the contractor of the hanopol mini-hydro plant was AG&P and i think the people involve where norwegians since they were house in the mansion of teddy chatto, the son of the late gov. lino chatto. there were so many people who benefited the building of that plant especially the people of balilihan particularly in hanopol. sports suddenly become a boom during that time because they introduced baseball, football and softball that time in which balilinhons embraced so much. but as of this date, i didn't see any improvement as what was the promised of the LGU. people are still cramping for expensive electricity, roads are not paved and lifestyle did not change.

General Topic / laughter is the best medicine
November 18, 2008, 12:52:05 AM
since i can no longer add a topic in super jokes, i dediced to open up a new thread here. we need to laugh from time to time as research shows that laughing helps protect the heart. although studies are not sure why laughing protects the heart, the studies do explain that mental stress impairs the endothelium, which is the protective barrier lining a person’s blood vessels. once the endothelium is impaired, it can cause a series of inflammatory reactions that lead to cholesterol build up in a person’s coronary arteries, which can ultimately cause a heart attack.

you can post jokes here that are not offensive in nature though green sometimes. so let me start in this one:

The boy, the cow and the mermaid.

On a farm out in the country lived a man and a woman and their three
sons.

Early one morning, the woman awoke, and while looking out of the
window onto to the pasture, she saw that the family's only cow was
lying dead in the field. The situation looked hopeless to her -- how
could she possibly continue to feed her family now?

In a depressed state of mind, she hung herself.

When the man awoke to find his wife dead, as well as the cow, he too
began to see the hopelessness of the situation, and he shot himself
in he head.

Now the oldest son woke up to discover his parents and the cow dead,
and he decided to go down to the river and drown himself.

When he got to the river, he discovered a mermaid sitting on the bank.

She said, "I've seen all and know the reason for your despair. But if
you will have sex with me five times in a row, I will restore your
parents and the cow to you."

The son agreed to try, but after four times, he was simply unable to
satisfy her again.

So the mermaid drowned him in the river.

Next the second oldest son woke up. After discovering what had
happened, he too decided to throw himself into the river.

The mermaid said to him, "If you will have sex with me ten times in a
row, I will make everything right."

And while the son tried his best (seven times!), it was not enough to
satisfy the mermaid, so she drowned him in the river.

The youngest son, woke up and saw his parents dead, the dead cow in
the field, and his brothers gone.

He decided that life was a hopeless prospect, and he went down to the
river to throw himself in.

And there he also met the Mermaid.

"I have seen all that has happened, and I can make everything right
if you will only have sex with me fifteen times in a row."

The young son replied, "Is that all? Why not twenty times in a row?"

The mermaid was somewhat taken aback by this request.

Then he said, "Hell, why not twenty-five times in a row?"

And even as she was reluctantly agreeing to his request, he said,
"Why not THIRTY times in a row?"

Finally, she said, "Enough!! Okay, if you will have sex with me
thirty times in a row, then I will bring everybody back to perfect
health."

Then the young fellow asked, "Wait! How do I know that thirty times
in a row won't kill you like it did the cow?"

bnc pariha  diay ka ni dr. racho nga sa kadugayan ni give up na lang.
you mean dr. racho who run for mayor in balilihan twice but lost to anhing kiking and domie chatto? yeah, he is a good man with pure heart. maybe hed already seen the dirty side of the politics that's why he gave up and went to the states. that's the dirtiest election i've ever seen/witnessed in my whole life. and take note, that's only in the local side. how much more in the provincial, regional and national side? that's the reason i give up and transferred residency in cebu and boycotted 2 straight elections.

Karla Paula Ginteroy Henry

Age : 22 years old
Height : 5'7
Vital Stats : 35" - 26" - 35"
Hometown : Cebu City, Philippines
Hobbies : Horseback-riding, shopping, outdoor activities, photography
Talents : Singing
About me  : "I love fashion, I've been in the industry for 3 years now and I've wanted to be a part of it ever since my mom first introduced me to the wonderful world of shopping. But what I love as much as fashion is spending time outdoors particularly at the beach. Having lived in Cebu and being fortunate enough to have white sand beaches with nice clear water 5 minutes away made me such a beach-loving person."

Some facts about Karla:
Karla Paula Ginteroy Henry is a Filipino Canadian beauty queen and a Cebu-based model. She was crowned as Miss Earth 2008 in her home country, the Philippines where is also the headquarters of Miss Earth organization. This is the second time in a row that a Filipino and half-Canadian held the title of Miss Earth when Jessica Trisko (2007 winner) from Canada is also a Filipino-Canadian.

In 2006, Karla joined the Miss Cebu pageant in Cebu City, where she placed as 2nd runner-up.

She gained attention when she joined the prestigious Binibining Pilipinas 2008. Although considered as a top favorite, she was unplaced in the finals.

Karla again competed at the Miss Philippines Earth 2008 pageant representing Cebu City. It was held at the Crowne Plaza Galleria in Ortigas, Mandaluyong City in May 11, 2008. She made it to the initial cut of ten semi-finalists and competed in the traditional swimsuit, interview, and evening gown competitions. She advanced to the top six in the final question and answer round. At the conclusion of the pageant, she was crowned Miss Philippines Earth 2008 by the outgoing titleholder Jeanne Angeles Harn.

Karla is the first Filipino to be crowned Miss Earth. The pageant was held at Clark Expo in Angeles City, Pampanga, Philippines on November 9, 2008. This was the first time in Miss Earth history that the contestant of the host nation won the title. The Philippines, where the Miss Earth pageant was conceptualized, is the first Asian country to win the title.

She was snubbed by Bb. Pilipinas earlier this year but it didn’t stop Karla Paula Henry of Cebu from reaching her dreams to become the country’s beauty queen. Last Sunday night, She bested 40 other candidates to win the Miss Philippines Earth 2008 title at the Crowne Plaza Galleria in Ortigas, Mandaluyong City.

She was also a finalist in MissFTV philippines 2 years ago and member of the prestigious ADMODELS FEMME of Cebu.

yes, that's true. but how can you defeat the majority? we can start it in ourselves and in our family but the question here is, who's going to join us in our cause? it's nice to use it as a rallying point but it's hard to fight in a losing battle because we can no longer be called heroes. there will be no hero in the modern era they said. you will die as a martyr by in the end, you will be treated as a common invidual with no history in the record books.

oh i see. im not certain about the status of julius. sorry for that one.

current board member dodong veloso and tagbilaran city vice mayor toto veloso can be good candidates as well as the other first district board members cesar lopez and alfons damalerio. pureza (eddie's wife might start her political ambition as a mayor probably in balilihan. for me, the herreras lost their magic in the political arena specially in bohol. so they really need a strong party that can provide them all the logistics to succeed in their political ambitions come 2010.

it's possible to have a happy marriage even after your hubby has been cheating. i can attest to that because my father cheated to my mother twice already. first when we were young and second just recently. and yet they are still together strong, alive and kicking. though i adhor what my father has done but still I appreciate that they made ways to mend the differences and still looking to stay with each other till their last breath. hopefully that father learned from his mistakes and will not commit that sin again.

Planters Bank to open 72nd branch in Tagum City
by Prix D Banzon

Davao City (13 November) -- The Planters Bank, a development bank operating for 30 years, will open its 72nd bank in Mindanao before the year ends. It will be their 5th in the island.

The bank's president, Maria Flordelis F. Aguenza in an interview said they will open their new branch in Tagum City where their prospect clients are the banana growers.

Aguenza was in Davao City for a management lecture for SMEs hosted by Plantersbank with Francis J. Kong as resource speaker who talked on "Leading through Difficult Times" held at the Apo View Hotel on November 11, 2008.

Aguenza said they will be offering special farming package that has not been done before to the farmer-growers even as she said that they will be following a formula and forge agreement between them and the grower.

She said the Plantersbank had been in partnership with the SME community and they had an estimated 30,000 SMEs that were assisted by the bank through loans with total exposure of P25 billion. The bank's assets is estimated at P44 billion, she said.

As far as Mindanao is concerned, Aguenza said their bank believes in the capability of the island of which their presence is also felt in General Santos City and Cagayan de Oro City.

She said the business prospects of Mindanao remain positive and they are determined to make their contribution to its success as it shares the vision of a progressive, prosperous city that teems with social and economic opportunities.

"We think this vision can be achieved by promoting entrepreneurship, which is the driver for creating new jobs, improving people's incomes and providing a better quality of life for all," she said.

She said they had developed new products and services to improve opportunities, especially of SMEs working for corporate supply chains, the homegrown franchise and trade, food processors and those in business-related services.

She said they will be working closely with the Mindanao SME community to design and deliver customized financing, wealth management services, business solutions and infrastructures as part of their mission of Enabling Entrepreneurs. (PIA)

DepEd readies refined curriculum
By Mai Gevera

Davao City (13 November) -- Public schools nationwide will again face a more refined basic education curriculum on school year 2010.

Department of Education (DepEd) Director Dr. Lolita Andrada told Davao media that the department is preparing to implement the refinement of the existing curriculum with 22 schools serving as pilot areas.

"We are aiming to upgrade the mastery of content as well as set high expectations for students' learning," she said.

Certain changes have been integrated in the new curriculum which the department found to be very crucial and significant to be included in the process of teaching and learning.

One of the refinements made is for the teachers to set clear objectives as well as become clear in the whole process of teaching. The curriculum will then allow teachers to value more on what the students should know and learn at a particular lesson.

Another integration made is the principle of multiple intelligence now being applied by the teacher in teaching the class.

Multiple intelligence is a theory of Dr. Howard Gardner who introduced the other kinds of intelligences which schools must also consider. Some of these intelligences included linguistic, logical-mathematical, spatial, bodily-kinesthetic, musical, interpersonal, intrapersonal, and naturalist.

The Philippine education now recognizes such theory and applies its value in the newly-refined basic education curriculum. It then requires teachers to acknowledge the other forms of intelligence in delivering their lessons everyday.

Also, the secondary curriculum is now injected with value formation especially on having the passion for work. As young as elementary or high school, students will already be exposed o technology and livelihood lessons and activities.

"This way, at a tender age, they will already determine their career pathways," she said.

Andrada bared that DepEd will make sure that core group teachers will all undergo proper training on how to apply the new refinements. They are then expected to transfer their learning to the other teachers. (PIA)

Legarda calls on colleagues for swift action vs climate change and natural disasters
Manila (13 November) -- "We need to do this â€" not only for ourselves but for all the generations to come."

Senator Legarda on Monday afternoon urged her colleagues in the Senate floor to act with urgency in "finding quick, coherent, comprehensive and coordinated responses" to climate change, food crisis, and natural disasters.

Legarda, in a privilege speech, bewailed the "piecemeal, reactionary, and often incoherent and insufficient responses and strategies" by the government following natural disasters. "It is time to disaster-proof and climate change-proof our people, livelihoods, and national growth," she said.

"The Philippines has incurred enormous losses brought about by various calamities such as earthquakes, typhoons, and droughts," Legarda added in the speech.

Legarda further called for defending the sectors most severely affected by natural disasters and climate change. "What is immensely disturbing â€" and in fact unpardonable â€" however, is that every time a disaster strikes, the already vulnerable segments of society, such as the poor, the women, and the children â€" are the most severely affected and rendered even more helpless."

But Legarda pointed out that all is not lost in the battle against climate change and natural disasters. She cited fresh efforts and triumphs by the Philippines in "moving the international community to reexamine the climate change agenda."

In October, Legarda participated in four high-level international events including the 63rd Session of the United Nations General Assembly in New York which she addressed twice. In these events, Legarda brought forth into world attention global issues that severely affect developing countries such as the Philippines.

Legarda convened, with the UN International Strategy for Disaster Reduction (UNISDR), a Roundtable Consultative Meeting with Parliamentarians in Manila last October 17-18. The final output of the meeting is the " Manila Call for Action" which called on governments to advance disaster risk reduction and climate change adaptation at national and international levels.

After the meeting, Legarda reported the outcome of the said meeting before the Global Congress of Women in Politics and Governance (CAPWIP) which was subsequently held in Manila.

Then Legarda flew to New York in order to urge ministers in the United Nations General Assembly to refocus attention on "climate-related natural disasters" amidst hype on the global financial crisis. Top world ministers and policymakers from 190 nations gathered at the UN Headquarters in New York City for the Plenary Session of the Economic and Financial Committee of the UN General Assembly.

A week after first addressing the UN, Senator Loren Legarda again delivered a statement in behalf of the Philippines in the same forum. In the statement, Legarda followed-up on the implementation of major UN conferences and summits concerning the global food crisis, climate change, and the gender gap.

In delivering the privilege speech, Legarda also followed-up on the Manila Call for Action under which the delegates to the Consultative Meeting of Parliamentarians are to report the outcome of the meeting to their respective Parliaments.

Legarda warned that much remains to be done despite the recent efforts and accomplishments by the Philippines concerning climate change and natural disasters. "I also come before you with a sense of urgency. The accomplishments I have just recounted are accompanied by a desperate call for immediate action." She urged her fellow senators to immediately act in order to avert natural disasters brought by climate change.

"Let not out grandchildren and great grandchildren say that we destroyed their future long before they were born," Legarda said. (Office of Sen. Legarda/PIA)

Tawi-Tawi resident bags 2008 ARMM Model OFW Family of the Year award
by Joven Mark T. Mapait

ICC Cotabato City (12 November) -- The Overseas Workers Welfare Administration in the Autonomous Region in Muslim Mindanao (OWWA-ARMM), awarded Engr. Sambas I. Hassan, engineer from the province of Tawi-Tawi as this year's regional winner in the search for Model OFW Family of the Year (MOFYA).

Mr. Hassan, worked as a successful project engineer at Saudi Arabia for many years and was able to help his family that made him qualified as an OFW model.

His prizes include P20,000 cash from GLOBE Telecom, P10,000 from Western Union, plaque of appreciation and certificate from OWWA.

With the theme "Parangal sa Matatag na Pamilyang OFW", this year's search focuses on the importance of family values and promotion of best practices

Engr. Hassan will represent the region in the national level competition of the MOFYA which will be held in Metro Manila, this month together with other 34 regional winners coming from seventeen regions in the country.

MOFYA is an annual award-giving project designed to give due recognition to outstanding OFW families, and promote best practices in achieving success in all aspects of their life in the face of overseas migration of one or more members of the household.

OWWA-ARMM said, this year's version of MOFYA is also a departure from the previous MOFYAs because, instead of having a national winner from the three island groups, there would be two national awardees, which would come from the land-based and sea-based OFWs. (PIA)

Lawmaker sees P120 billion missing from DPWH funds
09/26/2008 | 04:09 PM

Email this | Email the Editor | Print | Digg this | Add to del.icio.us MANILA, Philippines â€" Akbayan Rep. Risa Hontiveros called for a congressional investigation into the Department of Public Workers and Highways’ (DPWH) budget as she expressed concern that about P120 billion in the funds of the department could be missing.

Citing a 2007 report of the Commission on Audit (COA), Hontiveros said the DPWH budget reeks with patong and bukol, terms that have made it to the Philippine vocabulary of graft and corruption during the investigation of the ZTE broadband scandal involving President Gloria Macapagal Arroyo and a number of her officials.

"Based on COA's report, several DPWH accounts have been overstated. In contemporary corruption parlance, 'overstatement' is actually equivalent to 'patong' and 'bukol'. Nakakapangilabot na ang ganito kalaking pondo ay mukhang nawawala," Rep. Hontiveros said.

"This is exactly the reason why people think that DPWH is one of the most corrupt government agencies," Hontiveros said.

She said the missing funds should be enough to keep the Office of the Ombudsman busy in the next five years.

In her questions during the DPWH budget hearing, she highlighted three accounts where the bulk of the missing funds is concentrated.

"The biggest patong is in the Property, Plant and Equipment (PPE) account, which was overstated by P64.7 billion. According to COA, there are unsubstantiated, unsupported, and erroneous reporting in the procurement and purchase of items under this account," Hontiveros said.

"The second highest is in the Account Payables (AP) account, which was overstated by P53 billion or 73% of the reported liabilities of DPWH. This account lists obligations and indebtedness to contractors and suppliers," Hontiveros added. "We have to check if the transaction under this account are legal and if these contractors and suppliers that benefited from these transactions are legitimate."

She said that about P249 million of funds transferred to national government agencies and local government units remain unliquidated.

"Under COA's Circular No. 94-013, reporting by implementing agencies should be done monthly during the project duration, with all accountable officers submitting supporting vouchers, payroll, and other relevant documents monthly. There shouldn't be any excuses at all why these disbursed funds have not been liquidated yet," she said.

Hontiveros said that DPWH Sec. Hermogenes Ebdane promised that a written reply to her questions would be provided prior to the plenary debates for DPWH's budget. However, she said that she will move for the deferment of the budget's approval should the department fail to submit a satisfactory reply. - GMANews.TV

ug atong mahinumduman adtong pagnaog ni Ernesto Herera pagka congressman sa 1st district, that was suppose to be eddie's time but he give in. i think jullius should run as a 1st district cong. and let eddie run as a gov.
if julius will run for congress let's say against the veloso's it's a mismatch. there's is no way julius can win against the veloso clan. he can't even win back calape if in case he will run back as a mayor.

so how about kon eddie vs. jullius?
i don't think it's going to happen. they're close buddies and if eddie will indeed for governor, julius will be his sidekick for one term. eddie will go back in the 1st disctrict for another 3 terms and julius will become the forerunner of being governor of bohol after that.
#5265
kung ang report sa DPWH ug sa national government and basehan. tanan dalan sa bohol labi na kadtong mga provincial roads, national roads ug uban diha reported na nga puro aspaltado ug sementado sa panahon pa ni anhing gobernador lino chatto. karon, kung inyong suroyon ang tibuok bohol nya tan-awa ang mga national ug provincial roads leading to other towns. tanan ba aspaltado ug sementado? dili mga kaigsoonan kung bol-anon. maong maglisod ug kuha ug funding ang mga congressman ug governor sa bohol kung ilang projects mag aspalto ug magsemento. kanang mga funds nga gigamit diha sa pagsemento sa kalsada gkan sa tagbilaran going to tubigon to ubay to talibon and so on, puro na repairs and rehabilitation ang requests and reports nga nabutang. karon ang pangutana, nganong wala ta kita ug mga sementado ug aspaltadong dalan sa province sa bohol sukad adtong 1960's up to year 2000?
#5266
kun ugaling si dan lim vs. eddie man gani for governor sa bohol. adto ra na magdaug sa logistics. kani silang duha puro admin allies so im sure ang funds ani nila matunga. not unless kung mobalhin ang usa.

simple but special menudo (my style):

1/4 kilo pork cut into cubes
10 pcs. hotdogs (cocktail size) sliced diagonally
1 can porks and beans (small one)
2 pcs medium sized potatoes cut in cubes
2 pcs medium sized carrots cut in cubes
1/2 cabbage sliced according to what you like
1 pc medium size onions
2 pcs garlic minced or sliced into bits

to prepare:
heat a small amount of oil in the frying pan (just enough to cook the pork)
saute garlic and onion then put the pork to pan
cook for 5 minutes until such oil will come out from the pork
add the sliced hotdogs then mix well
add the carrots and potatoes and mix well
add 2 cups of water and then simmer until the carrots and potatoes become tender
add seasoning, salt and msg
then add the porks and beans then mix well
add the cabbage then simmer until tender
then serve it hot

hola, your menudo is done. taste yummy yummy...
note:
if you want to feel more the taste of pork and beans just increase the size.
the pork and beans will serve as the neutralizer/maximizer of the taste.

General Topic / Dolphin massacre in Denmark?
November 11, 2008, 02:21:00 AM
It was reported that the Denmark youths do these barbaric act as a 'passage' to adulthood!  I think its a backward mentality and definitely not entering adulthood !
We know that there Bol-anons in denmark and hopefully they can confirm this. When I saw the pics, I can seem to wonder how a human being can do such inhuman, barbaric and sadistic act.

Here's the trancript;

This happens in Denmark .

"Brutal, bloody slaughtering of dolphins in the Faroe Islands, which belong to Denmark . A country supposedly 'civilized' & a European Union country. For many people this attack to life is unknown , to sensitivity. THIS bloody slaughter is an insane 'show' of entering adulthood! Is absolutely incredible that no one does anything to prevent this barbarism that are committed against Calderon, an intelligent dolphin who has the particularity of approaching people out of sheer curiosity. Some traditions must be stopped. PLEASE inform people. "
