Let’s Make Leadership Real Again by Mike Figliuolo

“What has happened to leadership? With all the crises and challenges we face and the increasingly risk-averse environment in which we operate, leadership has become generic, ephemeral, and bland. Talk of the Town / Who Started the Fight?
May 12, 2012, 02:38:02 PM
By Malou Guanzon-Apalisok
Cebu Daily News

The Thrilla in NAIA, as the brawl between Inquirer columnist Ramon Tulfo and celebrity couple Raymart Santiago and Claudine Baretto is now billed, has spawned countless media and Internet materials that have gone viral after news of the airport bakbakan became public. From funny video clips featured in prime time news, witty memes to hilarious video games, the file seems endless
and each time the slant is funnier than the last.

One poster had the Tulfo brothers in a virtual boxing arena ranged against the Santiago siblings together with Sen. Miriam Defensor-Santiago. Another had boxing champion Manny Pacquiao in a supposed prize-match with Claudine.  One video reproduced the brawl with the cast donning Power Rangers costumes. Last and certainly not the least, the cast wearing Marvel comics series costumes, with Mon sporting a huge black eye and Claudine looking every inch the ethereal diva.

Set in the airport arrival area that closed-circuit TV (CCTV) cameras were  unable to capture, the fight by the “mightiest men in the world” poster was the funniest. I can’t wait to see how the Department of Tourism would turn this unfortunate incident around before it sets back the “It’s more fun in the Philippines” tourism campaign because the fistfight, which was set off by Cebu Pacific’s decision to offload excess baggage in a flight from the Caticlan airport, confirms at the very least the inefficiency if not disrespect of the airline to the riding public. Or was this the airline’s way of getting back at bakasyonistas who virtually haul their houses to places where they’re supposed to travel light?

When I read the news in the Internet, the only available video was the scene where the Santiago couple was hitting Tulfo, who traded blows with a guy in pink polo shirt. As the columnist slumped on the ground, Raymart held him up to let the other guy rain punches on their adversary. Tulfo is said to be a martial arts expert but he had no chance against two young men and a woman with an  adrenalin burst. Because the blows landed mostly on Mon’s face, I heard he is extremely
worried because he just underwent an eye operation.

The question as to who started the fistfight remains unanswered.  But as updated news clips continue to pour, the picture offers a different view of what we thought happened in  the Ninoy Aquino International Airport (NAIA) last Sunday.

A witness, a woman passenger from Iloilo who arrived at the same time with Tulfo and the Santiagos, told ABS-CBN news the other day that it was Tulfo who landed the first blow.  The conflict started when Raymart noticed Tulfo taking pictures of Claudine berating a Cebu Pacific ground attendant.  In various interviews, Tulfo said his refusal to give Raymart his  celll phone angered the actor, leading him to hit the columnist.

However, the woman witness told a different story, one that corroborated the celebrity couple’s version. She said the columnist took offense at Raymart’s behavior and since the couple was closing in on him, he punched the actor and kicked Claudine  in the thigh. The witness, who was not identified in the report, called on other witnesses to tell the truth.

When a badly battered Tulfo came out in TV interviews shortly after the bakbakan, I was struck that he sounded almost conciliatory.   While his brothers were hopping mad, Mon, although aggrieved, seemed ready to reconcile with the Santiagos who did not offer any apology or compromise. Still, credit goes to Mon for telling his brothers not to counter force with force and to be “consoled by the fact that public opinion is on his side.”

I say the jury is still out on that, but I agree the violence could have been averted had Mon pacified Claudine and in the process spared the Cebu Paccific ground attendant  public shame and, who knows, with Claudine as witness and Mon as a crusading journalist, bring concrete solutions to the never-ending travails of airline passengers in this part of the world.

The Thrilla in Manila has exposed NAIA’s  inefficiency. First, the CCTV is not working, a telling security lapse in the airport that was given a huge makeover budget this year.  Second, the security guards were inutile in preventing people from engaging in fights.  Reports say the NAIA  management will review its contract with a security agency.

Congress is also set reopen its probe into abuses committed by airline companies.  I just hope this will not be resolved by what Bayan Muna party-list representative Teddy Casiño is suggesting to end the Tulfo-Santiago ruckus: free airline tickets plus hotel freebies in Boracay.

General Topic / America Is Not Worth Dying For?
April 30, 2012, 07:17:02 PM
By Aurelio A. Pena
Philippine News Agency, Davao City

DAVAO CITY, Philippines: It's not common for anyone to get an invitation from a sister in America to come and live in that so-called “land of milk and honey”.

Making it even more tempting is their plan to buy a big two-story beach-side house in Charleston, North Carolina, a five-hour drive from their home in Springfield, Virginia, suggesting that if ever I make it there, sis Mina and brod-in-law Erwin want me to stay in one of the four rooms and “fix up the place for us so we can all be together when we retire”.

A picture of the big house was attached to their email to me a few months back before I renewed my passport, just in case. I don’t know why they’ve started thinking of “retirement” and buying a second house, so I figured they must be in their late fifties, nearing sixty and dreaming of the days when they would do nothing else but go fishing in one of those beautiful lakes around Virginia.

“It’s an old house,” she said in her email. “Pero kung nandito ka na, ayusin mo na lang at eventually pag nag retire na kami ni Erwin, five years from now, makakasama ka na namin doon permanently. Hopefully pati na si Nena (my other sister)”.

Of course, for someone who’s homeless as I am, this invitation is like God’s manna dropping from Heaven, if only it’s not something that ends up in Davao as “estoryaheeee!” because frankly, I still cannot believe this unless Mina and Erwin send me a one-way plane ticket from Manila to Los Angeles-Washington and personally meet me at the Ronald Reagan Airport in Washington, just to make sure I accept their once-in-a-lifetime offer.

What makes it seem so real is the fact that Mina is a bonafide US citizen, has four cars, a big six-room house in Springfield and works in America’s biggest jewelry company in Virginia the last 16 years. Mina is my younger sister while Nena, who’s now in California, comes after me in our family of four, all orphans after our parents died of old age, one after the other.

One nice thing about Mama’s long dream of coming to America to join my sisters in her earlier years, it was eventually fulfilled after she died even if the US Embassy denied her a visa because she was too old to travel. Well, years later, Mama finally didn’t need a passport or US visa entering America, because she was packed inside a nice-looking jar (urn) and hand-carried by Mina who always loved Mama since the day she was born.

Today, that jar is the centerpiece of her living room decoration, perched above their fireplace in Virginia. Mina’s dream of this one final family reunion in our old age at that beach house in Charleston, North Carolina, is also one dream I had but dismissed outright considering I don’t have any chance of immigrating to America at this age, even if they go through that “petition process” which can take as long as 25 years before the US Embassy will even consider giving you a US Immigrant Visa.

Mina stressed this fact to me, feeling her own frustrations at the US government for making it so difficult for foreigners to immigrate there. That’s why those who plan to live and work in America, are looking for easy ways -- doing it illegally by getting a Visitor’s Visa, or a Tourist Visa, then getting odd jobs to survive and doing a TNT -- or “tago ng tago”. Or if you’re in Mexico, just crossing the border illegally, making sure you’re not chased and arrested by US Marshalls.

At this point, deep inside me, I see no point in pursuing this dream of Mina for reuniting our family in the US, unless she makes it easy for us to go there. But in her latest emails to me, she also wants me to “struggle and fight my way to the land of milk and honey” like what she did many years ago after her first family broke up, joining me and Nena in a string of broken families and broken dreams.

But Mina has been luckier than the rest of us after she met someone, a Filipino in Virginia, who committed his whole life to her “till death do us part” and working at stable, well-paying jobs in the US, a country that had been so good to them all these years.

With my roots so deep in the ground here in Davao, I still can’t stand the thought of fighting my way there, even if the thought of fishing in a beautiful Virginia lake is so goddamn tempting.

America, to me, isn’t worth dying for…!

Agriculture Secretary Proceso J. Alcala has issued an administrative order directing the promotion and development of apiculture or honeybee industry, including the official controls and regulatory requirement under the Bureau of Animal Industry (BAI).

Alcala said honeybee production is recognized in the country as an important agricultural activity providing income and livelihood to small farmers. Bees, he said, are insects that belong to the animal kingdom.

In ordering the promotion of beekeeping, the secretary cited Article 4.15.1 of the Terrestial Code of the World Organization for Animal Health which describes the official control of bee diseases to include:

* An organization for permanent health surveillance;

* Approval of breeding apiaries for export trade;

* Measures for cleaning, disinfection and disinfestation of apicultural equipment; and,

* Rules precisely stating the requirement in issuing an international veterinary certificate.

Alcala said that in recognizing the potential of apiculture, Republic Act No. 9151 was passed creating the National Apiculture Research, Training and Development Institute under the Don Mariano Marcos Memorial State University (DMMMSU) in La Union.

He likewise justified his order with a resolution passed by the Advisory Board formed under R.A. 9151 in a board meeting in September 2, 2011 requesting the inclusion of apiculture as one of the commodities for development of the Department of Agriculture.

Through the order, Alcala also directed BAI to support the development of the Apiculture Road Map and integrate its annual work and financial plan under the National Livestock Program and to formulate appropriate official controls and quarantine measures based on World Organization for Animal Health standards and other international setting bodies.

The U.S. Food and Drug Administration (FDA) approved Stendra, a new drug to treat erectile dysfunction.

The new drug, marketed by California-based VIVUS Inc, will compete with Pfizer Inc's Viagra, Eli Lilly's Cialis and Levitra, sold by GlaxoSmithKline and Bayer.

Erectile dysfunction is when a man has trouble getting or keeping an erection. An estimated 30 million men in the United States are affected by erectile dysfunction. Stendra is a pill that patients take on an as-needed basis 30 minutes before sexual activity. Doctors should prescribe the lowest dose of Stendra that provides benefit.

Stendra belongs to a class of drugs called phosphodiesterase type 5 (PDE5) inhibitors, which are used to help increase blood flow to the penis. As with other PDE5 inhibitors, Stendra should not be used by men who also take nitrates, commonly used to treat chest pain, because the combination can cause a sudden drop in blood pressure.

PDE5 inhibitors may rarely cause color vision changes. In rare instances, men taking PDE5 inhibitors have reported a sudden loss of vision in one or both eyes. Sudden loss or decrease in hearing has also been reported in patients taking PDE5 inhibitors. Patients who experience a sudden loss of vision or hearing should stop taking PDE5 inhibitors, including Stendra, and call a doctor right away.

According to the FDA, the most common side effects reported in greater than two percent of patients in the clinical studies of Stendra include headache, redness of the face and other areas ( flushing), nasal congestion, common cold-like symptoms, and back pain. In rare cases, patients taking Stendra and other PDE5 inhibitors may get an erection lasting four hours or longer that will not go away. If this happens, patients should seek immediate medical care.

Stendra's safety and efficacy were established in three double- blind, placebo-controlled clinical studies. A total of 1,267 patients were randomly assigned to take Stendra for up to 12 weeks at doses of 50 milligrams (mg), 100 mg or 200 mg, or a placebo as needed about 30 minutes before sexual activity.

At the start of the studies and every four weeks thereafter, patients completed questionnaires to evaluate erectile function, vaginal penetration and successful intercourse. Results showed patients taking Stendra experienced statistically significant improvement in all three endpoints for all three doses of Stendra studied.

Hacienda Luisita Inc. (HLI) will seek thorough and correct valuation of its sugar plantation in Tarlac province so that the government can truly justly compensate this company for subjecting the estate to agrarian reform.

”All inputs for the valuation must be correct,” lawyer and HLI spokesperson Tony Ligon said during Saturday Forum at Annabel’s in Quezon City.

Ligon said among such inputs are the 4,915-hectare land’s productivity and yield as well as property values in areas surrounding this estate.

Ligon clarified HLI’s stand, noting the company can no longer seek reconsideration of SC’s ruling that the valuation must be based on 1989 land rates.

SC spokesperson Midas Marquez said the order - which also mandates distribution of Luisita land to farmer-beneficiaries there - is final and executory, he noted.

Owners of Luisita believe their land’s valuation must be reckoned from January 2006 when government served them the notice of coverage for their plantation.

”Just compensation is what the value is at the time of a property’s taking,” Ligon noted.

Last year, however, SC ruled “HLI is entitled to just compensation for the agricultural land that will be transferred to Department of Agrarian Reform (DAR) to be reckoned from November 21, 1989 which is the date of issuance of PARC Resolution No. 89-12-2.”

”We can’t insist on using 2006 as basis for the valuation -- we’ll abide by SC’s decision but the assessment must cover the correct parameters,” Ligon said.

DAR and State-run Land Bank of the Philippines will undertake the valuation.

Ligon said 1989 land rate in the area hovered around P4 per square meter or P40,000 per hectare only.

Such rate already soared to P100 per square meter or P1 million per hectare in 2006, he noted, citing valuation of nearby properties surrounding Subic-Clark-Tarlac Expressway.

Ligon said HLI will explain SC’s final decision to workers at the plantation.

3. Sell Indulgences
Sure, the Catholics supposedly got rid of this practice almost 500 years ago, but not everyone knows that!

I don't know ug mao pa ba gihapon ni. That's what I know when I was still in high school.

Seriously, they pay $5.00 a millilitre. Apparently that's the active ingredient in batteries. But your balls will be drained dry after about a week.

To maintain peace, this thread is locked. we will just communicate via PM regarding this effort to help virgilio.

Good news, there is a possibility that a Boholano organization abroad might sponsor a scholarship for this poor student.

Niay Virgilio Bucia sa Facebook. Basin mao ni siya: http://www.facebook.com/people/Virgilio-Bucia/100001657736677

I still have to verify kung siya ba kini. I don't have a Facebook account. You may add his FB account and ask him questions about his life, but I suggest that you withhold first your plan to send donations until I am able to confirm/verify his identity.

Now we are still here... My dear friends here in Tubag Bohol, thank you for the friendship... and for the agik-ik ug mga luha ug usab kapungot labi na kung makabasa ta ug news sa mga tawo nga naghikog sa kahoyng ipil-ipil... :)

Sure, exercise is good for your health. We all know that. But exercise is also a scientifically proven way to make yourself smarter.

According to Gretchen Reynolds, author of the soon to be released The First 20 Minutes, a book about the science of exercise, recent research shows that exercise can help your brain resist physical shrinkage and improve cognitive flexibility.

"Exercise," she writes in this New York Times article, "...does more to bolster thinking than thinking does."

The early morning attack took Manila Police District (MPD) personnel by surprise. By the time antiriot policemen responded, what was left of the signage read: “.m.as.. of the .ni.ed S.ates of .merica.”
The vandalism led to the relief of the Luneta Police Community Precinct (PCP) commander and a policeman caught sleeping inside a patrol car while the protesters staged their lightning siege.

For the first time ever, China has launched more rockets into orbit in a year than the U.S. In 2011, the Chinese sent 19 rockets into space. The U.S. sent just 18. Russia, the Walmart of space launches, fired off no fewer than 31 rockets.

The numbers, parsed in recent reports from the U.S. Federal Aviation Administration and the nonprofit Space Foundation, might seem to herald America’s orbital decline relative to its most bitter rival. In terms of sheer numbers of rocket launches, China has been steadily catching up to America for several years. In 2010, China fired off 15 rockets, matching the U.S. for the first time.

Philippine Daily News / TB Covered by PhilHealth

by PIA

The Philippine Health Insurance Corporation reiterates that it covers outpatient anti-Tuberculosis (TB) treatment or directly observed treatment short (DOTS) course for new cases of pulmonary and extra pulmonary TB.

In the commemoration of ââ,¬ËœWorld Tuberculosis Dayââ,¬â,,¢ recently, Department of Health Region 1 National TB Program Nurse Coordinator Irene Madonna Almeida said that there were 11,116 identified cases of TB in the region as of March 2012 and almost 42 percent of these were new cases.

New case means that the patient has never had treatment for TB or has taken anti-TB drugs but only for less than a month.

The benefit package is worth P4,000 which covers diagnostic work-up, consultation services and anti-TB drugs. The amount is paid to the accredited TB-DOTS facility handling the treatment on an outpatient set-up.

The benefit package will be paid to the DOTS facility in two separate payments. The first payment of P2,500 will be paid after the facility has completed the intensive phase of DOTS treatment for the patient, and the final payment of P1,500 will be paid after the end of the maintenance phase considered as the date of treatment.

The concerned DOTS facility will settle the payments to referral centers, physicians and other health workers. Additional services rendered or extensions of treatment are not covered under the benefit package.

According to PhilHealth Region 1 Information Officer Irene P. Martinez, PhilHealth Region 1 paid over 1.1 million pesos worth of coverage to accredited TB-DOTS facilities for a total of 568 new cases of TB.

As of 2011, there are 49 PhilHealth accredited TB-DOTS facilities provider in the region where members and qualified dependents can avail of the benefit package, Martinez added.

PhilHealth also released Circular No. 18, series of 2011 in support of the United Nationââ,¬â,,¢s Millennium Development Goals (MDG) to reduce the prevalence and mortality of TB by 50 percent. This circular provided the guidelines for the reimbursement of claims for TB in children nine years old and below.

The search for the 2012 National Literacy Awards is on, this time  with an  enhanced criteria,  in recognition of the best practices in the execution of literacy programs and projects anchored on the United Nations goal of reducing adult literacy by 50 percent in 2015.

A team from the National Literacy Coordinating Council  in its Cordillera  leg of information campaign for the 2012 National Literacy Awards,  oriented  concerned government agencies, non-government organizations and local government units on the revised criteria and guidelines of the competitions.

LCC Consultant Atty. Lilia Garcia said the program  is one of the commitments of the country in achieving the Millennium Development Goal on literacy, which will consequently improve the quality of life of the Filipinos. She said there is a need to revisit the criteria and guidelines and make revisions to suit to the needs of the times.

The additional indicators are  the community-based management system (CBMS) and the market ââ,¬â€œtarget.  As a general criteria, qualified as nominee for the awards must be in existence for at least three years.

There are two general classifications for the awards, literacy program to be accorded a special citation, and for local government units subdivided into highly urbanized cities, independent component  and component cities, first to third class municipalities, and fourth to sixth class municipalities with prizes at stake.

Elaborating on the LCC awards, Garcia   said  education and literacy are primary factors of development, and it follows that literate citizenry makes literate community. She  stressed the need for innovations through researches or new practice in the pursuit of propelling literacy. The  need to plan and systematize activities for efficiency is also emphasized.

Garcia encouraged local government units to allot substantial amount for literacy and education to address literacy ills  in their  Annual Investment Plan.

Literacy is the concern of everyone, Garcia said as she  pushed for the involvement of non-government organizations in the program.

In addition, expertise of academicians, Department of  Education ,  students to assist in literacy projects; establishment of communities for their entrepreneurial skills; engage in marketing activities assisted by local government units; and  tapping of business establishments for their resources are encouraged, Garcia said.

She also stressed the importance of documenting activities to take note of the progress of the project crucial in presenting proofs.

Garcia  also posed a challenge for the Cordillera region not to be contented with receiving a mere award but do extra mile in order to aim and land as first place. The region including provincial and municipal local government units received several awards in the previous years but not the top plum.

NLCC Secretariat Norma Salcedo said the deadline for the submission of regional entries to national LCC secretariat is  on or before May 15, 2012.

World Daily News / North Korea Rocket Launch Palpak
April 13, 2012, 09:54:37 AM
Pyongyang, North Korea (CNN) -- Defying warnings from the international community, North Korea launched a long-range rocket on Friday, but it broke apart before escaping the earth's atmosphere and fell into the sea, officials said.

"It flew about a minute, and it flew into the ocean," said Noriyuki Shikata, a spokesman for Japanese Prime Minister Yoshihiko Noda. He added that Japanese authorities "have not identified any negative impacts, so far," though he said the international ramifications could be significant. "This is something that we think is a regrettable development," he said.

Joseph Cirincione, president of the global security foundation The Ploughshares Fund, told CNN that the launch's apparent failure "shows the weakness of the North Korea missile program" and suggests that the threat from North Korea has been "exaggerated."

"It's a humiliation," he told CNN. "I wouldn't want to be a North Korean rocket scientist today."

Africa's Tuareg Dilemma
By Robert D. Kaplan

Some years back, when I left Niamey, the capital of Niger, and headed north on a rutted, dirt track it was as if the country disappeared on me. There was no police, no sign of authority, nothing. Flash floods had left the road completely washed out in places, with the wheels of large trucks half-sunk in mud, drivers stuck for days on the side of the road. Here there were only Tuaregs, the "blue men" as they were called, on account of the color of their dazzling robes and the blue vegetable dye ("nila") they smeared on their bodies. The Tuaregs, a pastoral Berber people, were lords of the Sahara; it's better to have a Tuareg with you than a GPS device, went the saying of U. S. Army Special Forces with whom I was embedded.

My experience heading north from Timbuktu in Mali was even more extreme. Though it connotes the back of beyond, Timbuktu was actually a cosmopolitan locale -- complete with a museum of medieval Islamic manuscripts, a few decent restaurants and satellite dishes -- compared to where I was going.

"Then"

I remember trying not to stare
The night that I first met you
You had me mezmorized
And three weeks later
In the front porch light
Taking 45 minutes to kiss goodnight
I hadn't told you yet
I thought I loved you then

Now you're my whole life
Now you're my whole world
I just can't believe
The way I feel about you girl
Like a river meets the sea
Stronger than its ever been
We've come so far since that day
And I thought I loved you then

I remember taking you back
To right where I first met you
You were so suprised
There were people around
But I didn't care
I got down on one knee right there
And once again
I thought I loved you then

Now you're my whole life
Now you're my whole world
I just can't believe
The way I feel about you girl
Like a river meets the sea
Stronger than its ever been
We've come so far since that day
And I thought I loved you then

I can just see you
With a baby on the way
I can just see you
When your hair is turning grey
What I can't see
Is how I'm ever gonna love you more
But I've said that before

Now you're my whole life
Now you're my whole world
I just can't believe
The way I feel about you girl
We'll look back someday
At this moment that we're in
And I'll look at you and say
And I thought I loved you then

And I thought I loved you then
