Arroyo wants plunder charges dismissed
By 990AM, Erwin Aguilon, Tetch Torres
INQUIRER.net | 9:38 am | Friday, July 22nd, 2011

Former president, now Pampanga Representative Gloria Macapagal-Arroyo went to the Department of Justice (DoJ) to seek the dismissal of the P500 million plunder case filed against her by former Solicitor-General Francisco Chavez, a report on 990AM said Friday.

MANILA, Philippines â€" Former president, now Pampanga Representative Gloria Macapagal-Arroyo went to the Department of Justice (DoJ) to seek the dismissal of the P500 million plunder case filed against her by former Solicitor-General Francisco Chavez, a report on 990AM said Friday.

In an interview, Arroyo’s lawyer Benjamin Santos said their counter-affidavit contained two points.

First, the case should be dismissed because a similar one that has was filed with the Office of the Ombudsman was dismissed.

He said that the Ombudsman has primary jurisdiction and has acted on the case.

“Once the Ombudsman has acted on a case, it can no longer be reviewed by the DoJ…This has no more legal procedural basis,” Santos said.

“This is to avoid the situation where the Ombudsman and the DoJ will be coming up with conflicting decision, the purpose here is for the orderly administration of justice,” he said.

A second point is that the complaint has no basis, Santos said.

Arroyo, together with former Foreign Affairs Secretary Alberto Romulo, former President and Chief Executive Officer of the Philippine Health Insurance Corporation (PHIC) and OWWA Administrator Virgilio Angelo have been accused of plunder, Qualified Theft, violation of the Omnibus Election Code, and Republic Acts 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) and 3019 or the Anti-Graft Law by Chavez before the DoJ last April.

Chavez, in his complaint, said Arroyo approved the diversion of some P533,082,446 OWWA Medicare Fund to the PHIC as recommended by Duque.

Based on the draft Executive Order which was attached by Chavez to the complaint, the purpose of the diversion of funds was to have “significant bearing in the 2004 elections” when Arroyo ran for president.

That same draft EO stated that it would also be significant to “President’s desire to provide health insurance to 8-million indigents by end of 2003.”

The DoJ will conduct a preliminary investigation first on the complaint filed by Chavez to determine if there is sufficient ground for a case in court and hold a trial for the the respondents.

- BANAT NEWS

Yao Ming officially announced his retirement from the National Basketball Association on Wednesday.
By Christine Thomasos | Christian Post Contributor

At the age of 30, the eight-time Chinese NBA All Star was forced to retire after suffering multiple injuries throughout his career including a recent foot injury. In a statement on CCTV, China’s state television broadcaster, Ming described his decision to end his basketball career.

"At the end of last year I broke my left foot for a third time. I had to leave the basketball court, and spent the last half of the year waiting, just as many of those who care about me," Ming said. "During that period, I struggled a lot in my heart and thought a lot. Now I am going to announce a personal decision: I am going to end my career as a basketball player and officially retire."

Ming struggled with injuries throughout his career. In 2005, only three years after being selected as the Houston Rockets’ first round draft pick, Ming was diagnosed with osteomylitis in his left foot.

The tallest player in the NBA at 7-foot-6, Ming was forced to be placed on the inactive players list in his fourth season. After recovering from a surgery stemming from the injury, Ming broke his knee the following year.

Although Ming spent two seasons averaging 20 points and 10 rebounds, he was forced to miss much of his 2008 season due to a stress fracture in his foot. The center was also unable to play during his entire 2009-2010 NBA season. -- http://www.christianpost.com/

LGU Philippines / PNP’s useless bullet vests
July 22, 2011, 09:02:10 AM
ON TARGET
By Ramon Tulfo
Philippine Daily Inquirer 10:48 pm | Wednesday, July 20th, 2011

Former Maguindanao election supervisor Lintang Bedol, who allegedly manipulated the election results in that province in 2004 and 2007, was wearing a bullet-proof vest when he met with Comelec Chair Sixto Brillantes Jr.

Bedol was apparently scared of being shot by an assassin hired by people he had implicated in the election rigging.

If an assassin shot Bedol, his bullet-proof vest would not have protected him if it came from the Philippine National Police (PNP).

The PNP bought substandard bullet vests during the time of police Director General Jess Verzosa.

Those bullet vests are useless since they can be penetrated by any bullet.

* * *

Chief Superintendent Leocadio Santiago, former chief of the elite PNP Special Action Force, had complained about the bullet vests which were issued to his men.

But Santiago’s complaint was ignored by Verzosa.

So Santiago, who was concerned about the safety and welfare of his men at the SAF, went to then Commissioner Mar General of the National Police Commission (Napolcom).

General, on his own, conducted an investigation and found out that the bullet vests were made ofâ€"listen to thisâ€"foam instead of kevlar! -- http://newsinfo.inquirer.net/26677/pnp%e2%80%99s-useless-bullet-vests

MANILA, Philippines â€" Moved by the plight of some bishops, TV host Willie Revillame and other prominent personalities have pooled their resources to raise money for the purchase of utility vehicles to be used in dioceses situated in far-flung and impoverished areas in the country.

Revillame himself donated P100,000 cash on top of a Foton 15-seater van and another Foton pickup, according to lawyer Romulo Macalintal, who is leading a fund-raising campaign for poor dioceses.

Macalintal launched the project following the media scandal triggered by the Philippine Charity Sweepstakes Office’s erroneous accusation that seven Catholic bishops had received Mitsubishi Pajeros from the agency and had allegedly been using the vehicles for personal service.

The lawyer, a devout Catholic, was incensed by the PCSO exposé, especially after it turned out that no Pajeros had been given away. Save for one bishop whose diocese received money used to purchase a Montero 4×4 SUV, other dioceses got either pickups or vans.

One diocese used a PCSO cash donation to buy a 10-year-old, second-hand Nissan pickup for P280,000. Another diocese utilized a vehicle for its program against human trafficking.

“It’s not the amount you donate but the unity of all of us and respect and support for our priests and Church that matter most,” Macalintal told the Philippine Daily Inquirer in a text message Thursday.

As of posting time, Macalintal said the campaign had raised P1.8 million cash, excluding combined pledges amounting to P300,000. A bulk of the donations came from politicians and businessmen, but Macalintal said credit should also go to ordinary Catholics.

“Everyone is a fund-raiser,” said Macalintal, who coursed cash donations through BPI Family Bank [Pamplona Tres-Las Pinas branch] using account name “Pondo ng Nagkakaisang Simbahang Katoliko” with account number 5623-5296-83.

“Even the seller of ‘sampaguita’ and ‘abaniko’ at Plaza Miranda are fund-raisers. We merely facilitate and keep the fund in trust on behalf on behalf of those who shared,” he added.

Senators Vicente Sotto III and Francis Escudero donated P200,000 and P100,000 cash respectively. Senator Ramon Revilla Jr. and his wife, Cavite Rep. Lani Mercado, also shelled out P200,000.

An unexpected donor was the eldest son of ex-President Gloria Macapagal-Arroyo, partylist Representative Juan Miguel Arroyo, who gave P50,000 cash.

Macalintal, who had served as the elder Arroyo’s election lawyer, said he was “sad and disheartened” that the donation triggered “negative reactions from some Catholic priests.”

“In my 27 years of service in the Ministry of Liturgy in the Catholic Church, I have been taught by our priests and the Bible not to be judgmental, which, obviously, is expected of a priest,” he said,

“I could only recall how Jesus was persecuted when He worked in the Sabbath Day and how He was questioned on why He ate or took meals with Levi or Matthew, the tax collector and other sinners.” -- http://newsinfo.inquirer.net/

MORELIA, Mexico (AP) â€" An organized crime group calling itself the Knights Templar is distributing booklets saying it is fighting a war against poverty, tyranny and injustice, publicly appealing to hearts and minds in a part of Mexico where the government claims it has largely taken down the major drug traffickers.

Federal police said they seized copies of the cartel's "code of conduct" booklet during an arrest of cartel members in the western state of Michoacan last week, but refused to release its contents Tuesday, saying they didn't want fan the flames of the quasi-religious movement.

But a copy of the 22-page "The Code of the Knights Templar of Michoacan," illustrated with knights on horseback bearing lances and crosses, was obtained by The Associated Press this week. It says the group "will begin a challenging ideological battle to defend the values of a society based on ethics."

The Knights Templar have been blamed for murders, extortion, drug trafficking and attacks on police. Analysts say the propaganda is part of an effort to transform a drug cartel into a social movement, along the lines of what right-wing paramilitary groups did in Colombia in the 1990s against leftist rebels â€" a fight in which both sides used the drug trade to finance their causes.

The man who reinvented computers and made PCs a household item in most wealthy nations, Microsoft tycoon turned philanthropist Bill Gates, is now focusing his attention on recasting the WC.

The Bill and Melinda Gates Foundation is pledging millions of dollars in grants to reinvent the toilet, its director of water, sanitation and hygiene programs, Frank Rijsberman, told AFP, calling it a "huge issue for Africa."

The aim is to boost health in developing countries by giving the 2.6 billion people who don't have access to a WC a hygienic, safe place to go to the toilet.

Speaking by phone from a pan-African conference on sanitation that opened in the Rwandan capital Kigali Tuesday, Rijsberman said only a fraction of Africans, even in large cities, are "connected to sewers with a flush toilet."

"In cities, people use 'flying toilets,'" he explained.

"They go on a plastic bag and then throw it in the street, which is not only gross but kids walk around and play, and come into contact with the poop and can develop chronic diarrhea, which kills more children under the age of five than HIV/AIDS and malaria."

Rijsberman mentioned Haiti, where by the end of last month 5,500 people had died from a cholera epidemic he said was caused by "improperly disposed-of waste" from a UN peacekeepers' base.

Giving people in Africa and other parts of the developing world access to toilets could slash the death rate from diarrheal disease by around 40 percent, he said.

But the Gates Foundation not only wants to improve access to toilets, it also wants to get away from the flush WC that is ubiquitous in the West but isn't a viable solution for poor countries.

"We need to reinvent the toilet. We need to come up with new technology that doesn't put waste into drinking water, doesn't flush it down a very expensive pipe to a waste water treatment plant where we spend lots of money to remove the poop," Rijsberman said.

To spur the reinvention of the WC, the Gates Foundation used the AfricaSan conference in Kigali to announce $42 million in grants to spur innovations in the capture and storage of waste, and to develop ways to process what Rijsberman calls "poop" into reusable energy and fertilizer.

Among the ideas being worked on are a waterless toilet, and a system that would microwave fecal matter and turn it into fuel.

The foundation says the reinvented toilet must be affordable, costing no more than five US cents a day per person. It also has to be easy to install, use and maintain.

"We have to learn to not think of poop as a nuisance and waste but as a resource that could be recycled at a cost of a few cents a day," Rijsberman said, citing the example of Indian villagers who dry cowpats to use as fuel.

The foundation has teamed up with global partners including the US Agency for International Development (USAID) to develop new tools and technologies to improve sanitation and make toilets accessible to the world's poor.

Rijsberman was hopeful that investments in sanitation innovation would produce several new-breed toilet prototypes within a year, with reinvented toilets hitting markets in the developing world in around three years. -- http://news.yahoo.com/

Science and Research / The Forer Effect
July 21, 2011, 02:31:58 PM
The Forer effect (also called the Barnum Effect after P.T. Barnum's observation that "we've got something for everyone") is the observation that individuals will give high accuracy ratings to descriptions of their personality that supposedly are tailored specifically for them, but are in fact vague and general enough to apply to a wide range of people. This effect can provide a partial explanation for the widespread acceptance of some beliefs and practices, such as astrology, fortune telling, and some types of personality tests.

In 1948, psychologist Bertram R. Forer gave a personality test to his students. He told his students they were each receiving a unique personality analysis that was based on the test's results and to rate their analysis on a scale of 0 (very poor) to 5 (excellent) on how well it applied to themselves. In reality, each received the same analysis:

“You have a great need for other people to like and admire you. You have a tendency to be critical of yourself. You have a great deal of unused capacity which you have not turned to your advantage. While you have some personality weaknesses, you are generally able to compensate for them. Disciplined and self-controlled outside, you tend to be worrisome and insecure inside. At times you have serious doubts as to whether you have made the right decision or done the right thing. You prefer a certain amount of change and variety and become dissatisfied when hemmed in by restrictions and limitations. You pride yourself as an independent thinker and do not accept others' statements without satisfactory proof. You have found it unwise to be too frank in revealing yourself to others. At times you are extroverted, affable, sociable, while at other times you are introverted, wary, reserved. Some of your aspirations tend to be pretty unrealistic. Security is one of your major goals in life.”

On average, the rating was 4.26, but only after the ratings were turned in was it revealed that each student had received identical copies assembled by Forer from various horoscopes. As can be seen from the profile, there are a number of statements that could apply equally to anyone. These statements later became known as Barnum statements, after P.T. Barnum. --Wiki
