There is a principle which is a bar against all information, which is a proof against all argument, and which cannot fail to keep a man in everlasting ignorance - that principle is condemnation before investigation. -- Herbert Spencer

Without doubt the greatest injury of all was done by basing morals on myth. For, sooner or later, myth is recognized for what it is, and disappears. Then morality loses the foundation on which it has been built. -- Lord Herbert Lousi Samuel

"You know well that government always kept a kind of standing army of newswriters who, without any regard to truth or to what should be like truth, invented and put into the papers whatever might serve the ministers. The real story was that even before election fever hit Bohol, EBA was already busy coming up with two (2) slates, I repeat two slates...one for Lakas and another for Villar, he played the ultimate balimbing, by dealying the turn-over of the reins of Lakas chairmanship in the province. When he became sure that it would be Chatto who would be anointed to the Governorship and of course chairmanship of Lakas, he made sure that Herrera would not slide down to being the first district candidate, he gave instructions to herrera not to slide down as he, EBA would make him, Herrera the Provincial chairman of NP under Villar. He even instructed Jala that should he not be picked as Lakas congressional bet in the 3rd district (due to Yap)that he would personally escort the later to Villar.

Politics is a dirty game as you would see,...to placate Jala, he  was given a position at SEC, paving the way for Yap to go un-opposed, He, EBA was hell bent on running for congress in the 2nd district, under any banner, if villar wins, he could be speaker of the house, but as politics would go, Arroyo had also backed up Villar, in a deal done in the middleeast. Arroyo had all sides covered, she could be the next speaker, dousing the hopes of aumentado.

Aumentado on the other hand always repeated to anybody who was high enough in the hierarchy, that he would go by wherever "Madam" would make him go , madam being PGMA. True enough his gamble paid off as his Cona was reinstated after being revoked, designed by the wily GMA that whoever wins either Gibo by the Lakas machinery or Villar by his money, GMA would be spared from future prosecution...

Lakas, with Gibo being the Secretary of National defense of course had his intelligence network, sensing Aumentado's foxy moves, acceded to cajes demands that his wife be made the lakas congressional bet in the 2nd district, this was done at the eleventh minute to put both Aumentado & Chatto in the blinds. in desperation chatto had to summon the younger Jala to file his candidacy even in pajamas as cajes was nowhere to be found, that final hour of filing. There would still be a substitution anyway, desperate as it may seem, the ploy worked for the provincial Lakas.

and so it goes, desperate situations need desperate moves, EBA executed the perfect pirhouette, raising the hand of herrera under the nose of Gibo's banner... In a surprising twist of events Gibo got wind of GMA's balancing act, and resigned as chairman of lakas to fully concentrate on the campaign, Villar smiles, from pretending to be poor, his was the mighty hand that designed all these hullabaloo, Gibo's move was some kind of a signal to GMA's cohorts, loyal supporters of GMA jumped ship to guess where? Villar, ... Gibo in uneasy seas, has now trudged onwards on the wave of his credentials in the hope that the juggernaut that is Villar the future dictator could be dislodged from the pedestal that he is now building fast... Imagine, Villar putting in together in his ticket the left (Satur), and the right (the Generals), and for good measure the dictator's son (marcos) together in an alliance where all are hungry for power, which they may in the end exploit to the detriment of the country...a disunited upper house could be an advantage to a master manipulator.

Back home, they have fielded under their ticket non-performing rubberstamps of the powers that be...They are trying to make sure, that the country would be theirs, whatever turns out in May...they would end up on top...Let the voice of the Boholano triumph, Let them who understand illumine the rest, let us make our mark...protect your vote and your future

Are you not afraid yet? would you waste your vote? would you sell it? would you be swayed by sweet talks? You be the judge...our future rests upon your choices now...DISCERN...

VOTE WISELY...DI BA LAIN?

1.   So, who best served as Vice Governor of Bohol?  Facts don’t lie.  Notice that most of the projects Herrera did in his term were copied from  Chatto’s time, such as:
a.   Distribution of Kits to BALA
b.   Distribution of Kits to the OFWs
c.   OFW Assistance Desk
d.   Training on Barangay Legislation copied from Chatto’s Katarungang Pambarangay Institutional Capacity Program
2.   Chatto had 21 accomplishments in only 6 years as Vice Governor, while Herrera has only 6 while serving for 9 years.
3.   So, who is a better leader for Bohol?
4.   You can not become a “good leader” by simply claiming that you are.  Your track record will speak for you and other people will say it to the public.  Chatto’s track record of accomplishments and Awards even as Vice Governor and now as Congressman will speak for himself that he is a “good leader” able to become the next Governor of Bohol which the people will elect on May 10.

Photos Unlimited / Re: Vinegar Making
March 30, 2010, 04:03:25 PM
there are two stages in the production of vinegar...
First, ... is the alcoholic stage, which converts the sugars into alcohol...(usually within 3 to 7 days) depending on the available sugar, this is accomplished by the action of yeast bacteria..
Second is the Acetic Acid (vinegar stage) that converts the alcohol into acetic acid ...(usually between 4 to 14 days), as a starter you can use mother vinegar or unpasteurized vinegar...You can arrest the process anytime you think, you've got the right preferred taste...this is accomplished by pasteurization or simmering just below the boiling point...around 80 Celsius for 10 to 15 minutes. The best vinegar is when you've converted 90% of the sugar into alcohol and 75% of the alcohol into vinegar, creating a 3% Acetic Acid concoction.

LGU Philippines / BlackPropa vs Chatto hit
March 30, 2010, 02:27:42 PM
Lakas-Kampi-CMD gubernatorial aspirant Rep. Edgar Chatto is the best leader that Boholanos need, according to Padayon Bol-anon.

The group last night said a leader cannot assume to be capable by simply trying to draw strength from faking issues against someone else whose outstanding leadership performance is of public knowledge.

One cannot destroy a leader overnight who has established sterling records in his long accomplished years in public service, according to Board Member Alfonso Damalerio II, Lakas campaign manager and spokesman.

The group issued these statements in reaction to a paid black propaganda entitled “The Leader That Boholanos Need.”

It said the Boholanos have watched Chatto grow as a leader from his student days to his youth involvement in governance representing the sector in the Sangguniang Panlalawigan.

At the age of 27, he led the mayors in Bohol as the president of their league, until he rose to the vice governorship that made him the first Boholano to head the League of Vice Governors of the Philippines and the 4,000-strong National Movement Of Young Legislators.

He was the first secretary-general of the Union of Local Authorities of the Philippines (ULAP), which name he himself coined when they organized the mother league of local leagues.

His stint in Congress is marked by very high performance rating both in milestone legislations of national and local impacts and projects implemented.

The manifesto is the fourth successive weekend publication expected to be also printed as a paid advertisement in national and regional dailies and massively reproduced using government funds.

Damalerio viewed this as a desperate move to weaken, with strongest malice to destroy, Chatto’s mass-based support.

This is another attempt to further mislead the people to ruin the reputation and credibility of Lakas gubernatorial aspirant Rep. Edgar Chatto, consistent survey topnotcher, according to Padayon Bol-anon.

But Padayon Bol-anon thanked, though, the assuming and pretentious publication as it further unmasked Lakas men otherwise long pre-identified to betray the party.

Now, they are joined by personalities belonging to other parties in an unholy coalition of vested interests, the group said.

Among the new non-Lakas signatories is Tagbilaran City Mayor Dan Lim, a known Chatto adversary because of his political rivalry with Vice Mayor Jose Antonio Veloso, brother-in-law of the congressman.

Maribojoc Mayor Leoncio Evasco, a protégée of Lim, also signed the manifesto.

Chatto has proven wrong the claims that he fears to take risks in crisis situations.  This is indicated by his taking the risk of running for governor despite the conspiracy against him which he knew all along earlier on.

His bold moves recently caught everyone by surprise when he led a press conference of party leaders to speak out the truth and expose the grand scheme of deceit out to destroy him and the party in both national and local levels.

His critics would use all hammers to nail him down because he is his own man---upright, dedicated, sincere, humble and unassuming but cannot be cowed by anyone whose self interest collides with his guiding principles in public service, said his fellows in government who know him by heart.

Hence, awards and recognitions were accorded him by various institutions, including the “Nobel Prize” of Philippine public service, the Lingkod Bayan Award, of the Civil Service Commission.  No other elected public official in Bohol has equaled Chatto in this feat.

He is also a pioneer recipient of the Ten Outstanding Boholanos Around the World (TOBAW) Award for public service and the Presidential Youth Leadership Award in his younger years.

The Ramon Aboitiz Foundation cited him as among the exemplary individuals in the Visayas and Mindanao.

His positions on certain sensational issues like the Reproductive Health Bill is clear unlike what his critics would like him to appear.  This earned him an award from the Roman Catholic Church and Human Life International as a pro-God, pro-life, pro-family congressman.

at last I just got this e-mail from my friend at the SP...excerpts of the privilege speech as delivered by Hon. Ae Damalerio:

“WE ARE NOT A RUBBERSTAMP LEGISLATURE”
[/b]

Honorable Presiding Officer, my dear colleagues, I rise on a question of personal and collective privilege.

In fact, it is not original to me, but I merely quoted a press release from the Office of the Vice Governor,  and may I reaffirm, “we are not a rubberstamp Sangguniang Panlalawigan”.

On March 9, 2010, 8 measures were rushed from the Executive Department for our approval; one of which was a resolution confirming the exchange of positions between two permanently appointed chiefs of offices.  There was no lengthy discussion on the merits or demerits of those measures.  Where in our civil service laws, rules and regulations can you see such a thing happen?  Or are we just following the whims and caprices of some vested interest? I wonder, but I think we are not, and will not.

Luckily, we, so to speak, came to our senses and tabled five of those 8 proposed measures.  But of the three that we passed, no one will argue with me about the fact that indeed there was no lengthy discussion on those three legislative measures that we passed. We were just made to believe that they were needed to continue our projects with AusAid.  In fact, the Honorable Vice Governor and Presiding Officer himself said during our pre-session caucus (and I agree with him), though not exactly in the same words, that this is no longer the time for reengineering because we must protect the employees and it will be difficult to defend the issues when some of them are prejudiced in the process.

But surprise, surprise!  The draft of the proposed measures that came from the Executive Department that we approved, particularly the draft for Provincial Ordinance No. 2010-007 (Creating the Provincial Internal Auditor’s Office) and Provincial Ordinance No. 2010-008 (Upgrading the Human Resources Management and Development Office into a Department) both CONTAINED PROVISIONS THAT PRACTICALLY APPROVED THE REENGINEERING PROGRAM without the benefit of our lengthy discussion, without our knowledge, without our intelligent appreciation, and contrary to our collective decision not to proceed with the reengineering program.  Were we hoodwinked?  I don’t want to believe so.  In fact, the Governor himself has constructively repudiated the reengineering program by allegedly filling up some 300 old vacant positions.

Without further ado, Honorable Presiding Officer, my dear honorable colleagues, may I move for the following EN MASSE MOTIONS to save our faces:

First,
AN ORDINANCE RECONSIDERING OUR APPROVAL OF ORDINANCE NO. 2010-007 AND THEREFORE CONSIDER THE SAME AS NOT PASSED, with an accompanying motion for exemption from the three-reading rule;

Second,
AN ORDINANCE RECONSIDERING OUR APPROVAL OF ORDINANCE NO. 2010-008 AND THEREFORE CONSIDER THE SAME AS NOT PASSED, with an accompanying motion for exemption from the three-reading rule ;

Third,
A RESOLUTION RESCINDING OUR PREVIOUS APPROVAL OF THE ABOVE-MENTIONED MEASURES INCLUDING THE EXCHANGE OF POSITIONS BETWEEN THE PROVINCIAL GENERAL SERVICES OFFICER AND THE PROVINCIAL ENGINEER, PENDING A LEGAL QUERY WITH THE CIVIL SERVICE COMMISSION LEGAL DIVISION.

And these are our grounds for doing this Mr. Chairman, my dear colleagues:

First, the aforementioned measures WERE CLEARLY CONTRARY TO OUR STAND ON REENGINEERING at this point of time.

Second, those two aforementioned ordinances WERE NOT PROPER IN FORM AND SUBSTANCE.  It is a cardinal rule in legislation that each measure shall contain only one subject matter at a time.  Those two measures contained NOT ONE, BUT FOUR subejct matters each, namely:  (1) creating an office, (2) abolishing certain positions, (3) creating certain positions, and (4) creating another body, A NEW PLACEMENT COMMITTEE.

Magpaka-uwaw ta og di nato ni i-reconsider tungod kay bisan ang mga SB sa kalungsoran kaantigo nga dili gayud mahimo og kapin sa usa ka subject matter sa kada ordinansa.  In fact, we are the ones supposedly giving them trainings.  But it is not yet too late to save our faces.

It was also pointed out that those measures are necessary for our AusAid projects.  We have evidence to prove that that is not so, Mr. Chairman.

Here is a letter from Mrs. Rosalinda G. Paredes, PRMF Coordinator for Bohol, addressed to our SP Secretary REQUESTING THAT CERTAIN PROVISIONS BE INCORPORATED IN THOSE ORDINANCES.  It is proof of the fact that those measures we approved DID NOT CONTAIN what AusAid requires.

And on a positive note Mr. Chairman; and in order NOT TO PREJUDICE OUR PROJECTS WITH AUSAID, our fourth en masse motion is for the passage of

A RESOLUTION EXPRESSING THE SENSE OF GRATITUDE OF THIS AUGUST BODY TO THE AUSTRALIAN AGENCY FOR INTERNATIONAL DEVELOPMENT (AUSAID) FOR THE LAUDABLE PROGRAMS IT HAS SUPPORTED IN THE PROVINCE OF BOHOL,

My friend at the Capitol, had told me that Madam Mally Tirol presided the SP regular session today (Mar. 30), because Herrera, the absenuous Vice Governor, was absent once again. My friend additionally said that, at the last session where Herrera was present he railroaded several Ordinances upon the instance of Gov. Aumentado,  a true rubberstamp if I may say.

Despite his protestation as printed in the Sunday papers that he is not a rubberstamp...a privilege speech delivered by the Honorable Ae Damalerio, recalling three of the ordinances outlined how, these ordinances regarding the re-engineering were railroaded that it may be used to further their political stock for the incoming elections...

To be fair with Herrera, ngana man jud nang papel sa Vice Guv, tawo2x ra jud na siya sa Guv (almost in everything) ug mao say tig lead sa meetings sa Sangguniang Panlalawigan. Of course, the bucks stop with the Governor, ug tanang project sa province, needless to say, adto rapod hagsa sa iyang ngalan. But in reality, dili mani nila mga projects (not the President's, not the Senators', not the Congressmens', not the Governor's, etc)... kwarta mani tinuoray sa mga tawo. (It should be named The People's Projects). Kay kung inutang man galing ni sa WB or sa ubang nasud, geutang kini tanan sa ngan sa mga tawo sa Pilipinas, dili ngan sa Presidente or sa mga politiko.

Ako ray manglimbawot makakita sa ilang mga nawong ug ngan nga naka plastar next to the big billboards that say "such and such" is the project of the "Pangulo ng Pilipinas" or "Congressman" so and so. Let's get real, dako kaayo nang pabaga sa ilang mga nawong!!! Since when did they start using their own wealth or salaries to pay for such projects? Mao nay gitawag sa tagawog "Kaming mga matatapang ang apog."

I hate to say it but that's the truth in its truest form. I know most of these guys personally but sorry I don't always agree with this particular issue on projects... for the simple reason that it's not theirs. Period. Maski ba parte nis ilang pork barrel. It's never their own personal money and never will. Period. (Di na jud na sila mag ambisyon og politika kung ila pang kwarta gamiton, hahaha).

The country needs those projects (of course) and how they perform or respond to such needs is what we call "public service," kay mga public servants man kaha na sila. Bisag unsang libroha pas Political Science imong basahon, it's never self promotion!!!

Suggestion: Next time dunay project, say it this way, "This is the project of the National Government (like the Federal Government in the U.S.) or of the Provincial Government (like in the U.S. again)."

Get real!!!  >:( >:( >:(

hehehe well said...murag rubber stamp ra diay si Herrera ni Gov?...anyways...you're right in your assessment...public funds nga sila ang nagdisburse, should be marked.."These are where your taxes are being spent" mao man na ang sign sa una, gamay pa ko ingana ang singboard sa mga projects...pag-abot ni Marcos na-otro tanan

I DONT THINK SO!

Yup, I don't think so too....not the DEP-ED, nor anybody had jacked up the price, This is what they call government pricing, actually suppliers are allowed by COA to raise the price up to a maximum of  40% of the prevailing market price... as to why and how this is allowed is beyond me? perhaps the COA or those interested has to ask COA, why? the COA actually has a ruling for this...This is a non-issue, which has been made an issue kay election lagi...in the hope of smearing the good names of candidates...both sides can dig into past purchases, and find out that all purchases are overpriced...mao na ila gitawag ug "government price"...ask any bidder or supplier...ang problema it is legal, and most of the time bidders simply form a cartel in an effort to make more money in profits.

This is a sad, reality about freedom and responsibility...maayo na lang; these kind of people are in the minority...the problem is they are the most talkative...probably in the hope of covering up their non-performance...this is true specially now when elections are approaching...Be Wary, Discern and be Conscious of these wolves in sheep's clothing...They can usually be identified by their foul language and angry tone...

I'm asking people ...to tell me what Herrera has done in the past nine years worthy of anything...and his pundits simply drag back issues long considered answered by no less than COA & DEP-ED to smear Chatto... these rahrah boys could not give an answer, Wala ba diay mo ikapanghambog sa inyong manok, bisan usa lang? that you would nit-pick on the worthy projects of your opponents...If you win...guess who is the eventual loser...THE BOHOLANO PEOPLE...and all these things would be on your conscience for the rest of your life... Of course , I hope that you'll go to the bank laughing, with the people's money that never went into projects, but into yours and your AMO's pockets...

tagpila man pod ning cd roms? tag pila pod ning "intellectual right property rights"?
10K? ... 20K?...30K....100K?

What's the difference in the cost of pirated CD's and the original? between a hacked program and the original? naa pa jud royalty rights...

nope I don't think so...details are done by the requesting agency...and by the people who processes the papers...I used to bid for projects & items, the governor, mayor whoever grants the allocation usually only sees the project proposal...and may not have an idea about it ...

life is a choice and we must respect the choices that people make...but in making choices we should have some factual basis, and historical data to back them up...I choose my candidate for what he has done for the good of the greater majority..ana man ang democracy...i would not vote for a non-working politiko, who would only wait to be served, when he is supposed to be the servant... I would choose a working governor anytime over a non-performing wanabe who could not do much, have not done much,  but try to destroy the reputation of opponents in the hope that their own would shine...

very well said...but having done things simply sticks in the minds of our people...mobisita jud siya sa kabaryohan, to get the pulse of the people, to consult with them...that is what's important...kung walay nahimo wala pod sa ulo sa mga tawo...there are people nga makit-an lang sa baryo kay mangampanya like herrera...he has no business going there kay wala man siyay adtoon...moabsent siya as presiding officer to go out of the province...kay lagi tua man ang iya dughan sa gawas sa bohol...If Herrera had accomplishments, then he would not have sent his cohorts bad mouthing and mudslinging the projects of others...ug sa tagalog pa..."walang nanunungkit sa punong walang bunga"...

I agree... no accomplishment-nothing to speak of...you know each of them have allocations that should go to projects...these are what a politicians allocates for projects...NOW THE QUESTION IS...If you don't have any project or accomplishment...guess where the allocation goes? ASA MAN DIAY DI SA BULSA...right?... NOW, kinsa ang nagbulsa ug kwarta? ang walay nabuhat o naa... think about it...use your coconut shell...
