Wife refuses expression of sympathy; President hands out P10T as financial aid

IKAW kuno mamatyan ug bana? (How would you feel if you lost your husband?)”

These were the words Daisy Jane Oleo, 21, told President Arroyo yesterday. The President replied, “I know, I know.”

When President Arroyo offered her condolences to Oleo, whose husband Angelo was on the mv Princess of the Stars, the woman vehemently shook her head and refused the expression of sympathy.

President Arroyo visited the action center at the Cebu City Sports Complex (CCSC) to check on relief operations and to condole with the victims’ families. She also distributed to 30 families envelopes containing P10,000 each as financial aid.

Cebu Gov. Gwendolyn Garcia, who also visited, asked relatives of passengers residing in the province to go back to their homes, after a nine-day wait at the CCSC.

This came with the assurance that the mayors of the different towns will take care of all their necessary papers.

Amid the search and the provision of support for victims’ families, Cebu Archbishop Ricardo Cardinal Vidal urged the government to review maritime laws.

“We strongly exhort the government and its respective agencies to undertake immediate review, update and stricter implementation of maritime laws and practices, weather forecasting, disaster prevention and rescue retrieval operation,” said Cardinal Vidal in a press statement.

But while the aid and expressions of sympathy help, what distraught families yearn for the most is certainty.

Grief

Oleo told reporters she refused to believe her husband is dead and added that he had promised to return home for her.

“Mo-uli gyud siya sa amo (He will come home),” she added.

They got married on Oct. 28, 2006. Since her husband was a seaman, they had only spent four and a half months together in their nearly two years of marriage.

Bienvenido Ouano, 61, said the aid might help his family in supporting their continued search for his daughter Annaliza, it will not take away the pain of losing her.

His voice shaking as he stared at his daughter’s picture, Bienvenido said that instead of money, he would much rather hear from his daughter, or at least receive word about her condition.

“Kung patay man or buhi, kana na lang (Just let us know if she’s dead or alive),” said Bienvenido.

Felicia, Annaliza’s mother, said they are reminded of their loss every time she and her husband go back to the home that Annaliza had built for them.

“Wherever we look, we think of her. She built our house, bought us a vehicle and put up a store for us. It pains us to see these reminders of her,” said Felicia in Bisaya.

Felicia and Bienvenido said they will not rest until they bring their daughter home.

Philippine Laws / Ship captain not hiding: official
July 03, 2008, 03:16:04 AM
IF mv Princess of the Stars captain Florencio Marimon is alive, he will not hide from his responsibility, Sulpicio Lines assistant vice president Ryan Bernard Go said yesterday.

Marimon, Go said, was a responsible man.

Go yesterday denied allegations Marimon is in hiding.

“He is not a person who hides from responsibility. I assure you, he will show up,” Go told Sun.Star Cebu.

Vice President Noli de Castro cited a report that claimed the captain was hiding to avoid scrutiny. The report said Sulpicio Lines was keeping Marimon and a certain Dennis Lagahid, who is said to be a survivor of the sinking, in a safehouse.

Go said Marimon is still missing and that “even his family doesn’t know where he is.”

Both Marimon and Lagahid have not been spotted although Lagahid’s name appeared in the list of survivors on the Sulpicio Lines website.

“The captain has a very good moral record,” Go kept saying yesterday.

He added that Marimon was a “very active” member of a religious community and was a devotee of the Virgin Mary.

A visibly agitated Go called the allegations “unfair” and appealed for fair treatment, especially from the media.

“This is a national tragedy,” Go said.

He stressed that it was not only mv Princess of the Stars that sank in Romblon. Eight other vessels also sank in the same area during Typhoon Frank.

Go added that Sulpicio Lines complied with International Standard Organization (ISO) requirements in building and operating their vessels.

“Our ships have been among the most quality-awarded ships for the past 3 years,” he said.

The 23,800-gross ton mv Princess of the Stars was the company’s largest vessel.

Go also appealed to the public to separate the incident involving mv Princess of the Stars from the company’s ship mishaps in the past.

On September 18, 1998, Sulpicio Lines-owned mv Princess of the Orient met disaster on its way to Cebu. The ship ran aground in Cavite, causing the loss of at least 150 lives.

But Go said this and other incidents must be isolated from the present tragedy because “lessons have been learned.”

Go’s sentiments echoed that of Inocencia Marimon, the captain’s elder sister. An earlier Sun.Star Cebu report quoted her as saying that Marimon “will never run away from his responsibility”.

She added that Marimon would always do rounds to check on the safety of passengers aboard the ship.

Inocencia suspected her brother was “trapped” inside the sunken vessel, as maritime procedure mandates that a captain be the last to leave a vessel when in it is in distress.

Meanwhile, cargo vessels of Sulpicio Lines are now allowed to sail. President Arroyo on Tuesday ordered Transportation and Communications Secretary Leandro Mendoza to allow the vessels to operate.

Cebu vehicle dealers had appealed to the government to lift the grounding of the cargo vessels since they have already lost millions since the ferry sank.

The Cebu Auto Dealers Association (Cada), which represents 10 vehicle companies, said it failed to receive its monthly average shipment of 400 vehicles from Manila to different parts of Visayas and Mindanao after the government grounded Sulpicio’s fleet, especially its roll-on roll-off vessels.

“We are now feeling the crunch and if the situation reaches a critical level, we will be forced to scale down our operations,” the organization, which employs around 500 workers, said in its letter to Mendoza.

Marylou Neri of Isuzu Cebu Inc. said Cada members lost around 80 vehicles worth P60 million to P70 million when Princess of the Stars sank last June 21.

However, the vehicles were insured and they only had to cover the incidental costs, which represent around 15 percent of the total amount.

But with the loss of 80 vehicles and the delay in the delivery of others, Brian Chua, president of Suzuki AutoCebu, said they could only appeal to their buyers for understanding.

Alan Jesus Salmero of Chevrolet Cebu said the government should consider taking care of shipping 40 percent of the cargoes, which are now pending in Manila.

Sulpicio is reportedly handling the shipment of 40 percent of the cargoes in the country, so the grounding of its fleet is hurting many sectors, the group added. (KAB/CYR)

Why do the top two leading tv networks of the Philippines compete on airing Anime cartoons, teleseryes, and celebrity talk shows in mornings. afternoons and nightime?

None of these programs are educational. It's no wonder that today's kids are more hooked to computers, psps , etc. What they see in tv is what they copy and idolize.

I remember the days of my childhood when I was always eager to watch Batibot, Chikiting Patrol,  Mathinik, Sineskwela not only that they’re knowledge-oriented but I wasn't aware that these shows were supposed to be boring. The alphabet,  number and multiplication table songs were so catchy and I always end up with the "last song syndrome". I admit, I did study my multiplication by singing Sineskwela's song, and even now, I still catch myself humming to some of the show's theme songs.

Yes. There are a lot of networks  solely dedicated to knowledge-sharing. But. They need to consider that majority of the Filipinos do not have cables. All they have are these two major channels to entertain them.

Okay, Maybe I am just sick of the teleseryes and maybe I need to wake up with my own generation -Y. But hey.  If we really think about it.  It's not how we blend with our future. It's how we are ready for it that counts!

Hear me out!

Kin brave stench to find victims
By Elisabeth P. Baumgart & Katrina A. Balmaceda
Sun.Star Correspondents

RELATIVES of missing persons in the MV Princess of the Stars sinking braved the stench of decomposing flesh as they viewed 49 bodies which were brought to Cebu by Sulpicio Lines yesterday.

However, only the bodies of Juvelyin Requilme Jr., 16; Esmeralda Lequi-gan, 54; Julie Mendoza, 43; crewmember Ruel Lariba and PNP 7 Band member SPO3 Adolfo Villareal were identified by the anxious family members at the Cosmopolitan Funeral Homes in Junque-ra St., Cebu City yesterday.

Dr. Expedito Medalla, head of Department of Health 7’s Emergency Management Services, said that Lariba’s wife identified him through his ring, underwear and wallet.

Sources at the funeral parlor told reporters that Requilme was identified by her parents through the mole on her chest and Liquigan was identified by her sister-in-law through the scars of the Caesarean section she has undergone.

The brother of Mendoza, Noel Quirante, said that he was “80 percent” sure that the dead body he saw was that of his sister Julie.
“When I saw the body, I knew it was her,” he said in Bisaya.

But Cebu City Councilor Gerardo Carillo said that National Bureau of Investigation (NBI) forensic team will only release the identified bodies after conducting forensic examinations.

Quirante, who was among those who participated in the viewing of the bodies, questioned the requirements.

“How do I comply with these things when all I have on my mind is my dead sister?” he lamented.

He added that it was inconceivable to comply with the requirements when he knew by heart that the dead body he looked at was indeed Julie.

The identification of the bodies started at around 10 a.m. or an hour after the bodies arrived via Sulpicio Lines Inc.’s MV Cebu Princess from Romblon.

Despite the overpowering smell, distraught family members lined up on the street in the hopes of finding their missing loved ones.

“Agwantahun namo ang baho, ang gusto lang namo kay makit-an ang patay (We will brave the stench. We only want to see the bodies),” said Michelle Lapas, 23. Lapas’ cousin Emeliza, 23, was among the ill-fated ship’s passengers.

The last time she heard from her cousin was last Sunday, when Emeliza sent a text message to the family, saying that she was feeling dizzy. She also said the vessel was slowly filling up with water, and it was about to tip over.

Lapas said they could easily identify her through the birthmark on her right cheek and on her neck.

However, the bodies have reached a “moderately advanced” stage of decomposition and the identification proved to be difficult.

The dead bodies were bloated and severely discolored due to bunker fuel, wounds and bruises.

After the families took turns in viewing the 49 corpses, they underwent a debriefing with Acting Cebu City Mayor Michael Rama late yesterday afternoon.

They were ferried by a shuttle from Cosmopolitan Funeral Homes to the Cebu Filipino-Chinese Chamber of Commerce (CFCCC) office.

The NBI team, led by Dr. Renato Bautista, chief of NBI Medico-Legal Division, was also there to explain identification processes to the crowd.

Bautista said that he expected disappointment among the relatives.

Department of Social Welfare and Development (DSWD) volunteers handed out refreshments and alcohol, as the stench filled the room.

Bautista told the victims’ relatives that three parameters were covered in identifying disaster victimsâ€"fingerprints, organs and teeth.

This is why they needed valid documents, like an NBI clearance, Voter’s ID card, medical records. He also asked the relatives to list down the tattoos, body piercing, implants, moles and birth marks of their missing kin.

He emphasized, however, that documents may be presented for any of the parameters, but not necessarily all three.

Bautista added that the team may do DNA (deoxyribonucleic acid) testing but that this will take a while. For this, only blood samples from the victim’s immediate family members are valid.

Asked about the bodies buried in Burias island, Bautista answered that NBI agents have already exhumed the bodies and are only waiting for cadaver bags and a ferry that will ship the bodies to Cebu.

Relatives said they will return to Cosmopolitan when more bodies arrive today.

The bodies that arrived yesterday included three children, 14 women and 32 men.

One was of a woman holding a child and the other one was of a man with arms outstretched.

Authorities have decided not to pursue the plan to hold the viewing of unidentified bodies at Camp Sergio Osmeña Sr. due to sanitation concerns.

Police Community Relations Division Chief Alexander Abadinas said the team headed by Rama decided to keep the bodies in the funeral parlor because the bodies were already in an advanced state of decomposition.

Abadinas admitted that they had already prepared for the viewing, including a detail of police officers to secure the area.

Police Regional Office (PRO) 7 Director Ronald Roderos admitted that he also preferred if the unidentified bodies remained at the funeral parlor, which was better
equipped to store the bodies to keep them from further decomposing. However, he said they were ready to offer the camp for viewing at any time.

In the meantime, the PRO 7 has assigned police details at the funeral parlor and traffic personnel to make sure vehicles do not clog the area.

Also, a medical and dental team was assigned to the action center at the Cebu City Sports Complex to attend to needs of relatives waiting for news of the victims of the sunken ship.

Abadinas said some relatives who have been waiting at the action center for days could feel the stress of having to find out the status of the missing persons.

The teams will be at the police assistance centers that Roderos ordered them to put up.

Abadinas assured that the camp is still available if city officials decide to place the bodies there for viewing. (EPB/KAB/MEA/EOB)

NEW YORK CITY -- The meeting between President Gloria Macapagal-Arroyo and Senator Barack Obama will no longer push through, Press Secretary Jesus Dureza announced before midnight Thursday (Friday in Manila).

The two leaders instead talked over the phone when Obama, the Democratic Party’s presidential candidate, called Arroyo at 3:15 p.m. here and welcomed her visit to the US and recognized that her trip would boost efforts to have a bill providing pension benefits for Filipino veterans of World War II passed before the US Congress, Dureza said.

Dureza said the phone conversation lasted for a few minutes only but that Arroyo was “upbeat” and in “high spirits” after the call.

“There will be no more person to person visit between the President and Obama,” he said in a press conference.

Dureza said the two could not meet because of conflicting schedules.

Arroyo was supposed to meet Obama last June 25 but was moved to Thursday night due to the conflicting schedules of the two officials.

In a separate statement issued last June 24, Obama offered his condolences to Arroyo and to the victims and families of typhoon “Frank” (international codename: Fengshen).

At the same time, Obama urged the US government to provide “emergency support.”

"I wish first to express my sympathies through President [Gloria Macapagal] Arroyo to the victims and families of typhoon Fengshen, which has just hit the southern portion of the Philippines, leaving tremendous devastation in its wake,” Obama said.

“I urge the US government to provide emergency support to alleviate the suffering caused by this catastrophic natural disaster,” he said.

Obama also welcomed Arroyo’s visit to the US, saying it was an opportunity to strengthen the historic alliance of the two countries and discuss a host of issues of mutual interest.

"The bond between the United States and the Philippines is strong and enduring. The Philippines has been an important ally of the United States through World War II, the Cold War, and now the fight against terrorism and extremism,” he said.

Obama said the 1954 Manila Pact formed a cornerstone of US policy in Southeast Asia during the Cold War, and the Philippines continued to be one of only two US treaty allies in Southeast Asia today.

After the events of Sept. 11, 2001, the Philippines also worked closely with the US to root out Al-Qaeda and its affiliates in the region, he said.

Obama, likewise, expressed his support for the continuing joint military exercises between the US and the Philippines.

He said both countries must also address many challenges going forward, including the future of ASEAN (Association of the Southeast Asian Nations), the continuing tragedy in Burma, implementation of recently-authorized Millennium Challenge Account assistance, and alleviation of the effects of the global food crisis on the Philippines.

“We should deal with these challenges with confidence in the foundation of our common interests and the shared values on which our relationship is based,” Obama added.

(UPDATE 4) Sulpicio blames PAGASA for ferry disaster

By Katherine Evangelista
INQUIRER.net

MANILA, Philippines -- Sulpicio Lines Inc. (SLI) on Friday blamed what it called the “gross incompetence and negligence” of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) for the sinking of the MV Princess of the Stars last Saturday.

At the hearing of the board of marine inquiry (BMI) into the sinking of the ferry, SLI counsel Arthur Lim asked the panel to summon PAGASA to explain the alleged incompetence and negligence that “brought about this tragedy.”

SLI owned the Princess of the Stars, which capsized and sank off Sibuyan Island, Romblon province, with more than 800 passengers and crew at the height of typhoon “Frank” (international codename: Fengshen).

Lim claimed PAGASA failed to disseminate information on the changes in the track of the storm and to inform the Philippine Coast Guard or the master of the ill-fated vessel.

Because of this, he claimed, the Princess of the Stars “unwittingly and unknowingly entered the eye of the storm.”

Rear Admiral Ramon C. Liwag, chairman of the BMI, said they will invite PAGASA to future hearings to let it answer SLI’s allegations.

SLI also invited the next of kin or legal heirs of passengers listed in the Princess of the Stars’ manifest to fill out “claim forms” available at its Manila and Cebu offices.

Claimants are also required to bring other identification documents such as birth certificates, the marriage contracts of both victims and claimants, valid residence certificates, government or voter’s IDs, and an affidavit of relationship.

Lim said claimants need not hire the services of lawyers since “claims will be acted upon with dispatch and with as simple documentation as possible.”

Another SLI lawyer, Maria Victoria Lim-Florido, said survivors of the ferry tragedy are only entitled to medical assistance and that the money to be given to victims' kin is from the company and not its insurance company.

She and Lim stressed that the compensations is “not an admission of [SLI’s] legal liability” but was the firm’s assistance to victims’ relatives.

Florido added that the issue of compensation “might drag on” since retrieval operations have been indefinitely suspended following the discovery that a shipment of highly toxic pesticide was onboard the doomed ferry.

“We don't want to prolong their agony,” Florido said.

P200,000 each for families of ferry victims--Sulpicio

MANILA, Philippines -- (UPDATE) Each of the families of victims of the ferry that capsized off Romblon province during the onslaught of typhoon “Frank” (international codename: Fengshen) last Saturday will receive P200,000, the lawyer for the shipping firm that owns the ill-fated vessel said Friday.

In a statement, the Sulpicio Lines Inc., through lawyer Arthur Lim, said a total of P144 million would be released for the 724 passengers of the MV Princess of the Stars.

Lim said the number was based on the ship’s manifesto. This does not include the crew, he added.

SLI invited the next of kin or legal heirs of passengers listed in the Princess of the Stars’ manifest to fill out “claim forms” available at its Manila and Cebu offices.

She and Lim stressed that the compensations was not an admission of [SLI’s] legal liability” but was the firm’s assistance to victims’ relatives.

Lim said it was the company’s way of helping and condoling with the victims.

Florido added that the issue of compensation “might drag on” since retrieval operations have been indefinitely suspended following the discovery that a shipment of highly toxic pesticide was onboard the doomed ferry.

“We don't want to prolong their agony,” Florido said.

Endosulfan is a highly toxic pesticide used on food crops like grains, tea, fruits and vegetables, and on nonfood crops like tobacco and cotton. It is also used as a wood preservative.

The pesticide, a cream- or brown-colored solid that sometimes takes the form of crystals or flakes, is stored in bottles and cans. It is not flammable and does not dissolve easily in water. It attaches to soil particles floating in water and to soil found at the bottom of bodies of water.

According to the US Agency for Toxic Substances and Disease Registry, endosulfan prevents the human central nervous system from working properly and causes hyperactivity, nausea, dizziness, headache and convulsions.

The Pesticide Action Network North America (PANNA), which advocates the use of ecologically sound alternatives to pesticides, says that endosulfan has been linked to birth defects.

this is banned in 17 countries

Pesticide found inside ferry; search halted

By Joel Guinto
Agence France-Presse, INQUIRER.net
First Posted 09:21:00 06/27/2008

MANILA, Philippines -- Ten metric tons of highly toxic pesticides were found inside the capsized M/V Princess of the Stars, prompting authorities to halt rescue and retrieval operations, officials said.

Although the suspension has dimmed hopes of finding more survivors from the ship, operations in coastal provinces would continue as a lot of the victims had been recovered here, said Transportation undersecretary Maria Elena Bautista, who heads a government task force in charge of the search.

The ferry was carrying a container packed with insecticides when it went down, with over 800 passengers and crew, during typhoon “Frank” (international codename: Fengshen) on Saturday, Anthony Golez, spokesman for the National Disaster Coordinating Council (NDCC), said Friday.

Golez said authorities would launch legal proceedings against the ferry's operator, Sulpicio Lines, for not informing them of the toxic cargo.

"Delikado, inabort namin ang retrieval, wala munang divers dahil sa problema ng pesticide [It’s dangerous, we aborted the retrieval, we stopped the divers because of the problem with pesticide]," Vice President Noli De Castro told a news conference at the Department of National Defense also Friday.

De Castro said the pesticide cargo belonged to Del Monte Philippines.

De Castro and Executive Secretary Eduardo Ermita said they were trying to determine whether additional charges against Sulpicio should be filed.

There will also be an investigation into the liabilities of Del Monte and the Philippine Coast Guard, which admitted that it was not aware that the ship was carrying pesticide, De Castro and Ermita said.

Passenger vessels, like the M/V Princess of the Stars, are not allowed to carry toxic chemicals, Bautista said.

De Castro was angered by the fact that Sulpicio Lines did not inform the government that the ship was carrying pesticides even as rescue operations were in full swing.

Bautista said the government found out about the hazardous cargo only on June 24, when Del Monte wrote to the Fertilizer and Pesticide Authority (FPA) of the Department of Agriculture, informing the agency that it had loaded 10 metric tons of Endosulfan on the ship.

The pesticide was contained in plastic bags tied only with twister wires, and enclosed in a 40-foot carton. It is in the cargo compartment of the stern, the part of the ship that had been submerged deepest, Bautista said.

While it is a controlled substance, Endosulfan is not banned in the country. It is used by Del Monte to control mites that cause pink discoloration in pineapples, De Castro said.

Asked if charges were being prepared against Sulpicio Lines over the loading of the pesticide, De Castro said: "Of course, pinaghahandaan na namin [we are preparing]."

"Siguro ang unang mapupugutan ng ulo dito [Maybe the first ones to be beheaded here] are Marina [Maritime Industry Authority] and Coast
Guard," he said.

But Health Secretary Francisco Duque said there were "no observable signs of contamination" from the pesticide, such as fish kill.

When asked however what could happen if all of the 10 metric tons of pesticide would spill into sea, Dr. Lyn Panganiban of the University of the Philippines Toxicology Department, said, “It can be a catastrophe. It is a highly hazardous and toxic chemical.”

Endosulfan can kill humans, with a ratio of 0.8 to eight milligrams per one kilo. Someone weighing 50 kilos for example, could be poisoned by 400 milligrams (50 x 8) of the pesticide, said Panganiban of UP’s National Poison Management and Control Center.

The substance, which is in flake powder form, does not dissolve easily in water, but could break up and settle on the ocean floor. There are no immediate signs that the poison has spilled, Panganiban said.

Asked if the halt to rescue operations has dimmed hopes for survivors, Bautista said in Filipino: "I think that's where we're headed."

Bautista said foreign and local divers, suited in protective gear, would examine the vessel again on Saturday to determine how the pesticide could be retrieved.

Divers who had been searching the ferry for four days and the bodies that had been recovered would be examined for possible exposure to the poison, she said.

Since we are an archipelago and the ship our principal mode of transport, we should invest in the modernization of our sailing vessels as well as weather forcasting equipment.

Even the US NAVY METOC and JTWC made 3 revisions to their forecast--
that on Friday morning, it was clear in their forecast that the typhoon will NOT pass the Philippines.
the first change they made was Friday evening, when the plotted course included Leyte, Samar and Sorsogon but still plotted the typhoon to head north afterwards,
3rd change, Saturday afternoon, they changed the plot again, this time making the typhoon's path cross into central Visayas...

so even the best and most modern weather forecast equipment can never tell..

kato pud sa Inconvenient Truth. It shouldve served as a reference

hurricane Katrina was just a type 1 pero it swerved unpredictably sa Gulf of Mexico mihalo sa hot moist air, and it became a hurricane type 5  that hit New Orleans

moral lesson : no equipment can ever forecast a weather accurately pero yes kuya bene. at least it will give us earlier warnings :)

Synopsis

Do you feel like you are too nice?
Publishers Weekly

Contending that some women are "too nice,"  Argov has written Why Men Love Bitches: From Doormat to Dreamgirl-A Woman's Guide to Holding Her Own in a Relationship.
"I'm not recommending that a woman have an abrasive disposition," Argov writes, "The woman I'm describing is kind yet strong. She doesn't give up her life, and she won't chase a man."
Her sassy book is filled with scenarios and advice aimed at making women subtly stronger and self-empowered. Argov's principles, which range from the farfetched to the downright absurd, include "If you give him a feeling of power, he'll want to protect you and he'll want to give you the world" and "A little distance combined with the appearance of self-control makes him nervous that he may be losing you."

#4691
hehe btaw te.in fairness man pud.. it's clearly a fortuitous event.

coastguard permitted the ship cause it is really big weighing around 23,824 tons and able to accommodate around 1,992 people.   and typhoon at that time was signal #1. it was thought to pass at samar, pataas, but , mi kalit ug kusog ang bagyo. and it directed to iloilo. romblon places.  murag gisugat sa sulpicio ang bagyo

i think the captain tried to hide the boat, that's why it's already near the islands but sa tanang kamalas, electricity turned off, wala na nila ma direct ang lansta (or kana ila wheel).. misangyad na ang barko..

there were supposedly enough lifeboats, but the wind and waves blew them away..

even the best swimmer would have a difficulty beating a #3 wind and wave power :(
#4692
hmm..looks like. sulpicio was just doing his usual business. gi tugtan man, so he trusted coast guard that the ship can really surpass the weather. cause if it was by his own decision, he'll end up refunding all the money , re scheduling and hearing all the useless rants of the passengers. and it is too obvious that he can't do that load. at least, if it was coast guard, the passengers can't complain..

and here goes the government and all.. action comes after tragedy .. sob :( then again. don't we all do?

another ear steaming news: the passengers at manila terminal got stranded. what they did? they ranted! porket 4 days nadaw cla stuck! walang pagkain. wala silang magawa? what?!?! are they for real?!!?  hala uy taga-an mo sa inyu pliti! pagsugod mo lakaw didto inyu!

ka klaru sa bagyo.. argh! people!!

Rescuers drill hole on ‘Princess’ to get passengers

By Leila Salaverria
Philippine Daily Inquirer
First Posted 22:23:00 06/23/2008

MANILA, Philippines -- Rescue divers have been instructed to cut a hole on the hull of the overturned MV Princess of the Stars in the sea off Romblon to gain access inside the vessel and check for passengers, according to Philippine Coast Guard Commandant Admiral Wilfredo Tamayo.

The order was given on Monday as the PCG announced that the number of passengers and crew in the ill-fated vessel -- initially pegged at 747 -- was revised and increased to 849 after ship owner Sulpicio Lines, Inc. (SLI) submitted a revised manifest.

The list includes four sea marshalls from the Philippine National Police, Armed Forces and the PCG, who were tasked to secure the ship. None of them have been heard from, said Balilo. The 23,800-ton MV Princess of the Stars has a capacity of 1,992 passengers.

Lieutenant Armand Balilo, the PCG spokesperson, explained that the first manifest submitted by SLI contained the number of passengers one hour before the ship departed Manila on Friday. The supplemental manifest contained the total number of passengers, including those who bought tickets at the last minute.

The MV Princess of the Stars left Manila on Friday evening and sent a distress call at 12:55 p.m. on Saturday, saying it was experiencing engine trouble off Sibuyan Island, Romblon. The ship was later confirmed to have capsized. Majority of the passengers remain unaccounted for.

SLI owner Edward Go, speaking briefly at a press conference at the PCG, sympathized with the families of the victims, vowing to compensate them and be open to investigation.

"We would like to [convey] our sympathy to the families who lost their loved ones, relatives. Rest assured that the victim would be properly compensated. We shall continue our effort to do the search and rescue and give our full cooperation to the authorities on the investigation," Go said.

He said the incident was most unwelcome.

"Thank you for your kind understanding in this tragedy. This is a tragedy that nobody wanted," he said.

Officials of the National Disaster Coordinating Council and PCG said Monday evening that the number of survivors had risen to 57.

The death toll, on the other hand, rose to 20, after 16 bodies washed on shore, were recovered, also on Monday, the officials said.

Tamayo said that aside from the 14 divers from the PCG and the PCG auxiliary, divers from the Navy and from SLI were also expected to penetrate the capsized vessel.

"We have given instructions to start coming up with an opening on the hull to facilitate the access of the divers [to the ship]. We gave them permission to use cutters in making an opening on the hull," Tamayo said in a press conference with officials of the Department of Transportation and Communication.

When asked, Tamayo and Balilo both said it was possible that there were air pockets inside the ship where survivors could have stayed.

Transportation Secretary Leandro Mendoza said helicopters were deployed to check the nearby areas for any lifeboats or survivors from the MV Princess of the Stars.

He noted that some of the survivors were found as far away as Quezon. He added that this could have been caused by the strong winds and waves brought by typhoon Frank.

"The waves and wind must have been strong. We just hope we can recover more survivors," he said.

PCGA Rear Admiral Benjamin Mata also said it was not far-fetched that the survivors reached Quezon considering how powerful the winds were.

A list released by the NDCC Monday evening listed the survivors as: Jessie Buot, Reynaldo Lanurias, Jesus Gica, Oliver, Amorin, Rey Paguin (Cebu), Danilo Deplanas (Cebu), Richie Tayuntong (Cebu), Gerry Palenor (Cebu), Philip Vasquez (Cebu), Uriel Laguban (Pagadian, Zamboanga del Sur),

Ralph Alain dela Peña (Cebu), Carlo Jason Aravis (Cebu), Rodel Laborte (Cebu), Phil Gilig (Cebu), Jose Marie Garbo (Cebu), Niño Lauros (Cebu), Rupert Tan (Cagayan de Oro City), Ciriaco Nuñez (Cebu), Fausto Colis (Bicol), Francisco Batula (Cubao); Vicente Beruas (San Mateo, Rizal);

Reynante Adina (Cebu), Exuperto Pendon (Cebu), Jonathan Pendon (Cebu), Susan Lisbo (Novaliches, Quezon City), Minerva Toremucha (Bohol), Antonio Cosep (Bantayan, Cebu), Ronnie Relatibo (Malate, Manila), Ruel Libot (Apas, Cebu); Estanislao Tura Jr. (Bantayan, Cebu), Nilo Dayogo (San Pedro, Laguna); and Jesserey Bianco (Cebu).

A list of survivors as well as the manifest of the ill-fated ferry is also available at the Sulpicio Lines website www.sulpiciolines.com.

The shipping line has also assigned the following Manila hotline numbers -- 3821456 and 4745205 (look for Carmela or Maricar) -- for inquiries on casualties and survivors of the mishap.
