Anonymous Diary Blog / A prayer for today and everyday
November 25, 2022, 03:56:04 AM
A prayer for today and everyday
Dear Lord,
O Lord, may nothing separate me from You today. Teach me how to choose only Your way today so each step will lead me closer to You. Help me walk by the Word and not my feelings. Help me to keep my heart pure and undivided. Protect me from my own careless thoughts, words, and actions. And keep me from being distracted by MY wants, MY desires, MY thoughts on how things should be. Help me to embrace what comes my way as an opportunity... rather than a personal inconvenience. And finally, help me to rest in the truth of Psalm 86:13, 'Great is your love toward me.' You already see the ways I will fall short and mess up. But right now, I consciously tuck Your whisper of absolute love for me into the deepest part of my heart. I recognize Your love for me is not based on my performance. You love me warts and all. That's amazing. But what's most amazing is that the Savior of the world would desire a few minutes with me this morning. Lord, help me to forever remember what a gift it is to sit with You like this. Amen.

Philippine History / Ayob Cave in Maitum, Sarangani
November 24, 2022, 07:41:31 PM
MUNATO FLASHBACK

New cave find linked to ancient burial jars
By Elizabeth Ramos

MAITUM, Sarangani (April 10, 2008) – A mountain-side cavity accidentally uncovered by quarry workers Saturday (April 5) lies on the same mountain in barangay Pinol where ancient secondary burial jars were found almost 17 years ago.

The quarry site is more or less half a kilometer away from Ayob Cave. The archaeological find at Ayob Cave consisted of anthropomorphic burial jars that date back nearly 2000 years ago.

The anthropomorphic potteries of human figures depicting various facial expressions are associated to the Metal Age in the Philippines.

When Lingling Jabel, owner of the two-hectare land including the quarry site, came to know of the cave, he immediately entered the cave and found potsherds similar to those found in Ayob Cave.

Jabel, 36, immediately linked the new find to the ancient burial jars excavated in 1991 near his farm in this coastal village.

Jabel was one of those who helped the National Museum team of Dr. Eusebio Dizon in the excavation of Ayob Cave.

Dizon, Curator 1 of the Archaeology Division and Head of the Underwater Archaeology Section of the National Museum, has described Ayob Cave as "the most significant cave in Mindanao" and its finds as "unparalleled in Southeast Asia."

Jabel, knowing that these newly-found jars are of much value, immediately informed Barangay Captain Lamia Mala who informed the mayor right away.

"I feel happy that we have found another valuable artifacts that would help us understand  more our history as a people not only in the Philippines but probably in the whole Southeast Asia," Mayor Elsie Perrett said.

The mayor has ordered Mala to secure the cave and have the opening sealed while waiting for the arrival of a team from the National Museum.

The distance from the barangay hall to the cave is more or less 500 to 600 meters via a dirt road. The cave opening is about 7 feet high from ground level, with opening of more or less 2 ½ feet.

From the cave opening, the main chamber is some 25 to 30 feet wide, with a pocket of about 15 feet towards the west, another pocket northwest, and a deeper pocket on the east.

The cave has an approximate height of 7 feet with unstable ceiling and this is more apparent on the entrance. There was no presence of stalactite or stalagmite. The cave material is loose limestone, with a pool of water on the eastern side.

There are signs that the cave is disturbed.  Outside the cave on the right side is a ricefield.

"Most probably there is a connection to Pinol (Ayob) Cave.  The best that you could do is to take pictures, inventory the jars found inside the cave, secure the place and wait for our visit," said Prof. Rey Santiago in a text message.

Santiago was the partner of Dr. Dizon in the excavation of Ayob Cave.

Ayob Cave's "Maitum Jars," as they are referred to now, bore radiocarbon dates of "1930 plus or minus 50 BP (calibrated date of 5 BC to AD 225) and 1830 plus or minus 60 BP (calibrated date of AD 70 to 370)."

They are unique in that "they are like portraits of distinct individuals, of specific dead persons whose remains they guard," Dizon and Santiago said in their book, "Faces from Maitum."

In another text message, Prof. Santiago said: "Keep the site secured from looters and treasure hunters. Don't let people enter the cave and destroy or even move or pick any materials from surface or below. You can only photograph the present condition of the site for documentation. We need to preserve the site." (MAITUM INFORMATION OFFICE)

Bohol Latest News / Loboc, Bohol Church as Theater
November 23, 2022, 01:29:34 PM
By Cooper Resabal
LOBOC CHURCH AS THEATER

The Loboc Community turned their church into theater for the staging of Sta Cecilia, the Musical, in the parish church! It was dubbed "a journey of faith for the music-loving Lobocanons" in commemoration of the feast of St. Cecilia, the patroness of music, on November 22, 2022.

The cast of the original musical, through multi-media, brought the ancient Roman time alive again-- complete with video, period costumes, and music-- to highlight St. Cecilia's struggles as a faithful Christian when her father wanted her to marry a pagan. She stood her ground and asked her groom to be baptized as a Catholic Christian first, and defied the Roman Emperor.

The story of how a young contemporary woman got waylaid by the influence of friends, and later by a deceitful man, and how she decided to deliver her baby amid all pressures and redeemed herself-- ran parallel to the ancient story, with a reunion with her child in the end as culmination.

Children of Flores de Mayo, Loboc's Main Choir, the Loboc Band, and Dep Ed students provided the musical support.

KASING SINING helped mount this original production with the artists community of musically gifted LOBOC.

COTABATO CITY (Nov.22, 2022, John Unson) --- There is this full-blooded Maguindanaon working now in the Canadian Airlines International, the first in the firm's history and something his relatives here are proud about.
The 41-year-old Cotabateño Khalidaffy Bayam, now in Toronto, Canada, is a full time flight attendant of the Canadian Airlines.
This was confirmed, via online Messenger, to this news outfit Wednesday by his relatives in Cotabato City and nearby Kabuntalan and Northern Kabuntalan towns.
Bayam is son of Hadji Daod Manduyog Dilangalen Bayam with spouse Salimbai.
He is nephew of Northern Kabuntalan Mayor Ramil Dilangalen.
Bayam's relatives in this city and nearby towns in Maguindanao del Norte are proud of his employment with the Canadian Airlines International.
Bayam, who had studied at the University of the Immaculate Conception University in Davao City, was first employed in Saudi Arabia.
He relocated to Canada in search of a more promising job.
He first got employed in a restaurant in Canada and eventually got employed as flight attendant in the Canadian Airlines International.
The online Wikipedia says the airline firm is one of Canada's largest, and has flights to 160 destinations in at least 17 countries in five continents. (JOHN UNSON)

The Bureau of Customs Port of Ninoy Aquino International Airport (BOC-NAIA) conducted a coordination meeting with the Philippine Practical Shooting Association / PPSA for the efficient facilitation of sporting gear.

The Philippine delegation will use the shooting equipment in the 2022 International Practical Shooting Confederation (IPSC) Handgun World Shoot XIX in Pattaya, Thailand.

District Collector Mimel Talusan, also an active member of the PPSA sport shooting community, pledged the full support of the Port of NAIA to the athletes.

Talusan also assured that BOC personnel together with the Philippine National Police Firearms and Explosives Office (PNP-FEO) are available round-the-clock.

Edwin Lim, president of PPSA, expressed his gratitude to the BOC, "considering that this is by far our largest delegation to a World Shoot with over 200 athletes, the invaluable support and assistance of the BOC is very much appreciated."

The Bureau of Customs - Port of Ninoy Aquino International Airport (BOC-NAIA) seized at least P80 million worth, or 24 kilos of assorted gold jewelry, hidden inside the lavatory of aircraft PR 301 that arrived from Hongkong on November 17.

BOC-NAIA District Collector Carmelita Talusan has ordered a thorough investigation, including identifying the persons responsible for this smuggling attempt.

Philippine History / Truth About Lapu-Lapu and Mactan
November 20, 2022, 11:54:23 PM
By Jy Macam on FB
THE BIGGEST LIE THAT WILL NEVER DIE
Lapu lapu was an enemy of Cebu
Lapu lapu is a pirate
Lapu lapu  did not kill Magellan. the mactan  natives did. as he was not in the ambush scene. it was not a battle as magellan has no intention to fight.

Cebu before the coming of the Great King Lumaya of sumatra. cebu was populated by the Magalos tribe who were muslims. and the first ever recorded Slave raiders. the slave raiders were known to be originally of visayan descent and not tausug. well the tausugs are also bisaya they are not originaly moros as they were originally Buddhists. when Lumaya burned all their hamlets ,they escaped and settled in the south of mindanao.
the art work is beautiful but. it falls short in reserach LAPU LAPU or known as Padukka di Mantag. is from Borneo. he seek assylum in Cebu and was assigned to farm in Manauili (mandawe) if he was Bornean he will not wear a tattoo. the dayaks of malaysia are the only known tribe to wear a tattoo. the bisayans who were of polynesian malayo stock wears a tattoo. moving forward as Lapu lapus business became prominent from raiding chinese junks. he moved to Opon island. and established his raiding post,. not trading post. the island earned the monicker Mang atang. a visayan word that means to wait and ambush. Mang atang became Mactan to the spanish. he was not a hero as he was an ENEMY of CEBU. he did not even fought to the end as Lapu lapu disappered before the coming of legaspi. he could have been one of those fatalities when Enrique el negro poisoned the natives and the spanish in a Banquet. humabon and lapu lapu were there.. the illustration was rendered beautiful but it doesnt represent the actual events MAGELLAN'S head was not severed. he was struck with a poison arrow in the leg as it was not covered with an armour. this made him fall in the water face down. and the natives jumped on him. there were 4000 natives who ambushed Magellan and his men who were a handful. magellan came to mactan not to fight but to talk. from the entry of Pigafettas writting this is what magellan said " tomorrow is saturday , it is the day of THE SABBATH. I will go to Mactan and talk to lapu lapu. when the Americans ruled the island they also constructed our educational system and rewrote our history by feeding on an ilonggo Hoax master. who authored the fake 12 datus of borneo. it was a hoax, lapu Lapu is real. but it is the american who pick him as a hero to remind us that we came from a line of savages.

side light from the book of ambeth ocampo. the virgin of balintawak. he cited a chinese annal that the chinese feared the visayans the look at them as savages and sub human they would sail off to china attacking villages. and stealing everything that is metal. from ladles to doorknobs. they would strip a house of iron and everything on them that is metallic. when attacking villages they carry a raft with them as an easy escape vehicle when a raid is accomplished. one account say that when a chinese saw a band of visayan savages they would throw a metal laddle at them and ran away. as the visayans would drop anything just to pick up a metal spoon. but on the other hand inspite of the savagery the visayans are known to be very HONEST when it comes to paying their debts. during the barter trade the visayans would make utang and promise to pay after the traders would come to return. after a month the traders would be awestruck to see the savages waiting in the shore to pay what they owe.
the muslim friend of Humabon was not a moro but a legal slave TRADER from thailand. he was converted to Christianity and was named Christoforo.
some parts of Cebu was already islamized before the arrival of Lumaya. but since the Magalos Muslims, the original population of cebu were trouble makers. king lumaya of sumatra burned all their villages and drive them away to the south. thus cebu was ruled by him. and has become a kingdom called KAN SRI LUMAYANG SUGBU. Cebu the capital on the other hand was known as SIBO.
it was the mactan natives who ambushed Magellan. lapu lapu was never at the battle scene.

sorry i have to do this because there was a disclaimer that any comment they found unnecessary would be deleted. first of all the illustration is beautiful ,  and I ahve a lot of respect for the artist. only that his identity being a hero is so wrong and that the claim should be deleted in the pages of our history

WISDOM FOR PARENTING

1. Avoid Giving your child everything he asks for. He will grow up believing that he has the right to get everything he wants.

2. Avoid laughing when your child speaks insulting words. He will grow up thinking that disrespect is entertainment.

3. Avoid remaining insensitive to bad behavior that he can display without scolding him for his bad behavior. He will grow up thinking that there are no rules in society.

4. Avoid picking up anything that your child messes up. He will grow up believing that others must take responsibility for his responsibilities.

5. Avoid letting him watch any program on TV. He will grow up thinking that there is no difference between being a child and being an adult.

6. Avoid giving your child all the money he asks for. He will grow up thinking that getting money is easy and will not hesitate to steal for it.

7. Always avoid putting yourself on his side when he is wrong against the neighbors, his teachers, the police. He will grow up thinking that everything he does is right, it is the others who are wrong.

8. Avoid leaving him alone at home when you go to the place of worship, otherwise he will grow up thinking that God does not exist.

Philippine Business News / Fishing Season in Visayan Sea
November 19, 2022, 08:24:39 PM
REP. REYNAN ARROGANCIA
Ikatlong Distrito, Lalawigan ng Quezon

(Composed of 12 towns in the Bondoc Peninsula, the southern part of Tayabas Isthmus, and the Southwest coast of Ragay Gulf) www.facebook.com/RUA2022

NOVEMBER 15 IS THE START OF THE ANNUAL CLOSED FISHING SEASON IN THE VISAYAN SEA

"Long-term, marine hatcheries would help reduce fish imports and provide jobs to fisherfolk especially during closed fishing season," according to Quezon Province Congressman Reynante U. Arrogancia as the closed season starts November 15 and ends February 15 in the Visayan Sea, where sardines, mackerel, and herrings abound.

In the waters off Northern Palawan, the closed fishing season started November 1 and will last for three months. Off the Zamboanga Peninsula, the fishing season is closed from December 1 until March 1.

The Bureau of Fisheries schedules the closed fishing seasons to allow fish to spawn and repopulate the seas.

Rep. Arrogancia said having more freshwater and saltwater marine single-species and multi-species hatcheries is among the ways to assure consumer fish supply preparatory to the closed seasons.

He also said ensuring food security at the local level can be done by way of aggressively promoting and supporting indoor vertical farms for fruits, vegetables, and corn.

"Mass indoor farming of rice and wheat should also be explored. Prototype indoor vertical farms for rice and wheat would serve as proof of concept that large-scale versions of such farms can be done. If the Department of Agriculture budget cannot fund these, then the various modes of build-operate-and-transfer can be resorted to," Arrogancia said.

"The Fiscal Incentives Review Board and the Board of Investments can also prioritize indoor vertical farms and marine hatcheries proposed by domestic and foreign investors. These agriculture sector investments would address the perennial and seasonal unemployment and underemployment in the farm and fisheries sectors," the congressman suggested.

Arrogancia said: "Indoor farms and marine hatcheries can be located at the outer limits and just outside urban centers (where real property prices and rents are lower) so that harvests can be delivered fresh to the public markets and supermarkets."

"Mobile or pop-up versions of some indoor farms and marine hatcheries can also be deployed to storm-affected areas so they can stabilize food supplies and prices there in a matter of several weeks," he added.

"Properly scaled to barangay population levels, cities and municipalities can fund and operate indoor vertical farms to supply local public markets with readily-available harvests," Arrogancia pointed out. (END)

Cayetano on K to 12 Program: Either suspend or fully fund it

Senator Alan Peter Cayetano on Monday said with the lackluster implementation of the K to 12 Education Program due to insufficient funding and facilities, the government has two choices: either fully fund the program or suspend its implementation.

"The immediate solution is simple: either i-suspend ang K to 12 for five to 10 years until we have enough resources, or fund the K to 12 now as it was envisioned," Cayetano said in his interpellation during the November 14, 2022 discussion on the budget of the Department of Education (DepEd) which is being sponsored by Senator Pia Cayetano.

Cayetano said when the K to 12 Law was being discussed, it promised to make the program's graduates employable even if they don't proceed to college. Those who do go to college would be able to complete their degree in a shorter period of time.

"They [DepEd] promised na bubuhusan ng pera, na after senior high, employable na; ladderized, babawasan ng one year ang college, and better quality of education," he said.

Cayetano, who was one of only two senators at the time who opposed the program when it was being discussed, said the K to 12 program has so far failed to address problems concerning the quality of education in country, noting the stark difference between what was promised for K to 12 and what the reality is on the ground.

"Ang ipinangako sa atin, 'pag pumunta ka sa school at sports track 'yan, may oval, gym, equipment, coaches, swimming pool. 'Pag pumunta ka sa techvoc, may garahe, testing equipment, motor, at akmang professors," he said.

He also noted that the time spent in school has been reduced from eight hours to six hours. "Hindi 'yan ang usapan namin noon bago naipasa ang K to 12," he said.

Cayetano said K to 12 should zero in on improving the quality of education and not just add two years of schooling, noting that the bottom line for most parents is not the technicalities of the program but how their children will benefit from it.

"Basta ganito lang: ang anak nila may talent sa arts, anong school ang pwede nilang pasukan? At pag-graduate nila, may trabaho na sila. That is the promise of K to 12. K to 12 is not just adding two years," he said.

The senator clarified that he is for K to 12 but said after 10 years of unfulfilled promises, the government should either fully fund it or suspend it for a few years in favor of improving the previous education program of 10 years.

"My point is, we should put money there... para makita naman ng mga magulang na ito (talaga) ang K to 12," he said. #

Monetary Board Raises Policy Rate by 75 Basis Points

At its meeting on monetary policy today, the Monetary Board decided to raise the interest rate on the BSP's overnight reverse repurchase facility by 75 basis points to 5.0 percent, effective tomorrow, 18 November 2022. Accordingly, the interest rates on the overnight deposit and lending facilities will be set to 4.5 percent and 5.5 percent, respectively.

The BSP's latest baseline forecasts indicate a higher inflation path over the policy horizon, with average inflation breaching the upper end of the 2-4 percent target range in both 2022 and 2023 at 5.8 percent and 4.3 percent, respectively. The forecast for 2024 has also risen slightly to 3.1 percent.

In deciding to raise the policy interest rate anew, the Monetary Board noted that core inflation has risen sharply in October, indicating stronger pass- through of elevated food and energy prices as well as demand-side impulses on inflation.

At the same time, the risks to the inflation outlook lean strongly toward the upside until 2023 while remaining broadly balanced in 2024. Upside risks are associated with elevated international food prices owing to higher fertilizer costs, trade restrictions, and adverse weather conditions. On the domestic front, the impact of weather disturbances on the prices of fruits and vegetables, supply disruptions in key food commodities such as sugar and meat, as well as pending petitions for transport fare hikes could also exert upward pressures on inflation. Meanwhile, the impact of a weaker-than-expected global economic recovery continues to be the main downside risk to the outlook.

Given the increased likelihood of further second-round effects, persistent inflationary pressures, and the predominance of upside risks to the inflation outlook, the Monetary Board recognized the need for aggressive monetary policy action to safeguard price stability. With the strong growth of the economy in the third quarter of 2022, domestic demand is seen to hold firm owing to improved employment outturns, investment activity, and consumer spending. On the other hand, a sizeable adjustment in the policy interest rate will help insulate the economy from external headwinds and exchange rate fluctuations that could further entrench price pressures and potentially dislodge inflation expectations.

The Monetary Board is also reassured by the timely non-monetary government interventions to mitigate the impact of persistent supply-side pressures on commodity prices, including those aimed at alleviating supply shortages and strengthening farm productivity.

Looking ahead, the BSP will continue to take all necessary action to bring inflation back within the target band over the medium term, in keeping with its primary mandate to sustain price and financial stability.

Bible Study / Death Penalty is Biblical
November 19, 2022, 05:52:13 PM
Most English Bibles, especially the monumental KJV version, inaccurately (or rather not accurately enough) translate the sixth commandment simply as "Do Not Kill" (Exo. 20:13). But the Hebrew under the English translation justifies a much better alternative: "Do Not Murder". To put this intense ethical matter into simple terms, every murder is killing, but not every killing is murder. (Murder is killing without a just cause.)

The Hebrew verb להרוג (to kill) can include unjustified homicide, but the Hebrew verb לרצח (to murder) is never used to describe a justified killing, such as killing in self-defense or court-ordered capital punishment. (This "justified killing" can also be translated by a different Hebrew verb להמית that is best translated as "to put to death"). Keeping these insights in mind, the question then becomes simple. Which Hebrew verb is used in the Decalogue? The answer is לרצח – the verb that must be more accurately translated not with the broad meaning–"to kill", but with a more particular definition–"to murder" (click here for more).

European Union EU / Cyber Threats
November 19, 2022, 02:00:08 AM
One of the biggest developments of the year happened when conflict broke out between Ukraine and Russia. SonicWall's Capture Labs threat research team recorded over 30,000 attempts in Ukraine in January of this year alone. By June, the number had reached 5.8 million – a shocking 18,386% increase. But it was not the only region affected.

Other cyber threats such as malware, ransomware, and crypto-jacking have also gone up at an alarming rate. Global trends do not always reflect the state of other regions, as demonstrated in Asia where ransomware and intrusion attempts were seen to rise. Cryptojacking was also the focus of many hackers for the first half of this year.

Read the 2022 SonicWall Mid-Year Cyber Threat Report for more details about the current face of the cybersecurity landscape.

Mount Fuji, Japan's largest mountain, is arguably the island's most famous landmark. The mountain and its five lakes are designated as World Heritage Sites by UNESCO, and for good reason! The lakes are popular fishing, windsurfing, and camping spots due to the breath-taking natural beauty of the surrounding area. The coming of fall attracts a large amount of campers, eager to appreciate the turning of the leaves. The iconic lake view is also depicted on the back of the 1,000yen bill!

In order protect the beauty of our local environment, we need to be mindful of how we dispose our engine oil when changing it. Before attempting to change your oil yourself, look for oil-disposal centers or recycling banks in your area to carefully dispose of it. Make sure to train the oil into a container to safely collect all the oil. Alternatively, if you don't feel confident changing your oil yourself, you can take it to your local AUTOBACS authorized dealer near you; they will definitely be able to help you out!

D E C I S I O N
MORELAND, J.:

This is an action by the municipality of Cardona to prohibit perpetually the municipality of Binangonan from exercising municipal authority over the barrios of Tatala, Balatik, Nambug, Tutulo, Mahabang Parang, Nagsulo, and Bonot.
The complaint alleges that the municipality of Binangonan is now exercising governmental authority over the barrios named, to the exclusion of the municipality of Cardona; that such authority is exercised by the municipality of Binangonan by reason of Executive Order No. 66, series of 1914, issued by the Governor-General of the Philippine Islands on the 1st day of July, 1914, which reads as follows:

"Pursuant to the provisions of section one of Act Numbered seventeen hundred and forty-eight, the boundary line between the municipalities of Binangonan and Cardona, in the Province of Rizal, is hereby defined and fixed as follows, viz:

"On the mainland, beginning on the north at the inter-section of the Morong River and the existing Binangonan boundary, thence in a southerly and westerly direction to Mapulanglupa (otherwise called Santol), where a partially destroyed monument now exists; thence in a direct south-easterly line to the summit of Mountain Tutulo; and thence to the Laguna de Bay; thus embracing within the limits of the municipality of Binangonan the barrios or sitios of Tatala, Balatik, Mambug, Tutulo, Mahabang Parang, Nagsulo, Sam pad, and Bonot.

"On the Island of Talim, that portion of the island embraced within points known as Kaymaralina and Virgen-Bato, on the eastern coast and extending to the summits of the range of hills geographically dividing the land, is hereby confirmed as being embraced within the jurisdiction of the municipality of Cardona; and the remainder of the island, including the small off-lying islands of Bunga, Olahipan, and Malake, as being embraced within the jurisdiction of the municipality of Binangonan.

"Action will at once be taken to survey the boundary line herein fixed and to establish monuments demarcating same."

The plaintiff further alleges that the executive order referred to and above quoted and the Act under which it was issued are "unconstitutional" in that said Act confers on the Governor-General legislative authority; and that the Governor-General in promulgating said order usurped legislative functions.  Plaintiff also claims that the order is void because it does not contain a statement that the change in the division line between the said municipalities was required by the public good; and that it does not appear in said order itself that there was a present urgency requiring the promulgation of such an order.

The defendant municipality demurred to the complaint on1 the ground that it did not state facts sufficient to constitute a cause of action. The question before us is that presented by the demurrer.

We do not think that plaintiff's objections are well founded. No reason has been given why the Act is unconstitutional and no argument or citation of authorities has been presented on that subject.  Every Act of the legislature is presumed to be constitutional until the contrary is clearly shown; and no showing of unconstitutionality having been made in this case, the objection to the order of the Governor-General based on that ground must be overruled.  The other two objections are frivolous. Although it be admitted, for .the sake of argument, that the Governor-General ought not to make such an order unless the public good requires it, that fact need not be stated in the order. The same may be said with regard to its urgency. The Governor-General having full authority to promulgate such an order this court will assume, if it should act on the matter at all, that there was public necessity therefor and that the matter was of such urgency as properly to evoke action by the Chief Executive.

The demurrer to the complaint is sustained and unless an amendment thereof is made within five days from the service of a copy of this order eliminating the objections stated in this decision, the action will be dismissed on the merits. So ordered.

Johnson, J., concurs in the result.

G.R. No. 48170, October 10, 1941
NATIONAL LABOR UNION, INC., PETITIONER, VS. STANDARD VACUUM OIL COMPANY AND THE COURT OF INDUSTRIAL RELATIONS, RESPONDENTS.

D E C I S I O N
OZAETA, J.:

This case is before us on petition for certiorari to review an order entered by the Court of Industrial Relations on January 30, 1941, upon the following facts.

On February 24, 1938, the Court of Industrial Relations decided an industrial dispute arising between the herein petitioner and the Standard Vacuum Oil Company and others and duly certified to said court by the Secretary of Labor. In said decision the court enjoined the respondent companies not to dismiss any of the leaders or laborers who had declared a strike, without just cause and without first submitting such cause to the decision of said court. On November 27, 1939, the respondent Standard Vacuum Oil Company notified the Court of Industrial Relations that it had suspended the following employees for being implicated in a charge for theft of Gargoyle Mobiloils: Eladio Echevarria, Basilio de Castro, Santiago Timbancaya, Felipe Patugalan, Alejandro C. Padua, and Adriano Leyva.

On December 1, 1939, the attorneys for the National Labor Union filed a petition in the Court of Industrial Rela- tions alleging that the above-named employees had been sus- pended unjustly and without authority of the court on account of their union activities, and asking that the re- spondent company be ordered to readmit them immediately with back pay from the date of their suspension. The company opposed said petition, reiterating the alleged complicity of the said employees in the theft of Mobiloils; and, alleging that they had been guilty of breach of trust and that there was justifiable cause for definitely discharging them, the company counter petitioned for* authority to discharge the said employees.

The hearing of the petition and counterpetition was had before the Court of Industrial Relations after the City Fiscal had dropped the case for theft against said employees for insufficiency of the evidence. After hearing and considering the evidence adduced before it, the Court of Industrial Relations decided that in the interest of justice and equity Basilio de Castro, Felipe Patugalan, Alejandro C. Padua, and Adriano Leyva should be reinstated by the respondent company in their former positions without back pay, and approved the dismissal of Eladio Eche- varria and Santiago Timbancaya as of the dates of their suspension.

The petitioner now seeks a reversal of said order insofar as it approves the dismissal of Echevarria and Timbancaya, and a modification of the same insofar as it denies the back pay of the other employees whom the court ordered reinstated.

It appears from the findings of fact of the Court of In- dustrial Relations that Eladio Echevarria was the foreman of the Lubricating Oil Department and Santiago Timbancaya, the checker of the Luboil Department; and that during their employement as such, shortages of stock of oil were discovered to have occurred during the month of November, 1939. The court also found that nothing could be removed from the warehouse without the knowledge of the checker Santiago Timbancaya. In another part of its order the court stated:

"* * * Timbancaya, on the other hand, admitted that he knew that Castor and Echeyarria have [had] stolen and sold oil belonging to the complainant about November, 1939, and as a matter of fact was given the amount of P61 as his share out of the net proceeds of the sale." Referring particularly to Echevarria and Timbancaya, the court said:

"While it may be admitted that the evidence against these two are not sufficient in a criminal case to convict them, nevertheless, for these losses in their respective departments they are responsible. If at all they were not the guilty ones, at least, they owed it to themselves and to the company to exert all efforts to apprehend the guilty persons, or to bring to the attention of the company any theft or anomaly within their knowledge. In the face of these losses without the culprits having been brought before the law, and considering the nature of their work, they cannot, indeed, profess innocence or ignorance, and the company's contention of having lost its trust and confidence is well taken and the dismissals of these two persons are warranted."

The petitioner assails the foregoing conclusions of the Court of Industrial Relations and contends that the finding of the City Fiscal to the effect that there was no sufficient evidence to support the charge of theft was binding and conclusive upon said court.

Such contention, in our opinion, is untenable. The conviction of an employee in a criminal case is not indispensable to warrant his dismissal by his employer. If the Court of Industrial Relations finds that there is sufficient evidence to show that the employee has been guilty of a breach of trust, or that his employer has ample reason to distrust him, it cannot justly deny to the employer the authority to dismiss such employee. All that is incumbent upon the Court of Industrial Relations to determine is whether the proposed dismissal is for a just cause, or is on account of the employee's union activities. It is not neces- sary for said court to find that an employee has been guilty of a crime beyond reasonable doubt in order to authorize his dismissal.

We cannot say from the record before us that the alleged union activities of the employees in question were the determinative cause of their dismissal by the respondent company. They may have been active unionists, as petitioner alleges; but if, as found by the Court of Industrial Relations from the evidence, they were to blame for the loss of merchandise entrusted to them by their employer, their alleged union activities are of no controlling effect in the determination of the cause of their dismissal.

Petitioner further argues "that it is a well settled rule in criminal law that a person not criminally liable is also not civilly liable." Such argument is beside the point, because the employees in question are not being sued civilly for the value of the lost property. Their dismissal from the service is being sought, not because they are civilly liable for the loss of merchandise entrusted to them, but because on account of that loss it is not safe for their employer to continue entrusting its properties to them.

With regard to the back pay of the other employees involved herein, the Court of Industrial Relations found that, taking into account the nature of their work, the company's action in suspending them pending this case was not without reason. We find no sufficient justification from the record to reverse this conclusion of the trial court. It is a question of fact rather than of law; and under section 14 of Commonwealth Act No. 103, we are only authorized to review an order of the Court of Industrial Relations upon a question of law.

The order under review is affirmed, with costs. So ordered.

History / Abraham Lincoln in Battle of Fort Stevens
July 15, 2022, 06:46:17 PM
158 years ago today in 1864, Abraham Lincoln becomes the second sitting U.S. President to be in the vicinity of enemy combatant gunfire during the Battle of Fort Stevens.

After years of setbacks since the war began in 1861, 1864 was an election year for Abraham Lincoln. His opponent was outspoken general George McClellan, who was very critical of the war and possibly open into starting peace talks. The Confederate capital Richmond, 100 miles from Washington D.C., defiantly avoided occupation for years. With the upcoming election in November, Lincoln appointed a new Federal commander to try and capture the rebel capital. Ulysses S Grant earned his new position for his successful handling of the Western Theater of the war in Tennessee and Mississippi. He would now be the 6th commanding general in the Eastern Theater to face Virginia's Robert E Lee.

The numbers and supplies would be in Grant's favor, but Lee had a hardened veteran army defending territory they were familiar with.  From the start of May till the end of June 1864, Grant continually moved his army and engaged Lee in multiple battles known as the "Overland Campaign". Towards the end of the campaign Grant had sustained over 50,000 casualties just from battle. And every day more Federal troops would be dying of disease. U.S. Quartermaster General Montgomery C. Meigs began to turn Lee's estate Arlington into what eventually would become Arlington National Cemetery.

Grant maneuvered for the town of Petersburg, but his army was too exhausted after the Overland Campaign and was caught in a siege.   Lee had a reputation of gambling with his smaller army by splitting it up. Just as he had used Stonewall Jackson earlier in the war. He found another diehard Confederate general named Jubal Early to lead the mission. With barely 15,000 men, Lee ordered Jubal Early to head through the Shenandoah Valley and invade Maryland as fast as possible. If this was successful, they would then try to attack the Federal capital of Washington D.C.. Lee's hope was that threatening the capital would unnerve the D.C. political class and divert manpower from Virginia to garrison the large city.

Early's force arrived in Maryland on July 5th and Ulysses Grant dispatched reinforcements to arrive in D.C. by steamboat to intercept them. A small Federal force commanded by diehard Union veteran Lew Wallace was hastily put together, mostly compromising of green and inexperienced state-militia units. On July 9th, 35 miles away from D.C., this small Federal force would heroically deploy against 2 to 1 numbers. The rebels they stood against contained some of Lee's most experienced veterans who fought in multiple campaigns since 1862. Less than 6,000 strong, Wallace's men held up Early's force all day in fighting until forced to retreat.  They suffered over 1,200 casualties and inflicted near 1,000 on the Southerners.

In his personal memoirs, Grant gives credit to Lew Wallace for one of the most important actions of the entire war. His delaying action bought valuable time in delaying Early. On July 11th the rebels arrived at the edge of Washington D.C. near the lightly garrisoned Fort Stevens but were exhausted. Through his looking-glass, General Early could see the dome of the U.S. Capitol and decided to give his men a night to rest and engage the fortifications the next morning on July 12th.

Throughout the night and day reinforcements arrived to the garrisons around D.C.. Both sides were skirmishing with each other as Lincoln was near and on the entrenchments of Fort Stevens. In one account, a Union officer berated Lincoln for being so careless. But the battle was not intense, and the Confederates decided to fall back and begin another campaign in the Shenandoah Valley.

Early's attack on D.C. was a tactical success for the Confederacy as it diverted men from the siege of Petersburg. In combination with the campaign around Richmond stalling, it also provided political capital to the anti-war movement in the North.  Union victories for Lincoln's re-election would have to come from the Western theater. And they would be provided by General William Sherman during the Atlanta Campaign.

On July 14, 1925, Francisco V. Guilledo, better known for his ring name "Pancho Villa", died due to complications from tooth extraction.

Regarded as the first Filipino and the first Asian boxer to have won a major world title (1923), he is also ranked by several pundits as one of the greatest flyweight boxers of all time. The Associated Press in 1999 ranked him as the best flyweight of the 20th century. The Ring Magazine in 1975 ranked Villa as the 2nd greatest flyweight of all time, as did Boxing Scene in 2009. BoxRec, meanwhile, currently ranks Villa as 5th best overall. Known to have never been knocked out during his entire career, all his recorded losses were by decision.

He had a total of 103 fights, including 17 newspaper decisions (no decision).

His first professional fight was with Alberto Castro in Manila on New Year's Day, January 1, 1919, where he won via knockout. Villa would have his shot at a title belt in his 78th bout. Facing British boxing champ William "Jimmy" Wilde, Villa won both Wilde's flyweight title (National Boxing Association, predecessor of the World Boxing Association), as well as the inaugural New York State Athletic Commission (NYSAC) and The Ring flyweight titles at the 7th round. This fight led to Wilde's retirement.

Villa was born in Negros Occidental on August 1, 1901, making him 17 years old on his first professional bout. His manager was Frank Churchill, known to have managed other champions like Mike Ballerino and Tod Morgan (both junior lightweight/super featherweight).

History / Treaty of Berlin Signed by Ottoman Empire
July 15, 2022, 12:35:56 PM
#OnThisDay, July 13, 1878, the treaty of Berlin was signed by the Ottoman Empire and the other major European powers, including the United Kingdom, Austria-Hungary, France, Germany, the Kingdom of Italy, and Russia.

The treaty severely reduced the Ottoman Empire's territorial possessions in the Balkans. The treaty also recognized the independence of the de facto sovereign principalities of Romania, Serbia, and Montenegro.

During the Serbo-Turkish War of 1876 - 1878, Russia threatened the Ottomans to sign a truce with the Serbians in order to stop the war. The first Serbo-Turkish war was won by the Ottomans but with Russian support to Serbia, the Ottomans lost the second war and the treaty of San Stefano (3 March 1878) was imposed on the Ottomans by Russia.

From June 13 to July 13, 1878, representatives of the major European powers convened in Berlin to renegotiate the Treaty of San Stefano. Congress sought to resolve not just the Russo-Turkish War but the many conflicts in the Balkans as well.

By the terms of the Treaty of Berlin, the Ottomans lost two-fifths of the empire's territory and one-fifth of its population in the Balkans and eastern Anatolia. Among the territories surrendered were three provinces in the Caucasus region of eastern Anatolia—Kars, Ardahan, and Batum.

The Ottomans lost further territories to the European powers in addition to those surrendered in the Treaty of Berlin. Britain took Cyprus as a colony in 1878, France occupied Tunisia in 1881, and after intervening in Egypt's 1882 crisis, Britain placed that autonomous Ottoman province under British colonial rule.

These losses convinced Sultan Abdülhamid II that he needed to rule the Ottoman Empire with a strong hand in order to protect it from further dismemberment by ambitious European powers. To his credit, between 1882 and 1908 Abdülhamid protected Ottoman domains from further dismemberment.

The idea of "cloud-native" is to take advantage of cloud technologies in order to build applications quickly and adapt to circumstances along the way. But, writing undifferentiated code is a hindrance to that. Having instant APIs to securely interact with your database, with performance and security, baked in, makes it easy to adopt a cloud-native stack with minimal code and maximum agility.

In this webinar, learn how to build the core of your application faster and more reliably than you ever thought possible.

A famous car insurance commercial poses the question, "What's a freeway?" The answer is comical, "that thing you're speeding on."

If you ask what's a platform, the answer is the same. Most of us can't agree on a standard definition of a platform since the term is so overloaded, but we all appreciate the notion that it consists of things a company's engineers use daily to get their jobs done.

Platforms have a storied history, often evolve out of necessity, and are not created by design. Let's attempt to unravel why most companies don't initially set out to build a platform, but among a chorus of frustrated engineers who cannot quickly ship products eventually realize that they cannot exist without one.

In this talk we will:

Define a standard definition of Platform

Share stories about past attempts to build platforms at various companies and lessons learned

Shine a light on why companies never set out to develop platforms but ultimately decide they need them

Walk through the natural evolution of platforms and why now is the time for the rise of platforms and platform engineers

Discuss why platforms, similar to Conway's Law, are a reflection of how a company is organized and why its architecture should be approached with the same reverence as organizational design.

NetworkPolicy and container networking are the foundations upon which platforms build for their networking needs. A service mesh provides a set of controls and security policies that live at the application layer. But how do these differing and potentially conflicting policies co-exist in a modern platform?

Cilium is an exciting container-networking project that can be used to complement a service mesh like Istio. In this webinar, we'll explore:

How Cilium and Istio can be implemented to work together

Removing confusion and conflicts that can occur around connectivity, performance, security, and observability for application networking

Enabling a robust set of controls over Layer 3-4 and Layer 4-7

By bringing together Cilium and Istio, we look forward to a complete application networking stack for your cloud-native journey.

Rizal, Plaridel, and the founding of Katipunan?

Ilustrados. Indios Bravos. Propagandists. Reformists. Whatever they were called, Filipinos abroad in the 1870s to the 1890s campaigned for the Philippines in their own way. But would it come as a surprise to note they were not as cohesive as many may think?

Whoever encountered the many works of Marcelo H. Del Pilar (aka Plaridel) in the publication La Solidaridad (Soli) may have come to read Iluso the First, a satirical essay published in the Soli on, guess what, April 15, 1892. This was months after Del Pilar supposedly "founded" (by January 1892) the revolutionary Katipunan as its mastermind in Spain, or so this was claimed by later research.

While indeed Iluso was originally the writing of Eduardo de Lete, one of the Soli's contributors, as editor of La Solidaridad, however, Plaridel has the final say in what can or cannot be published. It drew such a response that Jose Rizal (aka Dimasalang) thought it was a personal attack against him. But who was Iluso anyway, and what did it show about the views of Del Pilar and Lete on the revolution?

Evidently, Iluso was a wordplay for illusion. In this case, the essay talked of the existence of an alleged visionary who remained warped with his own illusions of success. He roused the people to revolt without much preparation nor equipment, and much like the message of Rizal's own novel El Filibusterismo, the adventure ends with the epic failure of Iluso the First, who disappeared without a trace. The piece then adds a news item about the "success" of the Chilean Revolution in 1891, only to stress how it cost Chile more than 10 million in pound sterling (around 20 million dollars at the time), and plunged the country into the chaotic "pseudo-parliamentary" period.

In Plaridel's own words when he explained to Jose Rizal the reason behind publishing Iluso in July 1892: "Before everything, be assured that [Lete's article] was inspired by the news that arrived from Manila at that time about an active and effective campaign to destroy the Soli, to destroy the center, to destroy, in brief, all preparations for ultimate solutions so as to concentrate on the solutions themselves. Although the hidden originator of this way of thinking is in bad faith, those who follow it undoubtedly act in good faith, believing that they are doing service to the country."

Unless Plaridel was acting a double agent of sorts, displaying many faces, did this potential showdown with the exiting Rizal display how the editor of Soli publicly disowned the revolution which he was supposedly sponsoring? Were the "hidden originators" the plotters of Katipunan in Manila, which he was in correspondence as well? Or did Plaridel think Rizal himself would launch the awaited revolution with his second homecoming?

Note also that when Plaridel wrote the letter on July 20, and the Katipunan had already been in existence as of July 7, if we are to believe the historical consensus on its establishment. Then what about the supposed hidden plot?

Little known as it may be today, the Iluso episode may have cemented the rift between Rizal, those who remained in Spain like Del Pilar, and those who were in the Philippines planning the revolution. Whether or not Rizal really saw Plaridel's defense as an apology, he definitely felt how it was being targeted by the press he was once part of. So much about press freedom and other civil liberties they fought so hard for.

But it also revealed this: Rizal and Plaridel apparently agreed that a premature revolution would be counterproductive to their cause. In fact, the Iluso episode only highlighted the prevailing mood among Filipino reformists in Spain at the time: "Bad" events at home were just making it worse for the status of their campaign for reforms overseas.

If this was the case, why should Plaridel mastermind a revolutionary society that would be bound to fail without the sufficient elements of victory, as once summarized by Ferdinand Blumentritt, e.g., aid from a foreign power, sufficient equipment and weaponry, etc.?

Meanwhile, it seemed Rizal felt Iluso was a personal attack because it was published after he left Spain for good. Would he have filed libel and brought the matter beyond their own internal affairs if ever, so Plaridel and the members of Soli waited for Rizal's departure first? Just before leaving, the Filipino reformists were intensely divided between his supporters, the Rizalistas, and Plaridel's, the Pilaristas. Albeit Rizal won the election by a slim majority, he did not want to lead a bankrupt publication which copies barely reached the Philippines (Soli made its last edition in 1895), nor be known for such a role. His exit as a way to defuse the conflict?

As for Plaridel, it appeared that he was probably handed the leadership on a silver platter. Reason enough to lampoon Rizal after his departure? Rizal believed the doctor should not be curing a patient from afar. This dramatic exit may just have created a messianic impression for those who hated his guts.

Then again, the same might be true if Plaridel really did encourage the Katipunan to begin (Deodato Arellano, the Katipunan's first president, was Plaridel's in-law). In a way, was he not assuming the role of Iluso in leading the revolution himself? Is this why by 1896, Plaridel was preparing for his own homecoming? Of course, he might have taken it to heart if he knew Andres Bonifacio and the revolutionaries in the Philippines were using Rizal's name as their battle cry, not his, the supposed mastermind of it all. It was known that Bonifacio was an avid reader of Rizal's novels, among other books he read as a workingman.

All would speculation now because Del Pilar died in Spain in July 1896, weeks before the Philippine Revolution was finally launched. Yet, if the ploy of his correspondence with them was to convince the revolutionaries to implicate the "softhearted" Rizal by making him their convenient poster boy, he might as well succeeded. His friend in the reform movement was executed by the Spanish in December of the same year. Still, in the main, he could not have not masterminded a revolution he never got to see or lead. An armchair revolutionary?

Kamansi, scientific 𝘈𝘳𝘵𝘰𝘤𝘢𝘳𝘱𝘶𝘴 𝘤𝘢𝘮𝘢𝘯𝘴𝘪, is a tree best known throughout the Philippines for its fruit. The species itself is indigenous to the Philippines, and can be found in the wild or cultivated all over Central Luzon.

Considered as a vulnerable species, it can grow up to 40 meters tall. Its dark green leaves are distinctly deeply lobed.

The young fruit of the camansi is cooked as a vegetable when young. The ripe fruit is mostly consumed for its seeds, which tastes like chetnuts when boiled or roasted. The unripe fruit, much like the jackfruit, is popularly used as a meat substitute because of its texture.

Help us save and plant these native trees to keep them #wildandalive. Contact your nearest DENR Office to report any illegal forest activities and to know more information on how you can help in our country's reforestation programs.

Philippine History / General Pio del Pilar
July 14, 2022, 07:02:25 AM
On July 11, 1865, General Pio del Pilar was born as Pio Isidro y Castañeda in San Pedro de Macati (now Makati City). Due to issues involving his family, he later chose to carry the surname "del Pilar," thus sharing the surname of other renowned Filipinos of his time like the reformist Marcelo H. del Pilar.

Instead of pursuing higher education, del Pilar became a farmer until being drafted as a soldier by the Spanish to fight in Mindanao. Upon his return home, he would eventually become cabeza de barangay and teniente del barrio. By 1896, he joined the Katipunan with the codename "Pang-una" (First), and served as secretary of the Makati council known as "Magtagumpay" (Victorious). The flag carried by del Pilar had the "K" of the Katipunan surrounding a mountain and the rising sun.

Tasked to gather forces to fight at Pinaglabanan (San Juan del Monte), the first battle of the Philippine Revolution which was engaged in August 1896, del Pilar assembled some 1,000 revolutionaries and waited at the British Cemetery (Protestant Cemetery) in Makati. He noted that more reinforcements to rendezvous with them were still being expected, particularly from Morong (now Rizal Province), but they never came. With no guns to arm themselves with, and seeing the battle plan of Andres Bonifacio falling apart as they continued waiting, their commander Telesforo Calasanz dispersed the Makati revolutionaries.

Del Pilar would nonetheless distinguish himself in future battles of the Revolution, including Binakayan (November 1896) and Zapote Bridge (February 1897). In the aftermath of the Tejeros Convention, which saw the election of Emilio Aguinaldo as president of a new government, the Naic Military Agreement made by Bonifacio and his allies on April 19, 1897 designated Pio del Pilar as the captain general "of all troops" in an attempt to recognize "no other authority" in achieving "unity" among the revolutionaries.

When it was Aguinaldo's turn to meet del Pilar and another general, Mariano Noriel, they told him that they were "blinded by false promises," and reconciled with the Magdalo leader. Perhaps Bonifacio hoped he could unify the feuding Katipunan factions in Cavite, particularly the Magdalo and the Magdiwang, under the command of del Pilar. Instead, del Pilar deviated from the agreement, as did a number of its original signatories, and testified against Bonifacio during the latter's trial.

During the Spanish-American War, del Pilar joined the Filipino militia organized by Spanish Governor General Basilio Augustin against the United States. Along with him came other revolutionaries like Artemio Ricarte, sharing with them mutual distrust of the Americans. When Aguinaldo returned to the Philippines by May 1898, del Pilar broke away from Spain, and came to the revolutionary side once more.

Nevertheless, he and other generals like Noriel and Ricarte voiced to Aguinaldo their views on American presence in the Philippines. Doubting the Americans would leave the archipelago after their war with Spain, del Pilar was adamant to build fortifications around the capital Manila to prevent the Americans from breaking out of the Filipino encirclement. By the time the Filipino-American War erupted in February 1899, del Pilar was assigned to defend the Filipino-held zone south of Manila.

In the Malolos Congress, which was convened by September 1898, he was appointed as one of the representatives of Negros Oriental. This act by Aguinaldo apparently disappointed some of the Negros revolutionaries, for none of their representatives to Congress were even from Negros. After securing the liberation of their province from Spain starting November 1898, while the new Negros government recognized Aguinaldo's authority, they still proceeded to elect their own representatives.

Del Pilar would be captured while fighting in Morong and be exiled by the United States government along with other "irreconciliable" Filipinos to Guam on July 16, 1901. Pardoned after the official end of the Filipino-American War in 1902, del Pilar would be able to return to the Philippines. He died on July 21, 1931.

In 1959, Republic Act No. 2570 was approved to rename his birthplace in Makati, Barrio Culi-Culi, as Pio del Pilar in his honor.

President Ferdinand "Bongbong" Marcos Jr. on Tuesday stressed the need to improve infrastructure and policies to boost the tourism industry in the country.

In his second Cabinet meeting, Marcos Jr. cited how Singapore showed the importance of policy and infrastructure in strengthening the tourism despite limited natural resources.

"That means that it can be done. We just have to support the plan to develop all of these enabling environment – the policy, conditions, and infrastructure," Marcos told his Cabinet officials.

The chief executive also noted that there should be an "ease" of doing business tourism, wherein everything shall be easily accessible for the people such as looking for a hotel.

He also tackled the healthcare facilities in big tourist destinations like Boracay, which he deemed could be improved, citing the arrangement implemented in beaches in Thailand and Hawaii.

Facts and Trivia / American Submarine USS Thresher
July 11, 2022, 07:17:27 AM

Philippine History / Child of Andres Bonifacio
July 11, 2022, 07:09:53 AM
𝗔𝗡𝗚 𝗣𝗔𝗚-𝗜𝗕𝗜𝗚 𝗔𝗧 𝗔𝗡𝗔𝗞 𝗡𝗜 𝗔𝗡𝗗𝗥𝗘𝗦 𝗕𝗢𝗡𝗜𝗙𝗔𝗖𝗜𝗢

Sharing technology
PH, ISRAEL FORGE DEAL
ON AGRI COOPERATION by Manny Piñol

The Philippines and Israel, one of the most advanced countries in agriculture, have forged an agreement on agricultural cooperation which would pave the way for the introduction of new farming technology in the Philippines, bannered by the proposed P44-B Solar-Powered irrigation Project.

Agriculture Secretary Emmanuel Piñol and Israel Ambassador to the Philippines Rafael Harpaz yesterday signed the Implementing Agreement on Agricultural Cooperation in the DA Central Office in Quezon City.

The IA on Agricultural Cooperation is the final output of a series of negotiations between Israel and Philippines which started during the visit of President Rodrigo Roa Duterte to Israel last year.

The banner program under the agreement is the transfer of technology, funding and establishment of Solar-Powered irrigation Systems all over the country funded by a long-term loan of P44-B being offered by the Israeli government.

The project will involve the establishment of 6,200 units of computerised Solar-Powered Irrigation Systems (SPIS) intended to irrigate 500,000 hectares of rice farms and other high-value agricultural products over the next three years.

The project will also include the introduction of the "Fertigation" technology where the irrigation systems will allow the application of fertilisers and other farm inputs which would be mixed with irrigation water.

All the SPIS units will be interconnected with a computer program which would allow the DA Central Office to monitor the performance of each system all over the country.

The Israeli government is currently completing the installation of two prototypes of the SPIS - one for a small farm set up of up to 5 hectares and the other for a big farm set up of up to 100 hectares.

The prototypes are donation from an Israeli company which is one of those interested in undertaking the SPIS projects in the Philippines.

The prototypes are expected to be operational by the end of July.

Ambassador Harpaz said the IA on Agricultural Cooperation will strengthen the relationships between the Philippines and Israel.

Israel considers the Philippines as one of its closest friends in the region because it was the only country in Asia which gave refuge to Jewish refugees fleeing from Europe during WW II.

The Philippines also voted for the creation of an independent state of Israel.

Philippine History / F-86D at Villamor Air Base
July 10, 2022, 09:45:57 PM
#PinoyAviatorsTRIVIAFUN

THE STORY BEHIND THE F-86D DISPLAY IN NICHOLS AIR BASE (VILLAMOR AIR BASE)

It was 1967 and the Philippine Air Force (PAF) fleet of 20 North American F-86D "Dogs" Night Interceptors was depleted due to the complexities in maintaining the platform. In coordination with the Joint United States Military Assistance Group (JUSMAG) arrangements were made for the transfer of around eight (8) mothballed F-86D "Sabre Dog" of the Taiwanese Air Force's stocks to beef up the PAF's inventory... Taiwan had earlier retired its F-86Ds due to various issues and problems.

Eight (8) Philippine Air Force qualified fighter pilots from the 8th All Weather Fighter Intercept Squadron "Vampire" of the 5th Fighter Wing were sent (Including then LT ARMANDO GARCIA a member of the Philippine Military Academy class of 1960) to Taiwan to fetch the additional F-86Ds... Each of the mothballed Taiwanese "Dogs" conducted a single test-flight to check for any discrepancies before official acceptance prior to its flight to the Philippines... Afterwards the selected eight (8) F-86Ds were flown by the Filipino fighter pilots to the Philippines.

As the F-86Ds began their final approach to Basa air Base, Lt. Armando Garcia's F-86D aircraft suddenly suffered an afterburner system control failure which made his final approach difficult... As he skillfully maintained control of his mount from an altitude of around 500 feet to touchdown by maintaining the required airspeed of 200 knots for landing... To further complicate his situation the landing gear failed to lock and he was forced to activate the emergency landing gear control... Despite the troubles Lt. Garcia was able to land his "Dog" smoothly, to the relief of his 8th Tactical Fighter Squadron Commander CAPTAIN RUDY RATCLIFFE (A former Aviation Cadet and member of the Philippine Air Force Flying School class of 1955A)... Captain Ratcliffe was already worried about Lt. Garcia, who was late for quite some time and was thought to have crashed.

Afterwards Lt. Armando Garcia's F-86D was flown to Nichols Air Base (Its second and final flight with the PAF) to undergo depot maintenance in the hope it can be brought to operational service, but unfortunately the decision had been made to retire the "Dogs" from Philippine Air Force service in 1968... And so it was decided that Lt. Garcia's problematic F-86D was to be placed on display at one of Nichols Air Base's main gate (Gate 1). It was later transferred and the said aircraft is now proudly displayed at the Aircraft Park of the Air Force Museum in Villamor Air Base.

During the late 1970's to the 1980's, you will see Santa Claus in the cockpit of this F-86D "Dog" every December.

By One Cordillera. How did Cordillerans show their self-determination during the Spanish colonial period? Spanish records made it clear that the highland mountain-dwellers they called Igorots resisted invasion for almost all of three centuries.

In the late 1590s, the Spaniards were yet to conquer the Igorots despite using tactics such as reduccion (convincing natives to settle in new towns) that was largely effective in other parts of the country.

"The fact is that the Igorots are content, and it costs the missionaries much battling, strife, and diligence to get them out of their lands and make them live among Christians. They give many reasons for not coming down. The towns of the Christians are very hot, there is much smallpox and many epidemics,  there are crimes, robberies, and conflicts between people, and that there are many to give orders and make the poor people work. Much less are the tribute, monopoly, and government officials hidden from them...

In short, they do not envy the products and conveniences of the Christians, and only seek free trade in blankets, G-strings and animals for their gold. And with this alone they keep themselves perfectly happy in their mountains." Father Francisco Antolin, Dominican friar who studied Igorots and their way of life, wrote in 1789.

The mountains of the Cordillera were rich in gold, however, and this temptation was too much for the Spanish to ignore. Their major attempt at conquering the Igorots through religious crusade in 1601 failed terribly, leading to the death of friar Esteban Marin. This led Spain to send Lieutenant Aranda and an army of indios to capture and enslave every Igorot they could find.  What they did not expect was 3,000 Igorot warriors, with proficient military tactics, to descend on them out of nowhere, decimating the Spanish and indio forces. It was a humiliating defeat.

Though branded as banditry or savagery by Spanish propaganda, it cannot be denied that 𝗜𝗴𝗼𝗿𝗼𝘁 𝗿𝗲𝘀𝗶𝘀𝘁𝗮𝗻𝗰𝗲 𝘄𝗮𝘀 𝗶𝗻 𝗱𝗲𝗳𝗲𝗻𝘀𝗲 𝗼𝗳 𝗹𝗮𝗻𝗱, 𝗹𝗶𝗳𝗲, 𝗮𝗻𝗱 𝗹𝗶𝘃𝗲𝗹𝗶𝗵𝗼𝗼𝗱. It was a successful defense too. As renowned historian William Henry Scott writes, by the end of the Spanish regime in the 1890s, their last census listed one-third of the estimated mountain population as 𝗰𝗼𝗺𝗽𝗹𝗲𝘁𝗲𝗹𝘆 𝗶𝗻𝗱𝗲𝗽𝗲𝗻𝗱𝗲𝗻𝘁.

History / Phrygian Helmet
July 10, 2022, 04:44:30 PM
Check out this Greek bronze Phrygian helmet (late Classical to early Hellenistic period, circa 350-300 B.C.)

The Phrygian helmet, also known as the Thracian helmet, was a type of helmet that originated in Classical Greece and was widely used in Thrace, Dacia, Magna Graecia and the Hellenistic world until well into the Roman Empire.

The name given to this type of helmet are derived from its shape, in particular the high and forward inclined apex, in which it resembles the caps (usually of leather) habitually worn by Phrygian and Thracian peoples.

The Phrygian helmet was worn by Macedonian cavalry in King Philip's day (r. 359-336 BC) but his son Alexander (the Great) is said to have preferred the open-faced Boeotian helmet for his cavalry, as recommended by Xenophon.

The Phrygian helmet is prominently worn in representations of the infantry of Alexander the Great's army, such on the contemporary Alexander sarcophagus The Phrygian helmet was in prominent use at the end of the Classical Era and into the Hellenistic period, replacing the earlier Corinthian type from the 5th century BC.
