Leading domestic oil industry player Petron Corporation is setting its sights on another expansion venture in the Southeast Asian region, the target this time will be Esso’s facility in Thailand if it will be put up for sale.

When asked by reporters, Petron president Eric O. Recto noted that “if it (Esso Thailand) does become available, we will look at it.”

He qualified though that based on information they gathered, that particular facility “is not for sale” at this time. It was only last year that “there was talk about it being available for sale which was brought about by interest that PTT or Thai Oil had expressed,” he said.

“So right now, we are not actively pursuing that acquisition but if something worthwhile comes up, we will look at it,” Recto stressed.

If the Thailand acquisition comes into fruition, this will be the second overseas investment foray that Petron will be engaging in. Its parent firm San Miguel Corporation plunged into the $600 million acquisition of the Esso asset in Malaysia last year and the deal is now due for conclusion.

Beyond the regional expansion the company has been continuously exploring, the company executive bared that they will also invest an additional P8.0 billion to expand the capacity of its petcoke-fueled power facility that will cater to the electricity requirements of its upgraded refinery in Bataan.

Japan’s richest man is optimistic of the Philippine market.

In an interview with Philippine media, Tadashi Yanai said that while the global economy is sluggish, “in countries like the Philippines, the situation is very good. Asia, for the first time, has the momentum in terms of development. There’s a huge potential.”

Yanai said this at the recent opening of Uniqlo’s ninth global flagship store in Tokyo’s upscale Ginza district. The Japanese homegrown apparel brand, owned by Yanai’s Fast Retailing Co., will open its first store in Manila in June.

Yanai, 63, listed at no. 88 in Forbes Billionaire List of 2012, is Japan’s wealthiest.

Viet Nam's textile and garment sector is likely to face challenges this year to reach its target of US$ 18.5-19 billion export turnover, according to the vice-chairman of the Viet Nam Textile and Apparel Association (VITAS), who spoke at a seminar held Wednesday in HCM City.

Dang Phuong Dung, vice chairman and secretary general of VITAS, said global economic woes still plagued major markets as the US, EU and Japan.

Opinions and suggestions on the sectors' future growth and plans were discussed at the seminar.

"The public debt crisis and EU consumers have tightened their spending, leading to lower export orders," she said.

In addition, production costs and the prices of electricity, water and fuel as well as salaries and bank loan interest are all on the rise.

"One of the biggest challenges is the lack of human resources, especially for high quality workers," she said.

Many companies cannot fulfill orders on contract because they do not have enough workers affecting product quality.

She said that businesses should improve their sense of social responsibility, guarantee reasonable incomes for workers, build a healthy working environment, and create good promotion opportunities for workers.

She also noted that heavy reliance on imported materials and outsourcing orders that see a low return rate would not increase added value for export items or the competitiveness of the sector.

Production, technology and productivity management are all still weak, according to Dung.

Most small- and medium-sized enterprises (SMEs) lack marketing skills, and design capacity for producing unique products was poor. In addition, trademarks are not developed well.

Moreover, exporters have faced difficulties in accessing bank loans, and lack of capital to import materials. As a result, exporters must restrict their operations and only take outsourcing orders. That has lowered the competitiveness of the sector.

Foreign-currency loans in Viet Nam have a high interest rate of 6-8 per cent per year, but foreign- currency loans in many other countries are being offered at an interest rate of 0.5-2 per cent.

Dung said the nine-member Trans-Pacific Partnership (TPP), which is still in the negotiations stage, is seen as a great opportunity for the Vietnamese textile and garment sector.

With TPP, the tariffs imposed on the goods that Viet Nam and TPP-member countries export to the US would decrease gradually before they are removed.

This means that when Viet Nam's textile and garment products can be exempted from tax, it would be more competitive in the US market with other rivals.

Retailers in New Zealand's second largest city of Christchurch have rebounded from the effects of major earthquakes that struck in 2010 and 2011, according to figures released on Thursday.

However, the earthquakes, which began in September 2010 and peaked with a 6.3-magnitude quake that killed 185 people on Feb. 22 last year, had "a substantial impact" on the city's retail sector, Statistics New Zealand said.

"The 6.3 magnitude earthquake on Feb. 22, 2011, in particular, led to a drop in Christchurch retail activity in the March 2011 quarter," said industry and labor statistics manager Blair Cardno in a statement.

"However, retail trade activity rebounded in the June 2011 quarter,"he added.

The figures showed retail trade activity fell 4.2 percent in the March 2011 quarter, but bounced back by 8.1 percent in the following June quarter.

However, retail activity was flat down just 0.5 percent since the June 2011 quarter in the last two quarters of 2011.

"Although Christchurch largely maintained the June 2011 quarter's rebound in the last two quarters of 2011, the city did not have the strong retail growth experienced nationally (up 4.2 percent)," said the statement.

The accommodation and food services industry continued to show subdued activity through 2011, with many buildings being off- limits or demolished.

The figures were released the same day as global reinsurer Swiss Re announced that the Feb. 22 quake was the third biggest insurance event in history.

A statement from Swiss Re said economic losses of 370 billion U. S. dollars from natural catastrophes and man-made disasters in 2011 were unprecedented.

Record earthquake and flood losses resulted in insured losses of 116 billion dollars, up 142 percent from the previous year.

The earthquake and tsunami in Japan, where insurance cover was relatively low, accounted for 57 percent of 2011's economic losses and cost the insurance industry an estimated 35 billion dollars, making it the most expensive earthquake on record.

At 12 billion dollars, insured claims from the flood in Thailand were the highest ever recorded for a river water flood event.

The Thailand floods caused economic losses of 30 billion dollars, said the statement.

Science and Research / Serbia Joins CERN

by PNA

The director general of the European Organization for Nuclear Research (CERN) Rolf-Deiter Heuer met with Serbian President Boris Tadic here on Wednesday to discuss the scientific benefits of Serbia's membership, reported Radio Television Serbia (RTS).

Serbia can accelerate its research processes, which in turn, provides an opportunity for economic development by joining CERN, Tadic said.

In January, Tadic and Heuer in Geneva signed an agreement for Serbia to become an associate member of the organization.

Serbia's Associate Membership in CERN would be significant for the country's scientists, universities and research institutes, Tadic added.

After a visit to the Faculty of Physics at the University of Belgrade, Heuer said "we currently cooperate with 15 scientists from Serbia, and I believe that soon there will be more."

"Serbia has very quickly ratified the agreement in which it becomes an associate member of CERN, which has opened up even more opportunity for cooperation," said Heuer, "I believe scientists are great potential for Serbia."

Serbian Minister of Education Zarko Obradovic, who accompanied Heuer to the Faculty of Physics in Belgrade, said despite the lack of modern equipment, Serbian scientists could contribute to CERN research efforts.

He added the cooperation would not be limited exclusively to physicists, as practical applications of scientific research would also be sought.

"We'll make an appointment and we will see if entrepreneurs can get involved. There is a possibility that the research at CERN can be used in medicine," said Obradovic.

According to the Commission on Higher Education (CHED), over 500,000 college students nationwide are anticipated to graduate this month, prepared to embark in the work arena and go about achieving their ultimate goal in life beyond the parameters of the school campus.

Many fresh graduates are uncertain if they could really land a job immediately -- hearing a lot on how difficult it is getting to be employed in the country at present. Being a graduating student myself, I am no special not to experience the same sentiment they have.

Atty. Julito Vitriolo, CHEd executive director, said in an interview with the Philippines News Agency (PNA) that landing a job is tougher today amidst the proliferation of contractual employment in the country.

A stiff competition should also be expected as fewer jobs become available to a lot of first-time job seekers who have to compete with other still unemployed individuals.

Young people are also three times more likely to be unemployed than adults as reported by the International Labor Organization (ILO) since most employers nowadays seek applicants with sufficient work experience.

With this in mind, it seems that graduating students should gear up for more challenging days after graduation rites are completed.

What should we do then?

Department of Labor and Employment (DOLE) Secretary Rosalinda Dimapilis-Baldoz said in a statement that job hunting could be a difficult process for fresh graduates, but when approached with enough knowledge and confidence, it may lead to change and fulfillment in life.

“Job search is a process. It may be tiring, frustrating, and disappointing. But it need not be traumatic. For those who are ready, it can be a fulfilling and life-changing experience, particularly if one approaches the task with adequate knowledge and confidence that springs from self-worth and skills to position the job seeker in a fiercely competitive marketplace,” Baldoz explained.

She said that first-time job seekers should take the opportunity that their first jobs will offer as these may give them enough experience and skills.

"… accept the first job that comes your way and which fit your qualifications. This is the way to earn experience and pick up job-ready skills," Baldoz stressed.

She noted that “it’s no secret that employers are looking for people with skills more relevant to the current economy, and one of the greatest things future job seekers can do is prepare themselves for this shift.”

Despite these issues on employment, new graduates should still be optimistic for their future as the employment rate of the country is on the uptrend, according to the latest survey results.

The National Statistics Office (NSO) released the result of the January 2012 Labor Force Survey (LFS) of the country which revealed that employment rate increased from 92.6 percent in January 2011 to 92.8 by January 2012.

Unemployment also decreased to 7.2 percent in January 2012 from 7.4 percent a year ago.

The CHED has reminded graduating students that the agency could only help in their preparation for the competitive marketplace ahead but it is still up to them wether they will make it in their prospective jobs.

At this moment, it is best for fresh graduates to grab every opportunity that comes along their way because, as they say, it only comes once in a lifetime.

Take the right choices and follow what the CHED executive director advised Batch 2012: “Try hard. Don’t lose hope.”

Government ready to assist new job hunters to the workplace

As half a million college students graduate this March, government institutions and agencies have prepared to assist them in their new journey from the school campus to the workplace to enter the competitive job market of today.

To begin with, the DOLE is advising the new graduates to consult its “Minute Guide for Young Job Seekers.”

It is described as a “self-help manual intended to assist young job seekers, especially new graduates, school leavers, and out-of-school and unemployed youth in seeking for work and landing a job that suits their skills and qualifications.”

“For first time job seekers, the guide can be very useful in planning the start of their careers as it contains a comprehensive step-by-step direction â€" from self-assessment to self-discovery,” Secretary Dimapilis-Baldoz said.

The second quarter of this year should be marked by any first-time job seeker as the DOLE usually organizes and sponsors nationwide job fairs.

Through the Public Employment Service Office (PESO) and in cooperation with private and government sector employers, at least 200 job fairs will be held around the country from April to June.

Organized by the Bureau of Labor Employment (BLE) and its regional offices, the biggest of these events will happen on May 1 and June 12 in line with the 110th Labor Day and the 114th Philippine Independence Day, respectively.

New job hunters do not have to worry about illegal recruiters as the employers participating in these job fairs are screened and validated meticulously.

Moreover, the DOLE is working to strengthen its linkage with higher academic institutions and local government units (LGUs) to provide immediate access to the employment facilitation and services of the department.

“The institutionalization and the establishment of school-based PESOs are important steps towards strengthening our collaboration between LGUs and the academe in providing job seekers and graduates access to our employment facilitation programs and services,” the DOLE said.

These offices are urged to be established in universities to provide students with job counseling services, updated labor market information, trainings, and skills registration services.

The PESO, a job facilitating arm of the BLE, is supported by the CHED as it can provide help in the immediate employment of graduates.

Director Vitriolo said that the CHED is currently improving its curricula to meet international standards.

International internship programs are also introduced to continuously upgrade the skills of students to enable them to acquire the needed ability for the kind of work they prospectively want to embark themselves with after graduation.

The commission encourages academic institutions to upgrade their teaching competences through developments that will be made from the members of the faculty to their teaching equipment and facilities.

With the improvement in the employment level of the country, the graduating college students, including myself, should remain optimistic of our future.

Equipped with all the knowledge and skills our Alma Mater thought us, I bet self-confidence and a strong faith are what we need to help us reach for the job we all want to have.

Meanwhile, the administration of President Benigno S. Aquino III has assured that new graduates and job seekers will have the opportunity to avail of jobs in private firms following the influx of foreign manufacturing companies that have shown interest to invest in the country.

Slovak scientists have invented a device that can create the illusion of invisibility by hiding objects from a static magnetic field, researchers said on Tuesday.

Although it was a team of Barcelona-based scientists who came up with the original idea, the three Slovaks from the Slovak Academy of Sciences were able to confirm it via experiments and created a magnetic invisible cloak.

The experiment was based on the fact that a specially designed cylindrical superconductor-ferromagnetic bi-layer can act as a cloak against a static magnetic field.

"While the superconductor expels the magnetic field, the ferromagnetic material absorbs it. To make sure that the material used has the characteristics required, it needs to be cooled down to minus 195 degrees Celsius," Fedor Gomory, a member of the research team, told a press conference.

The new device could be eventually used in advanced computer technology and where magnetic resonance machines are used in medicine. Research into the mysterious dark matter in the universe could also benefit from the new invention.

A troubled nuclear power generating plant in southern California will not resume its operation until all safety requirements are met, the operator said in a statement Tuesday.

Southern California Edison confirmed it has received the Nuclear Regulatory Commission's Confirmatory Action Letter.

The letter outlines actions it must complete at the San Onofre Nuclear Generating Station before seeking permission from the commission to restart two troubled units.

Officials committed themselves to working with the watchdog to fulfil all requirements before restarting the plant, a 34-ha site on the Pacific coast.

The SCE "will proceed deliberately and conservatively to implement these steps, always bearing in mind that safety is our first priority," the operator said in a prepared statement.

"We welcome the NRC's letter, a formal step in the process of restarting Units 2 and 3," said Ron Litzinger, president of the SCE said.

"Our number one priority is, and always has been, the health and safety of the public and our employees. The utility will only bring the units on line when we and the NRC are satisfied that it is safe to do so."

Unit 3 has been shut down since Jan. 31 when it was taken off line as a precautionary measure after sensors detected a radioactive steam leak in one of the unit's steam generator tubes.

Unit 2 was taken out of service for a routine maintenance on Jan. 9.

The problem was due to premature wear found on tubes in massive steam generators installed in 2010 and 2011, according to reports.

As a result of the leak, the SCE recently completed eight days of extensive testing of the steam generator tubes and reported the results to the NRC.

An inspection team from the NRC, which has been informed of the leak, has been at the plant overseeing the repair and inspection work while conducting its own inspections.

The SCE, one of the largest electric utilities in the United States, serves a population of nearly 14 million in a 129,499-square-km service area in a major part of California.

The Department of Social Welfare and Development (DSWD) supports the bill which calls for the special protection and security to parents, as well as senior citizens and the elderly from economic abuse and financial hardships caused by children and grandchildren who have neglected and abandoned them.

House Bill No. 2295 or "The Maintenance and Welfare of Parents, Senior Citizens, and Elderly Act of 2010” was filed by Party-List Congressman Godofredo V. Arquiza.

Arquiza is the vice-chairperson of the Committee of Social Services and Veterans Affairs and Welfare in the House of Representatives.

The DSWD said it has submitted its recommendations to the Committee on Population and Family Relations to further enhance the bill.

These include provision of a case management of families involved by social workers to assess the relationships and capabilities of the individuals before the filing of cases.

The DSWD also recommended that the Public Attorney’s Office provide legal services on court-related complaints that will be filed by the elderly and the senior citizens.

Further, the DSWD wants to include a provision on those who may file for support in behalf of the parent or the elderly/senior citizen such as: DSWD and local social workers or at least two concerned responsible persons of the city or municipality where the parent or elderly/senior citizen who is in need of support resides.

The law emphasized that many children nowadays, after having been reared, loved, nurtured and sent to school by their parents, have totally abandoned their parents for selfish reasons.

President Benigno S. Aquino III has declared April 2, 2012 which falls on a Monday as a special non-working day in the province of Bulacan in commemoration of the 224th birth anniversary of prominent poet and orator Francisco "Balagtas" Baltazar.

In Proclamation No. 355 signed by Executive Secretary Paquito N. Ochoa Jr. on March 27, the Chief Executive issued the declaration to give the people of Bulacan the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

Known by his pen name Balagtas, Baltazar has been described as the “Prince of Tagalog Poets."

Baltazar was born in Panginay, Bigaa (now Balagtas), Bulacan on April 2, 1788. He was the youngest of the four children of Juan Baltazar, a blacksmith, and Juana de la Cruz.

He worked as a helper in Tondo to support his studies where he met Jose de la Cruz, a prominent poet whose penchant for fighting cocks as payment for his literary works earned him the sobriquet “Huseng Sisiw.”

The popular Filipino debate form Balagtasan was named after Balagtas. He was recognized by the Pahayagang Kastilyano (Spanish publication) and became the front cover for two weeks.

Baltazar is widely considered as the Tagalog equivalent of William Shakespeare for his impact on Filipino literature. The famous epic, Florante at Laura, is regarded as his defining work. He died on February 20, 1862.

While the Civil Code requires married couple to show proof of efforts for reconciliation before any annulment or legal separation cases can proceed, this will not apply in cases of violence against women.

Cases of violence against women are not supposed to be subject to mediation, said Judge Caridad Galvez of Branch 43 of the Regional Trial Court.

It is prohibited to compel the parties to settle their problems, she said, citing Republic Act 9262 or An Act Defining Violence Against Women and their Children.

Stressing the contrast between the Civil Code and R.A. 9262, she said, "This is different. A woman does not deserve to be abused physically, emotionally, or economically (insufficient or lack of financial support for the family). When such cases are brought to court, I'm sure there is nothing to be settled anymore."

"The law gives protection and recognizes the dignity of women. They are not supposed to be abused. They are entitled to be respected, loved, and to feel safe whether inside or outside their homes," she stressed.

Galvez was the key speaker in the Anti-Violence Against Women and Children forum held Friday at the BSL Hall Schools Division Office here as part of the city government's observance of the Women's Month.

More frequent eating of chocolate was linked to lower body mass index (BMI), according to a research published Monday in the Archives of Internal Medicine.

Consumption of certain types of chocolate has been linked to some favorable metabolic associations with blood pressure, insulin sensitivity and cholesterol level. However, because chocolate can be a calorie-laden sweet there are concerns about eating it.

Lead author Beatrice Golomb and her colleagues from the University of California, San Diego, studied 1,018 men and women without known cardiovascular disease, diabetes or extremes of low-density lipoprotein cholesterol levels who were screened for participation in a clinical study examining noncardiac effects of statins.

To measure chocolate consumption, 1,017 of the participants answered a question about how many times per week they ate chocolate, and 975 of them completed a food frequency questionnaire. BMI was calculated for 972 of the participants.

"Adults who consumed chocolate more frequently had a lower BMI than those who consumed chocolate less often," the authors note. That was still the case after researchers accounted for participants' age and gender, as well as how much they exercised.

The effect worked out to a five- to seven-pound difference between people who ate five servings of chocolate per week compared to those who didn't eat any, according to Golomb.

However, it was only how often people ate chocolate, rather than the total amount they ate regularly, that was linked to their weight, the study team reported.

"Our findings, that more frequent chocolate intake is linked to lower BMI, are intriguing," the authors conclude. "A randomized trial of chocolate for metabolic benefits in humans may be merited." - source: PNA

Pacquiao top taxpayer
Pays more than Filipinos in Forbes 'richest' list
By BEN R. ROSARIO
November 21, 2010, 5:22pm

MANILA, Philippines â€" A senior administration congressman Sunday said that Saranggani Rep. Manny Pacquiao deserves to be honored as the country’s top individual taxpayer, having paid higher taxes than Filipinos cited by Forbes Magazine as among the richest in the world.

Rep. Antonio Alvarez (Lakas-Kampi, Palawan) said not only is Pacquiao the greatest Filipino boxer who has won eight world division titles but is also the Philippines greatest taxpayer.

BizNewsAsia magazine, citing what it called official sources, had enumerated the names of the country’s top 500 taxpayers with their corresponding payments.

Next to Paqcuiao in the BizNewsAsia list is Willie Revillame with P58.6 million; and Piolo Pascual who is No. 3 with P55.8 million payments.

Two other showbiz personalities made it to the Top 10 â€" Kris Aquino, No. 8 with P25.44 million; and Michael V (Beethoven del Valle Bunagan), No. 10 with P22.26 million.

Also landing in the BizNewsAsia’s Top 20 list are known chief executive owners of conglomerates: Philex President Walter Brown with P26.83 milliontax (No. 9); Rio Tuba Nickel owner Manuel Zamora Jr. with P19.96 million tax (No. 12); San Miguel Corp’s Eduardo Cojuangco Jr. with P18.98 million tax (No.13); PLDT Chair and Meralco CEO Manuel V. Pangilinan with P18.55 million (No. 14); the former Meralco President Manolo Lopez, P17.49 million (No. 16); Union Bank Chair and CEO Justo Aboitiz Ortiz, P15.2 million (No. 19), and SMC President and Petron CEO Ramon S. Ang, P14.85 million (No. 20).

Prominent tycoon Henry Sy Sr. was reportedly No. 73 in the list with tax payments of P7.27 million, while Lucio Tan failed to land in the top 100.

After nearly two months of absence, Pacquiao will return to the House of Representatives to attend Monday’s session and also to be honored by the chamber with his second Congressional Medal of Distinction for his most recent world boxing conquest.

You Against Corruption and Poverty (YACAP) partylist Rep. Carol Jayne Lopez, one of the organizers of the red carpet welcome for Pacquiao at the Lower House, said the Sarangani solon is “extremely honored for the second Congressional Medal of Distinction, which will be given by his own peers.”

Lopez, who also hails from Sarangani, said Pacquiao is doing what it takes to make himself a “champion” of his province when it comes to public service.

“Boxing may be his first love but public service is now his passion.

“I’ve seen him in action, I’ve worked with him in Sarangani, and we’ve discussed bills and issues. He is a legislator, not just a boxer, and to be honored by his co-equals in Congress, together with the people we represent is something very special to him. He said he is eternally grateful for his kind of honor and welcome from his peers,” said Lopez.

According to Lopez, the neophyte Sarangani lawmaker is “emotionally touched” by the gesture of his colleagues in the Lower House who contributed P1,000 each to honor the new WBC super welterweight champion who defeated Mexican boxing legend Antonio Margarito for the boxing crown last week in Dallas, Texas.

Alvarez said the Bureau of Internal Revenue reported last April that Pacquiao paid P125 million in taxes in 2008, making him the highest individual Filipino taxpayer in a list of top 500 taxpayers.

“If the government is running out of awards to give Manny, then it should think of honoring him for being the reigning champion in the individual income tax payment category,” said Alvarez, a member of the Commission on Appointments.

The Palawan lawmaker added: “He‘s not only the world’s pound-for-pound boxing king, but he’s also the country’s peso-for-peso tax payments title holder.”

Days after the Sarangani solon demolished Margarito for his 8th boxing title, a Palace official was quoted as saying that the government has ran out of awards to bestow on Pacquiao, as most of the honorary ranks that the President of the Philippines can present to an individual had been conferred on him.

But there’s still one, Alvarez insisted, “and that is in the category that combines honesty, integrity, and love for country.”

“He can probably reap two titles on the ring a year in spectacular fashion, but being taxpaying champion is what he does quietly throughout the year,” Alvarez said.

Alvarez cited another benefit of honoring Pacquiao as top taxpayer “and that it would spur others more moneyed than him to knock him out of the BIR listing.”

Alma Bella Guiao, a Filipino worker in Syria described by the Department of Foreign Affairs (DFA) as a heroine and a patriot, is one of nine repatriates expected to arrive here on Thursday.

At various times since the civil war in Syria started, Guiao “successfully” brought to the Philippine embassy in Damascus 25 beleaguered compatriots out of harm’s way from their tension-filled work places in Homs and Latakia, north of the capital.

DFA did not indicate how Guiao accomplished her rescue mission, but Secretary Albert del Rosario cited her for “her unyielding courage and perseverance…steadfast dedication” in getting the domestic helpers ”out of harm’s way.”

”She is a role model for the Filipino community in Syria…an example of a Filipino who is truly patriotic and dedicated," del Rosario said.

“We commend Ms. Guiao for her unyielding courage and perseverance in saving fellow OFWs caught in the conflict-stricken governorate of Homs. She is a role model for the Filipino community in Syria because of her steadfast dedication in getting Filipino household service workers out of harm’s way. She is an example of a Filipino who is truly patriotic and dedicated to the service of her fellow Filipinos."

A new initiative between the GSMA and Wireless Broadband Alliance (WBA) announced today could see billions of smartphone and tablet owners effortlessly switch between mobile and Wi-Fi networks, without the hassle of locating hotspot hosts and keying in passwords.

Today’s announcement sees both parties commit to developing a technical and commercial framework for Wi-Fi roaming, which will use a device’s SIM card to authenticate a device on a Wi-Fi hotspot without any input from the user.

Dear Cherry,
Ito ay alinsunod sa Artikulo 1356 ng New Civil Code of the Philippines na nagsasaad na: “Contracts shall be obligatory,in whatever form they may have been entered into, provided all the essential requisites for their validity are present. However, when the law requires that a contract be in some form in order  that it may be valid or enforceable,or that a contract be proved in a certain way, that requirement is absolute. When it comes to health, alcohol wields a double-edged sword. There is plenty of evidence to suggest that light alcohol consumption, especially red wine, may be beneficial for heart health.

But on the other hand, it appears that any alcohol consumption can raise your risk of cancer.

“For cancer, there is no safe level of alcohol,” Bender says. “It’s a dose response: The more you drink, the greater the risk, especially for certain cancers like those of the mouth, throat, and esophagus.” And if you smoke, too, the combined effects of drinking and smoking shoot your risk for these up even higher.

Health and Food / Foods That Prevent Cancer
March 14, 2012, 10:28:55 PM
by WebMd

There are a number of different foods that may help to prevent certain types of cancer. “For example, tomatoes, watermelon, and other foods containing lycopene have evidence showing that they probably reduce the risk of prostate cancer,” Bender says.

But if you’re aiming to slice your risk of many cancers across the board, load your plate with plants, particularly non-starchy vegetables and fruits. That’s why the AICR report’s No. 4 recommendation is to eat mostly foods that come from plants -- at least 14 ounces every day. The Mediterranean diet, St. Tropez diet, and the green diet all are based on a diet rich in fruits and vegetables. Diets that tend to prevent cancer are rich in plant-based foods.

AICR’s “new American plate” plan offers an easy cheat sheet on eating to prevent cancer. Fruits, vegetables, beans, and whole grains should cover two-thirds of your plate; the other one-third should contain lean meats, fish, and low-fat dairy.

Health and Food / Why Stop Smoking?
March 14, 2012, 10:21:22 PM
by WebMd

Lung cancer kills more women and men in the U.S. than any other cancer -- 28% of all cancer deaths, or about 160,000 people every year. The vast majority of those deaths are due to smoking.

And that’s just lung cancer. Smoking has also been linked to more than a dozen other cancers and accounts for 30% of all cancer deaths overall.

That's why many doctors will tell you that the biggest anti-cancer step you can take is to stop smoking, or never start. But even if you’re having trouble quitting entirely, you can reduce your cancer risk significantly by just cutting back.

A study that appeared in the Journal of the American Medical Association in 2010 found that smokers who cut back from about 20 cigarettes per day to less than 10 per day reduced their lung cancer risk by 27%. It’s a good first step, but don't stop there; quit completely for your health's sake.

Even if you’re a nonsmoker, don’t assume smoke isn’t permeating your life. About 3,000 cases of lung cancer each year occur as a result of exposure to secondhand smoke, and there are strong indicators that other cancers may be linked to secondhand smoke as well.

“If you’re in a closed bar or nightclub and 100 people in there are smoking, you might as well be,” says Mack Ruffin IV, MD, MPH, a professor in the department of family medicine at the University of Michigan and an expert in preventive oncology. “If you leave a bar and your clothes are smelling of tobacco, you’ve inhaled a lot of cigarette smoke.”

So think twice before spending regular nights out in smoke-filled clubs, or letting your child ride home regularly with someone who smokes in the car.

Circumcision may lower a man’s risk for developing prostate cancer, a new study suggests.

During circumcision, the tissue covering the head of the penis (the foreskin) is removed. While it may reduce the risk of certain sexually transmitted diseases and penile cancer, circumcision is not without controversy and risks, including bleeding and infection. The American Academy of Pediatrics does not recommend routine circumcision.

The study included almost 3,400 men. Of these, 1,754 had prostate cancer. Undergoing circumcision before first sexual intercourse was linked with a 15% reduced risk of developing prostate cancer. This finding is an association only and cannot prove cause and effect.

Exactly why, or if, circumcision has any effect on prostate cancer risk is not known. One theory is that some prostate cancers may be linked to sexually transmitted infections. The new findings are published in Cancer.

Researchers from the Fred Hutchinson Cancer Research Center in Seattle say that more study is needed to understand this relationship.

I think it'd work best for the management if they would make the entrance fee affordable to the Boholanos. The Boholanos themselves can help market/promote the botanical garden. But how can the Boholanos promote the place when they themselves cannot afford to see the place?

Is the P300 entrance fee consumable? I hope it is. At Peacock Garden in Laya, Baclayon, the entrance fee is P500 but it is consumable at its elegant, world-class restaurant with a million-dollar view.

I am not sure with this, but I think the entrance fee in Panglao Island Nature Resort is also consumable, and so is Bohol Beach Club's.

But if Tarsier Botanika's gate fee is not consumable, then maybe we'll just delight ourselves with the pictures of the place. At the end of the day, we just have to accept the fact that in Bohol we are earning in pesos, not in dollars. And P300 can already feed a family for one week.
#5893
Hi Lumine, yes, that's the entrance fee. I was planning to go there but when I knew that the rate is a bit expensive, I had to shelve the plan. I still have to save enough money for that. Going there could mean a budget of 1 sack of rice has to be given up.

History / Philippine-American war artifact
March 12, 2012, 10:46:05 AM
by PIA

Two church bells considered as a Philippine-American war artifact were turned over today to the National Museum.

Foreign Affairs Secretary Albert del Rosario turned over to Director Jeremy Burns of the National Muesum the two church bells reportedly taken from Meycauyan Church in Bulacan in 1899.

A news release from the Department of Foreign Affairs (DFA) said that on October 8, 2011, Sisters of Mercy Midwest Community USA president Sister Judith Frikker, RSM, handed over the bells to Philippine Consul General to Chicago Leo M. Herrera-Lim.

An inscription attached to the wooden block of the bells reads, "Taken from the Church at MEYCAUAYAN, Luczon (sic) Islands after bombardment by Utah Battery March 29, 1899. By P.O. Thomas, Co. A Batallion of Engineers."

The news release described the artifact as approximately 10 inches on each side and about 3.5 inches in width and estimated to weigh five pounds.

In July 2011, archivist Monte Kniffen of the Sisters of Mercy in Omaha, Nebraska found the artifact from a set of properties that were originally in the possession of the Sisters of Mercy convent in Red Bluff, California.

It is unknown who gave the bells to the said convent, but Kniffen said that perhaps a small museum or a family could have turned it over to the convent after noting that they were church bells.

Also present during the turn over ceremony were Department of Foreign Affairs (DFA) Assistant Secretary for American Affairs Patricia Ann V. Paez, Philippine Consul General to Chicago Leo M. Herrera-Lim, DFA Spokesperson Raul S. Hernandez, National Museum Technical Advisor for Museum Development Dr. Ana Maria Theresa P. Labrador, National Museum Board of Trustees Member and eminent historian Fr. Rene B. Javellana, S.J. and National Museum Head of Cultural Properties Division Angel P. Bautista.

The Bohol Provincial Peace and Order Council (PPOC) pushed for the creation of a technical working group that would review the Juvenile Justice Law as the province was alarmed with the 10.5 percent increase in petty theft cases committed by minors from 246 in January to 272 in February this year.

At the PPOC meeting in San Miguel in time for the 10th Heat-Caravan on March 8, the police provincial director PSSupt. Constantino Barot moved for the council to create a TWG to study the feasibility of putting up a Provincial Crisis Center for Children in Conflict with the Law (CICL).

Most members of the council believe that the Juvenile Justice Act of 2006 suffers infirmities. The law was implemented despite the lack of provision of key facilities such as a crises or rehab center that guides the CICL back to the mainstream.

Bohol Board member Godofreda Tirol, in her support to the proposal informed the body that CICLs in Bohol are put in Cabawan and are “placed behind bars.”

She said, this defeats the purpose of the law that mandates the putting up of a rehabilitation center for youthful offenders.

In several areas, CICLs get to be detained in cells with hardened criminals, further exposing them to unhealthy behavior which may ultimately ruin their future, Tirol added.

The absence of a government facility that caters to the rehabilitation of youthful offenders, CICLs are sent to orphanages or detention centers.

Noting the importance of the move, the PPOC agreed to create the TWG to be composed of multi-agencies and sectors including the Department of Social Welfare and Development, the League of Municipalities of the Philippines (LMP) in Bohol, the Department of Justice, SP Committee on Women and Children, Philippine National Police and other concerned individuals and offices.

The council also tasked the TWG to look into the Juvenile Justice Law and possibly weigh its merits against the background of the government’s inability to put up the necessary support facilities for the successful implementation of a youth offender rehabilitation program.

The TWG was also expected to report to the council its recommendations with the aim of coming up with the univocal statement for or against the juvenile justice law, a council member stated.

Bohol Latest News / Zero Crime in Four Bohol Towns
March 12, 2012, 10:09:50 AM
by Rey Anthony Chiu
PIA Bohol

Police stations of Corella, Candijay, President Carlos P. Garcia and Sikatuna reported zero crime volumes while the Tourist Police detachment in Panglao also fared similarly this February.

Fourteen (14) towns in this province also  registered perfect slates in crime solution efficiency ratings, even as some towns police organizations remain saddled with theft and robbery, some of them involving minors.

Scoring 100% in crime solution efficiency are Tubigon, Sevilla, Maribojoc, Lila, Bilar, with one crime recorded and solved; San Isidro, Dimiao, Danao with two (2) crimes recorded and solved; Dauis, Antequera, Anda and Alburquerque  with three (3) crimes recorded and solved; and Sagbayan and Guindulman with five (5) crimes recorded and solved.

But even with these records, PSSupt Constantino Barot said continued police visibility and street patrols including checkpoints have to be sustained.

Just last week, Barot reported that some 62 police officers completed a training on crime scene investigations in a bid to better equip crime fighters to pick out the identity of criminals using crime scene clues.

Barot with Bohol Governor Edgar Chatto agreed for a continuing legal education for police officers to make them efficient in filing cases and getting criminals off the streets.

Chatto, at his weekly 'Kita ug ang Gobernador"  radio program bared that the legal education in fact will have  prosecutors and fiscals as resource persons.

"This is a big step in getting into the mindset of the fiscal during criminal prosecution and score on points rather than be shot down on technicalities," Chatto said.

Tagbilaran City topped the most number of crime cases with 243  and solving only 61 cases capping a 25% crime  solution efficiency, a chart Barot presented to the Provincial Peace and Order Council Meeting Thursday (March 8).

Bohol Police Superintendent Constantino Barot said that in Bohol, theft cases rose a little over 10% compared to the previous month.

January 2012 recorded 246 crimes as a sum of the consolidated reports from local police blotters compiled by Camp Dagohoy.

In February, the number rose to 272, adding that the local police have been alarmed as most heft cases involved minors.

Theft comprises 59% of all crime types in a crime distribution pie which Camp Dagohoy presented at the PPOC.

Next to theft cases of robbery with force upon things or persons tallied 49 that comprises 21% of the total crimes in Bohol committed during the month of February 2012.
