Bohol plays host WEC delegates visit

TAGBILARAN CITY - Bohol bounces back and still the favorite eco-tourist destination in this part of the globe following the technical tour of the delegates of the 5th World Eco-Tourism conference (WEC) held in Cebu City even as the province is still reeling from the destruction wrought by impact of the Oct. 15 earthquake.

Some 169 delegates of the conference disembarked from the chartered fast craft at the city port yesterday. They’re welcomed by Bohol tourism officials, including Provincial Tourism Council chairman Atty. Lucas Nunag, Provincial Tourism Officer Jo Cabarrus, Bohol chamber of Commerce and Industry president Atty. Mans Tumanda and Atty. Benjie Arcamo, chairman, tourism committee of the Sangguniang Panlalawigan.

The visitors, including foreigner participants, were expected to roam around, including the usual route to the Chocolate Hills, but not without stopover at the Sandugo shrine in Bool in this city, Baclayon church and the Tarsier sanctuary in Corella town, tour operator Walter Sultan said in an exclusive interview. Part of the tour package is the cocktail at the newly-opened South Palms beach resort in Panglao town, where the white powdery sand in long stretches of coastlines are abound, he said.

Tourism industry still manages to hit a total of roughly 400,090 tourists who visited here last year (2013), data of the Bohol Tourism Office (BTO) showed.

For the month of January 2014, a total of more than 25,000 visited Bohol though this may be less than the 29,000 plus in the same period of last year, BTO said.

As expected, the month of May (2013) registered the highest, 50,339 visitors but obviously downed during October with only 15,772 when tremor hit the province.

The count jumps to 18,355 and 26,475 in November and December 2013, respectively. The month of April counts with a total of 49,583; January --29,480; February --35,392; March --38,559; June --37,153; July --34,003; August --33,676; and September --31,304.

Domestic visitors still account the biggest with a total of 221,960 (146,866 via air and 75,094- sea transportation during the year.

The Asians registered the highest with 115, 928 (via air and sea) along with Europeans, 34,097 and Americans, 28,105.

The tourism boom was felt when some 641,614 visitors arrived here in 2012, the highest so far in five or so years. It registered a total of 539,755 in 2011; 532,061 in 2010; 461,181 in 2009; 567,174 in 2008; and 531,811 in 2007; and 418,030 in 2006.

The highest rate of increase of tourist arrivals, 27.2%, is recorded in 2007 but the lowest with only 6.64% occurred in 2008. The province posted an 18.87% in 2012; and 15.37% in 2010.  Still, domestic visitors dominated the arrivals followed by Asians in all those years. (Ric V. Obedencio)

Talk of the Town / Abolish Online Libel
February 21, 2014, 05:23:38 PM
Saying it is one of the reasons he did not sign the Cybercrime Prevention Act of 2012, Senate Majority Leader Alan Peter Cayetano is strongly urging his colleagues in the 16th Congress to repeal the online libel provision in the controversial law recently upheld as constitutional by the Supreme Court.

In an interview with Senate reporters, Cayetano pointed out that the said provision suppresses internet users’ freedom of speech.

At the same time, Cayetano pushed for the enactment of his bill which seeks to decriminalize libel and all forms of criminal defamation as it is restrictive of the freedom of expression, much like the provisions on online libel in the much-debated Republic Act 10175.

“What is constitutional and what is legal is not necessarily what is moral and what is right. The Supreme Court based it on the legality of the provision. But on the wisdom of the law, that is for Congress to determine,” Cayetano said.

“Kung magiging final yan, trabaho ng Kongreso kaagad na i-repeal o i-modify iyan nang hindi naman ganoon ang epekto.”

Cayetano is pushing for the approval of Senate Bill No. 249, which in part mandates the repeal of Sec. 4 (c) 4 of Chapter II of RA 10175 or the online libel provision of the anti-cybercrime law.

The bill, which he filed in July 1, 2013 during the first day of the 16th Congress, also calls for the repeal of Sections 5 and 7 of RA 10175 which was already declared as unconstitutional in part by the SC in its decision last Monday.

He also filed SB 248, which also seeks the repeal of the “take-down” provision of the law that is now also rendered unconstitutional by the High Court.

In urging his colleagues to support SB 249, the Senate leader warned of the dire effects of the online libel provision not only on the freedom of speech of netizens, but on the Philippine justice system in general.

“Napakahirap ng magiging epekto noon. Kahit anong sabihin mo na mao-offend ang ibang tao, pwede kang kasuhan ng libel. That will kill the freedom of speech and the creativity that we have in the internet,” he said.

“Kung magkakasuhan tayong lahat - halimbawa, kung may nilagay sa Twitter tapos ni-retweet mo, o kaya may nilagay sa website - mapupuno ang mga korte, walang mangyayari kung hindi ang mga piskalya, walang ibang gagawin kung hindi mag-prosecute ng internet at social media libel cases.”

Cayetano further noted that although people are discouraged from making defamatory statements against others online, the internet should still be regarded as a different kind of medium in which anyone has the right to express their views and opinions.

“True, we should not libel each other in the internet. But it is also true that the internet is a different kind of medium... Hindi katulad yan, halimbawa, ng dyaryo. Kapag nilagay sa dyaryo, people will believe the credibility of the story, kaya dapat i-check muna ng mabuti ng mga journalist ang kanilang facts. But in the internet, anyone says anything,” he said.

On the other hand, Cayetano is also pushing for the enactment of Senate Bill 245, which seeks to decriminalize libel and defamation.

The bill, he said, will pave the way for the creation of a Civil Defamation Law which will only impose civil penalties in the stead of criminal sanctions on all forms of defamation. - Press Release

More than 8,000 disaster-resilient homes soon to be built for Bohol quake survivors - DSWD

MANILA, Feb. 10 (PNA) -- More than 8,000 disaster-resistant houses costing over P700 million will soon be built for families whose houses were totally damaged by the 7.2-magnitude earthquake in Bohol, the Department of Social Welfare and Development (DSWD) said Monday.

According to DSWD Secretary Corazon J. Soliman, the department will undertake the project in partnership with the provincial government, and Habitat for Humanity.

Secretary Soliman said the partnership which targets to build 8,083 disaster-resilient houses was sealed under a memorandum of agreement (MOA) for the implementation of the Core Shelter Assistance Project (CSAP) in Bohol.

Soliman said that she, together by with DSWD-Field Office 7 Director Mercedita Jabagat, Governor Edgardo Chatto, and Habitat Managing Director and Chief Executive Officer Charlito Ayco signed the MOA over the weekend in Sagbayan town in Bohol, the epicenter of the 7.2 magnitude quake that rocked Bohol and Cebu last October 2013.

“Sagbayan was the epicenter of the earthquake but it will also become the epicenter of rebuilding of communities and rebuilding of lives,” the DSWD chief stressed.

She added that through CSAP, environment-friendly, structurally strong shelter units will be built onsite that can withstand up to 220-kph wind velocity, at least intensity four earthquakes and other natural disasters is expected to be built.

Under the agreement, the DSWD will shoulder P70,000 while Habitat will share P18,000 as counterpart for each unit.

Each unit will cost a total of P88,000.

Each shelter units will be made up of locally available materials to revitalize local economy.

The total cost of the housing project is P711,304,000.

Of this amount, the DSWD will provide about P565,810,000 and the rest by Habitat.

Habitat, was chosen to build the core shelters due to its extensive experience in the management and implementation of socialized housing projects to address the shelter needs of the homeless and disadvantaged groups.

During the signing ceremony, the DSWD had turned over to the group a total of P371 million as initial tranche for its counterpart.

The provincial government, in coordination with concerned municipalities and DSWD, has already identified the beneficiaries of the core shelter program whose houses were totally damaged by the earthquake.

From the 17 hardest-hit towns of Bohol, Loon has the biggest number of totally damaged houses with 1,255 followed by Sagbayan with 1,035 then Maribojoc with 1,033.

Meanwhile, for families with partially damaged houses, the DSWD and the municipal governments will implement the Emergency Shelter Assistance (ESA) program as an assistance to help them build their houses.

Under the ESA project, each household-beneficiary will receive P10,000-worth of materials for house repair.

DSWD will provide P346.8 million for this project.

Based on DSWD assessment, a total of 34,688 houses were partially damaged in the province of Bohol. (PNA)

MARIBOJOC, Bohol â€" Vice-Mayor Fructuso Redulla of this town bluntly denied the accusation lodged by his political detractors of alleged irregularities in the procurement of materials for housing projects of the earthquake victims.

Vice-Mayor Redulla, who did not name the accusers, told a radio interview yesterday that there’s no truth to the allegation, adding that the town leadership is following bidding procedures as provided for by the law.

Redulla said that they follow rules and even the recommendation of the Commission on Audit (COA) on “negotiated purchase” at “uniform prices.”

The 22 barangays of the town was divided by four bidders equally to supply the G. I. sheets, cement nails, plywood and other materials, he explained. The supplier will be the one to deliver the materials to the beneficiary, he said.

Redulla lamented that instead of helping each other achieve the housing projects aimed at improving the earthquake victims’ lives, some groups prefer to play dirty politics.

He said Mayor Evasco’s administration will not be distracted by the demolition job aimed at him and other officials but he’s focused on uplifting the lot of his people.

Tis town is one of the recipients of housing funding to the tune of PhP33.4 million from National Housing Authority (NHA) headed by Vice-President Jojo Binay, who personally turned it over to Mayor Evasco last year right after the tremor.

Based on NHA’s guidelines, a beneficiary is entitled a total of PhP10,000 worth of materials.

He said that more than 3,340 households need to be raised or build another due to the earthquake. The town still hosts tent city or evacuation centers as temporary shelters in sitio Tiwi and Maribojoc Central Elem School, he said. (RVO)

TALIBON, Bohol â€" A doctor of medicine practitioner, Dr. Miguel Mancao, has expressed willingness to pitch help to a 12-year old child suffering from what the medical community called “hydrocephalus.”

Dr. Mancao, member of the U. S.-based Association of Philippine Physicians of Florida Panhandle (APPFP), is one of the prime movers of the four-day surgical-medical-dental mission on January 27-30, 2014 launched at Garcia Memorial Provincial Hospital of this town. The mission is aided by the provincial government with the nod of Gov. Edgar Chatto providing the venue facilitated by hospital chief Dr. Harold Gallego of this town.

Hydrocephalus is also known as “water on the brain, according to the Wikipedia. “It is a medical condition in which there is an abnormal accumulation of cerebrospinal fluid (CSF) in the ventricles, or cavities, of the brain. This may cause increased intracranial pressure inside the skull and progressive enlargement of the head, convulsion, tunnel vision, and mental disability. Hydrocephalus can also cause death. Although it does occur in older adults, it is more common in infants.”

Dr. Mancao said in an exclusive interview by this writer that the Jenilyn Amora, 12, who is suffering with a “watery brain” can be treated in the U. S. if there are people willing to shoulder the expenses, such as air fares. He added that he can be of help facilitate to make the surgical procedures of Jenilyn’s ailment free once she is in the U. S. He estimated that it cost $6,000 plus to bring her to the U. S.

In a separate exclusive interview, Jenilyn’s mother, Emily Amora said that it appears they’re hopeless since Jenilyn may never treated with surgical procedures when they’re told by the doctors in Tagbilaran city because of her age.

Jenilyn is lying on scrap boxes used as mat on a concrete sidewalk near the main door of Alturas mart of this town. Some kind-hearted people passing her drop coins on a container placed near where she’s lying on while her mother and her brother, Jumel Amora, 15, are making money from the other scrap boxes for rent used to cover parked motorcycles nearby. Emily said it is the only way they can earn and they can earn as much as PhP200/day but not always.

She said she has to bring Jenilyn along with them here everyday since no one would take care of her at home in Barangay Lomangog, Ubay town, where they’re now residing.

Jennilyn cannot speak a single word since she was born, Emily said. Worse is that she cannot eat by herself and she has to be fed, she said. Her physical body is getting frail and in poor health. Her head as it grows is getting heavy that she looks burdened whenever she tries to lift it up or to lean on both sides while lying on a concrete floor.

Emily said Jenilyn seriously needs help because she wanted her to live in a normal life. (RVO)

Help & Support / We Were Under DDoS Attack
February 05, 2014, 11:18:26 PM
Tubag Bohol was down for almost two days. The host said we were under heavy DDoS attack. Maybe one of our comments angered China? We don't know. What transgressions did we commit so great that we merited a malicious DDoS attack from an unknown source? We don't know.

But we will always come back no matter what. To God be the glory in Christ Jesus our Lord.

Amen.

Cayetano: Charge those involved in pork barrel scam

“Kapag may kasalanan, ikulong. Walang sasantuhin dito, administrasyon man o oposisyon, lahat ng ahensya ng gobyerno.”

Senate Majority Leader Alan Peter Cayetano urged the government to file charges against all those implicated in the multi-billion peso pork barrel scam during the Thursday’s resumption of the Senate Blue Ribbon committee hearing on the alleged misuse of the now scrapped Priority Development Assistance Fund (PDAF).

“Ang tingin ng tao, simple lang, may mangyayari ba diyan o wala? Kapag may nakasuhan at nakulong, we are successful graft busters. Pero kung hindi naman, at walang nasauli na pera o walang narecover, nag-fail ang gobyerno,” he said.

Pointing out that the committee needs to dig deeper into the controversial issue, Cayetano cited news reports linking businesswoman and pork barrel scam queen Janet Lim-Napoles to appointed officials in government.

“I was looking into the news. They said that NABCOR [National Agribusiness Corporation] former President Allan Javellana was introduced to Napoles and whistleblower Benhur Luy by a Department of Agriculture (DA) employee named Manuel Jarmin… We found out that he is now the acting director of the Livestock Development council of DA. He has been the acting director since 2010,” Cayetano disclosed.

“We dug a little bit deeper and found out that there is such a corporation as Jimmy’s Bar and Grill that seems to be incorporated by Jimmy Napoles, the husband of Ms. Napoles. Apparently, even in Comelec [Commission on Elections], Manuel Recto Jarmin is listed as a nominee of an admitted Napoles party-list in 2007,” he added, referring to the Samahan ng mga Mangangalakal sa Ikauunlad ng Ekonomiya (SMILE) party-list founded by the Napoleses and was allegedly part of the controversial Hello Garci Operations.

Cayetano expressed his concern over Jarmin's relations with the Napoleses and why he remains to hold a position in government.

“I believe in the sincerity of the President for the complete cleansing [of government] and going after all those who committed graft and corruption. Its time for action. Tama na ang salita at investigations. Kasuhan na at ipakulong ang mga may sala ,” he said.

Aftermath of the father-induced suicide...
#692
By Bohol Chronicle

Out of despair, a businessman shot and charred his wife and two children inside their burning car in a secluded road in Dampas district, this city yesterday morning that shocked this deeply religious community.

Police investigators believed bankruptcy of his lending firm pushed the 36-year-old businessman, James Co, to avoid a foreseen misery.

Police recovered a handwritten suicide note at his residence last night which said "my death is not a regret. Now I see the price to pay which I cannot afford to run and hide." He also left a note addressed to someone at St. Peter's Funeral Home.

According to an eyewitness interviewed by the police, Co shot his wife, Cindy, 37, who was inside the car, and got out to close the car hood. He then got back inside the car and shot his two children, 10 and 5 years old before finally shooting himself.
The car was already burning then.

The incident happened yesterday morning along the road in sitio Banairan of barangay Dampas, this city, about five kilometers from their house on Penaflor Street in barangay Booy, this city.

The Chronicle learned last night that James texted his friend identified as Carlos at 10:41am yesterday saying "sumting hapen to us. Pls pray for our family." A minute later, he also texted a staff of the St. Peter Funeral Homes informing of the said incident.

Scene of Crime Operatives (SOCO) led by SPO2 Andres Garcia of the BPPO crime laboratory found that all the four bodies were already charred along with the car.

Further investigation showed that the car was a blue Nissan Sentra model 2,000 with plate number WME 194. Deeper probe into the incident is carried out by the Tagbilaran City police with PO1 Reyneil Bibat, investigator on case, at the helm.

The family's house-help, Baby Jane Lapot  a native of Dumaguete City  told investigators that the couple seldom had any quarrel.

She said she noticed Co had been lonely since his lending business had slowed down. She was surprised why Co forced his 10-year old child board the car when the latter was sick yesterday.

An eyewitness told the police that few minutes before the incident they saw the couple had an argument while the car was running.

Witnesses heard three successive gunshots.

Then the gun fired again. This was the time the man shot himself inside the burning car.

The SOCO recovered a plastic soft drink bottle that was filled with gasoline, and a 9mm pistol, an empty shell.

Co who used to operate the Tagbilaran General Merchandise (TGM) was a known patron of basketball teams in the city. He was a popular personality during basketball tournaments being a basketball player himself. He manages the TGM Team. After his merchandising firm folded up, he ventured on a lending firm which also encountered financial crisis.

The Chronicle learned that Co was indeed financially broke when he pawned his motorcycle last December when one of his kids was hospitalized.
