women are sold into domestic and sexual slavery each year. Many of these women are never recovered or if they are they are normally to ashamed to go back to their families. According to a New York Times article in 1995, "countless women have been kidnapped from this market in Xian, from similar markets in other cities and from bus stops and train stations in towns all over China. Typically, a woman is lured into the custody of one or more criminal middleman, beaten into submission and delivered to a stranger who will call her his wife."

Filipina meted life in Thailand

A Filipina was sentenced to life imprisonment in Thailand for smuggling drugs, Bayan Muna Rep. Neri Javier Colmenares said yesterday.

Colmenares learned about the plight of Icoy Mamontong after a three-day stay in Bangkok to visit jailed Filipinos.

Mamontong joined Flory May Talaban, who was also sentenced on drug related charges, he added.

Colmenares said together with the parents of Talaban, he managed to visit Filipinas in the Bangkok Correctional Institution for Female Offenders.

“Flory May detailed how she innocently brought an encyclopedia upon the request of African Francis Yerti, who befriended her and who later turned out to be a member of an international drug syndicate,” he said.

“I also saw a 55-year-old OFW Estrellita Basilio, who was sentenced to 25 years in prison for bringing in what she thought were dyeing materials from her employer but later turned out to be cocaine,” he said.

“She retired from her job in the Philippines, lured through the Internet, with a promise of office work with a $1,200 a month salary in a casino.

“She never expected to end up in a Thai prison.”

Colmenares said Basilio unknowingly pleaded guilty to charges of drug trafficking, which brings to the fore the need to increase the budget for legal assistance to OFWs, which was reduced by the Aquino administration.

“We will definitely fight for a bigger legal assistance budget,” he said.

“It is unthinkable for a Filipino to suffer life imprisonment or even death penalty without the necessary legal support, especially since most of them are unwitting victims of these drug syndicates.

“A budget of at least P500 million will definitely be proposed.”

Colmenares said lawyers from the Public Attorney’s Office (PAO) must be assigned in Philippine embassies in countries with a large number of OFWs to individually assess their legal cases.

“This initial assessment will help in determining the extent of legal support that must be provided by the Philippine government,” he said.

“We have a responsibility to make sure that due process rights of OFWs are respected when they are accused of crimes, especially those that could merit death sentence,”

Colmenares authored House Resolution 858 calling for a congressional investigation of OFWs languishing in prisons abroad and whether they were given the necessary legal assistance before they were convicted.

“Mrs. Basilio for example was deemed to have pleaded guilty when she was asked by the Thai judge whether she wanted to accept the case or fight,” he said.

“It is important that when the proceedings are in a foreign language, there must be counsel to advise the accused. There are a total of 60 Filipinos in prisons in Thailand, 23 of whom are detained for being drug couriers.

“We must be proactive here. We cannot wait for another death sentence to be carried out, such as those in China, before we act.” â€" With Raymund Catindig, Jose Rodel Clapano, Paolo Romero

Binay to grant scholarships to kids of 3 Pinoys killed in China

Vice President Jejomar Binay will grant scholarships to the children of three Filipinos executed for drug trafficking in China.

The presidential adviser on OFW concerns said he will put the children of Sally Ordinario-Villanueva, Elizabeth Batain and Ramon Credo under the scholarship program of the JCB Foundation in which he is the founding chairman.

Villanueva has a daughter and a son, Batain has two daughters, and Credo has a son.

“Ensuring that their children will have a bright future is the least we can do for the families of our three kababayan,” Binay said.

“Part of the reason they went to work abroad was because of their dream of giving quality education for their children. I hope that through the scholarships, we will be able to help them realize those dreams.”

Binay called on the Filipino people to pray for the repose of the souls of Villanueva, Batain and Credo, and strength for their families.

He vowed to intensify the fight against drug smuggling and to take all necessary action to stop it from destroying more lives and families.

Binay said the executions served as an eye-opener to seriously reflect on the plight of overseas workers.

“The administration of President Aquino is committed to look after the well-being of our overseas Filipino workers,” he said.

“Our President is determined to introduce much-needed reforms in government to address the concerns of our OFWs, and make our government agencies more responsive to their needs.

“In the long term, President Aquino is determined to provide a stable economy that will guarantee jobs for all Filipinos.”

Binay is now in the Middle East to discuss with government leaders of Qatar and Saudi Arabia wide-ranging issues, especially on matters involving the rights and welfare of OFWs in the region.

Alleged recruiter sad at Villanueva’s death

In Isabela, the alleged recruiter of Villanueva expressed sorrow for her death.

Speaking over radio in Ilagan, Tita Cacayan aka Mapet Cortez of Barangay Rizal, Alicia town refuted charges of human trafficking and illegal recruitment made by Villanueva’s family against her.

The National Bureau of Investigation released Cacayan from detention in Manila after authorities failed to formally charge her.

NBI deputy director for Intelligence services Ruel Lasala said Cacayan was given an extension period to answer human trafficking and large-scale illegal recruitment charges against her.

Her preliminary investigation was reset to April 4.

Meanwhile, relatives of Vilanueva initially wanted her remains brought to Barangay Rizal where the she spent her childhood and maiden years.

Villanueva said she got acquainted with townmate Cacayan in 2007 in Macau.

As of this report, Villanueva’s relatives have expressed apprehension over the seclusion of her husband, Hilarion, who has not been heard of since the weekend.

Edith Bueno said Hilarion had been depressed and desolate and would drink and cry pleading his wife’s innocence.

By Pia Lee-Brago (The Philippine Star) Updated April 01, 2011 12:00 AM

MANILA, Philippines - A death sentence imposed on another Filipino convicted of drug trafficking is pending review before the Supreme People’s Court of China, the Department of Foreign Affairs (DFA) said yesterday.

The DFA said the death sentence without reprieve meted on a Filipino in Guangzhou is not yet final.

There is only one Filipino currently on Death Row in China, the DFA added.

Originally, six death sentences without reprieves had reached the Supreme People’s Court of China in Beijing.

Three of them were eventually affirmed: those of Ramon Credo, Sally Ordinario-Villanueva, and Elizabeth Batain.

The penalties in two of the six convictions were lowered to death penalty with two-year reprieve.

The equivalent of death penalty with two-year reprieve in Philippine law is automatic commutation to life imprisonment, provided the convicts show good behavior within the two-year period.

The DFA said the Philippine consulate has been fully assisting the Filipino involved in the case.

“With five criminal convictions resolved, only one case, which also concerns trafficking of illegal drugs, remains pending review before China’s highest court,” the DFA said.

The DFA said 75 Filipinos facing drug trafficking charges in China were saved from death row when they were meted death penalties with two-year reprieves, which in Philippine legal parlance is equivalent to life imprisonment.

“Each of them were assisted by legal counsels and Philippine consulate general officials in China from their arrests and during their criminal trials and appeals,” the DFA said.

Manila has been slower on the uptake, partly because it doesn't share a land border with China and soâ€"unlike, say, Vietnamâ€"hasn't experienced frontal aggression. There is also a post-colonial chip on the shoulder of some Filipinos that makes it more difficult for their leaders to forge closer ties with America.

So it will be significant if the events of the last month prove to be the beginning of a more realistic approach toward Beijing. At the very least, it's encouraging that the Aquino administration is reaching out to Washington and acknowledges it as its "sole strategic partner." The Philippines discovers that it doesn't pay to appease China.

Appeasing a rising hegemon carries a risk that one's national interest will disappear down its maw. This is a lesson the Philippines is only now beginning to learn.

On March 2, a Philippine vessel exploring for oil near islands controlled by the country found itself harassed by two Chinese patrol boats. Manila exercised restraint in avoiding an immediate conflict, but is otherwise upping the ante, diplomatically and militarily. The government registered a strong protest with Beijing last month, and this week its military chief announced defenses near the islands will get an upgrade.

This assertiveness marks a different tack from the way Manila has curried favor with Beijing until now. When U.S. Secretary of State Hillary Clinton signaled greater American engagement in the South China Sea disputes last July, Philippine Foreign Secretary Alberto Romulo was the only leader in the Association of Southeast Asian Nations to publicly demur. In December, the Philippines was one of only 19 nations that refused to send a representative to Chinese dissident Liu Xiaobo's Nobel Peace Prize ceremony in Oslo. Then in February, it sparked a diplomatic row with Taiwan by extraditing 14 Taiwanese citizens to the mainland, which claimed jurisdiction over them.

Why all this kowtowing? Since he came to power last June, President Benigno Aquino may have been motivated by domestic politics. The Philippine public is concerned with the welfare of the country's large population of overseas workers, and so the administration hoped Beijing would grant clemency to three Filipinos sentenced to death for drug trafficking in 2009. Despite Manila's pleas, China executed the three Wednesday.

But the Philippines's history of cozying up to Beijing goes back further, and is consistent with the balancing act Southeast Asian nations have practiced in the last decade between the U.S. and China. Renata Cruz de Castro of De La Salle University points out that even as Manila beefed up its ties with Washington post-9/11, using American assistance to tackle domestic terrorism, it also looked to China for other benefits. It stepped up bilateral trade, announced joint oil exploration and even fostered ties with the People's Liberation Armyâ€"all encouraged by Beijing's "smile diplomacy."

Most Asean members realized that this smile could quickly turn nasty once China labeled the South China Sea as a "core interest." Unless they negotiated as a group, the Middle Kingdom would pick them off one by one and reconstruct the tributary-state system of imperial times. So they have been busy bolstering military capabilities and, more importantly, re-building diplomatic bridges with the U.S.

At the very least, it's encouraging that the Aquino administration is reaching out to Washington and acknowledges it as its "sole strategic partner." That's an overdue recognition of the geopolitical reality of the dayâ€"America is the only country that can preserve the status quo in Asia.

NEW ORLEANS â€" Federal scientists say they have dated coral living near the site of the busted BP oil well in the Gulf of Mexico at 2,000 years old.

The U.S. Geological Survey said Wednesday it had determined the age of the black coral in the Gulf for the first time. Scientists had been studying the ancient slow-growing corals before BP's well blew out on April 20, 2010. The corals were found about 21 miles northeast of the BP well living 1,000 feet below the surface of the Gulf.

"They're extremely old and extremely slow-growing," said Nancy Prouty, a USGS scientist. "And there are big questions about their vulnerability and their ability for recovery."

Black corals feed on organic matter sinking to the sea floor and it could take decades, or even centuries, to recover from "a disturbance to these ecosystems," Prouty said.

She said scientists were looking at whether the ancient coral had been damaged by the BP oil spill, but the damage assessment had not been completed.

The location of the black coral is important because computer models and research cruises have mapped much of the deepwater oil moving to the southwest of the BP well, away from the black coral colony. Scientists have found dead coral southwest of the well.

However, Prouty said the surface oil slick was over the black coral colony during the spill.

BP's well leaked more than 200 million gallons of oil after the Deepwater Horizon drilling rig exploded April 20, killing 11 workers.

Black corals, which resemble deep-sea bushes or trees, are found throughout the world and are an important marine habitat for fish and other forms of marine life. They grow very slowly â€" a human fingernail grows 2,000 times faster than black coral, USGS said.

Most of the Gulf's bottom is muddy and the coral colonies that pop up every once in a while are vital oases for marine life in the chilly ocean depths.

The USGS study was part of a larger federal survey of fragile reef ecosystems.

- BANAT NEWS

7. Crown Chakra

The Crown Chakra is located about 4 finger widths above your head. The color white or violet represents it. The Chakra is the center for wisdom and being one with the world. When active you may be unprejudiced and aware of you surroundings. Being under-active you are probably a one way thinker and not very aware of spirituality. When this Chakra is over-active you may be ignoring you bodily needs. You are more obsessed with spirituality and may tend to over analyze everything around you.

6. Third-Eye Chakra

The Third-Eye Chakra is located between and slightly above your eyebrows. It is represented by the color purple. This is the center for premonition, insight and visualization. When this Chakra is open you will tend to have a normal instinct and will tend to fantasize. You will have good intuition. When it is closed, you are not very good at thinking for yourself. You may tend to rely on others for basic instructions. You may get confused easily and rely too much on beliefs. When it is over-active, you may live in a fantasy world or even have extreme hallucinations.
