Health and Food / Drunk with Tuba: Coconut Wine

(Feature) Samal Island’s world-famous bats getting drunk with ‘tuba’
By Aurelio A. Pena

DAVAO CITY, Feb. 6 (PNA) -- Samal Island’s world-famous bats are no longer content with just pollinating durian trees all over the Davao Region and overflowing this bustling southern city with mountains of durian fruit all year round.

This time, probably so drunk with their popularity after gaining global recognition as the biggest known population (nearly two million) of fruit bats in the world, male bats here at Samal Island were found getting restive -- and getting drunk.

Returning at early dawn to their huge undergound caves in the sprawling Monfort hillside property, male bats had been found to be stone drunk from drinking too much tuba or coconut wine from Davao’s coconut plantations.

“These drunk male bats walk around with wobbly feet, swaying and tumbling over as they try to hang on our mango trees,” says Norma Monfort founder and president of the Monfort Bat Cave and Conservation Foundation and owner of the Monfort property with the famous bat caves, home of the two million fruit bats.

The bats usually start flying out of the Monfort caves at dusk just after the sun sets behind the Mt. Apo mountain ranges, according to Monfort, to pollinate fruit trees, specially durian, in Davao and surrounding provinces.

After a whole night of pollinating spree, both the male and female bats start making their way home to the Monfort caves in Samal Island (officially known as Island Garden City of Samal).

Monfort said hundreds of thousands of noisy bats can be seen swarming around the five large mango trees waiting for their turn to get inside the huge underground caverns.

“We can easily distinguish the male from the female bats because of their wild rowdy behavior as they make their way into the caves,” Monfort told the Philippines News Agency (PNA).

Sipping the sap from coconut trees had been a long practice of the male bats, according to Monfort, and their “drunken behavior” studied for sometime but this has not affected their global conservation efforts to preserve the natural sanctuary of the bats at Samal Island.

Fully supported by the United Nations Environment Programme (UNEP), the Convention on Migratory Species (CMS) and the Agreement on the Conservation of Population of European Bats (EUROBATS) have decided together to declare the years 2011 and 2012 as the “Year of the Bats” (YOTB).

The two-year bat campaign seeks to highlight the world’s only flying mammal and provide funding and technical support for bat conservationists all over the world.

Here in Samal Island, the Monfort-run bat foundation has marked February 8 as a kick-off activity for the “Year of the Bats” by putting together a bat-watching event called “Full Moon Together with the Bats”.

The date coincides with the first full moon of the Chinese Lunar Calendar, according to Monfort, which makes it “a fitting climax” to the two-week long celebration of the Chinese New Year which magnifies the bat as a symbol of long life, wealth and health in the Chinese culture.

“We’re inviting people to watch the bats fly out of the caves during the full moon at early evening here at Samal. It’s a wonder to behold. You’ll never see anything like it,” says Monfort who was recently awarded a gold Hero Medal by the US-based Disney Worldwide Conservation Fund for her efforts to save the two million bats living in huge caverns beneath her ten-hectare hillside property in Samal.

Impressed by Monfort’s efforts to make the Philippines the first country to kick off the 2011 Year of the Bats, the secretariats of UNEP and EUROBATS in Europe, South America, Africa and Asia have followed her footsteps and have organized similar bat activities in their own countries. (PNA)

Health and Food / Why Men Smoke?
February 08, 2012, 10:09:54 AM
by PNA

Smoking in men appears to be associated with more rapid cognitive decline, according to a report published online Monday in Archives of General Psychiatry.

Smoking is increasingly recognized as a risk factor for dementia among the elderly, and the number of dementia cases worldwide, estimated at 36 million in 2010.

The cases are still on the rise and projected to double every 20 years, the authors write in their study background.

Severine Sabia, of University College London, and his colleagues used the Whitehall II cohort study, which is based on employees of the British Civil Service.

The authors examined the association between smoking history and cognitive decline in the transition from midlife to old age. Data were obtained from 5,099 men and 2, 137 women, with a mean (average) age of 56 years at the first cognitive assessment.

The researchers analyzed data using six assessments of smoking status over 25 years and three cognitive assessments over 10 years.

The authors noted four key findings: They suggest smoking in men is associated with more rapid cognitive decline and that men who continued to smoke over the follow-up experienced greater decline in all cognitive tests.

In addition, men who quit smoking in the 10 years preceding the first cognitive measure were still at risk of greater cognitive decline, especially in executive function. However, long-term ex- smokers did not show faster cognitive decline.

"Finally, our results show that the association between smoking and cognition, particularly at older ages, is likely to be underestimated owing to higher risk of death and dropout among smokers," the authors comment.

DUMAGUETE CITY, Feb. 7 (PNA) â€" At least 22 people have been confirmed dead in Negros Oriental following the Magnitude 6.9 earthquake that rocked the capital, Dumaguete City, and other parts of the province Monday amid fears the death toll would still rise in the coming days.

Scores of people were also reported missing as government and private groups are working round-the-clock to hopefully recover those believed to have been buried in landslides in Guihulngan City and La Libertad.

As of 2:30 p.m. Tuesday, the Provincial Disaster Risk Reduction and Management Council, chaired by Governor Roel Degamo, officially placed the death toll at 22, with 12 in Guihulngan City, three in Jimalalud, three in Bindoy, one in Manjuyod and three in Tayasan.

Earlier Tuesday, reports reaching the 302nd Infantry Brigade of the Philippine Army had placed the number of deaths at 48 based on information provided them by the local government units. However, the figures were reduced after the Philippine Army learned that not all believed dead in various towns and cities were accounted for.

A U.S. federal appeals court on Tuesday ruled Proposition 8, the voter-approved ban on same-sex marriage in California, unconstitutional, paving way for the U.S. Supreme Court to rule on the issue as early as next year.

According to the court document, a three-judge panel of the U.S. 9th Circuit Court of Appeals in San Francisco ruled 2-1 that Proposition 8, the 2008 ballot ban that makes only marriage between a man and a woman is valid or recognized in California, violated the U.S. Constitution.

The court said: "Proposition 8 serves no purpose, and has no effect, other than to lessen the status and human dignity of gays and lesbians in California, and to officially reclassify their relationships and families as inferior to those of opposite-sex couples."

According to the judges, same-sex marriage will not resume in the state until Proposition 8 backers pass the deadline to appeal. If an appeal is filed, the same-sex marriage in California will not resume until it is resolved.

The architects for Proposition 8 have vowed to appeal to a large panel of the court or the U.S. Supreme Court.

Tuesday's ruling upheld a decision by former Chief U.S. District Judge Vaughn Walker, who presided over the nation's first federal court trial on same-sex marriage. He ruled in 2010 that gays and lesbians have a constitutional right to marry their chosen partner. The ruling, if upheld on appeal, would apply nationwide in the U.S.

In another ruling, the court also refused to invalidate Walker's ruling. After he retired, Walker disclosed he was in a relationship with a man for 10 years. He has been accused of being biased when he made the ruling.

A 6.8 earthquake hit the central Philippines Monday, killing at least one person and causing panic in cities where buildings shook, authorities said.

The quake hit 70 kilometers (44 miles) north of the city of Dumaguete on Negros Island at 11:49 am (0349 GMT) at a depth of 46 kilometers, the US Geological Survey said.

The Philippine Institute for Volcanology and Seismology (Phivolcs) measured it as 6.9 at a relatively shallow depth of 10 kilometers, centered off the heavily populated central island province of Negros and Cebu.
“One child was crushed to death by a collapsed wall in Negros,” Office of Civil Defence chief Benito Ramos told AFP.

He said the violent shaking of buildings in the cities of Cebu and San Carlos led to broken windows and cracks on the walls, but no high rises were believed to have sustained major damage.

Philippine seismologists and local residents said there was panic but no immediate reports of casualties or major damage.

The Hawaii-based Pacific Tsunami Warning Center said there was no danger of a widespread destructive tsunami.

But Phivolcs raised its tsunami warning to the second of a three-stop alert level for coastal areas in Negros, meaning the public is asked to stay away from beaches and “be watchful” for any signs of rising tides.

However,  level two does not warrant any evacuation.
Ramos said the chances of a tsunami or a tidal wave were very slim because the quake’s epicenter was located on a narrow strait between two islands.

Vitamin D deficiency, which has long been a risk factor for diseases of osteoporosis and diabetes, may play a role in infertility both for men and women, according to a research by Austrian scientists.

The finding was published in the latest issue of European Journal of Endocrinology.

After the analysis of numerous studies, Austrian physicians Barbara Obermayer-Pietsch and Elisabeth Lerchbaum found that vitamin D level was associated with the production of male hormones. More specifically, there was a link between vitamin D and the increase in testosterone levels, subsequently the semen quality.

As vitamin D played an important role in hormone production also in women, low levels of vitamin D often lead to too much testosterone, which therefore could increase the risk of infertility of women, according to Obermayer-Pietsch.

The scientists will continue to conduct further scientific studies to find out new therapeutic approaches, including the reproduction of vitamin D.

The proprietor of world’s biggest python in captivity in Albur could have been jailed for three days had he not prepared an amount to bail himself out from an arrest warrant issued by a court due to a criminal case filed against him.

Eugene Salibay, caretaker of “Prony”, the world’s biggest python in captivity, faced an arrest warrant issued by Judge Dionisio Calibo of Branch 49 in Loay last Saturday. However, Salibay voluntarily surrendered to Albur police station to avoid humiliation of being handcuffed as he posted P24,000 before the issuing court to bail him out temporarily.

In an interview by the Chronicle yesterday, Salibay said that he already sensed that an arrest warrant will be issued against him for cutting a tree, locally known as “tugas”, which is prohibited by law to be cut.

According to Salibay, the tree that he cut was already dead and it posted danger to the vehicles being parked outside his residence as it might fall anytime. He then decided to cut it as the parking area outside his residence became congested due to booming tourist arrivals to see the famous python.

Salibay added that the warrant of arrest issued against him was caused by political persecution from town Mayor Efren Tungol. In fact, no less than the Barangay Captain of Sta. Fe, where the python is located, who persistently urged the local DENR to file the case against Salibay.

“Our Barangay Captain, Elias Jipos, is an ally to the mayor and they are doing everything to pin me down”, Salibay said.

It can be recalled that Tungol issued a closure order for the famous python during the last quarter of 2011. Since then, police officers were posted near the highway to warn tourists not to view the python as the owner is not paying taxes to the municipality.

Health and Food / Eating Corn is Good for You
January 28, 2012, 06:06:19 PM
by Franklin P. Gumapon

DIPOLOG CITY, Jan. 28 (PIA) -- Eating cooked white corn grits is one way of avoiding the risk of diabetes, according to an official of the Department of Agriculture in region IX.

DA-IX Regional Corn coordinator Felizardo M. Salomes said white corn, when processed into grits, can be a good staple suited for diabetics as it has higher amylose content that makes it harder to gelatinize and digest. It is also known to have a low Glycemic Index (GI), which means that carbohydrates breakdown more slowly, thus gradually releasing glucose (simple sugar or monosaccharide) into the bloodstream.

People tested positive for diabetes, a chronic disease characterized by too much sugar or glucose in the blood, are advised to shift to food that is low in GI.

Studies have shown that low GI food like corn enhances endurance and stamina among Filipino athletes and boxers who are actually corn eaters. One living proof of this is the world boxing champion Manny Paquiao.

Singapore Prime Minister Lee Hsien Loong said on Sunday he was "fervently" hoping for a baby boom in the Year of the Dragon that begins on January 23.

The total fertility rate of the city state rebounded slightly to 1.2 in 2011 from the record low of 1.15 in 2010, but Lee said he did not believe it was a sign of the reversal of the long-term downward trend.

"Singapore's total fertility rate has been steadily dropping from 1.6 in 2000 to 1.2 in 2011, despite many government measures to encourage couples to have more children," Lee said in his Lunar New Year message.

In particular, the fertility rate among the Chinese community, which accounted for about 75 percent of the population, dropped from 1.43 to 1.08 over the same period.

Lee said it is one of the priorities for Singaporeans to grow their families.

"Having children is ultimately a personal decision for families to make, but government will do its part to reduce the anxieties and burdens of parenthood," he said.

Historically, more babies are born in a Year of the Dragon as some Chinese families prefer to have "Dragon" children, believed to be smarter, more successful or lucky.

Lee said that the government is committed to helping young couples get their first housing unit as soon as possible and that the childcare services are expanding and becoming more affordable.

"The critical factor now is not more financial incentives, but creating the supportive social climate and attitudes that will encourage couples to have more children," he said.

According to official data, Singapore has 3.79 million residents in 2011, with 9.3 percent of them being over the age of 65.

MANILA, Jan. 21 (PNA) -- “There’s no place like home.”

For two years since being confined at a United States hospital following a near-fatal attack, veteran Filipino newsman Diosdado “Dado” Beltran’s wish to come home was finally realized.

He cried with joy after friends welcomed him at the Ninoy Aquino International Airport (NAIA) early Saturday morning.

The Delta Airline flight carrying Beltran and his special escorts, including a nurse, touched down at NAIA at 12:10 a.m.

From the airport, Beltran was whisked to St. Luke’s Medical Center in Quezon City before going to his home province in Pampanga where he will continue his rehabilitation.

When contacted by this writer by phone, Beltran cried aloud, thanking God and all his colleagues and friends for their prayers.

Although he has some difficulty in his speech, Beltran still managed to blurt my name and those of Viring Samonte and Jun Varela, both retired Philippines News Agency (PNA) executive editors.

“Thank you, thank you, Ben, Viring and Jun,” Beltran said and again cried aloud.

Another colleague, Lito Malinao, former PNA news editor and a journalism professor, was happy to learn that Beltran is back.

Beltran’s homecoming was arranged by Ms. Grace Valera, co-director of the Migrant Heritage Commission (MHC), non-profit and non-government organization (NGO) based in Washington, D.C.

An ambulance from the Philippine Red Cross (PRC) fetched Beltran at NAIA.

Beltran, 67, also one of PNA's former news editors, survived a near-fatal stroke while visiting his daughter in the United States in 2009.

He was rushed to the Commonwealth Health and Rehab Center in Fairfax, Virginia, where he was confined for two years while undergoing therapy and rehabilitation.

Last year, Beltran manifested his desire to come home but doctors would not allow him to board a plane without a nurse accompanying him.

When MHC heard about Beltran’s predicament, Ms. Valera made arrangement with the Philippine Embassy in Washington to facilitate his trip to Manila. Two other MHC officials -- Jesse A. Gatchalian and Arnedo S. Valera -- worked out the papers for the return flight of the veteran Filipino journalist.

With this assurance, doctors gave the green light for Beltran to go back to the Philippines.

Last week, two Filipino Samaritans -- Carl Abella and Jeanette Calahong, both of MHC -- volunteered to escort Beltran to Manila.

Abella owns a travel agency in the U.S. while Calahong is a registered nurse long working in America. Both have previously accompanied other medically-distressed Filipinos in Metro Washington, D.C. in flying back to the Philippines.

After his stint at PNA, Beltran served as a consultant at the Philippine Amusement and Gaming Corporation (PAGCOR). He is a member of the Samahang Plaridel, an association of Filipino veteran journalists based in Manila.

More fun in these Southeast Asian hidden beaches
By HONOR BLANCO CABIE

MANILA, Jan. 21 (PNA) -- Often described as the Land of the Morning, from the Philippines' English version of its national anthem, this Southeast Asian archipelago takes pride in its paradise of beaches.

Given its 7,107 islands from Batanes up north to Tawi Tawi in the far south, approximately the length of China's Great Wall, any tourist, foreign or local, can make a memory in any of its available beaches.

And, with Philippine summer 2012 breathing down any tourist's need, the tourism department's "it's more fun in the Philippines" slogan is literally picking up.

One can literally have Eden in the country's beaches during summer, when the scorching sun exhales 32 degrees Celsius.

Good thing about these available beaches is the convenient proximity of beach resorts and cottages where tourists may stay for a couple of nights or more.

Up north, in the northwestern zone of the country's main island of luzon whipped by winds from the Luzon Bay are the beaches of Pagudpud and Currimao towns in Ilocos Norte where the cable link between Luzon and Hawaii begins.

In Pagudpud, 10 hours by bus from Manila, one can also have a glimpse of the power generating windmills in the nearby coastal town of Bangui, which also has its own class of resorts in the shadow of the Ilocos Mountain range.

Farther south is the Pug-os Beach Resort in Cabugao, Ilocos Sur, where one can go surfing in early morning before the tropic sun could breach the crowns of the Ilocos mountain range.

There are several cottages on the beach side, with amenities of three-star hotels including convention halls.

Only three towns away due north of Cabugao is Pinili, where warriors walked at the turn of the 20th century and during the Japanese occupation of the country in the 1940s.

In the 1900s, better armed American troops met machete-wielding guerrillas of Catholic priest Gregorio Aglipat in hand-to-hand combat, spilling blood and chopping bodies along the 3-mile gravel road leading to the forested hill town.

One of the best places for snorkeling and kayaking from sunup top sundown is Quezon Island in the locally popular Hundred Islands of Pangasinan.

The place is near the Lingayen Gulf where US Gen. Douglas MacArthur and his Allied Liberation Troops landed on Jan. 9, 1945 against Japan's Imperial Forces then occupying the Philippines.

While the group has been historically dubbed the Hundred islands, it has in fact 124 at low tide and 123 at high tide.

Superstition suggests that first-timers on a boat ride to the islands will be safe if they kiss the stone statue of Princess Urduja, the legendary princess of Pangasinan at the Hundred islands National Park.

Farther southwest of the Hundred islands is Nagsasa Cove, home to the Aeta -- sometimes spelled out Ayta -- aborigines of this country discovered for Europe by Ferdinand Magellan in 1521.

The Aetas have been relocated there after the bloody eruption of Mount Pinatubo in 1991 after more than 600 years of slumber.

From the cove, where one may share a meal with the hospitable Aeta community, one can have a side trip to the Camnara island, a white sandbar only seven minutes off Pundaquit shores.

The area is not far from what used to be called Subic Naval Base, the erstwhile drydock facility of the giant US Seventh Fleet.

There are also the Calaguas Islands in Camarines Norte in the palm-dotted Bicol Region northeast of the national capital of Manila.

The group's main island is called Tinaga, which has the longest white sand beach called the Halabang Baybay -- literally long sand zone or long beach.

Tourists who have been there, accessible by bus from Manila to the provincial capital of Daet and then a jeep to Calaguas, say there is a platform of orange clay colored rocks which makes the water cascade on their surfaces.

In the central Philippine province of Cebu, tourists can have Bantayan island for paradise in Southeast Asia.

At D'Jungle for dinner, one can have a taste, at very affordable prices, more than 50 dishes in their buffet spread.

The buffet includes a sumptuous variety of seafoods, meat slices and greens cooked in different mouth-watering styles.

For culture vultures, the town has old structures that have remained standing in the sun and moon despite a major fire in the 1970s.

And the Bantayan Catholic Church has bas reliefs on the exterior and interior described by architects as rather intricate.

It was in Cebu province where Magellan was slain by the first native, Lapu Lapu, to defy foreign domination of the islands in 1521.

Now, if a tourist's pick is pink sand, he can proceed to Sta. Cruz island in Zamboanga City in Mindanao.

The island's distinct pink color comes from the small pink coral fragments mixed with the white sand.

There are two islands in the Santa Cruz island: the Little and the Great Island Protected Landscapes and Seascapes, with only 40 families, from the minority Samnal tribe, allowed by the government to stay in the protected area.

The tourtist can also have a side trip to Camiguin off northeastern Mindanao.

The uninhabited White island is dubbed the "Island Born of Fire" because of its eight volcanoes -- reason for a wealth of hot and cold springs.

Any visitor can have a view of the sunken graveyard as well as the volcanoes Hibok Hibok and Vulcan Daan.

The area can be reached by a flight to Cagayan de oro, devastated recently by a killer typhoon, then a van to Agora market, a bus ride to Balingoan port, a boat to Mambajao, the provincial capital and then a pump boat to White island.

Truly, as tourist-returnees exclaim, it's more fun in the Philippines.

Travel site of U.S. based international cable TV news network CNN has chosen Cloud 9 in Siargao Island, Province of Surigao del Norte, as number 8 in CNNGO’s 50 best surf spots in the World.

Cloud 9 in General Luna. Siargao Island has also been known as the country's surfing capital recognized by different international surfing organizations.

Posted on Friday at CNNGo’s website, Cloud 9 in General Luna town Siargao Island placed the Philippines as the second Southeast Asian country, next to Indonesia, that was included in CNNGO's top 10 surfing spots.

Indonesia's Uluwatu and Kuta surfing spots shared the top 3 spot.

CNNGo was launched in September 2009 with a homepage connecting independent websites in eight cities, Bangkok, Hong Kong, Mumbai, Seoul, Shanghai, Singapore, Sydney and Tokyo that covered travel, lifestyle, personalities and latest trends in the most fascinating and vibrant places in the world.

In its website content it explained that CNNGo is different from CNN.com or the CNN one is watching on TV or cable news as it is a separate division of CNN who has its own regional staff -- a much smaller operation than CNN's global team of 4,000 news professionals.

By boat from Surigao City wharf which is three hours land trip from here Butuan City, Caraga Region’s capital, one can reach Cloud 9 in General Luna town via Dapa town, another Siargao Island municipality, through a motorboat which is about three to four hours sail from Port of Surigao City.

From the Port of Dapa, Cloud 9 is only 20 to 30 minutes land trip via General Luna town.

By plane, one will reach Cloud 9 from Manila through once or twice a week Cebu Pacific and Air Philippines flights about two or one and a half flight hours and will land at Del Carmen Airport in Del Carmen municipality which is about twelve kilometers from Cloud 9.

A woman here lost P158,965 after falling prey to a text message scammer who used a get-rich-quick modus operandi in this city.

Lily Narag complained to the police that a message sender, who pretended to be her daughter working abroad, had sent her information that her investment on prepaid cards would triple in the guise of having a legitimate load franchise selling scheme.

She immediately withdrew money from her bank account and initially bought 137 prepaid cards and texted the pin codes to the sender. She also sent subsequent card loads in the pretext that these are needed for the loading business.

She later learned that she was duped after she sent all the prepaid cards on January 19 and could no longer contact the SIM card of the sender.

When she called her daughter’s original mobile phone number abroad, she was surprised to learn that her daughter never used another SIM card and never sent messages proposing for a SIM card loading business.

you can read to her the book  of Psalms, then proceed to the gospels of Jesus Christ. Your mother in law will be comforted if she has the assurance of salvation through Jesus Christ which is by faith alone, in Christ alone, and by grace alone.

It may sound like another Rajinikanth joke, but a new website dedicated to the superstar runs 'without an internet connection'!

Visitors to www.allaboutrajni.com are greeted with a warning that "He is no ordinary man, this is no ordinary website. It runs on Rajini Power" and are advised to switch off their internet connection to enter the website.

Only when the web is disconnected, one is allowed to explore the site, according to Press Trust of India (PTI).

Netizens can trace the story of the legend from the beginning, read inside scoops from his films and get a glimpse of behind-the-scenes action, while browsing through famous Rajini jokes about impossible feats only he can achieve.

"The unbelievable spectacle of running a website without the internet is a tribute to Rajinikant's larger than life image," claimed Webchutney's creative director Gurbaksh Singh, who developed the site for Desimartini.com.

With a heady mix of foot-tapping music, vibrant splash of colors, quirky quotes and illustrations, and icons in true Rajni style and lingo, the unique website reflects Rajini's signature style.

Singh told PTI that the website was based on a complex algorithm running in the back-end that kept an eye on the propagation of data packets between two terminals.

Magic kicks in soon as the internet speed is down to zero, which is the basic premise on which the site and the concept has been constructed.

The humor element on the website is accentuated by the error message in typical Rajini style that appears if a visitor attempts to re-connect the internet.

"Aiyyo! That was unexpected. To keep browsing, switch off your internet," reads the message.

"The website has received a phenomenal response and has gone viral with several thousand hits and counting, along with innumerable shares and mentions across the web, especially on popular social networking sites like Facebook and Twitter," Singh said.

"After a few iterations and testing, we cracked the code required to build the world's first website that runs without the internet - a website that runs offline - which is as awesome and unbelievable as miracles and stunts associated or performed by Rajni himself," he said.

Technology / Recalculate World Time
January 20, 2012, 12:35:40 PM
by PNA

A special session of Radiocommunication Assembly led by the International Telecommunication Union (ITU) on Thursday agreed to defer a decision on the replacement of the current system of time-calculating standard, the Coordinated Universal Time (UTC).

For over a decade, scientists and radiocommunication experts have been wrangling over whether to develop a continuous time standard in order to address the concerns over the inconvenience of UTC that requires readjusting, from time to time, by inserting an additional "leap second."

However, the session concluded that further studies will be carried out to "ensure that all the technical options have been fully addressed," according to a press communique issued by the ITU.

ITU said that these studies will also involve further discussions within the ITU membership and with other organizations that have an interest in this matter.

Furthermore, results from the studies will be referred to the next Radiocommunication Assembly and World Radiocommunication Conference scheduled for 2015.

Adjustments made in one second steps, known as "leap seconds," have been implemented since 1972 to compensate for variations in the speed of the earth's rotation within the framework of UTC.

UTC is defined by ITU and is maintained by the International Bureau of Weights and Measures (BIPM) in cooperation with the International Earth Reference and Rotation Service (IERS).

Measurements from timing centers around the world are used in the determination of UTC, which is adjusted to within 0.9 seconds of Earth rotation time (UT1) by IERS-determined values of the Earth's rotation.

Some experts argue a more predictable time system with less "leap seconds" would make continuous time scale available for all the modern electronic navigation and computerized systems to operate with and eliminate the need for specialized ad hoc time systems.

While others fear that may have social and legal consequences when the accumulated difference between UT1 -- Earth rotation time -- would reach a perceivable level, namely two to three minutes in 2100 and about 30 minutes in 2700.

Excess of freedom, impunity; Deficit of ethics, self-criticism

THE PHILIPPINE media community, one of the freest and most rambunctious in all of Asia, is an incredible, hopefully not incorrigible, story of dissonant currents and practices.

For instance, while press freedom has broad and firm guarantees in law and jurisprudence in this country, the Philippines remains one of the deadliest places in the world for journalists, even as the executive and legislative branches have been slow to move on strategic reforms, including the Freedom of Information Act.

Reporters and editors also zealously guard and assert their freedom and resist all attempts by state authorities to restrict their trade, and yet self-regulation by professional and industry associations has always lacked vigor and constancy. Indeed, self-criticism of media by media remains scant and thus ineffectual, even as competition for sales, revenues, and audience share drives most editorial decisions of most gatekeepers.

In banks we trust? So did Ampatuans

UNLESS THE Anti-Money Laundering Council (AMLC) moves faster than usual, the clan implicated in the Nov. 23, 2009 Maguindanao Massacre might soon retake control of what by all accounts is a scandalously vast estate of money and mansions, and wheels and weapons it had acquired while governing over a dirt-poor province.

Next week, on Dec. 2, a freeze order on 597 bank accounts, 142 firearms, 132 motor vehicles, and 113 houses and lots, recorded in the names of 27 Ampatuan family members and their associates, will lapse.

The bank accounts alone are estimated to be worth more than a billion pesos ? multiple times more money than what the Ampatuans who held elective office had declared in their asset disclosure records to be their lawful incomes and net worth.

Ampatuans tried to secure amnesty for cache of guns

JUST A few weeks after the Nov. 23, 2009 Maguindanao Massacre, where 58 people including 32 journalists were executed in a remote barangay in Ampatuan town, officials of the Firearms and Explosives Division (FED) of the Philippine National Police (PNP) were surprised to receive a deluge of applications for gun amnesty from one particular province in Mindanao.

Every once in a while, the national government offers a gun amnesty to the general public. These amnesty offers are a general pardon of sorts, where people with loose or unlicensed firearms are allowed to have illegal guns licensed and registered in their names.

But this batch of applications raised a red flag among officials of the PNP-FED, the agency tasked with regulating gun ownership and use in the country.

Stand up against media killings

ON NOVEMBER 23, 2011, media groups throughout the country and all over the world will mark the International Campaign to End Impunity with a wide-ranging public awareness campaign to press for stronger and firmer government action against media killings in the country. The campaign was timed with the 2nd anniversary of the November 23, 2009 Maguindanao Massacre, where 58 people including 32 journalists were murdered in Ampatuan town, Maguindanao province.

In line with the activities leading up to the commemoration of Anti-Impunity Day, the Freedom Fund for Filipino Journalists (FFFJ) produced three short public service ads (PSAs) for free distribution to all media organizations and social networking sites. The PSAs are meant to remind everyone that impunity continues to be a problem in the Philippines, despite the change in the national leadership.

<strong><em>MAGUINDANAO:The Quest for Justice</em></strong> is a documentary produced by the Philippine Center for Investigative Journalism on the second anniversary of the Maguindanao Massacre. The families of the victims continue to hold out against the proposed settlement, even as they try to survive from day to day. PNoy defaults on FOI: problem or solution?

Is the President still part of the solution, or is he now part of the problem?

Advocates of the Freedom of Information (FOI) bill raised this question after Malacanang again failed to include the FOI bill in its list of priority measures during the Legislative Executive Development Advisory Council earlier this week.

In a statement sent out to media organizations, the Right to Know, Right Now! Coalition noted with alarm that President Benigno S. Aquino III had raised new concerns over the proposed Freedom of Information Act during the LEDAC meeting in Malacanang. These concerns were apparently added to the list of other reasons that Malacanang had been using to defend its refusal to endorse the bill to Congress.

Accessing information tough task in the metro

THE apparent inability of majority of Metro Manila local governments to respond quickly and fully to citizen requests for asset disclosure records of local officials, as well as documents on education, health, public safety and other essential services may well be a reflection of the Aquino administration?s own dithering over a Freedom of Information (FOI) law.

Opaque LGUs the norm in NCR

POLITICS and government, business and finance, education and culture. In all these and more, the national capital region, Metro Manila, is supposed to lead the rest of the nation. Here, bureaucrats and politicians thrive, mostly schooled and steeled in the art of governance and advisedly, the liberal ramparts of transparency and accountability.

It seems fair for citizens to expect that in Metro Manila, more than anywhere else in the Philippines, the people?s right to know and to access official information and documents would be respected. But that could well be plain wishful thinking for now.

Supreme Court Chief Justice Renato Corona has waived his right to object on the impeachment case filed against him when he submitted himself under the jurisdiction of the Senate and made public pronouncements that he was ready to face it.

This was how impeachment prosecutors argued their case when they sought the dismissal of Corona’s motion for preliminary hearing of the case on the ground that it was “fatally defective.”

But in a 15-page comment filed before the Office Senate Secretary on Monday, the prosecution team branded Corona’s claim as “baseless.”

A former ally of President Benigno Aquino III asked the Supreme Court to issue a temporary restraining order against the 2012 government budget.

Batangas 2nd District Representative Hermilando Mandanas, in his petition for certiorari, prohibition and mandamus said he wanted the government to include the collection of the Bureau of Customs (BOC) into the Internal Revenue Allotment computation.

“The National Government, in the persons of the Respondents, should automatically release the Internal Revenue Allotments (IRA) or the just shares of the Local Government Units (LGUs) in the national taxes as determined by law.  The unreleased amount due to the Provinces, Cities, Municipalities and Barangays from 1992 to 2012 has already reached P500 Billion.  Compliance by the National Government with the Constitution and existing laws will enable the LGUs to efficiently and expediently serve the Filipino people, and hasten the delivery of much needed and long delayed basic services,” Mandanas said in his petition.

Student and human rights groups on Panay Island have joined the hunt for retired Major General Jovito Palparan, who is wanted for the abduction of two University of the Philippines students in 2006.

Student activists have started putting up “Wanted Palparan” posters at the campuses of UP Visayas in Iloilo City and Miag-ao town calling for the former military official’s arrest.

“Palparan should face the legal charges filed against him in court. Our fellow activists who were abducted, murdered and tortured did not have the same privilege being afforded to him now. It is only right for Palparan to rot in jail. Justice should be served,” said League of Filipino Students Panay regional spokesperson JC Alejandro.

Staff Sergeant Edgardo Osorio, a co-accused of retired Major General Jovito Palparan in the abduction of two University of the Philippines students in 2006, has invoked the late President Manuel L. Quezon’s executive order that would put the soldier in the custody of the Philippine Army.

Osorio has filed a comment with the Malolos regional trial court opposing the Department of Justice’s motion for reconsideration of the court’s earlier order transferring him from a provincial jail to military custody.

Through his lawyer Joey Cruz, Osorio invoked Quezon’s EO 106 authorizing the Army commanding general to take custody of Army personnel charged with a crime from trial up to conviction to oppose the DOJ’s motion for reconsideration.

The Bangko Sentral ng Pilipinas expects inflation to average below 4 percent in 2012, saying the benign increase in consumer prices should help encourage higher spending by individuals and enterprises.

In an ambush interview with reporters, BSP Governor Amando Tetangco Jr. said moderate inflation expected in 2012 would help boost domestic growth, particularly through the spending channel, and thus mitigate the ill-effects of the continuing debt and economic problems in the eurozone on the Philippines.

“Inflation has started to trend down, and the expectation for this year is that it will be below the midpoint of the target range,” Tetangco said.

New York-based business process outsourcing (BPO) firm EXL is growing its local workforce before the end of 2012 as it takes advantage of the large supply of talent the Philippines has to offer.

The company is opening its second site in the country at the SM Mall of Asia’s Two E-Com Center in Pasay City Wednesday, in a ceremony that is expected to be attended by President Aquino.

The new facility will initially have 500 seats, which will bring the company’s total capacity to 2,000 seats. The company also has the option to double the size of its new facility if need arises.

The opening of the facility comes just days after US President Obama’s allies on Capitol Hill filed a bill to discourage the outsourcing of work to countries like India and the Philippines.

Philippine exports continued to skid in November 2011, with receipts dropping by 19.4 percent from the $4.146 billion reported in the same month the previous year.

The sharp drop in outbound shipments of electronic products pulled down overall sales in November to $3.342 billion, despite huge gains from other items such as copper cathodes and sugar, the National Statistics Office (NSO) reported.

In the first four months of 2011, exports were observed to be on the rise. But in May, export figures began to drop. That trend continued to November.

According to the statistics agency, November’s exports were 18.2 percent lower than the $4.088 billion reported in October 2011.
