By NICOLE WINFIELD, Associated Press â€" 26 mins ago

ROME â€" People who were sexually abused by priests gathered in Rome on Saturday to denounce the Vatican's latest effort to show it is cracking down on clerical abuse and demand greater accountability from the Catholic Church.

About 50 victims, most of them Italian, gathered for a daylong symposium on the psychological and legal issues surrounding abuse. The group, which included several former students of a notorious school for the deaf in Verona where dozens of people reported abuse, ended the day with a march on Italy's parliament.

One of the organizers, Salvatore Domolo, a 46-year-old ex-priest who says he was abused from age eight to 11 by his parish priest in Novarra, said victims were incensed by the Vatican's letter this week to bishops around the world asking they write guidelines to combat abuse.

In its letter, the Congregation for the Doctrine of the Faith emphasized the primary role of bishops and religious superiors in handling abuse cases at a time when bishops' credibility to enforce child protection policies has again been questioned. Recent reports by lay review boards in the U.S. and Ireland have exposed some bishops' continued stonewalling and unwillingness to report abusers.

And just Saturday, the church and Salesian order in the Netherlands said they were investigating revelations that a Salesian priest served on the board of a group that promotes pedophilia and campaigns to end the Dutch ban on adult-child sex, with the full knowledge of his boss.

The Vatican intended the set of general, nonbinding suggestions as a guide to help bishops' conferences enact their own anti-abuse policies. Recommendations included listening to victims and offering them spiritual and psychological assistance and making sure priests are educated and trained to live a celibate life.

Victims advocates have dismissed the initiative as toothless since it foresees no enforcement mechanism to ensure bishops actually follow the guidelines they craft, and because it diminishes the role of lay review boards which to date have been the only check on bishops' compliance.

The letter also told bishops it was "important" to cooperate with police in reporting abuse but didn't make such reporting mandatory, saying only bishops should report abusers in places where civil law requires it. The Vatican has said mandatory reporting could place clerics in jeopardy in countries with repressive regimes.

Ton Leerschool, of Someren, the Netherlands, said such a vague exhortation to comply with the law was too little too late. "They came out with this big story, a press conference, translations of the letter in all these languages, saying we're going to comply with civil laws. But what about the last 35 years?" asked Leerschool, who said he was abused by a priest at his boarding school starting at age 13.

Domolo, the former priest, said the Vatican was merely trying to improve its image with the letter. "The document is full of empty words," he said. -- http://news.yahoo.com/

Many of the stories that surround the life of St. Francis deal with his love for animals. Perhaps the most famous incident that illustrates the Saint's humility towards nature is recounted in the "Fioretti" ("Little Flowers"), a collection of legends and folklore that sprang up after the Saint's death. It is said that, one day, while Francis was traveling with some companions, they happened upon a place in the road where birds filled the trees on either side. Francis told his companions to "wait for me while I go to preach to my sisters the birds". The birds surrounded him, intrigued by the power of his voice, and not one of them flew away. The variety of birds are a metaphor for the nations of the world.

Another legend from the Fioretti tells that in the city of Gubbio, where Francis lived for some time, was a wolf "terrifying and ferocious, who devoured men as well as animals". Francis had compassion upon the townsfolk, and went up into the hills to find the wolf. Soon, fear of the animal had caused all his companions to flee, though the saint pressed on. When he found the wolf, he made the sign of the cross and commanded the wolf to come to him and hurt no one. Miraculously the wolf closed his jaws and lay down at the feet of St. Francis. "Brother Wolf, you do much harm in these parts and you have done great evil...", said Francis. "All these people accuse you and curse you... But brother wolf, I would like to make peace between you and the people". Then Francis led the wolf into the town, and surrounded by startled citizens made a pact between them and the wolf. Because the wolf had “done evil out of hunger”, the townsfolk were to feed the wolf regularly, and in return, the wolf would no longer prey upon them or their flocks. In this manner Gubbio was freed from the menace of the predator. Francis even made a pact on behalf of the town dogs, that they would not bother the wolf again. Francis, to show the townspeople that they would not be harmed, blessed the wolf. --Wiki

'Breakdown of justice'

Meantime, anti-crime crusader Teresita Ang-See and some in the legal community believe that Leviste may have used money to get his way around the judicial system.

Leviste, who is serving 6 to 12 years in prison for killing his aide Rafael delas Alas in 2007, was charged on Friday for evasion of service of sentence after being caught going out of prison multiple times without permission.

Those in the legal community said it's clear that there is a breakdown in the five pillars of justice: the police investigation, the prosecution, the trial, the security in the detention facility, and the community's vigilance.

They pointed out that even if just one of the five pillars fails, justice cannot be achieved -- as in the case of Leviste.

“It does not serve its purpose kung nakakalabas rin lang siya,” Atty. Jose Manuel Diokno, dean of the De La Salle University College of Law, said.

What's worse is that prison guards and New Bilibid Prison officials have made a living out of giving privileges to high-profile prisoners, they said.

'Fire those liable'

Now, several lawmakers and those in the legal community want to fire or charge those liable in these cases.

It's possible that BuCor Director Diokno may be among those held responsible due to command responsibility.

“We have to review the system kasi tayo ang kawawa; it's the only one we've got... otherwise, dadami ang shortcuts,” Ang-See said.

They added, issues of special treatment inside detention facilities have gone on for too long, and it's about time that somebody is held liable.

The evasion of service of sentence case against the former Batangas governor was filed by the Justice Department at the Makati Metropolitan Trial Court. His driver, Nilo Solis, was charged as an accomplice.

If found guilty of the new charges, he faces 6 more years in jail.

Diokno: What command responsibility?

The fiasco also prompted Diokno to sack at least 10 jail officials, including guards on duty at the time Leviste was in and out of the NBP.

But Diokno refuses to take command responsibility and resign. After explaining himself to President Aquino, Diokno is confident he will keep his post.

"Bakit ako magreresign? Gumagawa ako ng mabuti...Ang may kasalanan ang mananagot… Wala akong commmand responsibility...Kung may nangyari sa Davao Iwahig , mababantayan ko ba lahat yun?," Diokno said.

A fact-finding team created by the Justice Department will begin its probe into Leviste's so-called 'prison break' with an ocular inspection of the New Bilibid Prison.

Justice Secretary Leila De Lima wants to find out how Leviste was able to leave jail, how many times he did it, and punish those responsible.  With reports from Jing Castañeda, Anthony Taberna, and Jorge Cariño, ABS-CBN News
