LAS VEGAS -- If this was truly Manny Pacquiao's final fight, as he has said it would be, he went out with a near-vintage performance.

He knocked rival Timothy Bradley Jr. down twice, in the seventh and ninth rounds, and cruised to a unanimous decision in their welterweight fight Saturday night before 14,665 at the MGM Grand Garden Arena.

In the best fight of their trilogy, Pacquiao, perhaps bringing down the curtain on his legendary 21-year career, won going away, 116-110 on all three judges' scorecards. ESPN.com also scored it for Pacquiao, 117-109.

Pacquiao (58-6-2, 38 KOs), 37, rebounded nicely from last May's unanimous decision loss to Floyd Mayweather in their megafight, which was followed by surgery to repair a torn right rotator cuff.

"I was looking for a knockout in every round," Pacquiao said. "He's a very tough fighter and a very good counterpuncher. Bradley is a good boxer, a great fighter and a good man. It was not easy tonight [but] my right shoulder was fine. It gave me no problems."

Pacquiao officially won the trilogy 2-1. Bradley was awarded a hugely controversial split decision when they met for the first time in 2012. Pacquiao appeared to dominate that fight and then got a unanimous decision in their 2014 rematch, which he also dominated. And then he dominated Bradley (33-2-1, 13 KOs), 32, of Palm Springs, California, again in fight No. 3.

"Manny was very strong in there. Very heavy punches. He was also very patient," said Bradley, who has won five world titles in two weight classes. "I wasn't professional enough to stay patient myself and I walked into shots."

Although Pacquiao, who likes Bradley and invited him to his Sunday prayer breakfast after the fight, looked sharp, he declared that he was indeed retiring.

It's a bold claim, Gaddy admitted in an email Friday, and one that he isn't totally sure of himself. "It's certainly not a theory, hardly even a 'hypothesis,'" Gaddy wrote, adding that it was "more a suggestion of something that ought to be seriously investigated."

Even so, this suggestion has caused a bit of a stir in the Russia-watching world. Karen Dawisha, an academic who also studies Russian corruption closely, tweeted Friday that despite her respect for Gaddy, his latest idea has failed to convince her.

I'm convinced of everything else Gaddy writes, but not this. Americans aren't n #panamapapers because US hasDelaware https://t.co/rUGVj90q19

â€" Karen Dawisha (@Dawisha) April 8, 2016

Others offered carefully worded praise. Russian American journalist Masha Gessen called it "excellent conspirology" on Facebook, while Brian Whitmore of Radio Free Europe/Radio Liberty suggested in a tweet that Gaddy was "trolling" the Kremlin.

There are certainly parts of the idea that make a lot of sense. For one, it seems clear that the $2 billion stuff hasn't really hit Putin hard, while some other world leaders who have fraught relations with Russia -- for example, Britain's David Cameron and Ukraine's Petro Poroshenko -- are being seriously rocked by their own links to the scandal.

Why isn't Putin facing a domestic scandal? Well, part of it is simply that Putin is an enormously popular figure in Russia, and it would take a seriously enormous financial scandal to really knock him down. Additionally, many critics are already sure Putin is corrupt â€" allegations of the Russian president's wealth go as high as $200 billion, which would easily make him the richest man on earth â€" and it's hard to see how the relatively loose links between Putin and the $2 billion moved through Panama could really shift anyone's thinking on the matter.

Of course, there are other parts of the idea that don't fit together. For one thing, while the lack of U.S. citizens has been widely noted, there are, in fact, a few American links to the Panama Papers. (See this article from McClatchy for details.) It's also possible that more names could come out as more scrutiny is given to the vast amounts of data in the leak. Or perhaps it's just that Americans prefer tax havens other than Panama (as The Washington Post's Scott Higham reports, U.S. citizens are thought to favor more secure havens such as the Isle of Man, the Cayman Islands and Switzerland).
#3709
Okay, it sounds far-fetched, but this particular idea is especially noteworthy because of who has advanced it: Clifford Gaddy, an economist who works with the Brookings Institution. Gaddy is one of the foremost Western experts on Russia's economy and a former adviser to the Russian Finance Ministry in the 1990s. Along with Fiona Hill of Brookings, he is one of the co-authors of a well-regarded book on the personality of the Russian leader, "Mr. Putin: Operative in the Kremlin."

In a blog post published Thursday on the Brookings website, Gaddy outlined his thoughts on the matter. You should read it all for yourself, but I'll break down his idea into four quick points.

1. It was a hacker backed by the Russian government who emailed the German newspaper Süddeutsche Zeitung to offer the leak in early 2015, the initial contact that would eventually lead to the release of the Panama Papers.

2. There's deliberately little information within the Panama Papers that harms Putin: While the $2 billion figure has been reported widely, the link to Putin is relatively obscure, and the Russian president has survived far worse accusations of corruption.

3. Meanwhile, there's plenty of information in the Panama Papers that has already proven extremely embarrassing for other world leaders. At the least, Gaddy argues, this makes Putin and his reputation for corruption seem like less of an outlier and more of standard operating practice.

4. The fact that so few Americans have been linked to the Panama Papers could suggest that their details were deleted from the documents given to Süddeutsche Zeitung and passed on to other media outlets. If this is true, Gaddy suggests that the lack of this information in the release means that it could be being held back for blackmail purposes.

The not-completely-crazy theory that Russia leaked the Panama Papers
www.washingtonpost.com/
By Adam Taylor April 9 at 7:00 AM

On the face of it, the Panama Papers don't look good for Russia. Reporters investigating the huge leak of financial data from a Panamanian legal firm have suggested that up to $2 billion in offshore bank accounts could be linked to a circle of friends closely associated with President Vladimir Putin. For many, this information seems to corroborate what has long been rumored: that Putin is corrupt, on a huge scale.

The Panama Papers consist of 11.5 million documents from Panama-based law firm Mossack Fonseca. The papers apparently implicate a number of high-profile global figures in potentially illegal financial activities. (The Washington Post)

After a few days of silence, the Russian president himself has taken aim at the allegations, suggesting they were part of a broader U.S. plot to destabilize Russia. But another very different theory is making the rounds in the Russia-watching world. In short, the theory says that Moscow isn't a victim of a Panama Papers plot.

Instead, perhaps it is the Russians who are behind the leak.

In Comelec Resolution No. 9981, campaigning abroad is prohibited from April 9 to May 9, the period for casting of votes by overseas voters.

The Overseas Voting Act of 2013 provides that all forms of campaigning abroad within the 30-day overseas voting period shall be prohibited.

Violation of the provision is considered an election offense, which carries the penalty of one to six years imprisonment, removal of right to vote, and disqualification to hold public office.

The Comelec is targeting an 80-percent voter turnout for overseas absentee voting.

“Our goal is about 80 percent voter turnout. Hopefully, the fact that this is a presidential elections will help,” Jimenez said in a television interview.

In 2010, voter turnout was 26 percent or 153,323 voters, while in 2013 it was only 16 percent or 118,823 voters.

Lim said 82 of the 85 Philippines posts, which will process the votes for Filipinos abroad, have already made the necessary preparations.

The Philippine posts in Baghdad, Damascus, and Tripoli will not be able to participate in the OAV due to prevailing conflicts in those areas.

Voters in the affected posts will instead be allowed to cast their votes in adjacent Philippine posts. -- http://www.mb.com.ph/

Electoral exercise begins today and ends May 9, 2016

by Samuel Medenilla and Leslie Ann Aquino
April 9, 2016

More than a million Filipinos abroad will start trooping to Philippine embassies today to choose national leaders who will steer the country in the next six years as the overseas absentee voting (OAV) starts.

Commissioner Arthur Lim, head of the Office for Overseas Voting (OFOV), said there are 1,376,067 Filipinos who have registered for the OAV â€" 1,326,728 land-based and 49,339 sea-based â€" for the May 9, 2016 national and local elections.

“We appeal that they come out vote early starting April 9 till May 9, 2016 instead of waiting for the last day,” Lim said.

The casting of votes in the OAV is set to begin at 8 a.m. (host country time) on April 9 and ends at 7 p.m. (Philippine time) on May 9.

OAV voters will only be voting for the following positions: President, vice president, senators, and party-list group.

Comelec spokesman James Jimenez also reminded overseas voters to go out and vote.

“Do vote. It’s not enough to just register, you need to vote as well,” Jimenez said.

During the overseas voting period, Jimenez reminded candidates that campaigning abroad is no longer allowed.

Dried fish. The infiltration pond of the Jaclupan facilities of the Metro Cebu Water District in Talisay City has dried up because of the rainless weeks due to El Nino killing all the tilapia, a freshwater fish. It cannot be replenished because the Mananga River, from where it has sourced its water, has also dried up, says MCWD public affairs manager Charmaine Kara. (Sun.Star Photo/Alex Badayos)

A mysterious planet that wiped out life on Earth millions of years ago could do it again, according to a top space scientist.

And some believe the apocalyptic event could happen as early as this month.

Planet Nine â€" a new planet discovered at the edge of the solar system in January â€" has triggered comet showers that bomb the Earth’s surface, killing all life, says Daniel Whitmire, of the University of Louisiana.

The astrophysicist says the planet has a 20,000-year orbit around the sun and, at its closest to us, it knocks asteroids and comets toward Earth.

Fossil evidence has suggested most life on Earth is mysteriously wiped out every 26 million to 27 million years.

Whitmire claims Planet Nine’s passage through a rock-laden area called the Kuiper Belt is responsible for the “extinction events.”

Conspiracy theorists in the ’80s and ’90s previously claimed a red dwarf planet called Nibiru or Nemesis, which orbits too close to Earth every 36,000 years, was behind the events.

Now some are convinced there will be a collision or a near miss before the end of April.

Nemesis or Nibiru was widely dismissed as crackpot pseudo-science â€" until Planet Nine was identified in January by the California Institute of Technology.

Working Long Hours

"I guess there is like an element of truth in all of this. Yes, there is flamenco in Spain. Yes, we used to have siestas, maybe more in rural areas to escape the heat," says Yolanda Martín, a Spanish dance expert who gives flamenco-themed tours of Madrid, and runs a website dedicated to the art form. "But no longer, really. Most people I know never take siestas â€" or maybe only on a Saturday."

At 32, Martín is part of a Spanish generation that's survived economic crisis, and is now working long hours â€" if its members have jobs at all â€" for less pay than in most other western European countries. But she says the stereotype of Spain â€" laid-back, or concerned more with fiestas than work â€" is something Spaniards themselves created, once upon a time.

"In the 1950s and 60s, when the Franco regime was trying to attract tourists to Spain, they kind of sold this idea. 'You want sun, you want beach? Come to Spain, you're going to get all of that.' We did kind of exploit that, and maybe it's brought money, and it's been good," Martín says. "But at the same time, it can harm us. We're not portrayed as a serious country. You know, we're like lazy."

Polls show most Spaniards would prefer to work a nine-to-five schedule. But Rajoy, the acting prime minister, might not be the one to make the change.

His conservatives lost their majority in elections late last year, and rival parties are in the process of negotiating a possible coalition government, to oust him. Rajoy could leave office this summer. And then he'd have plenty of time for siestas, even if he doesn't seem to like them.

Spaniards Annoyed At Foreign Coverage

Foreign media, however, have made much of Rajoy's speech. U.S. and British headlines say "Adios, Siesta!" or "Time to Wake Up!" â€" alongside stock photos of fat men snoozing, or even bullfighters sleeping on benches.

"A big fat lazy slob sleeping a siesta! It's an offensive image â€" but it's an image people outside of Spain have of Spain," says Matthew Bennett, editor of the website The Spain Report. "It's a stereotype of Spain, along with bulls and flamenco and tortilla and sangria â€" like the English and rain and umbrellas and bowler hats. There's no way of getting rid of these historical stereotypes â€" but they do grate with Spaniards, because they work very hard."

Spaniards typically work longer hours, and sleep less, on average, than other Europeans. While Rajoy's initial speech grabbed few headlines at home, the foreign media's subsequent coverage of it did.

"British headlines say Rajoy wants to scrap 3-hour naps," wrote Spain's conservative ABC daily. "The international press quips: Rajoy wants to scrap the siesta," was the headline on El País, Spain's leading newspaper.

Bennett says he's been fielding calls all week from foreign journalists asking him to explain the importance of the siesta to Spaniards. But he says most Spaniards simply don't take one. They run errands, have lunch or work straight through their mid-afternoon break, but are still expected to work late too, and thus don't get home until 8 or 9 p.m.

"Everybody kind of idealizes European working hours, and [they] say, 'My goodness, if we finished at five or six [o'clock], we could have like three hours off every evening to do other stuff that's not work,'" he says.

Stuff like fighting bulls, dancing flamenco or drinking sangria on the beach â€" or so the stereotype goes.

LAUREN FRAYER

Every day at 2 p.m., Antonio Davila rolls the metal shutters down over the front of his computer repair shop in central Madrid. He heads home for lunch, picks up his kids at school â€" and then goes back to work from 5 to 9 p.m. He's originally from Peru, and says Spanish hours took some getting used to.

"The sun sets later here, and that affects people's habits," Davila says. "I open my shop around 10:30 a.m., close in the afternoon, and then stay open later at night."

His schedule is typical for most small retailers in Spain, where the sun does set later â€" ever since the military dictator Francisco Franco moved the clocks ahead one hour, to put the country on Central European Time, during World War II, in solidarity with Nazi Germany. And the mid-afternoon break made sense when Spain was mostly agricultural, and it was too hot to work outdoors.

But last weekend, acting Prime Minister Mariano Rajoy said it's time for a change.

"I will find a consensus to make sure the working day ends at 6 p.m.," Rajoy said told a party conference Saturday in Seville.

He proposed scrapping the mid-afternoon break, and changing Spain's time zone back to match that of Britain, Portugal and Morocco, countries on roughly the same longitude.

Rajoy's speech barely made news inside Spain. Spanish lawmakers have debated the idea before. In 2013, a parliamentary committee approved a proposal to change Spanish clocks back one hour. But the full legislature never agreed.

I actually fancied Duterte until he made that promise of cleansing our country of drugs and criminals within six months in office. That pronouncement made me realize that with him at the helm, killing will become a way of life for his followers.

Granting that Cayetano is lagging the in the survey, Duterte's camp should have concentrated more in boosting the former's ratings and consolidating their groups rather than leaving him behind to fend for himself.

Paolo's move to support Escudero was clearly from an ingrate, especially since they knew it was Cayetano who bankrolled the elder Duterte's candidacy. In fact, if we recall, the mayor has many times declared he will not run until he was wooed by Cayetano.

I am likely to believe that claim of financial support from the senator since political ads of Duterte actually show more of Cayetano than the mayor.

While I personally like Chiz, having met him a couple of times, we know this guy, despite his age, is a political player and mover. We've seen what happened during the last presidential elections where he was one of the leaders in Aquino's camp and dumped Mar for Binay.

Allegedly, Chiz is still in talking terms with Binay despite being the vice presidential candidate of Sen. Grace Poe. But if true, I am not really surprised. Elections in this country have become a joke in terms of party politics.

As they say, it's a “salva me” (save myself) situation and sometimes, if you are not foxy enough, you will end up holding the ideals of the party's platform while someone else gets elected.*

In the hierarchy of presidentiables, Duterte was among the favorites in our family. Like most Filipinos who have been enamored with this candidate, it was the promise of restoring peace and order and replicating what has been done in Davao.

Of course, there were violent reactions from some family members as this so-called Davao-cleansing is linked to alleged extra-judicial activities and claims of some 800 still missing in all those years.

While we desire a drug-free and crime-free society as promised by Duterte, the way these ideas have been peddled have turned-off many as it already promotes anarchy.

A former Duterte-supporter told me he had a change of heart soon after attending the SMX sortie. He could not swallow the cheers from the crowd every time Duterte cussed and how they applauded his idea of killing people, though they may be criminals.

It's like a scene from the Gladiators where as more blood were being drawn during the barbaric fight, the louder the people cheered.

It made him sick to his stomach to know that many of those who cheered and applauded were “the learned” members of our society, the very people he least likely expected to glorify the idea that killing is okay.

If you go through the social media, some of those who are strongly supporting Duterte and have been sharing the mayor's speeches and sorties are also sharing messages of peace, love, and God's mercy. Such hypocrisy to preach of the Church's teachings yet has no qualms in cheering for someone who boasts of killing.

Cracks in DU30's campaign

Presidential candidate Rodrigo Duterte may be winning in social media, but from the ground, cracks are starting to show in his campaign.

The Davao mayor gallantly advocated he'd rather receive no vote if his voter will not choose his vice-presidential tandem, Sen. Alan Peter Cayetano.

However, his son and Davao Vice Mayor Paolo Duterte moved on the contrary and came out to publicly support the vice presidential bid of Sen. Francis Escudero, an act that was downplayed by his father as it came right at the heels of his so gallant pronouncement.

Paolo may be entitled to his own choice as his dad defended, but this act speaks volumes and implies that Duterte's so-called “iron hand” is a political gimmickry when he does not even have a control over his own household.

Some may say as a politician, his son definitely can have a mind of his own. But when this is manifested even before the father is elected into the highest office, this doesn't bode well in terms of what we may expect from the First Family should he win.

This would appear to be the more sensible means of challenging China’s claims to the Scarborough Shoal (and other areas both claimed by the Philippines and China) under the 1982 United Nations Convention on the Law of the Sea; a ruling is expected in late May or early June. Yet if a ruling goes against the interests of China, Beijing will likely ignore the verdict (despite being a signatory to the 1982 Convention) and may continue to create artificial islands, send its fishing boats to disputed waters or declare a South China Sea exclusion zone.

An adverse ruling against Beijing will, however, prove to be a loss of face, and may give the United States more justification to back its treaty ally, the Philippines. American forces are already moving into the region in advance of the ruling, having just obtained access to five Philippine military bases, including an airbase on Palawan, in close proximity to the disputed maritime waters. If the ruling goes against Beijing and they decide to escalate the conflict, their aggression will only lead to a greater presence by the U.S. military, ostensibly in the enforcement of the “common right to all to navigate the seas,” and increase cooperation among the militaries of the United States, Southeast Asia and Japan.

Da Gama would have found this situation familiar. In the Lusiads, the Portuguese national epic which fictionalizes da Gama’s voyage to India, the famed explorer is detained by a king who is convinced that the Portuguese are not traders, but pirates. “Thy life, long roving o’er the deep, I know,” he says to da Gama; “A lawless robber, every man thy foe.” A Chinese escalation, in defiance of a ruling from the Hague, might leave the neighbors with similar feelings.

Now I’m not sure how those foreign vessels responded to Portuguese aggression five hundred years ago, but these days, if you are a fisherman, retaliation is typically limited to whatever is on hand. An incident last Tuesday at Scarborough Shoal (known in China as Huangyan Island) in the South China Sea saw Philippine fishermen brandishing machetes and throwing rocks and firebombs at Chinese law enforcement vessels, after they had been struck by bottles hurled from China’s coast guard ships. China claimed to be defending its maritime waters from Filipino poachers, near territory it seized after a three-month stand-off with the Philippine coast guard in 2012. Chinese naval presence has grown around the shoal in recent weeks, with Navy chief Admiral John Richardson suggesting that heightened activity by the Chinese at Scarborough Shoal may be a precursor to the “next possible area of reclamation.”

While Filipino fishermen seem ready to defend their fishing rights with rocks, firebombs and machetes, the Philippine government is taking a more formal approachâ€"seeking a court ruling from an international tribunal under the Permanent Court of Arbitration in The Hague.

When Vasco da Gama, the famous Portuguese explorer, landed on the west coast of India in 1498, his armed galleons intercepted foreign vessels and confiscated their goods, justifying their actions by arguing the “common right to all to navigate the seas. . . does not extend outside Europe.”

More than five hundred years later, the Chinese appear to be taking a similar approach to foreign fishing vessels they deem to be infringing upon their territoryâ€"namely, 90 percent of the South China Sea they claim under their nine-dash line, or infamous “cow’s tongue.” In recent months, Chinese coast guard vessels and fishing boats seem to have stepped up their presence in waters also claimed by Indonesia, Malaysia, the Philippines and Vietnam.

Last week, a Chinese coast guard vessel came to the rescue of the Chinese fishing boat caught fishing in Indonesian waters. While the Chinese fishing boat was being towed away by an Indonesian patrol vessel, the Chinese coast guard boat rammed the Chinese fishing boat, prying it free and then boarding it. On March 6, eleven Chinese men claiming to be from the Chinese coast guard boarded a Vietnamese fishing boat trawling the waters off the Paracel Islands. The eleven Chinese then proceeded to smash communication devices and fishing equipment, confiscating all their food, oil, fishing gear and their catch, even dumping fish into their drinking water containers. Indeed, last year there were some twenty attacks by Chinese boats on Vietnamese fishing boats in the Paracel Island chain alone. Some took place during China’s annual May-to-August fishing ban, ostensibly enforced to protect against overfishing. Last week, Malaysia reported over one hundred Chinese fishing boats, guarded by two Chinese coast guard vessels, had entered their waters near the Luconia Shoal.

Eighteen years ago this month, Cardenas, who lived with his sister about five miles from Donna, was spending the weekend with Vasquez's cousin, 15-year-old Andres Rafael Chapa. Both went to a party on April 18, and were seen rolling marijuana cigarettes; Vasquez also attended.

Police received an anonymous tip about the slaying that led them to Chapa and eventually to Vasquez, who was arrested in Conroe, a Houston suburb more than 325 miles north of Donna. Authorities found the body â€" missing some limbs â€" five days later under some scraps of aluminum in a vacant field. A blood trail showed it was dragged to the site, including crossing a four-lane main street in Donna.

"They decided they were going to try to take his head off with a shovel and didn't realize that it was a lot more difficult to cut someone's head off," Joseph Orendain, the lead trial prosecutor, recalled last week. "It was a mutilated body left behind. ... It was really horrendous."

Vasquez, who said he took a gold ring and necklace from Cardenas, told police that Chapa also participated in trying to decapitate the boy. "The devil was telling me to take (the head) away from him," Vasquez said, adding that "it couldn't come off."

Chapa pleaded guilty to a murder charge for his involvement and is serving a 35-year prison term. Three other relatives of Chapa and Vasquez received probation and a small fine for helping cover up the slaying. One of them was deported to Guatemala.

Vasquez declined an interview request from The Associated Press as his execution date neared. His statement to police fueled speculation about satanism, but Orendain said he had no idea if that connection could be made.

"He was really just a sociopath," Orendain said.

HUNSTVILLE, Texas (AP) â€" Pablo Lucio Vasquez remembered getting drunk and high on an April evening in 1998 before leaving a party with his 15-year-old cousin and his cousin's 12-year-old friend.

Vasquez later would tell detectives that as they reached a wooden shed, he started hearing voices telling him to kill the younger boy, David Cardenas. So he hit the seventh-grader in the head from behind with a pipe, cut his throat and lifted the still-conscious victim so blood would drip on the 20-year-old Vasquez's face.

"Something just told me to drink," Vasquez said in a videotaped statement to police in Donna, a small town in Texas' Rio Grande Valley.

"You drink what?" a detective asked. "His blood," Vasquez replied.

Vasquez, now 38, is set for lethal injection Wednesday for what police speculated at the time may have been an attempted satanic cult crime. Evidence of that nature, however, didn't surface at Vasquez's 1999 capital murder trial or in appeals, where courts as recent as last month rejected arguments Vasquez was mentally ill and should be exempt from the death penalty.

His execution would be the 11th this year nationally, and the sixth in Texas.

Vasquez's lawyer, James Keegan, has asked the U.S. Supreme Court to stop the punishment so the justices can consider arguments that several potential jurors were excluded improperly at Vasquez's trial because they either were opposed to the death penalty or not comfortable making such a judgment.

A death sentence shouldn't be carried out if it was reached by a jury that rejected members "simply because they voiced general objections to the death penalty or expressed conscientious or religious scruples against its infliction," Keegan told the high court, which did not immediately rule on the appeal.

The Tailor of Panama
by John le Carré

Le Carré's Panamaâ€"the young country of 2.5 million souls which, on December 31, 1999, will gain full control of the Panama Canalâ€"is a Casablanca without heroes, a hotbed of drugs, laundered money and corruption.

Seldom has the weight of global politics descended so heavily on such a tiny and unprepared nation. And seldom has the hidden eye of British Intelligence selected such an unlikely champion as Harry Pendelâ€"a charmer, a dreamer, an evader, a fabulist and presiding genius of the house of Pendel & Braithwaite Co. Limitada, Tailors to Royalty, formerly of London and presently of Panama City.

Yet there is a logic to the spies' choice. Everybody who is anybody in Central America passes through Pendel's doors. He dresses politicos and crooks and conmen. His fitting room hears more confidences than a priest's confessional. And when Harry Pendel doesn't hear things as suchâ€"well, he hears them anyway, by other means.

For what is a tailor for, if not to disduise reality with appearance? What is truth if not the plaything of the artist? And what are spies and politicians and journalists if not themselves selectors and manipulators of the truth for their own ends?

In a thrilling, hilarious novel, le Carré has provided us with a satire about the fate of truth in modern times. Once again, he has effortlessly expanded the borders of the spy story to bring us a magnificent entertainment straight out of the pages of tomorrow's history. -- http://www.goodreads.com/

(CNN)Tokyo's Akihabara district is an "otaku" paradise -- best known as a mecca for the legions of self-styled nerds who love "manga" Japanese comics -- as well as electronics, video games and models of cartoon robots.

But down an unassuming side street, away from the flashing, neon glare of the main strip, is an altogether more soothing environment.

Akiba Fukurou is the brainchild of Shusaku Yasu, an early-thirties owl enthusiast who has brought a little alternative night life to the buzzing district.

In the owl cafe sit around 25 owls, of varying sizes and breeds, quietly eyeing the human guests as they step around the quiet room. It's not a big space -- around 400 square feet in total, but the owls, which sit on perches around the room. are well behaved and entrancing, and the quietude lends the whole setup a certain serenity.

Branching out

Akiba Fukurou is the latest in a line of animal cafes that are popping up around Tokyo -- and further afield -- of increasing degrees of exoticism. First were cat cafes (now passe), then rabbits (cute, but ultimately a little boring), and reptile cafes (creepy?) and, now, owls.

Marta Kaczan is a Polish customer and finance worker visiting Tokyo from London, where she lives. She tells CNN that the owl cafe wasn't primarily the reason why she made her trip, but she's made it her mission to fit in as many animal cafes -- including an earlier pit stop at a snake cafe -- as she can during her brief period in the Japanese capital.

It's not just the novelty that attracts people, however. Yasu says that he's had people come back "60, 70 times" to the space -- although sadly there's no record of an entranced customer uttering the immortal line: "Owl be back."

This might be to do with the setup. Unlike some of Tokyo's other owl cafes, customers are allowed quite a high degree of interaction with the Akiba owls. For a fee of ¥1500 ($12) patrons are invited to pick an owl and sit at one of the small tables with it, stroking their impossibly soft feathers and cooing.

- /EIM (BANAT NEWS)
