Davide submission

Hilario Davide, then Philippine ambassador to the United Nations, filed the country’s partial submission with the commission.

The United Nations says the continental shelf is “the seabed and subsoil of the submarine areas that extend beyond its territorial sea” up to 370 km (200 nautical miles) from the archipelagic baseline. An extended continental shelf goes farther than 370 km.

The Philippines claims that Benham Rise is an extension of its continental shelf.

Paje said Benham Rise was within the country’s 370-km exclusive economic zone.

American geologist

The environment secretary said an American geologist surnamed Benham discovered the area that was between 40 and 2,000 meters below the waterline in 1933.

“But we are able to define categorically that it is attached to our continental shelf only recently. We have proven (to) Unclos that it is attached. So now the UN is considering it for decision sometime in 2012,” Paje said.

He said gas deposits in the area would enable the country to achieve energy sufficiency.

“Benham Rise is very relevant because of its gas deposits (which has been) confirmed particularly by (the) National Mapping Resource Information Agency. It has given us the data that (the area) contains solid methane. We have not explored it but we have found nodules of methane in the surface and this is very important to us,” he said.

Kalayaan, Scarborough

The Kalayaan Island Group, which is part of the disputed Spratly Islands and Scarborough Shoal, both located in the West Philippine Sea (South China Sea) and claimed by the Philippines, are also believed to contain oil and natural gas.

Paje said there was the possibility that the country could export gas in the future.

The secretary added that there would be a demand for gas deposits in Benham Rise “because it’s much cleaner than (other) fossil fuels.”

Legal basis

Once the Unclos establishes that Benham Rise is part of the Philippines, “we would have legal basis to enter into exploration agreements with private companies to explore… (the area’s) resources,” said Sen. Franklin Drilon, chair of the chamber’s finance committee.

Drilon said a favorable Unclos declaration would mean “increasing our territory from present 30 million hectares to possibly 43 million” with the inclusion of Benham Rise.

Discussion over Benham Rise generated excitement especially after Paje said that Philippine representatives were just awaiting one more meeting “to answer questions” before a special Unclos committee.

Only claimant

Paje said there was no reason for the Unclos committee not to issue a decision favorable to the country “since we are the only claimant, unlike in the western side (where the Spratly Islands are).”

“We have submitted a claim under (Unclos) sometime in late 2008. We got a reply from the UN lately (asking us) to answer some questions. They intend to pass a resolution sometime in mid-2012 to approve our claim (that it is) part of the Philippine continental shelf,” Paje told reporters after the hearing.

Records showed that the Philippines officially submitted a claim with the UN Commission on the Limits of the Continental Shelf in New York on April 8, 2009.

BENHAM’S RICHES The Philippines is the only claimant to 13 million hectares of an undersea region that contains huge natural gas deposits.

The Philippines will gain 13 million hectares in additional territory, an area slightly smaller than Luzon, should the United Nations approve next year the government’s claim on a region off the coast of Isabela and Aurora, Environment Secretary Ramon Jesus Paje said on Monday.

Paje said the undersea region, called Benham Rise, could turn the Philippines into a natural gas exporter because of the area’s huge methane deposits.

Studies conducted by the Department of Environment and Natural Resources (DENR) for the past five years indicate large deposits of methane in solid form, Paje said after a Senate budget hearing.

The government is only awaiting a formal declaration from the UN Convention of the Law of the Sea (Unclos) that Benham Rise is on the country’s continental shelf and therefore part of its territory, Paje said.

Jessica Reynolds, 21, a senior at Loyola, said she's more concerned with how Marilyn makes the city look.

"Chicago is swarmed with tourists in the summertime, and I'm sure they appreciate it," she said. "It's like going to Vegas. But for everyday Chicagoans passing by, it seems kind of trashy. You have this pinup girl whose skirt is blowing up in the wind. It just doesn't really fit in Chicago."

But for every person who views Marilyn as a pink flamingo in Chicago's front yard, several more think she's fun to have around.

Donald Allen, 81, of Evanston, Ill., was on Michigan Avenue for a business meeting. Afterward, he paid his respects to the statue.

"I decided to come down, have my engagement and then touch Marilyn's toe," he said.

Hannah Higgins, an associate professor of art history at the University of Illinois at Chicago, said she'd call the statue "art in the direction of billboards and kitsch and films â€" it has no edifying value."

But the experience people have with Marilyn should not be over-analyzed, Higgins said. "What I wouldn't want to do is make up a bunch of phony-baloney theories that turn it into a transformative experience. My kids would certainly run up to it and take a picture up the skirt. I'd put the experience right up there with their cartoons and the kind of kitsch in kid movies."

Paul Zeller, president and chief executive of Zeller Realty Group, which curates Pioneer Court, said he hopes the statue harks back to a simpler time.

"I find the adults are almost uniform in their reaction," Zeller said. "They look at it and they sort of get a smile. That smile's reminiscent of a lot of things that happened years before. People think back on where they were as a kid when Marilyn Monroe was a figure in entertainment. It brings us back to a time when we felt more positive, more optimistic. Maybe we were even a little nicer to each other.

Giant Marilyn Monroe causes a Windy City stir
The new Chicago sculpture, capturing her famous billowing-dress pose, elicits outrage and glee â€" and often just a smile.
By Rex W. Huppke, Chicago Tribune
July 31, 2011

Reporting from Chicagoâ€" Marilyn Monroe stands tall on Michigan Avenue, high enough to see passing boats on the Chicago River, but she's fortunate to be aluminum and stainless steel. She can't hear the nasty things being said about her â€" or see what the little people are doing beneath her.

The statue erected this month in Pioneer Court has been called "creepy schlock" and "a giant, silent avatar of nonconsent." Some observers are appalled at the seemingly endless stream of tourists hugging her legs and voyeurs young and old unabashedly shooting upskirt photos with their cellphones.

But Marilyn has fans among the crowds that encircle Chicago's latest piece of public art.

"I think it's terrific," said Joe Guerra, who lives in Missouri. "And I think it's terrific that some people are troubled by it. Art should always elicit some kind of reaction, whether it's positive or negative."

Members of the group that owns the sculpture by J. Seward Johnson Jr. concur.

"Public art is all about creating a dialogue," said Paula Stoeke, director of the Sculpture Foundation, based in Los Angeles and Princeton, N.J. "When you can get people talking, in particular if they're not saying the same thing to one another and they have differing views, that's an exciting thing. That's something that people who are interested in placing public art are happy to see happen."

Stoeke said Johnson was not available for interviews because of recent surgery. But, in a statement sent via Stoeke, Johnson said he wants people to "easily come close and actually touch" the statue.

Monroe's famous pose, in which she's laughing as air from a subway grate blows up her skirt, was captured during the 1954 filming of "The Seven Year Itch."

"There is something about her pose; the exuberance for life without inhibition, which is quintessentially American," Johnson said. "It expresses an uninhibited sense of our own vibrancy."

That's not how Bren Ortega Murphy sees it. The associate professor at Loyola University Chicago's School of Communication views the statue as out of place in Chicago and fears it's sending a negative message about women as sex symbols.

"This is disturbing to me," she said. "It's not that feminists don't have a sense of humor or any sense of aesthetic. But there are whole bachelor parties taking their pictures underneath her."

Part of the problem, Murphy said, is that it's hard to imagine anyone putting up a provocative male statue. " Tom Cruise when he comes out [in] his underwear, that's an iconic figure too," she said, referring to a scene in the movie "Risky Business." "But would someone erect a statue like that? I don't think so."

"It is gendercide," said Therese Hesketh, a University College London professor who has studied China's skewed sex ratio. "I don't understand why China doesn't just really penalize people who've had sex-selective abortions and the people who do them. The law exists but nobody enforces it."

To combat the problem, China allows families in rural areas, where son preference is strongest, to have a second child if their first is a girl. The government has also launched education campaigns promoting girls and gives cash subsidies to rural families with daughters.

Still, 43 million girls have "disappeared" in China due to gender-selective abortion as well as neglect and inadequate access to health care and nutrition, the United Nations estimated in a report last year.

Yin Yin Nwe, UNICEF's representative to China, puts it bluntly: The one-child policy brings many benefits for girls "but they have to be born first."

More at: http://news.yahoo.com/one-child-policy-surprising-boon-china-girls-152100729.html
#50927
Some demographers argue that China's fertility rate would have fallen sharply even without the one-child policy because economic growth tends to reduce family size. In that scenario, Chinese girls may have gotten more access to education anyway, though the gains may have been more gradual.

Crediting the one-child policy with improving the lives of women is jarring, given its history and how it's harmed women in other ways. Facing pressure to stay under population quotas, overzealous family planning officials have resorted to forced sterilizations and late-term abortions, sometimes within weeks of delivery, although such practices are illegal.

The birth limits are also often criticized for encouraging sex-selective abortions in a son-favoring society. Chinese traditionally prefer boys because they carry on the family name and are considered better earners.

With the arrival of sonogram technology in the 1980's, some families no longer merely hoped for a boy, they were able to engineer a male heir by terminating pregnancies when the fetus was a girl.
#50928
Since 1979, China's family planning rules have barred nearly all urban families from having a second child in a bid to stem population growth. With no male heir competing for resources, parents have spent more on their daughters' education and well-being, a groundbreaking shift after centuries of discrimination.

"They've basically gotten everything that used to only go to the boys," said Vanessa Fong, a Harvard University professor and expert on China's family planning policy.

Wang and many of her female classmates grew up with tutors and allowances, after-school classes and laptop computers. Though she is just one generation off the farm, she carries an iPad and a debit card, and shops for the latest fashions online.

Her purchases arrive at Tsinghua, where Wang's all-girls dorm used to be jokingly called a "Panda House," because women were so rarely seen on campus. They now make up a third of the student body, up from one-fifth a decade ago.

"In the past, girls were raised to be good wives and mothers," Fong said. "They were going to marry out anyway, so it wasn't a big deal if they didn't want to study."

Not so anymore. Fong says today's urban Chinese parents "perceive their daughters as the family's sole hope for the future," and try to help them to outperform their classmates, regardless of gender.

BEIJING (AP) â€" Tsinghua University freshman Mia Wang has confidence to spare.

Asked what her home city of Benxi in China's far northeastern tip is famous for, she flashes a cool smile and says: "Producing excellence. Like me."

A Communist Youth League member at one of China's top science universities, she boasts enviable skills in calligraphy, piano, flute and pingpong.

Such gifted young women are increasingly common in China's cities and make up the most educated generation of women in Chinese history. Never have so many been in college or graduate school, and never has their ratio to male students been more balanced.

To thank for this, experts say, is three decades of steady Chinese economic growth, heavy government spending on education and a third, surprising, factor: the one-child policy.

In 1978, women made up only 24.2 percent of the student population at Chinese colleges and universities. By 2009, nearly half of China's full-time undergraduates were women and 47 percent of graduate students were female, according to the National Bureau of Statistics.

In India, by comparison, women make up 37.6 percent of those enrolled at institutes of higher education, according to government statistics.

In this July 15, 2011 photo, in freezing temperatures, a researcher walks from an outhouse to the primary facility at Summit Station, a small U.S. National Science Foundation research center situated 10,500 feet above sea level, on top of the Greenland ice sheet. The primary facility is periodically jacked up on its support columns to stay above accumulating snow. Across Greenland's vast white landscape, small teams of researchers from around the world are searching for clues to the potential effects of global warming on Greenland's ice. (AP Photo/Brennan Linsley)

By CHARLES J. HANLEY - AP Special Correspondent | AP â€" 3 hrs ago

ON JAKOBSHAVN GLACIER, Greenland (AP) â€" The pilot eased his five-ton helicopter toward the glacier's rumpled surface, aiming for the lightest of setdowns atop one of the fastest-flowing ice streams on Earth.

David Holland's voice suddenly broke in on the intercom.

"Carl doesn't like this!" the scientist shouted. "Carl says it's snow bridges!" â€" drifts that can hide a deep crevasse.

The chopper pulled up sharply and veered off over the chaotic icescape of white knobs and pinnacles and bluish glints of meltwater, on to another, safer landing spot where Carl Gladish, Holland's lanky, ponytailed assistant, stepped cautiously off the skid and onto the ice, under the thudding rotor blades, to swiftly carry out his assigned task.

It was one of eight 2-minute touchdowns on which the New York University research team positioned instruments to measure the movement and internal cracking of Jakobshavn Glacier, a risky operation meant to shed light on one more tiny piece of the giant puzzle called Greenland.

Other scientists elsewhere were working on their own pieces, on demanding and often dangerous missions, sometimes in subfreezing temperatures and high winds, sleeping in tents on the ice, isolated for weeks at a time, linked tenuously by satellite phone.

On this same July day, Alun Hubbard was on a solitary trek to the north coast's spectacular, remote Petermann Glacier. Liz Morris was in the first hours of a monthlong research traverse along the hump of Greenland's vast, 3-kilometer-thick (2-mile-thick) ice sheet. Asa Rennermalm and her colleagues, at the ice's western fringe, were in their fourth summer of meticulous, tedious sampling of the meltwater flow from the interior.

Scattered across the world's largest island, as big as Alaska and California combined and 80 percent covered by ice, small bands of specialists tended to GPS sites and automatic weather stations, drilled down into the island's frozen cap, and analyzed the air and clouds overhead, working long hours under the midnight sun to help begin answering a crucial question:

How much of Greenland's ice will melt, and how quickly, in a world growing warmer, and warming fastest in the Arctic?

If all the ice eventually slipped into the ocean, it would be enough to raise global sea levels by 7 meters (23 feet). Even a fraction of that would inundate Bangladesh and south Florida, drown small islands, threaten Shanghai and New York.

But as temperatures rise from greenhouse gases in the atmosphere, the answer isn't coming easily. The challenge â€" scientific, logistical â€" appears greater than the resources devoted to it.

Death Threats Drive Heiress Dog Into Hiding
Helmsley's $12M pooch flees to undisclosed location in Fla.
By Nick McMaster,  Newser Staff
Posted Dec 3, 2007 3:56 PM CST

(Newser) â€" When the Queen of Mean left her pampered pooch $12 million, it only spelled trouble for Trouble. Leona Helmsley's spoiled Maltese, whose annual upkeep bills run to $300,000, was forced to flee her Connecticut estate after a flood of death and abduction threats by blackmailers hungry for the dog’s moolah, the London Times reports.

“We were alarmed by the number of threatsâ€"20 to 30,” said a Helmsley aide. The Maltese was flown to an undisclosed location under an assumed nameâ€"“Bauble”â€"and is reportedly frolicking under the protection of its security team. -- http://www.newser.com/

Definitely the richest, and most likely the most hated dog in the world is dead. Hotel and real estate mogul Leona Helmsley’s pampered Maltese, Trouble, has passed away at the ripe old age of 12 (or 84, depending on who you ask).

The (pretty cute) little pup became world famous when it was bequeathed 12 millions dollars in Leona Helmsley’s will. Helmsley, known as “The Queen of Mean,” died in 2007 of congestive heart failure. After her death, a judge was able to reduce the 12 million dollars to 2 million. For the last few years, the dog has been cared for by Carl Lekic, the manager of Helmsley’s Sandcastle hotel in Florida.

What the hell does a dog do with millions of dollars? Well, for one it pays for protection. Trouble spent $100,000 a year on a full-time security guard â€" one hired based on the multitude of death threats directed at the canine. I guess some people don’t take too kindly to exorbitantly rich animals. Other reported costs were $1,200 a year for food and $8,000 a year for grooming.

Although the news is just being confirmed today, Trouble apparently died last year on December 13th. Helmsley wanted the dog to be buried with her in the family mausoleum â€" but no dice. Trouble was cremated, as it’s against regulations to house pets in a human cemetery.

“You cannot bury pets in a cemetery,” said Stephen Byelick, a member of the Sleep Hollow Cemetery’s board. “The same rules apply to mausoleums.”

Well, if in fact all dogs do go to heaven, the two may be reunited in paradise. But then again, maybe not as I’m sure some would debate which side of the coin Leona Helmsley fell upon. -- http://www.webpronews.com/

AP â€" 1 hr 41 mins ago

MANILA, Philippines (AP) â€" About 50 suspected communist rebels disguised as soldiers have attacked a town hall compound in the central Philippines but were repulsed by police. Three policemen were wounded in the clash.

Regional police commander Cecilio Calleja says the New People's Army rebels attempted to enter a police station early Sunday in the government compound in Mobo town in Masbate province.

Calleja says the policemen sensed it was an attack and opened fire, sparking a gunbattle. The Maoist guerrillas withdrew toward a forested mountain after an hour.

Government negotiator Alex Padilla, who heads talks with the rebels, renewed a call for a cease-fire.

Talks resumed this year on ending one of Asia's longest-running Marxist rebellions, but clashes have continued. -- http://news.yahoo.com/
