Monterona said Kasanga's request to provide medical assistance to Bascos "was never attended by POLO-OWWA in Al-Khobar."

An undocumented overseas Filipino worker (OFW) in Saudi Arabia was found dead inside his rented flat in Dammam, according to a labor group.

Migrante-Middle East quoted Dammam-based labor organization Kasanga as saying that a certain Leonardo Bascos, 58, of Iloilo province, was found dead at around 6 p.m. Thursday inside his flat.

"His flat mates and fellow OFWs found him inside his room without any sign of life, according to the reports we received from a Kasanga officer," Migrante-Middle East regional director John Leonard Monterona said.

Medical reports noted that Bascos died due to multiple organ failure secondary to cancer of the liver, according to Migrante-Middle East.

Bascos' remains lie at the morgue of Dammam central hospital, the group added.

Bascos, who arrived in Saudi Arabia in 1981 to work as a painter, had been undocumented for 10 years, after he ran away from his employer for non-payment of salary and illegal deductions.

"Kasanga endorsed Bascos' case to Philippine Overseas Labor Offices-Overseas Workers Welfare Administration [POLO-OWWA] in Al-Khobar on the first week of June and requested that he be given assistance and attend to his deteriorating condition," Monterona said.

GMA News Online tried contacting POLO-OWWA in Al-Khobar, but no one was answering the phone as of this posting.

Monterona said Kasanga's request to provide medical assistance to Bascos "was never attended by POLO-OWWA in Al-Khobar."

"Again, this is a clear case of disservice by apathetic and inept POLO-OWWA officials to a sick OFW who needs medical attention and care," he pointed out.

Monterona said Migrante officials in Al-Khobar are now coordinating with POLO-OWWA to inform the families as soon as possible and attend for the immediate repatriation of his remains.

“We will be asking POLO-OWWA to provide assistance to the family of Bascos, such as burial and other financial assistance as for sure he was once a member of OWWA until his being undocumented ten years ago," he added. â€" With Haydee Enriquez/JE, GMA News

Irish Setters are an active breed, and require long, daily walks and off-lead running in wide, open spaces. They are, however, a breed with a tendency to 'play deaf,' so careful training on mastering the recall should be undertaken before allowing them off-lead. --Wiki

July 24, 2011, 11:46:31 AM

Irish Setters get along well with children, other dogs, and any household pets, and will enthusiastically greet visitors. Even though they do well with household pets, small animals may pose a problem for this breed, as they are a hunting breed. Some Irish setters may have problems with cats in the house, and may be too rambunctious with small children. As the FCI, ANKC and UK Standards state, the breed should be "Demonstrably affectionate." As a result, Irish Setters make excellent companion animals and family pets. --Wiki

A total of 11 Filipinos were arrested for operating a gambling modus operandi where they cheat and take their victims' money, according to a report on news site Vietnamnet Bridge.

The first three suspects were caught in Thu Duc District. The eight other suspects were eventually nabbed in the same area.

Vietnamnet Bridge only identified three suspects: Cesar Devilla, Dinido Macachor, and Gemma D. Frend.

The report said Emily Helen Garbe, a 19-year-old Canadian, was among the victims of the cheating incident.

The Roman Catholic Diocese of Orange said Friday it has made a $50-million offer to buy the bankrupt Crystal Cathedral.

The cash proposal would allow the Garden Grove church to lease the entire property for 36 months. At the end of the lease, the ministry would have to find a new location.

"We wanted to be as flexible as possible given their situation," said Alan Martin, a bankruptcy attorney for the diocese.

The Crystal Cathedral, founded by the Rev. Robert H. Schuller and the home of the weekly "Hour of Power" broadcast, filed for bankruptcy in October, citing more than $50 million in debt.

As the bankruptcy unfolds, the cathedral has received several offers for the property, which includes the glass cathedral, designed by architect Phillip Johnson, and a 234-foot prayer spire.

A real estate group has offered $46 million for the 40-acre site, as did Chapman University. Both bids would allow the church to lease back its core buildings with the possibility of purchasing the cathedral.

The cash proposal by the Catholic Church would allow creditors to be paid back in full before the end of the year and would preserve the cathedral's cemetery.

"We think it would be as quick as a resolution as possible," Martin said.

Orange Bishop Tod Brown has said that the diocese needs a worship space for the more than 1.2 million parishioners in the area and that the 3,000-seat cathedral is a less expensive alternative to building a new cathedral. The diocese has considered a project in Santa Ana that would cost at least $100 million.

In recent weeks, the Catholic Church has made it clear that an offer would be solidified. On Friday, the diocese submitted formal proposals to both the Crystal Cathedral board and the creditor's committee.

Marc Winthrop, an attorney for the cathedral, declined to comment Friday.

The diocese said it would work with the cathedral to find an "acceptable alternative worship space," possibly another Garden Grove diocese venue, upon expiration or early termination of its lease. It also would renovate portions of the cathedral to bring it in line with worship practices.

"It's in their hands at this point," said Steve Bohannon, a spokesman with the diocese.

A spokesman with the Crystal Cathedral could not be reached.

Woman accused in penis attack may have tainted victim's tofu soup

A Garden Grove woman charged with cutting off her husband's penis served him a strange-tasting tofu soup that police believe was poisoned, according to a law enforcement source.

Detectives have sent evidence to a laboratory to try to determine what kind of poison was used, the source said.

The suspect, Catherine Kieu Becker, is scheduled to appear in court Friday for arraignment, but the hearing may be postponed.

Becker, 48, faces one felony count each of torture and aggravated mayhem with sentencing enhancements for great bodily injury and personal use of a knife. Orange County prosecutors charge that she cut off her husband's penis and threw it in a garbage disposal after drugging him and tying him to a bed.

If convicted on all counts, she faces a maximum sentence of life in prison with the possibility of parole.

The law enforcement source told The Times that a dispute over an "inappropriate relationship" may have been the motive in the case.

The source, who spoke on condition of anonymity because the case was ongoing, said the couple had argued earlier in the day and that Becker was angry at the husband over a relationship. Police said that when they confronted the woman, she said her husband "deserved it."

Becker, a real estate broker, lived with her husband, identified by prosecutors only as John Doe, in a Garden Grove apartment.

Officials said the husband told police that his wife served him dinner and that he went to bed about 9 p.m. on July 11. Officials believe he might have been suffering the effects of the tainted soup, the law enforcement source said. While he was sleeping, she "tied the victim's legs and arms to the four corners of the bed with nylon ropes," prosecutors said in court papers.

The victim told authorities that when he woke up, his wife pulled down his pants, "grabbing the victim’s penis and severing it with a knife." She then took the penis to the kitchen and threw it in the garbage disposal, "turning it on and mutilating the organ."

She then called 911, officials said.

The husband underwent surgery but the severed organ could not be reattached.

A woman used a 10-inch kitchen knife to cut off her husband's penis, Garden Grove police alleged Tuesday as detectives searched for a motive in the case.

The couple had been married for a year and half. Court records show they began divorce proceedings in May. The record suggests that the husband initiated the divorce.

Lt. Jeff Nightengale of the Garden Grove Police Department said police are aware of the divorce case but are don't have a clear motive for the crime.

"On the surface, we have nothing more than the divorce proceeding," Nightengale said. "We don't have any strong motive leading to this level of violence."

He noted that detectives examined the knife and described it as "really sharp."

Officers arrived at a home on the 14000 block of Flower Street after the woman called 911 about 9 p.m. Monday and found a man tied to a bed and bleeding from his crotch, according to a Garden Grove police news release.

Catherine Kieu Becker, 48, who identified herself as the victim’s wife, told police she had drugged her husband’s dinner to make him sleepy, then tied him to the bed.

As he awoke, she cut off his penis with a knife, tossed it in the garbage disposal and turned the disposal on.

Police untied the victim, who was taken UCI Medical Center, where he underwent emergency surgery.

Becker was arrested on charges of aggravated mayhem, false imprisonment, assault with a deadly weapon, administering a drug with intent to commit a felony, poisoning and spousal abuse.

Police said Becker and her husband, 51, were going through a divorce and that she told officers he “deserved it.”

The severe nature of the crime led detectives to classify it as “aggravated mayhem,” an offense punishable by up to life in prison, Nightengale said.

“You're not just depriving a person of a member or portion of their body or disfiguring them,” he said, “you're doing something that's so egregious we're not sure what's going to happen: if they're going to be able to reattach this or repair this person after such a violent attack.

“The intention by this person was to permanently deprive this victim of his genitalia,” Nightengale added.

The victim, who was not identified, told detectives Becker made him dinner, but he believed something was wrong with his food. He went to lie down and woke up to find himself tied to the bed, with his wife tugging his clothes off, he said, and then cut off his penis.

The victim went into surgery before detectives could get further details.

Investigators searched the home and recovered a rope and a knife.

P200K reward for arrest of 'serial rapist' in Pampanga
By Punto Central Luzon Home Updated July 22, 2011 02:44 PM

PAMPANGA, Philippines  â€" The provincial government here offered a P200,000 reward money for the arrest an alleged serial rapist who victimized at least 17 dentists, two of whom are from Pampanga and Bulacan.

Gov. Lilia “Baby” Pineda made the announcement during an emergency meeting of the Pampanga chapter of the Philippine Dental Association (PDA) with the police following the release of the suspect’s photo.

The suspect was identified as one Alex Veltran of Barangay Sta. Lucia in Sta. Ana town.

Provincial police Senior Supt. Edgardo Tinio said “the suspect uses many names and we have yet to identify his real name.”
Tinio said Veltran could not be a Capampangan. He reportedly robbed a female dentist and tried to rape her at her clinic in Barangay Sto. Domingo, Mexico last June 23.

“The suspect was speaking in Capampangan when he was robbing the victim. But it doesn’t mean he is from here,” said Tinio after the presentation of the suspect’s photo.

Tinio said “there is no need to be alarmed but residents, notably dentists, should be vigilant.”

He said the suspect could also be behind the series of rape and robbery of 15 dentists from various clinics in Metro Manila. He added that he had been identified by his latest victims from the gallery of photos provided by the police.

Police Supt. Jhoanna Ponseca-Rosales, chief of the police community relations branch of the Pampanga Police Office (PPO), organized a series of meetings and seminars last month to warn dentists of the suspect’s modus operandi.

Unfortunately, the victim from Mexico was operated on and could not attend one of the seminars conducted before the suspect attacked her clinic last June, it was learned.

Tinio said the victim had pleaded to the suspect to spare her from being raped due to her operation. The suspect believed her and just left after robbing her. -- http://www.philstar.com/

OSLO, Norway -- In all, at least 92 people were killed in the twin attacks that police are blaming on the same suspect, Norwegian Anders Behring Breivik.

Survivors of the shooting spree have described hiding and fleeing into the water to escape the gunman, but a police briefing Saturday detailed for the first time how long the terror lasted -- and how long victims waited for help.

The shooting came on the heels of what police told The Associated Press was an "Oklahoma city-type" bombing in Oslo's downtown: It targeted a government building, was allegedly perpetrated by a homegrown assailant and used the same mix of fertilizer and fuel that blew up a federal building in the U.S. in 1995.

In all, at least 92 people were killed in the twin attacks that police are blaming on the same suspect, 32-year-old Norwegian Anders Behring Breivik.

A 50-year-old Filipina maid now faces a court in the United Arab Emirates for allegedly trying to poison her 21-year-old ward with special needs, a Middle East news site reported Saturday.

The Ras Al Khaimah criminal court showed the Filipina maid had worked with her ward’s family for seven years, according to Gulf News. The Filipino was not identified in the report.

Court records also showed the family had two housemaids â€" a Filipina and an Ethiopian. The Ethiopian maid informed the victim’s father of the supposed plot, according to the report.

Gulf News quoted a court official as saying the Ethiopian maid claimed the Filipina maid allegedly attempted to kill the 21-year-old man by putting poison in his food.

Upon learning of this, the father informed the police, who promptly arrested the maid, the report said.

An initial examination of the food served to the 21-year-old showed it contained some type of drugs which could lead to heart failure, the Gulf News report said. â€" JE, GMA News

CARACAS, Venezuela (AP) â€" While he undergoes cancer treatment, Hugo Chavez has been finding inspiration rereading a 19th century philosophy book by Friedrich Nietzsche about a prophet who shows courage while trying to spread a nonconformist message.

The Venezuelan president has been so fascinated with the German philosopher's treatise "Thus Spoke Zarathustra: A Book for All and None" that he has been reciting passages in televised speeches and referring to it in postings on his Twitter account.

"Zarathustra struck me once again in Havana," Chavez said in a speech earlier this month in Caracas. He said the book popped into his mind when he was receiving treatment, and he sent for a copy.

"I asked for it and I just said: Only now you've appeared once again, Zarathustra," Chavez said. "Now you've struck me deeply, only this time you came from the hand of Fidel Castro."

The book tells a story of a prophet who after 10 years living alone in the wilderness descends from a mountain seeking to share his wisdom with humanity. He urges people not to be complacent and says he will teach them about "the overman." That term that has been translated and interpreted in various ways, but scholars generally agree it is Nietzsche's call for each individual to aspire to transcend comfortable, conformist society and become a nobler person.

"Nietzsche says the most beautiful thing about man is that he isn't an end, but a bridge between the animal and the 'super man,' the 'ultra man,'" Chavez said. He added that he sees parallels with the teachings of Jesus, the philosophy of Karl Marx and the socialist ideal of a "new man" espoused by Argentine revolutionary Ernesto "Che" Guevara.

"I'm quoting Nietzsche and also expressing my agreement with those maxims of philosophy and life: to transform the world," Chavez said.

Chavez, however, appears to be bending Nietzsche's concepts to suit his own socialist ideology, expanding on Nietzsche's "overman" idea with his own call to create "the socialist man, the socialist woman, the socialist society."

"It's a kind of bizarre turn of events that he would be so interested in a thinker who is so virulently anti-socialist and anti-egalitarian," said Robert B. Pippin, a philosophy professor at the University of Chicago.

"What Nietzsche is just saying is that we need to aspire to a condition of humanity that is beyond the kind of conformist, bourgeois, self-satisfied, smug, boring, prosaic character of late modern life," Pippin said in a telephone interview. "It really just is an aspiration to go beyond that, to create a form of society in which independence of thought and a kind of concern with self-perfection ... would be the order of the day."

Pippin said he isn't sure why Chavez is so attracted to the book but that some clues may lie in the main character.

The fictional prophet is misunderstood and mocked, and although he cultivates a small circle of disciples does not succeed in having any mass effect, Pippin said. Instead, he said, Zarathustra has to persevere while "not having the great kind of impact on the transformation of society that he wanted to have."

Zarathustra is portrayed as someone who has to suffer for his ideas and who has "the courage to persevere no matter what the obstacles are," Pippin said. Witnesses describe scene of terror at Norway camp
By BJOERN H. AMLAND - Associated Press | AP â€" 4 hrs ago

SUNDVOLLEN, Norway (AP) â€" The man in the police uniform shouted for the campers to come closer. When they did, he killed them.

The gunman who killed at least 80 people at an island youth camp northwest of Oslo used his disguise to lure in his victims, then shot them twice to make sure they were dead, survivors said in the village of Sundvollen, where they were taken after the massacre.

"I saw many dead people," said 15-year old Elise, whose father, Vidar Myhre, didn't want her to disclose her last name. She just feet away from the gunman when he opened fire in the camp on Utoya island.

Elise said she had just come out from an information meeting in a nearby building when she heard gunshots. She saw a police officer and thought she was safe, but then he started shooting.

"He first shot people on the island. Afterward he started shooting people in the water," she said.

Elise said she hid behind the same rock that the killer was standing on. "I could hear his breathing from the top of the rock," she said.

In panic, the girl phoned her parents, whispering to them what was going on.

"They told me not to panic and that everything would be OK." Her parents also told her to get rid of a brightly colored jacket she was wearing to not draw attention to herself.

She said it was impossible to say how many minutes passed while she was waiting for him to stop. -- http://news.yahoo.com/

OSLO â€" A gunman shot dead at least 80 youths at a summer camp of the ruling Labor Party on Friday, police said.

"The updated knowledge we are sitting on now is at least 80," police chief Oystein Maeland told a news conference. "We can't guarantee that won't increase somewhat," he said, adding some were badly injured.

Previously, police had said that at least 10 had been killed in the shooting at the Utoeya island northwest of Oslo, along with seven killed by a bomb blast in central Oslo.

Maeland said the attack had reached "catastrophic dimensions."

"I just saw people jumping into the water, about 50 people swimming toward the shore. People were crying, shaking, they were terrified," said Anita Lien, 42, who lives by Tyrifjord Lake, a few hundred meters (yards) from Utoeya island, northwest of Oslo.

Survivor Jorgen Benone, who was on the island at the time, said: "It was total chaos...I think several lost their lives as they tried to get over to the mainland.

"I saw people being shot. I tried to sit as quietly as possible. I was hiding behind some stones. I saw him once, just 20, 30 meters away from me. I thought 'I'm terrified for my life', I thought of all the people I love.

"I saw some boats but I wasn't sure if I could trust them. I didn't know who I could trust any more."

Utoeya is an island about 500 meters long, clad with pine trees. Lien said the shooting sounded like automatic gunfire.

A camp guard, Simen Braenden Mortensen, said that the gunman had tricked his way onto the island by posing as a policeman driving a silver grey car.

"He gets out of the car and shows ID, says he's sent there to check security, that that is purely routine in connection with the terror attack (in Oslo)," Mortensen told the daily Verdens Gang.

"It all looks fine, and a boat is called and it carries him over to Utoeya. A few minutes passed, then we heard shots," he said.

Police said they had found undetonated explosives on the island. They said the gunman, whom they described as ethnic Norwegian, may also have been involved in planting the bomb in Oslo.

Early on Saturday, an ambulance left the lake area, with a body lying on a stretcher inside. Cars with distraught relatives were heading to a nearby hotel hoping to meet loved ones evacuated from the island.

Police and dogs were still searching the island and lake overnight from boats and helicopters, with ambulances on standby. Searchlights slowly swept the water in the dark.

Survivor Benone said he was finally picked up by a rescuer in a boat.

"I just jumped into the water and swam to the boat. I was crying, that's how happy I was. And I was so cold, ice cold.

"I'm just happy to be alive." â€" Reuters

CLEVELAND -- An Ohio sex offender was convicted Friday of killing all 11 women whose remains were found in his home and buried in his backyard.

Anthony Sowell, 51, was convicted of aggravated murder in the 11 deaths, plus numerous other charges. He now faces the death penalty.

The women began disappearing in 2007, and prosecutors say Sowell lured them to his home with the promise of alcohol or drugs. Police discovered the first two bodies and a freshly dug grave in late 2009 after officers went to investigate a woman's report that she had been raped there.

When the bodies were found, police concluded that a nearby sausage shop wasn't the source of a lingering stench as many neighbors believed. The family-owned business had spent $20,000 on plumbing fixtures, sewer lines and grease traps to get rid of the odor. -- Associated Press

Oslo suspect likely acted alone, says official

The Norwegian man linked to both the deadly shooting at a youth camp near Oslo and the bombing that rocked Norway's capital earlier Friday appears to have acted alone and without any connection to Islamic extremism.

"It seems like that this is not linked to any international terrorist organizations at all," said one official, speaking on condition of anonymity, of the attacks that left at least 17 dead. "This seems like a madman's work."

Police have said little else about the suspect, who was dressed in a police uniform when he opened fire Friday on Utoya, an island just outside the capital, where the youth wing of the ruling Labor Party was holding an event for hundreds of youths.

He was arrested shortly after the shooting and later linked to the bombing in Oslo. Police have since raided the suspect's Oslo apartment.

He has been described as 32, tall and blond, with a "Nordic look." The police have not released his name.

However, Norwegian media have identified the arrested man as Anders Behring Breivik.

On his Facebook page Breivik describes himself as a conservative Christian and indicates an interest in politics -- in particular with Winston Churchill and Max Manus, the noted Norwegian resistance fighter of the Second World War. As recently as a few days ago he was also posting various music videos.

Breivik appears to have lost or changed his job in 2008. Tax records posted online say his income dropped by half that year and show no income for 2009. On Facebook he describes himself as director of Breivik Geofarm.

Norwegian media reports describe Breivik as a right-wing extremist opposed to both Islam and multi-culturalism, and speculate that his farming business would have access to fertilizer that could be used to construct explosives.

His one and only Twitter entry, from July 17, reads "One person with a belief is equal to the force of 100 000 who have only interests."

Police say the suspect was seen in Oslo before the explosion there, which killed seven, and that undetonated explosives were found on the island.

"We can confirm that a person is arrested, and we believe that he has had dealings with both events," said Norwegian national police chief Sveinung Sponheim. He added that the man has never been employed by the police.

OSLO â€" Norway suffered dual attacks on Friday when powerful explosions shook the government center here and, shortly after, a gunman stalked youths at an island summer camp for young members of the governing Labor Party. The police arrested a Norwegian in connection with both attacks, which killed at least 16 people and stunned this ordinarily placid nation.

The explosions, from one or more bombs, turned Oslo, a tidy Scandinavian capital, into a scene reminiscent of terrorist attacks in Beirut or Baghdad or Oklahoma City, panicking people and blowing out windows of several government buildings, including one housing the office of the Norwegian prime minister, Jens Stoltenberg, who was unharmed.

The state television broadcaster, citing the police, said seven people had been killed and at least 15 wounded in the explosions, which they said appeared to be an act of domestic terrorism.

Even as the police locked down a large area of the city after the blasts, a man dressed as a police officer entered the youth camp on the island of Utoya, about 19 miles northwest of Oslo, a Norwegian security official said, and opened fire. “He said it was a routine check in connection with the terror attack in Oslo,” one witness told VG Nett, the Web site of a national newspaper.

Terrified youths jumped into the water to escape. “Kids have started to swim in a panic, and Utoya is far from the mainland,” said Bjorn Jarle Roberg-Larsen, a Labor Party member who spoke by phone with teenagers on the island, which has no bridge to the mainland. “Others are hiding. Those I spoke with don’t want to talk more. They’re scared to death.”

Many could not flee in time. The Oslo police said that nine or 10 people were killed at the camp, but that they expected the toll to rise. A witness on the island told the state broadcaster that he saw 20 to 25 bodies on the island, according to The Associated Press.
