continuation...

In spite of all these problems, there is a continuing advocacy to open Philippine skies to all comers.

An official of the DOTC said PAL objects to open skies because the Category II status prevents it from launching more flights and flying to more destinations in the United States. What PAL wants, the official said, is to make the NAIA raised to Category I so that the national flag carrier can expand its operations in the United States.

An upgrade to Category II is also expected to lead to a lifting of the European Union ban.

So far, PAL has only two destinations in the United Statesâ€"Los Angeles and San Francisco in Californiaâ€"but it has been authorized to land in Vancouver en route to Las Vegas, Nevada.

PAL could have been granted more foreign destinations if NAIA had remained under Category I.

According to Arcilla, tourist arrivals in the Philippines have been mostly from Asian countries. He said that last year, Korea recorded the biggest number with 720,000 warm bodies. The United States came in second with 390,000 but the bulk of them are considered foreigners or Americans only in the sense that they are Filipinos who have acquired American citizenship.

The third largest source of tourists is Japan with 360,000 in 2010.

continuation...

Glicerio V. Sicat, undersecretary for aviation of the Department of Transportation, chimed in and said the Japan International Cooperation Agency gave the Philippines a grant of P12 billion more than three years ago. The money is intended for computerization, navigation and surveillance. The contract was signed in June last year and so far only the technical studies, which are 43 percent of the loan, have been completed.

He said the Ninoy Aquino International Airport had been under Category 1 for about 25 years until January 2008 when the US Federal Aviation Authority had it downgraded.

In April 2010, the European Union banned all Philippine carriers from flying its routes also because of safety concerns.

He said there seems to be near-complete government neglect in attending to vital air transportation requirements, principally communications and a computerized data base.

The failed Terminal 3, awarded as an unsolicited proposal to a group of taipans who organized the Asian Emerging Dragons Corp., was challenged by Philippine International Air Terminals Corp in joint venture with Fraport of Germany.

The amount of the contract was around $30 million but the cost went up to about $700 million because of an "amended and restated concession agreement" not authorized by the Investment Coordinating Council.

The contract was eventually declared null and void by the Supreme Court but by that time so many hundreds of millions of dollars had been spent.

The assets were expropriated by the government which paid Piatco about P3 billion. The Terminal 3 case became a big embarrassment as it remained unfinished and structurally defective after more than 10 years.

The terminal did not help upgrade the NAIA to Category I. For a time, only Cebu Pacific used Terminal 3 for its international and domestic operations. It was joined the other day by Japanese carrier ANA.

Open skies not possible

Business Insight - Malaya
BY AMADO P. MACASAET
March 3, 2011

The government can officially announce an "open skies" policy today but it cannot expect foreign airlines to bring in tourists. On the contrary, at least five foreign airline firms have stopped coming to the Philippines.

Not exactly for want of warm bodies to fly to the country.

The problem, according to Carmelo L. Arcilla, executive director of the Civil Aeronautics Board, is the lack of safety in any of the 10 international airports in the country, particularly Ninoy Aquino International Airport with its three terminals.

According to Arcilla, the country’s civil aviation will remain for some time under so-called Category II, which means below safety standards under the classification system adopted by the United States.

Arcilla pointed out to Malaya Business Insight in an interview that the airports in the Philippines do not even have the all-too-important computerized data base.

On top of that, he said, "we do not have enough check pilots" who examine on a per flight basis the physical and mental condition of the pilots and the airworthiness of the aircraft they fly.

He said the Philippines needs about 130 such check pilots. "We have only 50," Arcilla said.

The principal reason is salary. Arcilla said check pilots, who have extensive flying experience and familiarity with nearly all kinds of aircraft, are paid only about P25,000 a month. They get 50 percent more when they fly.

This is about the salary of flight attendants and stewardesses flying the Pacific route of Philippine Airlines.

He said taxes on international airlines flying to the Philippines are much bigger than in other countries. The common carrier tax in the Philippines is 3 percent. A "gross Philippine billing" equivalent to 2.5 percent is also imposed.

On top of all that, airlines pay the overtime services of government employees such as immigration, customs and quarantine officials.

The NAIA has a total area of 850 hectares, rather small for international air-transport operations. The airport has only one main runway, with an alternate.

The former Clark Air Base has a total area of 2,500 hectares with three runways fit for the big birds, according to Arcilla.

ngano sa atoa nga uso man ang terminal fee? sa airport or sa pantalan.... labong ang HK airport nga pagka-nindot, misag piso dli ka mubayad... super hinlo pa gyud ang CR.......

as in the case of most advanced airports, integrated na ang terminal fee sa imong airline fare.  it's those many airlines whose planes land at the HK airport that pay for your terminal fee because they have already charged the amount in their airfare as part of their operational cost.  it's the airlines duty then to pay the terminal fees to the HK government.

we may also be aware that airlines whose planes have landing rights in an airport pay for airport space and services.  the same holds true with ships in the case of terminals in wharfs.  kun mosakay ta ug pump boat sa luyo sa carbon market sa cebu padung sa talibon, wa gyod tay bayran nga terminal fee kay wa may terminal ang mga pumpboat---no terminal to maintain, no salaries needed for the terminal's staff.

those terminal fees go to the maintenance of the terminal and the pay of its staff, whether it's an airport or a wharf.  in other countries, these are already integrated in the passengers' fare and are thus between the terminal management and the airlines/shipping lines.  nganong gilahi sa ato is the pesky aspect.  maungot ta ug makairitar.

my understanding is that our airports and wharfs are of the national government under the department of transportation and communication, which has so many bureau and offices under it makatoliyok ug ulo.  naa lay role gamay ang local government where these are located, as 'hosts'.  respitohan kintahay ang 'tag-iya' sa lugar.

as far as i know, local elected government officials are not exempted from terminal fees.  thus, this side story:  sa una (ambot lang kaha karon), mag-wild gyod kuno nang atong mayor sa tagbilaran kun pabayron ug terminal fee.  11 pesos ra na, wa ra sa usa ka bala sa iyang personal security force.  kaso, kahibawo ta nga di kabayran ang ego sa usa ka tawo.  it's the feeling of self-importance that's at stake here because it would make him above mere mortals kun di siya mobayad.

matod pa sa mga awtoridad sa pantalan:  mobayad god siya sa cebu, dinhi hinoon sa kaugalingon niyang siyudad di siya mobayad?

disclaimer:  i'm not interested in bohol politics.  i'm just a student of human nature, hehe.

sa cebu pier, fastcraft terminal:  more often than not, mo-hire gyod kog porter kay di man nako maalsa ang akong maleta nga check-in.  timan-an dayon nako ang numero ug ngalan nga nahipatik sa ilang uniporme.  pag-abot sa pikas, kanang sa ubos sa gangplank prior to boarding, adto nako sila tagaan ug pahalipay.  naa ra nako kun pila.  kun christmas season mohatag kog 100.  sa laing season 20.  wa ko ka-experience nga gipugos ko.  usahay gani ako pa ang manawag nila.

pag-abot sa tagbilaran pier, laing kaguliyang kay ilog man ug retrieve ang mga pasahero sa ilang mga checked in luggage, free-for-all.  kausa nga gauwan nireklamo ko nganong ilabaylabay ra ang akong maleta (niarte sad kay samsonite kunohay), wa gyoy nitagad.  diha lang koy nadunggan kausa nga nauwaw gyod ko para nato.  usa ka tour group nga puro puti nagtapok sa kilid.  ang leader nila puti pod.  that leader's words:  'you have to carry your own bags.  don't let any porter carry them because they'll ask you for a hundred bucks.'  kun dollars ba to o pesos, wa na ko kahibawo.

Then niabot akong brother-in-law and saw the car. His reaction: "Gwapo... pero di ko mopalit ani kay kas kaayog gasolina." The man, whose name Altsman never learned, did just that and medics quickly arrived. But when the pig tried to get into the ambulance with Altsman, medics gently let LuLu know she had done enough for one day.

Later, it was discovered that LuLu had cut her rather pronounced stomach on the obviously too-small doggy/piggy door.

"My husband keeps enlarging it but she keeps enlarging, too," Altsman said of LuLu, who turned 1 on July 4.

LuLu was purchased in Edinboro in August 1997 by Jack Altsman as a 40th-birthday present for the couple's daughter, Jackie, of Fombell, Beaver County. Jackie, however, went on a five-day whale-watching trip to New England and asked her parents to baby-sit LuLu.

Jackie really didn't want the pig, Altsman said. "She came back on Aug. 18 and kept putting off (picking up LuLu), saying, 'Next weekend, next weekend.' You know how kids are."

The Altsmans became attached to the porcine house pet, even as it exploded from 4 pounds to 150. And counting.

And how did Altsman thank LuLu?

"She got a jelly doughnut," said Altsman. She then made a sloshing type noise that LuLu apparently makes when she devours pastry.

Somehow, Lassie no longer came to mind.

Jo Ann Altsman attributes her Vietnamese Pot Belly Pig, Lu Lu with saving her life last month. (Annie O'Neill, Pittsburgh Post-Gazette)
#40483

"She looked at my head. She made sounds like she was crying," said Altsman, who then imitated the sound -- quite indescribable -- of a crying Vietnamese pot-bellied pig.

"You know, they cry big fat tears," she noted.

But the porker pulled herself together, and headed outside through the doggy/piggy door and into the fenced-in yard. Never before had LuLu left the confines of the yard -- except for a leash walk -- but this was no ordinary day. She somehow pushed open the gate and walked into the road.

There, LuLu gave new meaning to the phrase "hogging the road." Witnesses later told Altsman that LuLu waited until a car approached and then walked onto the road and laid down in front of it. Several times she returned to Altsman only to leave again and try to get help.

One man stopped but later said he was so unsure of what the creature on the road was that he was afraid to get out.

"She's not very attractive," Altsman allowed.

But another motorist stopped for the prone pig and got out. LuLu knew just what to do. She led the man to the house and the rescue.

"I heard a man hollering through the door, 'Lady, your pig's in distress,"' Altsman said. "I said, 'I'm in distress, too. Please call an ambulance."'

Oinking for help

Pot-bellied pig saves owner's life by lying in front of a car

Saturday, October 10, 1998

By Michael A. Fuoco, Pittsburgh Post-Gazette Staff Writer

It was just like those "Lassie" episodes where Timmy would injure himself in the wilderness and the ever-loyal, super-intelligent collie would run to town, bark for help and lead rescuers to her master.

OK, it was almost like that.

Except that Jo Ann Altsman of Beaver Falls didn't twist her ankle but had a heart attack.

And it wasn't in the wilderness but in the bedroom of her vacation trailer on Presque Isle.

And the pet that ran -- er, waddled -- for help was a Vietnamese pot-bellied pig named LuLu.

When you think about it, LuLu's real-life feat the morning of Aug. 4 was much more amazing than any of Lassie's fictional rescues because she can't bark. That didn't matter. Smart pig that she is, LuLu did the next best thing.

She laid down in front of a car on the road outside the trailer and then led a disbelieving motorist to Altsman, whose ordeal lasted 45 minutes.

Had 15 more minutes elapsed, doctors told her, she likely would have died.

"Pigs are very, very smart," Altsman, 57, said yesterday. She is recuperating from heart surgery she underwent Sept. 15. "They're a lot smarter than dogs."

Take that, Lassie!

And you, too, Bear. That's Altsman's American Eskimo dog who did nothing but bark at her after she collapsed and tried to summon help by breaking a bedroom window. Altsman's husband, Jack, was fishing on Lake Erie at the time.

"I was yelling 'Somebody help me. Please help me. Call an ambulance,"' recalled Altsman, who had had another heart attack 18 months earlier.

Enter LuLu.

Is your daughter vaccinated for rabies? It might be something you and your husband should consider. Prophylactic initiative.

no doctors back home who are at the forefront of rabies cases have advised us to have our daughter vaccinated for rabies even if she's not bitten.

i underwent a series of anti-rabies shots (5 in all) last christmas break because i was bitten by a puppy that we picked up (her mother was about to be executed).  i was to leave the country in four days' time, so there was no more 10-day observation period for what may happen to the puppy.  now i'm immune from rabies for two years.  i can actually bite you and your only fear would be tetanus. ;D
