MANILA, Philippines - The Department of National Defense (DND) is planning to acquire a squadron of surface attack aircraft in the next few years to beef up the military’s capability to secure the country’s airspace.

In its planning guidance for 2013 to 2018, DND said enhancing the country’s air assets would address the Philippines’ territorial defense concerns.

Documents obtained by The STAR showed that the DND also wants to acquire air surveillance radars and to develop the military’s air defense system.

“The Program 2 Resource Manager shall gradually develop the capability of air surveillance and interdiction by reactivating the Philippine Air Defense System (PADS) and acquiring air surveillance radars and one squadron of surface attack aircraft,” DND said, referring to military planners.

A squadron consists of 12 to 24 aircraft units. A surface attack aircraft is capable of interception and maritime patrols.

On the other hand, PADS is a system that identifies the air structure, network, infrastructure, radar or any asset needed to monitor intrusions in the airspace. The limited resources barred the military from maximizing the potential of PADS.

Diseases

Almost 35,000 people remained huddled in evacuation centers after the storm, the NDRRMC said.

Rescue and relief efforts were hampered by power outages in many areas as well as by damaged and destroyed bridges, the council added.

Pang fears health risks in the aftermath of the storm, especially affecting those in the evacuation centers. The residents may be prone to common colds, cough and diarrhea, she added.

She said water filtration systems will be set up in Cagayan de Oro and Iligan, through the help of the Department of Social Welfare and Development.

An average of 20 storms and typhoons, many of them deadly, hit the Philippines annually.

However, most of the storms strike the northern regions. The southern areas are usually spared so people in the south were unprepared for Sendong's fury, government relief officials said.

Sendong, which crossed Mindanao and some central islands on Saturday, hit the western island of Palawan before dawn Sunday and has continued moving west into the South China Sea, the government weather station said. â€" with reports from Agence France Presse

MANILA, Philippines â€" (4th UPDATE) The death toll from the mammoth floods unleashed in the Philippines by tropical storm "Sendong" (international name: Washi) has climbed to more than 650, the Philippine National Red Cross (PNRC) said Sunday.

Data from its official Twitter account shows the death toll as of 6:00 p.m. is already at 652.

This is higher than government figures. As of 12:00 p.m., the National Disaster Risk Reduction and Management Council (NDRRMC) reported 332 dead.

PNRC Secretary General Gwendolyn Pang told ANC at least 8,000 families have been affected, with Cagayan de Oro and Iligan City accounting for most of the numbers.

"The affected area is so wide and huge and I believe they have not really gone to all areas to do a search. Also... many of the houses were washed out so that means the houses and the bodies were displaced," Pang said in a separate Agence France Presse (AFP) article.

"We are only counting the actual dead bodies that were sent to funeral parlors," she told AFP, warning many more bodies could still be found.

"This thing happened so fast, it was very overwhelming. It happened in the evening when people were sleeping," said Pang.

"People were saying they were really unprepared. They didn't know it would hit them to this extent," she said.

Fortunately, the waters receded quickly, in contrast to floods in the northern Philippines, which can last for weeks or even months, said Pang.

MANILA, Philippines - Chief Justice Renato Corona has put an end to calls for his resignation, choosing to fight his impeachment during trial at the Senate over a peaceful life he could enjoy should he relinquish his post.

The embattled Supreme Court chief admitted that resignation had crossed his mind. But he said he realized it would be more worthy defending the judiciary from attack by a President who he believes is slowly becoming a dictator.

“I am 63 years old already, the same age as one who has retired and has a peaceful life. If I give up, I probably will have that same life,” he said.

“But what will happen if we allow the executive to control the judiciary? Where will the oppressed go to if the SC will be subservient to the President?” he told public attorneys in his speech during their annual mandatory continuing legal education at the Manila Hotel last Thursday.

Corona said he believes fighting his impeachment for the independence of the judiciary and for the rule of law is his “obligation to the people.”

ILIGAN CITY, Philippinesâ€"Tropical storm Sendong (international codename: Washi) raked across Mindanao, unleashing mammoth floods across vast areas that left 180 people dead and nearly 400 others missing, officials said Saturday.

They said 20,000 soldiers had been mobilized in a huge rescue and relief operation across the stricken north coast of the island of Mindanao, where the major ports of Cagayan de Oro City and Iligan City were worst hit.

Iligan mayor Lawrence Cruz described rampaging floodwaters from swollen rivers that swamped up to a quarter of the land area of the city of 100,000.

“It’s the worst flood in the history of our city,” Cruz told GMA television. “It happened so fast, at a time when people were fast asleep.”

The station showed dramatic pictures of a family escaping out of the window of their home in the town as the floods rose, and rescue workers in orange vests shepherding survivors to safety above chest-deep waters.

Sa pasiunang imbestigasyon sa kapolisan nasayran nga ang biktima migawas sa ilang balay kay buot untang mopalit og sigarilyo sa silingang tindahan.

Apan sa kalit gisugat kini og duha ka wala hiihing tawo kinsa walay pupangutana nga mipauwan sa biktima og mga bala.
